Research Evaluation Indicators for Government Supported Research Institutes on Geoscience and Mineral Resources in the New Korean Mission Oriented Evaluation System (임무중심형 종합평가에서 지질자원 분야 출연연구기관의 연구개발 우수성 평가지표 연구)

  • The Ministry of Science, ICT and Future Planning (MSIP) introduced its new Mission Oriented Evaluation System (MOES) for government affiliated research institutes and Government Supported Research Institutes (GSRI) on science and technology in 2013. The Korea Institute of Geoscience and Mineral Resources (KIGAM) is the first MOES applied Science and Technology (S&T) GSRI, that has research divisions focusing on geoscience and geological surveys, mineral resources extraction and utilization, petroleum extraction and marine mineral research, and geological applied and environment research. In appling the final evaluation of MOES on KIGAM, we found difficulty classifing the concepts of research excellence and risk (innovativeness) in guidelines of Research Evaluation Indicators (REIs) of MSIP. We have developed quantitative and qualitative indicators that can present research excellence and risk (innovativeness) through the KIGAM World Class Laboratory (WCL) strategy and related studies, innovative research and development guidelines of MSIP (2013a) and honorable R&D failure guidelines of MSIP (2013b). We have applied our developed REIs in KIGAM which handles basic research, applied and development research and public services. Therefore, our developed REIs can be effectively applied in every S&T GSRI.

A Study on Correlation Analysis between TCB Evaluation Indicator and Technology Rating (기술신용평가기관(TCB) 효율성 제고 및 기업기술력 강화를 위한 평가지표간 상관관계 분석연구)

  • In 2014, the Financial Services Commission designated the Tech Credit Bureaus(TCB) to issue technical credit evaluation reports. The Five credit rating agencies, KEB Hana Bank and others have issued the technical credit reports since the summer in 2014. Meanwhile, the technology evaluation model of KEB Hana Bank consists of 25 detailed evaluation items. These item classes are weighted and the technology rating is systematically. The technology rating is combined with the credit rating to calculate the technology-credit rating. In this paper, we analyzed the 406 evaluation results issued by KEB Hana Bank. Based on the number of years of work experience, company managerial years, technical personnel score, the possession of R&D department, the amount of R&D investment, the number of certifications, and the number of patents, the Correlation between the above items and the technical grade was analyzed. It was found that quantitative indicators such as the presence of R&D department, patent numbers, and R&D investment expenses had a significant effect on the company's technology grade, and in particular, the presence of R&D department was shown a high correlation with the technology rating.

Quantitative Evaluation of the Remaining Hepatic Function after Surgery in Patients with Hepatic Cancer using Deconvolution Technique of Tc-99m DISIDA SCAN (Tc-99m DISIDA SCAN에서 deconvolution 방법을 이용한 간암 환자의 수술 후 잔여 간 기능의 정량적 평가)

  • Surgical removal of hepatic cancerous tissues have been widely performed due to its early detection. However, a patient can not survive if excessive hepatic tissues were removed. Therefore, quantitative evaluation of remaining hepatic function after surgery is a really important factor for surgeon. the currently used ICG Rmax and Lidocaine clearance tests have disadvantages such as tedium, complexity, and inability to estimate remaining hepatic function after surgery. While HEF has advantages such as simplicity, quickness, nonivasiveness, and quantification, its reliability has been doubtful. Thus, the program for calculation of HEF has been developed from serial gamma camera image data. And we compared the reliability of HEF with ICG Rmax and Lidocaine clearance test using 6normal and 18 abnormal rabbits with damaged livers. The correlation coefficient of HEF to ICG Rmax and MEGX was 0.91, 0.94, respectively. I was also found that the HEFs of normal and abnormal hepatic tissues was higher than 100% and lower than 80%, respectively. Thus we confirmed that HEF can be a good indicator distinguishing between abnormal tissues and normal ones. Finally, we could conclude that patients would survive if both the pre-and the post-operative HEF were greater than 60%.

