Developing a Roadmap for National Research Data Management Governance: Based on the Analysis of United Kingdom's Case (국가 차원의 연구데이터 관리체계 구축을 위한 로드맵 제안 - 영국 사례 분석을 중심으로 -)

  • In recent years, countries such as USA, United Kingdom and Australia have begun to implement national policies in order to systematically manage and share research data produced through publicly funded research. However, Korea as of yet does not have a coordinated research data policy. The lack of infrastructure that supports the sharing and preserving research data results in the poor management and loss of valuable data produced from significant national R&D investments. The need for research data collection, management and sharing goes beyond the outcome assessment of national research: it facilitates the diffusion of research impact and economic development. There is a growing recognition that data sharing is an essential element of research ethics. This research investigates the relevant research data policies and methods of governance at the national level using a case study analysis. United Kingdom was selected as a case study target as it shows a wide variety of policy examples and instruments. In particular, this research focuses on the UK's national legal framework for research data sharing, analyzes the RCUK (Research Councils UK)'s data policies, activities at the seven research councils under RCUK as well as several supporting institutions. Based on the analyses, this research offers a national roadmap for better managing and sharing of research data in Korea.

  • Since the late 20th century, due to the globalization of markets and the rapid developments of information and communication technologies, the world has entered into the age of fierce competition. With their abundant low-cost labor, former communist countries such as China, Russia and East Europe and former low-developed countries such as India and Brazil have received foreign investments from major industrial companies. Thus, there are no other alternatives remained for Korea and OECD countries other than moving the industrial economies to the knowledge based innovation systems. In the knowledge based innovation systems, economic developments and employments of regions and nations depend solely on companies situated in their territories. In this article, after reviewing the current state of technological based innovation small firms in korea, we provide a theoretical framework to promote the level of technology based innovation and entrepreneurship. The theoretical framework for analysis and policy suggestions is based on the Schumpeter's value system model that consist of supply factors, demand factors, and supporting institutions. In order to create more innovative small businesses, we insist on the followings. First, more R&D and innovation activities related with promising new technologies should be performed. Second, more R&D funds for technological innovation small companies should be provided from governments. Third, more M&A transactions and technology transactions should be marketed freely and competitively. Fourth, more business incubating services and venture capital services should be provided. Fifth, entrepreneurship and innovation culture should be popular and institutionized among people.

An Empirical Study on the Relationship between the Capabilities and Sales Growth of Research-based Spin-off Companies (연구소기업의 역량과 매출성장 간의 관계에 관한 실증연구)

  • This study aims to analyze research-based spin-off companies, which are established in Innopolis to promote the commercialization of R&D outputs of public institutions. We analyzed 175 technology-based start-ups, which were founded before 2016, to examine how the companies' capabilities affect the sales growth rate. The results show that technological capability and entrepreneurial capability have positive relations with sales growth, while network capability and finance capability do not have significant associations. In addition, R&D intensity (R&D expenditure per employee) has moderating effects on the association between firm capabilities and sales growth rate since it strengthens the effect of technological capability and entrepreneurial capability but weakens the influence of network capability. This study contributes to widening the understanding of the importance of capabilities of research-based spin-off companies and their performance, and differs from most previous literature since it uses objective and quantitative data. It further suggests policy implications that the enhancement of technological and entrepreneurial capability are important for the stable growth of technology-based startups in the early stage.

Evaluation of CM Capability based on Business Functions for International Plant Construction (해외 플랜트 건설사업관리 업무기능별 역량분석)

  • Ever expanding overseas construction is one of the most important issues for Korean construction companies. Among these issues, strategies for overseas plant construction have widely been discussed, because the plant construction has features of low competitiveness and high ripple effects when compared with other construction sectors. In this sense, the purpose of this research is to evaluate the CM capability of Korean construction industry for overseas plant construction. Fourteen construction business functions and four techniques were defined first. Based on these functions and techniques, CM capability was quantified for As-Is (2013), To-Be (2018) and Gap analyses. Findings of this research reveal that 1) capability for construction is quite competent, 2) capabilities for planning, design management, contracting, and risk management are found to be relatively low, where higher value can be added. In addition, it is found that R&D needs to be extended to develop systemized management techniques. It is also required to secure specialists and original technologies at national industrial level.

