This paper examined the effect of innovation networks comprising research and development (R&D) collaboration on innovation performance of Korean pharmaceutical firms. As co-assigned patents and co-affiliated publications are common technical outcomes of successful R&D collaboration in the pharmaceutical industry, social network analysis technique was applied for analyzing innovation networks through patent and publication data. Results of Social network analysis indicated that a small set of highly innovative firms in the Korean pharmaceutical industry were actively involved in patenting and publishing. And the analysis of structural equation model found the followings: (1) R&D intensity significantly affected patenting, publication and new drug development, (2) the activity of patenting and publishing was positively related with the innovation performance measured by new drug development, and (3) R&D collaboration in terms of degree centrality of co-patent network played significant moderating roles on the relationships among R&D intensity, patenting, and new drug development. These findings are expected to be helpful to researchers as well as policy-makers to devise innovation-promoting policies in the Korean pharmaceutical industry. Discussions and limitations of the study are provided in the last part.
The purpose of this study is to identify the level of development of major technologies used in smart manufacturing in Korea and to use it as an objective basis for establishing smart manufacturing R & D personnel training policies. We select 25 key technologies to build and operate smart factories for the US, Germany, Japan, EU, Korea, and China, and examine the level (%) and gap (year) by smart manufacturing technology in each country. Based on the results, it is expected to contribute to reinforcing the global market competitiveness of the Korea manufacturing industry by checking the current status of R & D personnel training and suggesting policy suggestions for nurturing R & D personnel.
In industrialised countries, innovation is a key source of economic growth. Rrsearch is a key driver of technological innovation and involves the process of systematic investigation and/or experimentation to discover new knowledge. The Governments'industry innovation policy supports a business focus on Research and Development (R&D) through a range of programs in order to achieve these aims. The Innovation Statement (DISR 2000, 20010, launched by the Australian Prime MinisterJanuary 2001, commits an additional ${\$}$3 billion over five years to encourage and support innovation. The Australian Government aims toworld competitive firms and strong research capability in industry to strengthen Australia's international competitiveness and increase national prosperity. It develops policies and programs to enhance investment in innovation. The Australian Government has established a number of R&D funding support programs aimed at increasing the level of R&D in Australia. The backbone of these programs is the tax concession program, which is made up of the 125 per cent R&D tax concession, the 175 per cent premium tax concession and the tax offset. Over 4000 businesses take advantage of the tax concession scheme, which costs the government around ${\$}$400mi11ion a year. This cost is expected to rise to over hall a billion by 2005-06 (commonwealth or Australia, 2003). Ensuring these resources are invested where they provide significant national economic benefits is a major policy issue. In this sense, this paper looks at the appropriateness, effectiveness and efficiency of the R&D tax concession with costs and benefits analysis.

Recently, interest in research and development (R&D) investment decisions have increased among Korean domestic enterprises. However, existing R&D investment studies only focused on government R&D investment policies while only a few studies investigated firm level R&D investment. Prior literatures also overlooked the feedback loop between R&D investment and firm performance. Therefore, this paper identifies a system dynamics model for R&D investment decision making in domestic electronics firms. The conceptual model is derived from R&D investment-related theories found in bodies of literature on company performance, enterprise activity, and market maturity. This study investigates the dynamic feedback between R&D activities and sales using the system dynamics model. In other words, the system dynamics model is used to explain the change in the closed feedback circulation structure in R&D investment activities including technology development, production process, and marketing that subsequently result in sales increase and re-investment into R&D from the generated revenues. There are two major results. First, a similar ratio of investment on technology development and production process derives the higher company sales. Second, regardless of market maturity, marketing investment ratio positively affects sales and R&D budget growth. This study provides a system dynamics model to find the optimal ratio for R&D investment and suggests managerial strategic implications on electronic firm R&D investment decision making under market maturity condition.
With the rise of the metaverse industry worldwide, relevant national strategies and nurturing systems have been prepared in Korea. As the complexity of policies increases, the importance of establishing data-based policymkaing is growing, and studies diagnosing national R&D trends in the metaverse field are still lacking. Therefore, this paper collected NTIS national R&D information for 9,651 R&D projects promoted from 2002 to 2020. And this study looked at the current status and identified major topics based on the topic modeling, and considered time-series changes in the topics. Eleven major topics of R&D tasks in the metaverse field were derived, hot topics were service/content/platform development and medical/surgical fields of application fields, and cold topics were urban/environment/spatial information fields. Strategic R&D Management, metaverse-related laws, and institutional studies were proposed as policy directions.

The EU in order to surpass the United States in the world economy have tried several aspects. Economic growth is possible through the technological competitiveness of this industry, and also through the development of industrial technology and employment. Such EU Commission has taken several support policies in order to raise the R & D capabilities. Non-EU member countries, Korea, R & D pipe central incisor see support for the policy proposal evaluation for women is important. The aim of this paper is to analyze the proposal evaluation process of the EU commission for R&D projects. I argue that the EU's methode of proposal evaluation for EU R&D consists of five stages: expert briefings, proposals for individual assessment, consensus and finally a panel evaluation. The main features of the EU's R&D evaluation process for proposals are experts and panel evaluation. The Korean government could select, operate and manage experts for the EU's R&D evaluation. That would lead to a higher rate of success for Korean proposals in the EU.

Many social and environmental changes emerged by the increasing of the number of the aged to entrance the aged society. This study explored the current supply status on Contents Technology R&D(research and development) of CT ministries and market policies(senior friendly industry) targeting to elderly consumers and the needs and demand of elderly generation to knowledge information technology. In, 2008, Ministries announced the sixth category of CT R&D's fundamental planning. The 'public culture service' to elderly and handicapped person is one of CT R&D category. This study investigated the information technology participation(internet participation rate, blog and internet cafe commitment) and contents technology to the elderly. The research indicated the desired needs of elderly consumers are creativity contents, emotional & experience and communication needs. These three factors of CT R&D to elderly consumers meets the needs non-game factors such as health, economic stability and information seeking in entertainment game.

According to increasing dependancy of national competitiveness on her level of science and technology, the Korean Government devote herself to expansion of technological capability in nation-wide. As a result, the numbers and sizes of national R&D programs, one of public technology policies, are abruptly increased. Recently, the government closely examines the introduction of performance-based budgeting regime as well as the accountability issue in public sector. In the fulfillment of accountability, it has considerable importance that the government executes measurement and strategic management of their performances of all the national R&D programs, how they are properly executed in conformity with respective missions and characteristics. It needs a tool for clearly measuring the programs' performances. In this study, the Balanced Scorecard (BSC) is suggested as an alternative. However, the logics of ordinary BSC cannot be directly applied to the program unit. This study reviews the basic concept and principles of BSC and discusses the necessary conditions for proper application of BSC into national R&D programs.
Nowadays the concern about development and diffusion strategies of new & renewable energy and its technologies is getting higher globally as Kyoto Protocol has taken effect this year and oil has been rising in price tremendously. Developed countries have already commenced the study and research for this problem and are looking for various solutions. In this paper, R&D environments and diffusion status solar thermal energy in the United States are analyzed and the probability of application into Korea case is observed. To achieve this observation, correlations between US case and Korea case is estimated and the variation of duration and amounts in R&D and the R&D contribution to national economic growth are considered.