  • This study was performed for development of new analytical method of monascus pigments in foods. In this method, analysis of monascus pigment in foods has been carried out by detection of monascin and ankaflavin of the main color component of monascus pigment as indicator compounds. Monascin and ankaflavin were isolated and identified by TLC, HPLC, Prep. HPLC, $^{1}H-NMR$ and Mass spectrophotometer. The analysis of monascin and ankaflavin in foods such as massal, sausage, mixed press ham, mixed fish sausage, semi-dried sausage and syrup was performed by using reverse phase high performance liquid chromatograph with Capcell Pak C18 column at wave length 390 nm. The quantitative results of monascin were as follows : $0.01{\sim}3.31\;{\mu}g/g$ item in massal, $0.05{\sim}0.10\;{\mu}g/g$ in mixed fish sausage, and $0.34{\sim}0.35\;{\mu}g/g$ in semi-dried sausage. But the quantitative results of ankaflavin were as follows: $0.02{\sim}0.89\;{\mu}g/g$ in massal, ankaflavin were not founded in other samples.

  • Even though the importance of reading voters' share of mind increases in political campaign, there is no research which analyzes engagement in perspective of political campaign. Therefore, the purpose of this research is to calculate political engagement index which is qualitative indicator about political campaign's immersion in candidate in perspective of engagement and provide scientific data for political advertisement and publicity strategy. For this purpose, A and B candidates who ran for 18th president in December 19th, 2012 are selected for subjects of the research. The young people whose voter participations are low in this presidential election are selected as subjects for responding questionnaire and are surveyed. This research is qualitative evaluation which tires to supplement a limit of qualitative analysis of content by surpassing quantitative evaluation including advertisement, promotion, public opinion on politics, ratings, etc. Evaluation attribute is designed to distribute 8 PEI into 0~100 score. If PEI is more than 50, then the score indicates immersion above average. If PEI is lower than 50, then the score indicates immersion below average. The model of the research will contribute to development of methodological research of political campaign strategy. Also, in the future, this model can be used as micro-targeting in each political campaign's election strategy.

A Study on Statistical Parameters for the Evaluation of Regional Air Quality Modeling Results - Focused on Fine Dust Modeling - (지역규모 대기질 모델 결과 평가를 위한 통계 검증지표 활용 - 미세먼지 모델링을 중심으로 -)

  • We investigated statistical evaluation parameters for 3D meteorological and air quality models and selected several quantitative indicator references, and summarized the reference values of the statistical parameters for domestic air quality modeling researcher. The finally selected 9 statistical parameters are MB (Mean Bias), ME (Mean Error), MNB (Mean Normalized Bias Error), MNE (Mean Absolute Gross Error), RMSE (Root Mean Square Error), IOA (Index of Agreement), R (Correlation Coefficient), FE (Fractional Error), FB (Fractional Bias), and the associated reference values are summarized. The results showed that MB and ME have been widely used in evaluating the meteorological model output, and NMB and NME are most frequently used for air quality model results. In addition, discussed are the presentation diagrams such as Soccer Plot, Taylor diagram, and Q-Q (Quantile-Quantile) diagram. The current results from our study is expected to be effectively used as the statistical evaluation parameters suitable for situation in Korea considering various characteristics such as including the mountainous surface areas.

The Mineralogy and Geochemistry of the Uppermost Sediments of the Lake Hovsgol, North Mongolia : It's Implication to the Paleoenvironmental Changes