  • 우리 경제의 성장잠재력 저하에 대한 우려가 심화되는 상황에서 국민소득 2만불 시대 견인을 위해 2004년 수립한 IT 산업 발전전략이 IT839이다. 신성장동력 핵심기술 개발 등 IT839전략에 힘입어 세계 최초로 WiBro, DMB 기술개발과 국제표준화에 성공하는 등 IT분야 기술개발을 주도하여, 선진국과의 기술격차가 1년 이상 단축되었으며, 특히, 이동통신 DIV 분야는 미국, 일본 등 선진국 수준으로 경쟁력이 향상되는 성과를 보았다. 한편, 최근 IT를 둘러싸고 있는 환경은 IT를 기반으로한 융복합화 진전, 글로벌화 심화, 인터넷 확산과 웹의 진전이다. 2008년에는 이런 환경변화 속에서 IT산업의 지속적인 성장을 위한 전략을 수립.추진할 계획이다. 무선 융합환경에서 신시장 창출 및 선점, 고부가가치 IT산업의 집중 육성, IT중소기업, 핵심인력 양성 등 경쟁력 향상을 위한 기반 구축도 강화한다. IT R&D 정책은 기초 원천기술분야 R&D 투자비중을 확대하고, IT와 비IT융합 등 융합분야 기술개발 투자도 확대할 것이다. 혁신형 IT 중소기업 육성을 위해 민간 정책협력 네트워크인 IT전문협의회 운영을 개선하고, 중소기업의 원가절감을 위한 공통서비스 확대, 대 중소 기업의 상생협력을 제도화는 등 IT정책 인프라도 고도화한다. 또한, 반도체, 디스플레이 이후의 글로벌 주력품목군으로 IT SoC, u-센서, IT-BT-NT 융합분야 등 3대 핵심분야를 선정하여 집중 육성하고, 부품기업간 협업 활성화를 적극 유도할 것이다. 시장이 원하는 글로벌 수준의 인재양성을 목표로 공학교육인증 확산, IT 융합분야를 중심으로 대학의 R&D 지원도 강화하며, 전공역략을 갖춘 IT 전문인력, 석박사급 핵심 연구개발 인력, IT재직자 교육 등 시장이 원하는 맞춤형 인력양성도 병행 추진한다. 마지막으로 SW산업의 글로벌 경쟁력을 제고하고 신시장 창출을 위해 노력도 강화한다. 조선, 자동차 등 비 IT분야의 SW활용을 확산하기 위한 선도프로젝트를 추진하고, 틈새분야 중 세계적 시장점유율을 갖춘 중소기업 제품에 임베디드SW를 탑재하여 첨단기능을 구현하는 시범사업도 적극 추진할 계획이다.

Analysis on Big data, IoT, Artificial intelligence using Keyword Network (빅데이터, IoT, 인공지능 키워드 네트워크 분석)

  • This paper aims to provide strategic suggestions by analyzing technology trends related to big data, IoT, and artificial intelligence. To this end, analysis was performed using the 2018 national R&D information, and major basic analysis and language network analysis were performed. As a result of the analysis, research and development related to big data, IoT, and artificial intelligence are being conducted by focusing on the basic and development stages, and it was found that universities and SMEs have a high proportion. In addition, as a result of the language network analysis, it is judged that the related fields are mainly research for use in the smart farm and healthcare fields. Based on these research results, first, big data is essential to use artificial intelligence, and personal identification research should be conducted more actively. Second, they argued that full-cycle support is needed for technology commercialization, not simple R&D activities, and the need to expand application fields.

Exploring Key Topics and Trends of Government-sponsored R&D Projects in Future Automotive Fields: LDA Topic Modeling Approach (미래 자동차 분야 국가연구개발사업의 주요 연구 토픽과 투자 동향 분석: LDA 토픽모델링을 중심으로)

  • The domestic automotive industry must consider a strategic shift from traditional automotive component manufacturing to align with future trends such as connectivity, autonomous driving, sharing, and electrification. This research conducted topic modeling on R&D projects in the future automotive sector funded by the Ministry of Trade, Industry, and Energy from 2013 to 2021. We found that topics such as sensors, communication, driver assistance technology, and battery and power technology remained consistently prominent throughout the entire period. Conversely, topics like high-strength lightweight chassis were observed only in the first period, while topics like AI, big data, and hydrogen fuel cells gained increasing importance in the second and third periods. Furthermore, this research analyzed the areas of concentrated investment for each period based on topic-specific government investment amounts and investment growth rates.

