This paper originates from the questions concerning why Korea has had difficulties in boosting R&D service industries regardless of government efforts over a decade. We first review the intrinsic nature of the R&D services and set up four criteria such as establishment type, diversification of business models, coverage of client firms, and role of R&D service firms as innovation drivers and IP strategies, that will be used in interviewing and analyzing R&D service firms. Second, we carry out in-depth interviews of eighteen R&D service firms to understand business behaviors and relevant characteristics. Finally, we identify five groups of R&D service firms and conclude that differentiated polices have to be implemented according to the groups for promoting the industry effectively.

These days, ubiquitous and RFID are often mentioned by mass media. This piper will introduce RFID-aided Baggage Tracking System that has been implemented under a government project, identify areas for improvement based on the up-to-date operation, and finally a research and development approach to address the issues. The document will also discuss mobile RFID R&D business that our research center is carrying out, and suggest technical requirements for successful RFID business from perspective of corporate research center. Last but not least it will talk about some opportunities that require cooperation among the govement, business and academy to ensure the relevant industry advances RFID business in Korea.

수익성 높은 연구개발 프로젝트의 선택은 기업과 국가의 지속적인 성장 발전에 중요한 요인 중에 하나이다. 본 연구는 비즈니스 모델 지식이 연구개발 프로젝트의 선택에 어떤 영향을 미치는가를 분석하였다. 비즈니스 모델은 기술 가치를 고객 가치로 전환해주고 기술의 사업화를 위한 목표고객, 핵심가치, 조직내 행동, 자원, 외부 파트너를 종합적으로 표현해준다. 따라서 비즈니스 모델 지식의 습득은 기술개발 평가에 있어 평가자 들이 연구개발 프로젝트의 기술성 보다는 사업성과 실현 능력을 더 중요하게 생각하게 한다. 우리는 본 가설의 검증을 위해서 78명의 연구개발 평가 전문가들에게 비즈니스 모델 지식을 습득하게 한 후, 연구개발 프로젝트의 선정 기준이 어떻게 달라졌는지 AHP 방법을 활용하여 측정하였다. 그 결과 비즈니스 모델 지식이 사업성과 실현가능성의 비중이 높아졌으며 세부 기준에 있어서도 기술혁신성과 차별성보다는 회사역량과 사업화 역량이 중요한 기준으로 선정되었다.

최근 국가 연구개발 사업의 관리는 시장 및 고객 지향적인 기술의 개발과 사업화를 통한 성과 지향적인 연구개발의 촉진에 초점이 맞춰져 있다. 연구개발 성과물의 사업화를 위해서는 시장 수요 중심적인 기술개발 노력, 연구개발 계획 및 연구개발 단계에서의 기술 사업화 전략 수립 노력, 연구개발 성과물을 기반으로 사업화를 추진할 민간 기업들과의 의사소통 노력이 필요하며, 이러한 활동들은 비즈니스 모델 개발을 통해 보다 효과적으로 이루어질 수 있다. 그러나 기존 연구들은 국가 연구개발 환경에서 비즈니스 모델을 개발하기 위한 체계적인 절차를 제시하는 데 한계를 가지고 있다. 따라서 본 연구는 국가 연구개발 환경의 특성과 연구개발 인력 및 외부 비즈니스 전문가의 관점을 고루 반영하여 비즈니스 모델을 개발할 수 있는 체계를 제시하였다. 본 연구의 결과는 국가 연구개발 사업 성과물에 대한 비즈니스 모델 개발에 유용한 가이드라인으로 활용될 수 있을 것으로 기대된다.

The current environment of technological and competitive changes influences not only the business R&D environment but also government driven national R&D strategies. Open innovation has now become an important paradigm that is replacing the outdated paradigm of closed innovation. Many companies and nations have been increasing R&D investment because R&D has been considered a driving force for national and corporate competitive advantage. The purpose of this paper is to evaluate and compare the performance of R&D focused on open innovation according to scientific and technological outputs which is based on paper publications, patents and etc. Comparisons should not be only based on the quantity but also on the quality of the output. This paper shows that it is possible to develop DEA models that utilize the Analytical Hierarchical Process in order to transform the qualitative index into a quantitative index. Hence, the relative efficiency for R&D organizations is obtained based on both quantity and quality outputs and subsequently provides comprehensive and realistic methods for decision makers to identify levels of project efficiency.

