Good assessment is crucial for feedback on curriculum and to motivate students to learn. This study was conducted to perform item analysis on the Medical Education Assessment Consortium clinical knowledge mock examination (MEAC CKME) (2011-2016) and to evaluate several effects to improve item quality using both classical test theory and item response theory. The estimated difficulty index (P) and discrimination index (D) were calculated according to each course, item type, A (single best answer)/R (extended matching) type, and grading of item quality. The cut-off values used to evaluate P were: >0.8 (easy); 0.6-0.8 (moderate); and <0.6 (difficult). The cut-off value for D was 0.3. The proportion of appropriate items was defined as those with P between 0.25-0.75 and D ${\geq}0.25$. Cronbach ${\alpha}$ was used to assess the reliability and was compared with those of the Korean Medical Licensing Examination (KMLE). The results showed the recent mean difficulty and decimation index was 0.62 and 0.20 for the first MEAC CKME and 0.71 and 0.19 for the second MEAC CKME, respectively. Higher grade items evaluated by a self-checklist system had better D values than lower grade items and higher grade items gradually increased. The preview and editing process by experts revealed maintained P, decreased recall items, increased appropriate items with better D values, and higher reliability. In conclusion, the MEAC CKME (2011-2016) is deemed appropriate as an assessment to evaluate students' competence and prepare year four medical students for the KMLE. In addition, the self-checklist system for writing good items was useful in improving item quality.
This paper explores the determinants of the innovation impact of publicly funded R&D projects along three broad dimensions, namely project, firm and market-related factors. In addition to these factors we examine the attributes of the research result per se and aspects of the commercialization process. The observations from empirical and qualitative analyses are based on R&D projects funded by the Fifth and Sixth Research Framework Programmes of the European Union. Firm size, prior experience, innovation culture, the nature of the project itself, explicit intension to commercialize, consortium management and strategy are the factors with the strongest effect on project success, defined in terms of product/process innovation and/or technical knowledge creation. The paper provides important implications for the organization, objectives, and management of public programmes that fund R&D and for project and participant selection.

This study proposed to adopt consortium blockchain for the database in the research support system of national R&D projects in order to increase efficiency, to reduce administrative burden, and to promote transparent research environment focusing on servicing researchers. Specifically, storage methods were classified according to data characteristics. First, data that requires integrity and transparency is stored in the blockchain, Second, confidentiality and data that require modification and deletion are stored in the database, Third, data that requires confidentiality, integrity, and transparency at the same time stores the original in the database, and the hash value of the data is separately stored in the blockchain. If research support system adopts blockchain, it is possible to operate the system stably, to share quick exchange of information between research institutes, to reduce administrative burden, to improve transparency of process, to resolve asymmetry of information, and to secure integrity, confidentiality, and availability of data.
The photovoltaic industry is one of the main research areas for regenerable energy usage and green growth policy of the Korean government. R&D programs of MEST(Ministry of Education, Science and Technology) and MKE(Ministry of Knowledge Economy) are concentrating on the development of fundamental and applicable technology which can be carried out by a so-called "Big company" consortium. So it is essential to discover and support R&D projects for small and medium enterprises(SMEs) in the photovoltaic industry. R&D projects should be funded effectively to enhance the competitiveness of the SMEs. It is a complicated process as to decide what R&D projects or key element technologies should be selected and how to support them. In this paper, the supply chain analysis is adopted as a critical tool for selecting the research areas and topics for the SMEs, which can be done by analyzing the number of the SMEs, the level of imports and the localization possibility for each supply chain element. We define the strategic products for the SMEs to deduct core technologies for each strategic product. R&D projects definition sheets are proposed for each core technology. All the decision making processes are authorized by a committee which consists of experts for academia, industries and the research field. The efficacy of the proposed framework is described throughout the photovoltaic industry.
There were many attempts to increase the level of environmental cooperation in Northeast Asia. However, intergovernmental cooperation has not brought a substantial effects so far. This article aims to provide a model for multilateral joint research of environmental technologies. Each field of environmental problem requires a Consortium of joint research team and R & D mechanism. This model emphasizes joint-funding, tax-break for environmental investment and the importance of multilateral contract.

This paper aims at finding some lessons applicable to successful implementation of 'The 3D Printing R/D Project' through both examining the process of adopting overseas industrialized housing production technological knowhow by home builders during the 1970's~1980's period and thereafter until now the various efforts to adjust the technologies efficiently to the Korea's unique situation. Some meaningful lessons can be summarized as follows; I) Deep understanding of 3DP technological know-why along with its inheritance, II) Readjusting of R/D period and goals(cf. Global leader Winsun's 15 years experiment), III) Restructuring for more collaborative R/D B&E system among participating researchers IV) Fostering 3DP expert-engineers and technicians from the early stage, V) Clearing legal barriers in users' adopting 3DP methods necessary, VI) Development of appropriate building material besides concrete. Therefore, it is highly recommended that the above-mentioned 6 lessons positively accepted and applied to the Research Implementation Plan in due course, especially by KICT consortium and KAIA under the guidance of Ministry of Land, Infrastructure and Transport.