국내창업초기투자생태계의 현황과 과제

  • 본 연구는 국내 창업초기투자생태계의 현황을 진단하고 향후 진화의 방향과제를 도출하는 것이 목적이다. 2013년 정부의 투자중심 창업지원 생태계 구축정책에 힘입어 국내 창업초기 투자생태계는 보다 세분화되고 활성화 되고 있다. 종전의 엔젤투자와 VC 투자자로 양분되었던 벤처투자시장에, 특히 창업초기단계 개인엔젤투자조합, 전문엔젤, TIPS, 엑셀러레이터와 창업초기 전용VC 펀드인 인큐베이팅펀드와 청년창업전용투자펀드등에서 최근 마이크로VC펀드에 이르기까지 다양한 창업초기 VC 펀드가 창출되며 다양한 그룹의 투자자들이 생성 진화중이다. 이렇게 창업초기 다양한 투자자그룹이 생성되고 성장하고 있는 이면에는 정부의 매칭투자와 투자연계 R&D 자금이 큰 역할을 하고 있어 투자자들에게는 창업기업에게 Valuation과 투자 위험 관리에 큰 도움을 주고, 창업기업에게는 과도한 지분의 희석 없이 투자자금이 가진 장점의 혜택을 극대화하고 있다. 그러나 본 연구의 국내창업초기 투자생태계 진단결과, 국내 창업투자생태계는 다양한 투자자그룹이 생성되고 성장하고 있지만 서로 다른 투자자 그룹 간 공동투자나 후속투자 연계 등의 협업적 활동 및 회수네트워크 연계 등 활동은 아직 미흡하다. 또한 투자분야 자체가 모바일 및 인터넷서비스 분야에 집중되고 있어, 상대적으로 긴 시간의 보육과 성장검증기간 및 규모 있는 투자를 필요로하는 제조분야는 비중이 약한 편이어서 투자 대상 사업 분야의 다변화 필요하다. 뿐만 아니라 국내 창업초기투자생태계는 창업의 글로벌 사업성과를 내기 위한 글로벌 투자자들과의 연계구조는 미흡한 상황이어 이를 촉진할 방안이 요구된다고 할 수 있다.

국가과학기술종합정보시스템(NTIS) 구축의 기본방향 및 과제

  • 지식과 정보의 창출, 확산은 국가혁신의 원동력으로 크게 부각되고 있어 선진국은 체계적이고 수요자 지향적인 과학기술종합정보시스템(NTIS)을 구축하고 있다. 그러나 우리나라는 그 동안의 노력에도 불구하고 기관별 상호 연계성 미흡, 중복 개발 운영되어 효율성이 낮고, 연구성과 관리가 어렵고 활용도가 저조하였다. 이에 정부는 기술, 시장, 산업, 인력 등이 연계된 전주기 종합정보서비스체제를 구축하여 과학기술정보종합상황판 구축 활용하고자 한다. 언제, 어디서나 편리하게 이용할 수 있는 시스템 구축으로 하나의 창구로 종합적인 과학기술 정보의 획득이 가능하게 되고 국가연구개발 상황을 종합적으로 파악, 분석하여 투명하고 개방적인 연구관리 지원체제로 지식 정보의 체계적인 창출, 확산, 활용 및 공유를 통해 연구개발 생산성 제고 및 새로운 혁신체제를 구축할 계획이다. NTIS 구축의 향후 과제로는 (1) 연구기획 강화를 위한 R&D모니터 및 조기경보시스템 구축, (2) NTIS 표준화의 선결적 추진이 요구된다. 4가지 표준화 영역 중 기술요소표준을 제외한 3개 영역은 별도의 표준화 과제 수행을 통해 추진하되 분류표준 중 기술분류 표준은 인력, 장비, 기자재는 물론, 사업/프로그램 및 과제관리기관 등과 관련성을 가지므로 NTIS표준화의 핵심이 될 것이다.