This study examines the relationship between R&D intensity and disclosure. R&D activities are essential in bringing innovation to companies. However, R&D activities are naturally uncertain and increase information asymmetry. Thus, firms with high R&D activities are more likely to have the incentive to communicate the potential of R&D investment to the market through voluntary disclosure and, concurrently, resolve information asymmetry. Meanwhile, incentives to less voluntary disclosure exist because of the proprietary cost and the risk of competitiveness loss. Furthermore, the uncertainties inherent in R&D activities caused the possible decrease in the information accuracy. For the two opposing views, this study investigates the relationship between R&D intensity and disclosure frequency using the Regulation Fair Disclosure data in Korea. Moreover, the relationship between R&D intensity and usefulness of the information disclosed is also examined. Using firm sample listed in the 2011-2016 Korea Stock Market, results show that firms with high R&D intensity make disclosures more frequent. Subsequently, the analysis using forecast sample shows that management forecast error is higher in firms with high R&D intensity. This research contributes to the existing literature by presenting evidence that R&D intensity is a significant factor affecting manager's disclosure behavior and information usefulness.

Technology innovation companies are focusing on contributing to business performance by R&D project as a strategic tool. Successful R&D leads to corporate competitiveness enhancement, national industrial development, but there are high uncertainty and risks in R&D. Public and private R&D projects are carried out to achieve various purposes. It was verified how the risk management and benefit management of the R&D project affect the detailed R&D project performance between the Public and private domain. The impact of Project Leadership on R&D performance was also analyzed. Those who have participated in the Public and Private R&D projects at companies or research institutes were surveyed. First, it was found that project risk and benefit management have partially an effect on R&D project performance. Second, Public and private R&D Project Leadership showed partially a interaction effect between project management and project performance.

The primary goal of this study is to develop proper performance indicators for evaluating the results of industrial R&D program. We define R&D results include output, transfer, outcome, and impact in the performance of R&D program. Performance indicators are focused on the results of R&D commercialization, building the industrial foundations as performance proxy of R&D program of Ministry of Knowledge Economy. And we first try to design the coupled structure as logical model between R&D program goals and performance indicators. The coupled structure is represented with objectives of group unit of R&D program, implementation process, R&D practical stage, and the ultimate goal of R&D program.

This study aims to examine whether there are some differences in the cost stickiness of R&D expenses of IT companies before and after the COVID-19 crisis. Before COVID-19, IT companies did not reduce R&D expenses even if sales decreased, resulting in cost stickiness. As a result, it appears that during the COVID-19, IT companies adjust R&D expenses in proportion to changes in sales. This is interpreted as a reduction in R&D investment, which takes a long time to create results, in case of a decrease in sales due to uncertainty in future management performance due to the COVID-19 pandemic. In other words, during the COVID-19 risk period, IT companies, like other companies, reduced R&D expenses as sales decreased, resulting in reduced cost stickiness. This study differs from existing literature in that it examines the impact of the COVID-19 pandemic on the R&D expenditure behavior of companies in the IT industry.

HRTF 를 사용하여 가상적인 음향 효과를 내는 시스템에서의 음의 왜곡은 필수적이다. 하지만 음성과 같은 사람이 민감하게 느끼는 부분에서의 음의 선명도 저하는 다른 대역의 왜곡보다 더욱 크게 느껴진다. 그리고 모노 및 두 채널의 주파수 특성이 비슷한 스테레오에서는 음질을 보상할 수 없다는 단점이 있다. 본 논문에서는 이러한 음의 선명도의 저하를 유발하게 하는 가상 음향 발생 필터의 특징을 분석하고, 간단한 필터 설계에 의해서 본래의 가상 음향을 그대로 유지하면서 선명도를 높일 수 있는 방법을 제시한다. 제시한 방법은 특히 모노 및 뉴스모드와 같이 음성이 많이 들어 있는 부분에서 뛰어난 성능을 보인다.
