정부 R&D투자가 중소기업에 미치는 영향 - 대전 지역특화(전략)산업을 중심으로

  • 대전은 전국에서 R&D투자가 많은 지역으로 이는 출연연 및 출연연 출신 연구원의 기술창업의 증가로 나타나는 현상으로 볼 수 있다. R&D가 많이 투자됨에 따라 이에 따른 효율성에 대한 분석들이 많이 이루어지고 있으며, 주로 R&D 투자가 대한 지역내총생산, 기업의 생산성 등에 미치는 영향 즉 R&D투자의 효율성 분석을 많이 하고 있다. 본고에서는 지역 R&D투자가 기업의 생산성에 어느 정도 영향을 미치는 지를 분석하였다. 특히 지역특화(전략)산업 분야별로 분석하여 지역 R&D 투자의 효율적 배분을 위한 전략방안을 제시하고자 한다. 이러한 분석을 위해서 생산성에 대한 대리변수로 종업원 1인당 매출액 종업원 1인당 부가가치를 종속변수로 설정하였고, 독립변수로 연구개발비, 종업원 1인당 영업이익, 종업원 1인당 자본집약도 등의 변수를 다중회귀모형으로 실증분석 하였다. 분석결과 R&D투자가 매출액과 부가가치에 유의한 영향을 미치지만, 연구개발비가 매출액이나 부가가치 등 생산성 증가에 결정적인 요인으로 나타나지 않았다. 산업별 분석결과 정보통신, 바이오산업보다 부품소재 산업에서 결정계수가 높게 나왔다. 또한 조절회귀모형을 설정하여 조절효과를 분석한 결과 R&D투자는 매출액에 영향을 미치지만, 부가가치는 조절효과가 발생하지 않았다. 이는 지역 R&D투자의 효율적 배분 측면에서 투자의 활성화를 이루고 연구개발 투자가 실질적으로 기업의 생산성 증가에 기여할 수 있도록 견인해야 할 것이다.

  • Many economists and policymakers regard the ratio of R&D investment to GNP to be a good indicator of a nation's technological capabilities. Consequently, their major policy recommendation to promote technological development is a rapid expansion in R&D investment. However, a low R&D ratio does not necessarily mean less efforts at technological advancement since the composition of technologies to be developed varies depending upon the stage of economic development. Technology policy to improve the international competitiveness of domestic industries should be based on the stage of economic development and present technological status rather than on a simple comparison with advanced countries. At Korea's stage of development, maximizing the efficiency of R&D investment is more important than enlarging the size of the investment. Strategic alliances between domestic firms and foreign enterprises should be encouraged to save time and costs involved in acquiring new technologies and learning how to use them. The government should establish institutional devices to stimulate private enterprises to internationalize their business activities such as R&D, production, and marketing. The government should also promote the development of domestic and international R&D networks, which can serve as the infrastructure for technological innovations.

  • 정부는 혁신성장 확산을 위해 'D·N·A와 BIG3 전략'을 마련하여 '18년 0.7조원에서 '22년 3.5조원까지 5년간 10.9조원의 재정투자와 AI와 5G를 융합한 기술 개발에 많은 지원을 하고 있다. 본 논문에서는 AI와 5G 분야에 대해 국가R&D 참여 인력의 현황을 분석하여, 정부 재정투자에 비례하여 국가R&D 참여 연구인력이 활성화되고 있는지 확인하였다. 분석 데이터는 NTIS에서 Top20의 키워드를 추출하여 2011년부터 2020년까지의 과제 71,760건, 참여 인력 785,805명의 데이터를 수집하였다. 각 분야의 과제와 연구비(정부투자연구비), 연구개발수행주체별, 연구개발단계별 학위 분포 등 참여연구인력 추이를 심층분석하였다. 그 결과 참여 연구인력은 정부 재정투자에 비례하여 활성화 되고 있었다. 이러한 분석은 참여 연구인력 양성을 효율적으로 육성하기 위해 활용될 수 있다.

순위 프로빗 모형을 활용한 정부연구개발투자 수혜 기업의 특성 분석

  • 본 연구에서는 정부의 R&D 투자를 받는 기업들의 특성을 규명하였다. 정부의 투자 행태를 반영하기 위해 순위 프로빗 모형(ordered probit)을 사용하였으며, 기업의 특성과 과제의 특성을 함께 고려함으로써 정부 정책의 실효성과 정합성을 분석하였다. 분석 결과 대기업, 매출액이 큰 기업, R&D집약도가 높은 기업, 벤처기업 등이 정부 R&D 투자를 많이 받는 것으로 나타났다. 기업특성과 과제 특성을 함께 분석한 결과, 중소기업이 신성장동력, 녹색기술 등에 대한 투자를 많이 받은 것으로 나타났다. 기업에 대한 투자가 개발연구 위주로 추진된 것은 합당하나, 대기업 중심, 성장기 기술 중심의 편중 현상은 개선의 여지가 있는 것으로 보인다.

