An Appraisal of the Industrial Complex Campus Program as a Policy for Upgrading the Competitiveness of Industrial Complexes in Korea: the Case of the Changwon Industrial Complex Campus (산업집적지 경쟁력 강화 사업으로써 산업단지캠퍼스 사업의 평가와 개선방안 : 창원 산업단지캠퍼스 사업을 사례로)

  • This paper aims to evaluate the Industrial Complex Campus Program and to provide policy recommendations for promoting effectiveness of industrial complex campuses through the in-depth case study on the Changwon Industrial Complex Campus Program. The survey shows that the program contributes to not only strengthening the R&D capacities of SMEs within the cluster, but also promoting the interactions between local companies and local universities. But it claims that the industrial complex campus program reveals some limitations to supporting effectively local enterprises. First, It is necessary to maintain regional balance in terms of the sites of the implementation of the program. Second, the policy management plan and the monitoring system of the program should be established for the purpose of the self-reliance of industrial complex campuses, regardless of the government financial support.

The Effect of Technical Innovation Competence of Small and Medium-sized Manufacturing Companies on Corporate Performance: Focusing on the Mediating Effect of Entrepreneurship (중소 제조기업의 기술혁신역량이 기업성과에 미치는 영향: 기업가정신의 매개효과를 중심으로)

  • In this study, in order to confirm the relationship between technical innovation competence and corporate performance, the effect of technical innovation competence of small and medium-sized manufacturing companies on corporate performance was identified, and entrepreneurship, which plays a role as a driving force in triggering technical innovation competence, was analyzed to determine whether there is a mediating effect between them. To conduct the research, first, the research model was established by examining previous studies on technical innovation competence, entrepreneurship, and corporate performance. Second, an on-line and offline survey was conducted for employees in companies after constructing a questionnaire that can verify the hypothesis suitable for the research model. Third, the hypothesis was verified by performing validity and reliability analysis, correlation analysis, and regression analysis using a statistical program. Results of this study, first, it was found that R&D competence and technology innovation system, which are elements of technical innovation competence, had a significant effect on financial performance, and technology innovation system and technology accumulation capacity, had a significant effect on non-financial performance. Second, it was analyzed that entrepreneurship has a mediating effect in both R&D capability, technological innovation system and technology accumulation capability, which are elements of technical innovation capability, and financial and non-financial performance, elements of corporate performance.

A Study on Determinants of University TLO's Performance: Effects of the Patent Manager Dispatch Program (대학 TLO의 성과 결정요인에 관한 연구: 특허경영전문가 파견사업의 효과를 중심으로)

  • Even though papers and patents generated by public research institutions including universities are continuously increasing in Korea, commercialization of research outputs is significantly lower than developed countries. Therefore, it is very important to improve the effectiveness of technology licensing offices(TLOs) of universities. In this study, we study effects of the patent manager dispatch program(PMDP) of the Korean Patent Office(KPO) on the performance of TLOs. KPO has dispatched patent experts to selected TLOs under the PMSD since 2006. Based on data of 126 TLOs, we analysed whether the PMSD has improved the performances of beneficiary TLOs. We tested two related hypotheses: (1)Whether or not a TLO received the dispatch service had effects on its performance? (2)Were early beneficiaries more effective than late beneficiaries or non-beneficiaries because of cumulative learning effects? The main findings are as follows. The past experience in itself did not improve performances of beneficiary TLOs. However, early beneficiaries were better than late beneficiaries or non-beneficiaries, that is, some learning effects might help the beneficiary TLOs improve their performances.

  • This study aims to examine economic effects and success factors of ICT based growth engine industry for forth generation industrial revolution. KTRS(kibo Technology Rating System) provided by KIBO is used for an analysis of this study. Specifically, the economic effects of growth engine industy are classified with financial(productivity, growth rate, etc) and non-financial(R&D investment and employment) effects. Moreover, the impacts of KTRS factors including CEO capability, technology ability, commercialization and marketability on the economic effects are investigated. The result of this study would raise management issues on technology innovation and provide implications on industrial policies for ICT based growth engine industry.

  • The balance between exploration for new possibility and exploitation for existing certainty is an important issue in strategy, innovation, R&D as well as organization learning. Among the convergence trends of technologies, many firms seek to have the wider technological knowledge assets and the deeper technology capabilities for the sustainable competitive advantage at the same time. While firms plan technology portfolio strategies, they should consider the attribute of the technology. Nanotechnology, a cutting-edge technology, is a general purpose technology, unlike conventional product-oriented technologies. This empirical study was focused on how multi-national firms' exploration and exploitation strategies for nanotechnology affect their innovative and financial performance. It uses multiple regression analysis on panel data. This result shows that the more diversified and specialized nanotechnology as platform technology is positively related to their innovative and financial performance, unlike the research results for product-oriented technologies. In addition, exploratory innovation is more effective to firm performance than exploitation. This implies how global firms can manage effectively platform technology strategies under the constraints of resources.

