Research of Quality Improvement by Factors Analysis Data Quality Problem:Focus on National R&D Information Linking Structure (품질문제 요인분석을 통한 데이터 품질 개선방안 연구:국가R&D정보연계 방식 중심)

  • A currently domestic governmental R&D business is early to 100. And this is each managed individually in 15 professional organizations of research and management by characteristics of a business. For this Reason, A redundant investment issue regarding national R&D occurs, and an issue regarding efficiency of R&D investment by insufficiency of systematic R&D research project and result management is continuously raised. Ministry of Education Science and Technology establishing National Science & Technology Information Service(NTIS) in order to solve these issues. NTIS is the national R&D Portal System which can support efficiency of research and development to result utilization in planning of national research and development. In this paper We consider integrated DB constructions and Information Linking of R&D Participants/Projects/Results information in a NTIS system for data quality Improvement. and then We analyze the cause of the data quality problem, and we propose the improvement plan for data quality elevation of NTIS system.

  • 승자독식(Winner Takes All)이라는 글로벌 경쟁원리로 인해 세계 주요 국가들 사이에 R&D 경쟁이 갈수록 치열해지고 있다. 이에 우리나라에서도 R&D 지원 확대 및 다양한 정책기획 활동 등이 전개되었다. 이러한 노력에도 불구하구 국가 차원에서 기획 및 정책조정이 효과적으로 추진되지 못하고 있으며, 국가연구개발사업 차원에서는 "기획의 양척 과다와 질적 부실"이라는 비판이 제기되고 있다. 반면에 기술 융복합화의 가속화 등 R&D 환경의 불확실성은 더욱 높아졌으며 국가연구개발사업의 규모 증가와 함께 연구기획의 복잡성은 더욱 더 높아졌다. 최근에는 국가 차원의 비전수립과 중장기 정책기획에 기초하여 사업기획과 과제기획을 연계 수행하는 등 기획을 통해 과제를 도출하는 하향식 접근이 강조되면서 기획의 중요성은 더욱 커졌다. 최근 연구기획의 새로운 기법으로서 정보분석 방법론(Information Analysis Method)이 대두되고 있다. 국가연구개발사업의 효율적 기획을 위하여 기존 기술기획 위원회(Peer Review) 방식 외에 정보분석 방법론을 통한 보완이 필요하다. 본고의 목적 크게 두 가지로 설명할 수 있다. 첫째, 현재 진행되고 있는 연구기획 및 연구기획 방법론으로 기장 많이 활용되고 있는 전문가 위원회의 한계를 제시하였다. 둘째, 최근 대두되고 있는 정보분석 방법론과 정보분석 시스템 구축, 그리고 이를 활용한 10대 기술(반도체, 디스플레이, 디지털 망원전파, 이동통신, BcN, 차세대 컴퓨팅, SW솔류션, 디지털콘텐츠, 임베디드 SW, 지식정보보안)에 대한 유망기술 발굴 실증분석을 실시하였다.

  • National R&D project management agencies have promoted continuous investment and development to provide efficient information such as collection and analysis of industry and technology information and research trend information, and development of user oriented information system. This research analyzes Region Industry Total Information System status to manage regional R&D and suggests methods for regional industry project management. This paper may contribute to the advancement of efficient information management system though research method.

  • The purpose of this study is to emphasize the necessity of extention of a government R&D planning scope. Presently, government R&D planning is focused on the selecting a R&D project. There is no R&D strategy for R&D conducting such as the composition of R&D team, collaboration and knowledge flow. Ordinarily these strategies are established by research director. This study analyzed the determinants of excellent R&D performance and proposed R&D strategy for R&D conducting using the patent bibliograpy information in energy resources production technology field. On the other hand, this study introduced the concept of technology lifecycle and showed that R&D strategy should be differentiated by technology lifecycle.

  • 2020년 5세대 이동통신 상용화를 목표로 유럽, 중국 등은 기술 및 표준화 주도권 확보를 위해 경쟁적으로 연구 개발 및 투자를 본격화하고 있다. 우리나라도 국가 성장동력을 창출해 온 이동통신분야에서 새로운 기술 진화 및 혁신으로 대응하기 위해 5세대 이동통신을 신성장동력 기술로 선정하고, 전략적인 R&D 추진 계획을 수립하고 있다. 이에 본고에서는 표준화 및 국내외 기술 동향을 살펴보고, 현재 진행 중인 과제 내용 및 2015년도 신규과제 기획방향에 대해 알아본다.