A Study on Determinants of R&D Efficiency of Technology-Innovation SMEs: Considering the Moderating Effect of CEO's Competency (기술혁신형 중소기업의 연구개발 효율성 결정요인 분석: 경영주역량의 조절효과를 고려하여)

  • This study presents the determinants of R&D efficiency as the focus on CEO's competency, which influences R&D competency and R&D efficiency. The research samples are 6,708 technology-innovation small and medium-sized enterprises (SMEs). The independent variable is the R&D competency(existence of R&D organization, level of R&D personnel, R&D personnel management, R&D investment), the dependent variable is R&D efficiency. The moderator is the CEO's competency(experience level in its own industry, technical knowledge level, technology management strategy, management ability). R&D efficiency measures the relationship between inputs(level of R&D personnel, R&D investment) and outputs(patent applications, prototype) by the DEA. and the determinant analysis uses Tobit regression. As a result of the analysis, the existence of R&D organization and R&D personnel management is positively significant, level of R&D personnel and R&D investment is negatively significant for R&D efficiency. The moderating effect of CEO's competency on the relationship between the R&D competency and R&D efficiency is significant determinants of CEO's experience(experience level in its own industry, technical knowledge level) and technology management strategy. The finding is to measure the efficiency of R&D performance, and to analyze its determinants as the moderating effect of CEO's competency, using the technology appraisal data. In the conclusion session, the limitations of the research and future research directions were discussed.

Managerial Ownership and R & D Investment in the Chinese Firms : Comparison between State_Owned Firms and Private_Owned Firms (경영자 지분이 연구개발투자에 미치는 영향: 중국 국유기업과 민영기업 비교를 중심으로)

  • Using 1855 observations from 5 years-371 firms panel data during 2010 to 2014 in Chinese stock exchanges, this study examines the impact of managers' ownership on R & D expenditures. The empirical study finds that when firms are state-owned, managers' ownership have negative relation with the level of R & D expenses as well as the likelihood of executing R & D investment, implying that managers are less likely to invest in high risky projects due to managerial ownership's entrenchment effects to pursue private benefits rather than alignment of interest effect as shareholders. The empirical study also finds that when firms are private-owned, managerial ownership are inverse U shaped related to the level of R & D expenses, implying that managers are less likely to invest in high risky projects due to increasing risk aversion resulting from concentration of private wealth at its high level while managers are more likely to invest in high risky projects due to increasing incentives as shareholders at its low level. The results support that the effects of managerial ownership on R & D expenses may be different according to the ownership type of Chinese listed firms.

A Study of Product Development Projects of Startup Ventures on Product Development Performance: Exploring the Role of Entrepreneurial Business Model (벤처기업의 제품개발 프로젝트와 제품개발 성과: 비즈니스 모델의 역할 탐색)

  • R&D projects for product development are crucial for ventures' growth and success. Current study summarizes existing studies that identify the relationship between startup ventures' R&D department, R&D investment, and R&D cooperation on product development performance, and highlights the effects of business model as well as the roles of R&D activities for product development project that have been traditionally emphasized. In order to consider the effects of business models that were not previously available, the effects of these factors on product development performance were comprehensively analyzed. The research results with 180 venture cases surveyed on venture companies in the growth stage in Korea, showed that the effect of product development project activities measured by R&D department, R&D investment and R&D cooperation on product development performance is not evident. However, the effect of business model on product development time and product development performance measured by product innovation was confirmed. In particular, it was found that the clarity and uniqueness of the business model interacted with the R&D investment to shorten the product development time and directly increase the innovativeness of the developed product. Based on these analysis results, the implications of this study, limitations of the study, and the future research directions were described.

Effects of Innovation and Openness on Firms Productivity : Using Company Innovation Index (기업의 혁신성과 개방도가 기업성과에 미치는 영향에 관한 연구: 기업혁신지수를 이용한 분석)

  • This paper analyses the effects of innovation and openness on productivity in Korean firms using company innovation index which issued by STEPI in 2012. The data contains 296 companies which are registered in Korean stock market. I observed that the effect of past R&D investments on innovation is significant than current R&D investment. The regression results show that company innovation index has significantly positive effects on the firm's revenue. The firm size and the openness also have an important effect on the firm's revenue.

  • R&D (Research and Development) investment by companies and the government continues to increase, and the total R&D expenditure of public and private sectors in 2021 reached KRW 102 trillion, and the ratio of R&D investment to GDP was 4.96%. It ranks second in the world after Israel. This study analyzes the current status of the domestic R&D service industry and the research and development (R&D) innovation ecosystem based on the business activity survey data of the National Statistical Office in terms of improving R&D productivity of domestic R&D investment that has exceeded 100 trillion won, and analyzes the global R&D service industry and analyzes the global research service industry and R&D service Industry support government policy As a result of the analysis, in the domestic R&D ecosystem, the R&D outsourcing demand of service companies is rapidly increasing, compared to the stagnant R&D outsourcing demand of traditional manufacturing companies. In order to respond to these changing demands for technological innovation, this study suggests balanced support for R&D outsourcing for manufacturing and service companies, expansion of domestic R&D outsourcing, establishment of R&D outsourcing strategies specialized for the service industry, establishment of an open R&D ecosystem, and innovation in connection with materials/parts/equipment strategies.
