Korea has started new value creation which is the post catch-up innovation system from the catch-up innovation. Post catch-up innovation system is becoming the main R&D issue for Korea and is needed for the new concept of R&D management and planning frame. This study posed questionnaires : how to promote the knowledge creation in technology planning and what the role of organizational learning in the technology planning is. This paper suggests the relationship of success factors of knowledge creation in technology planning which is organized and operated by experts with different background. Based on the prior research on organizational learning, communications and collaborative interactions, four hypotheses that factors of knowledge creation in technology planning have positive relationship with organizational learning are extracted. This study adopts Structural Equation Modeling(SEM) to analyze the relationship between organizational learning and successful technology planning. The approach based on organizational learning and interaction will be useful for constructing the planning framework in the era of post catch-up innovation. This paper, therefore, suggests the possibility of new theoretical development and new research agenda.

많은 국가에서 중소기업의 기술혁신을 지원하기 위해서 다양한 직 간접적 지원 프로그램을 기획하고 운영한다. 이 연구는 R&D 투자 효율성을 제고하기 위한 간접 지원의 대표적인 사례 중에서 지식서비스, 특히 그중에서도 R&D 기획, 기술가치평가, 정보 지원 사업에 주목했다. 이 연구에서는 지식서비스의 일환으로 공공과 민간에서 다양하게 제공되고 있는 3가지 지원 사업을 대상으로 R&D 중소기업 중에서 수요 집단의 특징을 프로파일링 했다. 이런 프로파일링을 통해 기업의 해당 지식서비스 지원 적합성을 진단할 수 있는 계량적인 방법을 제안하고 나아가 이를 통한 처방 방법을 논의한다. 구체적인 연구 방법으로는 데이터 마이닝을 통한 분석 방법으로 수요 집단을 프로파일링 했으며, 전통적인 통계 방법인 판별분석 방법을 활용해서 구체적인 지식서비스 적합성 진단 모형을 제시했다. 본 연구에서는 특정 지식서비스 수요에 대한 중소기업의 특징을 프로파일링하기 위해서 설문정보를 활용했으며, 모형의 적정성을 검증하기 위해서 새로운 설문을 활용하는 등 총 6,600 기업에 대한 대규모 설문을 활용했다는데도 차별적 의의가 있다. 본 연구의 결과는 대규모 데이터를 바탕으로 한 중소기업에 대한 지식서비스 또는 R&D 진단과 처방 서비스를 제시해 중소기업과 정부 R&D 투자 효율성을 개선시키는데 기여할 것으로 기대된다.

오늘날 ICT는 타산업과의 융합을 통한 경제성장의 핵심수단 및 사회이슈를 해결할 도구로서 인식되고 있으나, 우리나라의 R&D 성과활용은 기술개발의 성공률에 비해 매우 낮은 수준이다. 이는 R&D의 공급자인 연구자 중심의 기획, 기술개발 추진이 주된 원인으로 지적되고 있다. 이에 따라, 수요자의 요구에 부합되는 시장성 있는 제품 서비스 구현이 R&D 추진의 중요한 요소로 대두되고 있으며, 기획에서부터 실사용자의 요구사항을 도출하고 기술개발과정에서 지속적으로 사용자의 피드백을 통해 수정해 나가는 리빙랩 방식의 적용이 절실히 필요한 상황이다. 그러나, 그동안 리빙랩 R&D는 사회문제해결형 또는 지역환경개선형에 집중해서 추진되어 왔다. 본 논문에서는 중소기업 R&D사업에의 리빙랩 도입 방안에 대해 검토해보고 이를 통해 기술개발 결과물의 사업화 가능성을 향상시키기 위한 효율적인 R&D 추진방안에 대해 제안하고자 한다.

연구기획 단계부터 사업화에 대한 고려를 위해서 기존의 연구 성과에 대한 조사 분석을 포함하는 해당 연구 주제에 대하여 기술동향, 시장분석, 정책 등 다양한 정보를 종합적이고 전략적으로 활용할 수 있는 정보 서비스 환경에 대한 필요가 급증하고 있으며, 국가연구 생산성 제고를 위해 후속심화 연구를 위한 연구 성과의 효율적인 공유 및 재사용을 지원하는 표준화 기반의 정보공유인프라 구축 및 운영이 필요하다. 이를 위해 국가R&D정보와 NDSL 정보를 연계하고, 이를 활용하여 연구자의 R&D활동관련 문제해결을 지원하는 서비스 체계를 구축할 필요가 있다. 이를 위해, NDSL-NTIS 연계 및 융 복합 서비스를 개발하고 이를 뒷받침하기 위해 연계체계 구축, 분석기반 개선, 개념기반 체계 구축, 연계활용을 지원하는 메타데이터 관리기능 개선을 수행하는 것을 목표로 국가R&D정보 네비게이션 서비스를 개발하였다.

The national investment versus research result management ratio is very low as we compare to those of other advanced countries. Also the system of efficient usage of research result is insufficient. It results inefficient R＆D investment when we drive national R＆D programs. In this paper we developed a generalized information system for efficient planning and management of national R＆D programs. And we developed a efficient system of the R＆D information support and a system of a smoothly circulating R＆D information. Also we apply those systems to the development of the information system of Korea Research Council of Fundamental science and technology. This application system can provide a total R＆D information of whole life cycle of the national R＆D programs.

Korea has increased R&D investment continuously for the improvement of global technological competencies. Korea ranked first in the world with 4.15 percent in the ratio of R&D investment to GDP. In particular, the private sector occupies a crucial position of technological innovations in Korea, constituting 78.5% of total R&D investment. However, quantitative growth strategy is no longer effective, so efforts to enhance efficiency by upgrading qualitative level are badly needed. This paper studied methods for improving firms' business performance. For this, it tried to empirically verify technology strategy and technology planning capability's influence factors on the improvement of business performance. The study showed that technology strategy and technology planning activities have positive effects on the improvement of business performance. And it was revealed that coordination flexibility contributes to the enhancement of business performance by positively controlling technology planning activities. The study performed sample survey on the companies with R&D centers and multiple regression analysis and quantile regression were used for the analysis.

Since continuous expand in governmental R&D investments and growth number of research institutions, model of multi-agency program has been planned and pushed ahead to settle the inefficiency of investment by the scattered and competitive R&D Programs. However, it was often pointed out that new model's effect has been fall because the institutional inertia of cooperative system between agencies. In this study, we analyze the current state of multi-agency program and suggest the optimal R&D governance model to improve a better direction. Afterward, several problems were turned up and that allocation and execution of the R&D budget separately, less coordination and cooperation among agencies, and absence of typical evaluation system of multi-agency program. Therefore, we suggest some of improvements by analyzing each steps.