  • The purpose of this research is to analyze the performance of national R&D projects and to find out measures to improve the performance indicators, focusing on energy HRD projects. The main analysis target is 86 energy manpower projects supported since 2010. The performance indicators of the energy HRD projects are related to the research capacity, the number of emission workers, industry-university linkage, job creation and so on, and analyzed by using the 11 indicators of human resource performance index called KPI index. As a result of analyzing the attainment level of the proposed target by task, the index with the highest achievement level is the corporation linkage rate, and the index with the lowest achievement level is the participating company employment. As a result of examining the effects of job creation in company - linked activities, it was found that the greater the number of participating companies in the business, the greater the employment creation effect of the number of internships. As a result of the above analysis, the following policy alternatives are proposed. First, it is necessary to consider adding indicators that can express the quality performance of the business and performance indicators that can express actual business linkages. Second, it is necessary to strengthen the management of differentiated performance indicators according to policy performance targets and major target groups. Third, it is necessary to improve information input and accumulation system along with improvement of performance index.

  • In the Hyper-connected society, each country set up its own policy and central government as well as provincial government makes a basic plan of developing IoT. Gyeonggi provincial government needs to cope actively with the changing international and national circumstances. The purpose of this paper is to frame policy as a provincial government with analysis IoT industry-academia-institute-governments ecosystem and in-depth interview. There are IoT related SMEs in Gyeonggi, especially manufacturing business and device fields. Universities are doing IoT researches by R&D funds from central as well as provincial governments. Central government-affiliated Institutions are researching. It is necessary for Gyeonggi provincial government to establish policy in order to actively operate IoT ecosystem while each innovation actors are cooperated in doing IoT; system/governce maintenance, environments and test-bed for the application.

Technology Innovation Activity and Default Risk (기술혁신활동이 부도위험에 미치는 영향 : 한국 유가증권시장 및 코스닥시장 상장기업을 중심으로)

  • Technology innovation activity plays a pivotal role in constructing the entrance barrier for other firms and making process improvement and new product. and these activities give a profit increase and growth to firms. Thus, technology innovation activity can reduce the default risk of firms. However, technology innovation activity can also increase the firm's default risk because technology innovation activity requires too much investment of the firm's resources and has the uncertainty on success. The purpose of this study is to examine the effect of technology innovation activity on the default risk of firms. This study's sample consists of manufacturing firms listed on the Korea Securities Market and The Kosdaq Market from January 1,2000 to December 31, 2008. This study makes use of R&D intensity as an proxy variable of technology innovation activity. The default probability which proxies the default risk of firms is measured by the Merton's(l974) debt pricing model. The main empirical results are as follows. First, from the empirical results, it is found that technology innovation activity has a negative and significant effect on the default risk of firms independent of the Korea Securities Market and Kosdaq Market. In other words, technology innovation activity reduces the default risk of firms. Second, technology innovation activity reduces the default risk of firms independent of firm size, firm age, and credit score. Third, the results of robust analysis also show that technology innovation activity is the important factor which decreases the default risk of firms. These results imply that a manager must show continuous interest and investment in technology innovation activity of one's firm. And a policymaker also need design an economic policy to promote the technology innovation activity of firms.