  • One short core with length of 146cm(HB-107, at coordinates of $N51^{\circ}$11'37.5";$E100^{\circ}$24'45.6", from 229m water depth was subject of the present study. The sub-samples of the core were analyzed for the water contents (WC%), biogenic silica, identification of the main phases, grain size distribution, geochemistry and some physical properties of sediment(Wet density and Magnetic susceptibility) with aims of recording palaeo-environmental changes in Northem Mongolia. The evaluation of the geochemical and mineralogical proxies on palaeo-climated and palaeo-environmental changes are based on comparison to the behvior of biogenic silica through core, as later one had been showed itself, as good indicator of the climate and environmental fluctuation. Age model of the investigating core based on previously C 14 dated core HB105 taken from the central part of the Hobsgol Lake and the result had been published elsewhere. The core consists of two litological varieties : upper diatomaceous silt, lower clay. According to the age model the upper diatomaceous silt formed during the Holocene, lower caly-during the late Pleistocene glacial period. The geochemistry and phase identification analysis on the core samples are resulted in determining main minerals that form the bottom sediments and their geochemistry. The main include quartz, felspar, muscovite, clinochlore, amphibole and carbonate phase(dolomite and calcite). Through the core not only occur the relative quantitative changes of the main phases, but also happen that the carbonate phase completely disappear in diatomaceous silt. This is believed to be related to the lake water salinity changes, which occurred during the trassition period from Pleistocene glacial-to the Holocene interglacial. These abrupt changes of the mineralogy have been clearly traced in geochemistry of sediments, specially in calcium concentration, which is high in lower clay and low in upper diatomaceous silt. That means, geochemistry and mineralogy of the bottom sediments can be used as proxy data on palaeo-climate and palaeo-environmental changes.

Evaluation of Grinding Effects on the Extraction of Photosynthetic Pigments for HPLC Analysis (광합성 색소의 HPLC 분석을 위한 여과지 분쇄 효과 평가)

  • High-Performance Liquid Chromatography (HPLC) is a widely used method for measuring the concentration of chlorophyll a as an indicator for estimating phytoplankton biomass and primary production and also for identifying carotenoids to determine phytoplankton composition. However, tissue grinding procedure requires a lot of time and experience in the analysis of multiple sample. Accordingly, we measured the concentrations of photosynthetic pigments before and after the grinding, in order to understand the grinding effects on the quantitative analysis of chlorophylls and carotenoids using samples from southwestern East Sea. When tissue grinding procedure was omitted, we found that Chl a concentrations were underestimated up to 45% in average. Also, concentrations of Zeaxanthin, 19'-butanoyloxyfucoxanthin, 19'-hexanoyloxyfucoxanthin, biomarkers of pico and nano-size phytoplankton, were underestimated up to maximum 77~85% without grinding. We found that the smaller the phytoplankton, the bigger underestimation of their biomarker pigments concentration is likely to happen due to the incomplete extraction. Thus, tissue grinding procedure should be included for HPLC analysis in all cases, to prevent the underestimation of not only Chl a but also carotenoids pigments.

  • The recent convergence in ICT industry has created new businesses as well as other opportunities. However, it entails new convergence threat accompanied by security risks. Even though there are security professionals who are dealing with the situation, there is not enough human resource in risk management. Moreover, the amount of research that studies quality of education and training security personnel is not sufficient. This paper explores the curriculum of information security education in the private sector and reasons out fifteen standard curriculums in four professional fields categorized by job classification. In addition, it provides a weighted score table based on the evaluation indicator for the effective security education certificates in the private sector.

Assessment of Body Fluid Alteration Using Bioelectrical Impedance in Stroke Patients with Hemiplegia Caused by Cerebral Hemorrhage and Cerebral Infarction

  • Many stroke patients undergoing rehabilitation therapy require a quantitative indicator for the evaluation of body composition in paretic and non-paretic regions. In this study, the body fluid alteration in the paretic and non-paretic regions of stroke patients with hemiplegia caused by cerebral hemorrhage and cerebral infarction was analyzed using bioelectrical impedance analysis (BIA). Alterations in body fluids were investigated to assess the physical status of the paretic and non-paretic regions of 20 stroke patients with hemiplegia caused by cerebral hemorrhage (7 patients) and cerebral infarction (13 patients). Extracellular water (ECW), intracellular water (ICW), ICW/ECW, total body water (TBW), ECW/TBW, and TBW/fat-free mass were utilized to evaluate the functional status of the paretic and non-paretic regions. Compared with the non-paretic region, the paretic region had high ECW and low ICW. Due to the loss of motor function and nutritional imbalance caused by the stroke, the amount of fat increased while the muscle quantity and quality significantly decreased in the paretic region. Thus, BIA can be a useful tool for quantitatively assessing paretic and non-paretic regions in stroke patients with hemiplegia.