Asian populations contain a variety of ethnic groups that have ethnically specific genetic differences. Ethnic variants may be highly relevant in disease and human differentiation studies. Here, we identified ethnically specific variants and then investigated their distribution across Asian ethnic groups. We obtained 58,960 Pan-Asian single nucleotide polymorphisms of 1,953 individuals from 72 ethnic groups of 11 Asian countries. We selected 9,306 ethnic variant single nucleotide polymorphisms (ESNPs) and 5,167 ethnic variant copy number polymorphisms (ECNPs) using the nearest shrunken centroid method. We analyzed ESNPs and ECNPs in 3 hierarchical levels: superpopulation, subpopulation, and ethnic population. We also identified ESNP- and ECNP-related genes and their features. This study represents the first attempt to identify Asian ESNP and ECNP markers, which can be used to identify genetic differences and predict disease susceptibility and drug effectiveness in Asian ethnic populations.
According to the development of computer technology, especially in 3D graphics and visualization, the interest for 3D GIS has been increasing. Several commercial GIS softwares are ready to provide 3D function in their traditional 2D GIS. However, most of these systems are focused on visualization of 3D objects and supports few analysis functions. Therefore in this paper, we design not only a spatial operation processor which can support spatial analysis functions as well as 3D visualization, but also implement a prototype to operate them. In order to support interoperability between the existing models, the proposed spatial operation processor supports the 3D spatial operations based on 3D geometry object model which is designed to extend 2D geometry model of OGIS consortium, and supports index based on R$^*$-Tree. The proposed spatial operation processor can be applied in 3D GIS to support 3D analysis functions.
Technology transfer (TT) consortium is an affiliation of two or more public research institutions (PRIs) that participate in a common technology transfer activity or pool their resources together, with the objective of facilitating technology transfer. Based on empirical analysis of five regional TT consortia (2002-2006) operating in Korea, this paper suggests their effectiveness by employing a TT performance index (TTPI) and identifies possible characteristics involved, such as motivations, facilitators, barriers, and challenges. TTPI devised in the paper is a new composite TT performance index to measure how much the TT performance of a PH changed in a designated year compared to a base year. All the performance indicators of TTPI are well-structured based on the unique TT process that is prevalent in Korea. Further, TTPI can bring different size and focus of PRIs to the same scale for comparison by double-normalizing. The paper tests the effectiveness of TT consortium for the escalation of TT performances in member PRIs by highlighting the differences of TTPI's between 2005 and 2001. As a result, the paper found that the escalation of TTPI for member PRIs was greater than that for non-member PRIs. As for the characteristics of TT consortia, their respective factors obtained by TT expert survey were computed with proportion tests of differences (Z tests) to compare two perspectives between intramural and extramural groups. One of key findings is that there is general homogeneity in stakeholder perspectives regarding motivations, facilitators, barriers, and challenges. Some notable responses are as follow; the most probable motivation to join TT consortium is to share or exchange TT competences for enhanced performance. Second, the most probable facilitator is professional capability of consortium-hired personnel. Third, the foremost probable barriers to effective TT consortium are frequent change of consortium director and passive participation of member PRIs. Lastly, both publicizing TT consortia and developing performance metrics are the most important for the improvement of TT consortia. The understanding of the characteristics of TT consortia increases the likelihood of accelerated success, because TT consortia path from formation to termination encompasses many concepts, processes, principles, and factors. Finally, an analysis of the survey data combined with expert interview and observation data led the authors to derive five conditions as being critical to viable TT consortia in Korea at early stage of technology transfer systems. These conditions include policy infrastructure, proactive participation, excellent professionals, personal motivation, and teaming mechanisms. It is expected that the Korean evidence is a starting point to develop and refine the theory of TT consortia and for additional studies in other countries.
Load calculation is indispensable for the construction of a large wind turbine generator system (WTGS). In procedures of load calculation, all conditions affecting to WTGS such as environment of site, operation, transport and installation have to be considered systematically. So the certification of WTGS is issued by assuring the load calculation. This work shows the generals of load calculation briefly and introduces the characteristics and results of load calculations for the 750 kW direct-drive WTGS (KBP-750D) which is under development by the consortium of POSTECH and UNISON.