태양계의 물: 기원과 진화

  • 지구는 현재 태양계에서 액체 상태의 물이 표면에 존재하는 유일한 천체이다. 하지만, 고체 또는 기체 상태의 물은 태양계의 다른 행성이나, 위성, 소행성, 혜성 등에도 풍부하게 존재하고 있다. 풍부한 액체 상태의 물은 지구 표면에서 일어나고 있는 기후의 변화, 해류의 이동, 퇴적 및 침식 작용, 화산활동과 같은 여러 지구과학적 현상에 밀접하게 관여하고 있을 뿐 아니라 생명의 탄생과 진화에도 매우 중요한 역할을 하였다. 현재 지구 표면에 액체 상태의 물이 존재할 수 있는 이유는 태양으로부터의 거리, 지구의 조성 및 크기 등과 관련된 지구 표면의 물리-화학적 조건이 액체 상태의 물이 존재할 수 있는 조건과 일치하고 있기 때문이다. 이와는 달리 지구보다 태양에 더 가깝게 위치하고 있고, 두터운 이산화탄소 대기를 갖고 있어 표면의 온도가 매우 높은 금성의 경우 H2O는 기체 상태로 존재하며, 지구보다 더 멀리 떨어져 있고 희박한 대기를 갖고 있는 화성의 경우에는 현재 H2O가 고체 즉 얼음의 형태로 존재한다. 태양계를 탄생시킨 태양계 성운에서는 압력이 너무 낮아 액체 상태의 물이 존재할 수 없으며, 고온에서는 기체 상태로 매우 낮은 저온에서는 얼음의 형태, 또는 함수 광물 내에 포함되어 존재할 수 있다. 지구와 같은 규모의 행성은 비교적 중력이 작아 태양계 성운의 기체를 거의 끌어들이지 못했다. 따라서 현재 지구에 존재하는 물은 대부분은 고체 상태로 지구에 집적되었을 것이다. 하지만 지구가 탄생한 위치에서 초기 태양계의 온도는 얼음이 형성되기에는 너무 높았기 때문에 좀 더 먼 곳에서(현재의 목성 위치보다 바깥쪽)에서 생성된 얼음 즉, 혜성이 태양계 안쪽으로 들어와 지구에 물을 공급했거나 함수광물을 포함하고 있는 소행성(예를 들어 CI chondrites와 같은 조성의)이 물을 가져왔을 것으로 생각되고 있다.서의 활성화는 어미 변환과 관련된 영역이라기보다는 산출시 관련되는 articulation, motor coordinate관련 영역으로 추정되고, 측두엽의 활성화는 형태소, 의미 관련 지식의 data base로 추정된다. 또한 우반구 전두엽 부분에서 관찰된 활성화는 억제관련 영역으로 짐작된다.러한 동물실험이 그 기초를 제공해 줄 수 있을 것이다. 또한 행동성향 및 기억의 종류에 따른 약물효과의 차이는 기억과 관련된 질병인 알츠하이머 환자에 있어 개개인에게 맞는 적절한 특징적인 치료약물이 존재할 것이라는 가능성을 제공해줄 뿐만 아니라 학습과 기억력 증진 효과를 기대해 볼 수 있을 것이라고 생각된다. 및 지역산업발전의 기획${\sim}$조정기구로서, 선진국의 지역발전기구(Regional Development Agency : RDA)인 지역전략산업기획단이 2002년도부터 산업자원부와 9개 시도에 의해 설립되어 지역네트워크의 활성화와 클러스터의 형성 촉진을 하게 되었고 2004년도에는 13개시도로 확대${\sim}$운영되고 있고, 지역특화사업(H/W)과 지역산업기술개발과제(S/W)와 함께 패케지 형태로 지원되며, 주요역할은 크게 지역산업의 정책기획 분야와 평가관리, 지역혁신역량 조사 및 DB구축 등으로 구분된다. 그중에서도 권역별, 지역별, 지역산업진흥사업 육성과 중장기 산업발전계획을 수립하기 위하여 지역혁신역량을 바탕으로 한 지역 Technology Road Map(TRM)작성사업은 전국공통의 1단계 사업으로 실시 ?榮쨉?, 2005년 3월 기준으로 9개 지역(강원, 대전, 충남, 충북, 경북, 울산, 전남, 전북, 제주) 26개 산업분야를 대상으로 23개가 완료된 상황이다. 이를 근거로 한 지역정책과 R&D 과제 및 필요 인프라의 도출이 체계적으로 구축되어 지역산업 발전을 위한

  • The world's leading industrialized nations are improving their national science and technology capacity through the continuous expansion of national R&D investment and the improvement of performance in accordance with the trend of the fourth industrial revolution. As rapid technological development following technological convergence necessitates a preemptive response to a new paradigm, the importance of securing high technology that affects the national competitiveness is increasing day by day. Core technologies and future new technologies that affect national competitiveness can be seen as a measure to upgrade the nation's innovative capabilities. In particular, the core technologies and future new technologies to prepare for changes in a security environment and future battlefields are very important in the defense sector that develops weapons systems. In the defense sector, the core technologies based on the military weapons systems are identified, and future new technologies that use the best technologies of the private sector for national defense, not on the needs of develops weapons systems, are derived. This study examined the characteristics of core technology and future new technology of defense ground unmanned systems, conducted a comparative study through empirical analysis, and concluded that strategic technology planning and research and development are needed according to the core technology and future new technology characteristics.