A Study on Ontology and Topic Modeling-based Multi-dimensional Knowledge Map Services (온톨로지와 토픽모델링 기반 다차원 연계 지식맵 서비스 연구)

  • Knowledge map is widely used to represent knowledge in many domains. This paper presents a method of integrating the national R&D data and assists of users to navigate the integrated data via using a knowledge map service. The knowledge map service is built by using a lightweight ontology and a topic modeling method. The national R&D data is integrated with the research project as its center, i.e., the other R&D data such as research papers, patents, and reports are connected with the research project as its outputs. The lightweight ontology is used to represent the simple relationships between the integrated data such as project-outputs relationships, document-author relationships, and document-topic relationships. Knowledge map enables us to infer further relationships such as co-author and co-topic relationships. To extract the relationships between the integrated data, a Relational Data-to-Triples transformer is implemented. Also, a topic modeling approach is introduced to extract the document-topic relationships. A triple store is used to manage and process the ontology data while preserving the network characteristics of knowledge map service. Knowledge map can be divided into two types: one is a knowledge map used in the area of knowledge management to store, manage and process the organizations' data as knowledge, the other is a knowledge map for analyzing and representing knowledge extracted from the science & technology documents. This research focuses on the latter one. In this research, a knowledge map service is introduced for integrating the national R&D data obtained from National Digital Science Library (NDSL) and National Science & Technology Information Service (NTIS), which are two major repository and service of national R&D data servicing in Korea. A lightweight ontology is used to design and build a knowledge map. Using the lightweight ontology enables us to represent and process knowledge as a simple network and it fits in with the knowledge navigation and visualization characteristics of the knowledge map. The lightweight ontology is used to represent the entities and their relationships in the knowledge maps, and an ontology repository is created to store and process the ontology. In the ontologies, researchers are implicitly connected by the national R&D data as the author relationships and the performer relationships. A knowledge map for displaying researchers' network is created, and the researchers' network is created by the co-authoring relationships of the national R&D documents and the co-participation relationships of the national R&D projects. To sum up, a knowledge map-service system based on topic modeling and ontology is introduced for processing knowledge about the national R&D data such as research projects, papers, patent, project reports, and Global Trends Briefing (GTB) data. The system has goals 1) to integrate the national R&D data obtained from NDSL and NTIS, 2) to provide a semantic & topic based information search on the integrated data, and 3) to provide a knowledge map services based on the semantic analysis and knowledge processing. The S&T information such as research papers, research reports, patents and GTB are daily updated from NDSL, and the R&D projects information including their participants and output information are updated from the NTIS. The S&T information and the national R&D information are obtained and integrated to the integrated database. Knowledge base is constructed by transforming the relational data into triples referencing R&D ontology. In addition, a topic modeling method is employed to extract the relationships between the S&T documents and topic keyword/s representing the documents. The topic modeling approach enables us to extract the relationships and topic keyword/s based on the semantics, not based on the simple keyword/s. Lastly, we show an experiment on the construction of the integrated knowledge base using the lightweight ontology and topic modeling, and the knowledge map services created based on the knowledge base are also introduced.

  • 연구자의 R&D활동은 연구기획에서부터 과제제안, 과제수행 및 실험, 연구자간 공유와 협업, 결과해석, 성과확산 및 성과관리 등에 이르기까지 다양한 영역에서 이루어지고 있다. 그러나 이러한 활동을 지원하는 통합서비스가 존재하지 않아 각각의 서비스를 찾아서 융·복합적으로 활용하기는 쉽지 않다. 본 연구에서는 R&D활동에 필요한 정보와 데이터, 서비스, 고성능 컴퓨팅 인프라를 연계·융합 활용할 수 있는 통합서비스 개발을 위한 방법을 제시한다. 그리고 통합서비스 개발 사례로 ScienceON을 소개한다.

  • 국내에서의 NTIS의 높은 인지도와 달리 해외에서 세계 최초의 국가R&D정보 종합포털로서의 NTIS의 인지도는 전무한 현실이다. 한국과학기술정보연구원에서는 2010년도부터 이러한 문제를 인식하여 NTIS 브랜드의 국제화 및 국내 외 홍보강화를 통해 국내 외 협업 공동연구 활성화를 촉진하고 이를 통한 고부가가치 연구성과의 창출 확산을 위하여 NTIS 영문포털 서비스를 개발하여 서비스 중이다. NTIS에서 제공 중인 주요 서비스에 대한 소개, 과제, 연구자 영문이력정보, 및 영문초록 정보 등 다양한 정보를 제공하고 있으며 2011년도에는 EU의 CORDIS, 미국의 NSF등과의 연계체계 구축을 통해 국내 연구자들에게 주요국의 R&D정보를 제공할 예정이다. 본 논문에서는 NTIS 영문포털의 개요 및 향후 발전방향에 대하여 논하고자 한다.

Development of a National R&D Knowledge Map Using the Subject-Object Relation based on Ontology (온톨로지 기반의 주제-객체관계를 이용한 국가 R&D 지식맵 구축)

  • To develop an intelligent search engine to help users retrieve information effectively, various methods, such as Semantic Web, have been used, An effective retrieval method of such methods uses ontology technology. In this paper, we built National R&D ontology after analyzing National R&D Information in NTIS and then implemented National R&D Knowledge Map to represent and retrieve information of the relationship between object and subject (project, human information, organization, research result) in R&D Ontology. In the National R&D Knowledge Map, center-node is the object selected by users, node is subject, subject's sub-node is user's favorite query in National R&D ontology after analyzing the relationship between object and subject. When a user selects sub-node, the system displays the results from inference engine after making query by SPARQL in National R&D ontology.
