Planning activity is complex process assuming the term "complexity" as a group of elements interconnected each other. The common knowledge about city planning underlines its main aim as: figuring the present, imaging the future, governing every day the territory and the way people use and live it at different scales. When considering the strength of technological opportunities and the spreading of ICT and IoT devices within everyday life, that mean within the life of cities, the complex nature of the urban system increases with the intensification of information and their connections. Recent orientations about urban and regional planning try to carry the discipline to a more flexible approach in respect to the hyperdeterminant role of direct technical applications. This passage is a fundamental aspect considering the faster and faster modifications of social and economic assets at the global and local scale. At the same time, the "environment question" became more and more relevant at the worldwide scale within the 2015 UN 2030 Agenda for Sustainable Development. Another relevant aspect about the recent urban planning orientations regards the role of the different subjects that are part of the planning process. Approaching the government of smart cities means to define how every subject, with different roles (public or private), could enrich the knowledge of the functioning of the "urban machine" and the awareness of participation of people and city users in the quality of urban life. In the paper author starts defining recent approaches in urban planning, then the nature of the city as a complex system is analyzed from the point of view of planners and of the different subjects that act in the city. Then the smart city is introduced as a further level of complexity and finally author propose the basic element of a Planning Support System.
As the hospital environment is changing rapidly, management is therefore obligated to use new ways to provide better service to patients. For example information system is introduced to some hospitals in Korea. Information system has several benefits such a soperational efficiency by on-line delivery and processing of data, accurate and rapid information production, continuous monitoring of performance and feedback, improvement of work process and better service quality. Still, many hospitals cannot be sure that information system is useful for improving organization performance. Because only one or two area of hospital information system were considered for development and with limited development hospital information system cannot be used effectively. The purpose of this study is to suggest the model of information system utilizaton and to analyze the hospital in formation system in Korea. The results are following; 1. In Korea, proportion of operating system of comuter is 31% of UNIX, 11% of IBM OS and 10% of PC LAN. 2. As we expect, scope of application software and amounts of heardware and software invest ments are affected by concern of CEO. 3. Many CIO(chief information officer) say that the biggest problems are lack of after-service and obsolescence of computer equipments in terms of hardware and shortage of application software for hospital in terms of software. 4. Personnel of information system department is so small that hospital information system can't be improved. 5. During the development of information system, full-time participation of end user is only 20% hospital with almost less than 12 person-month. This study was accomplished by survey through mail questionnaires. Response to the survey was only 55% and it was hard to generalize all the result obtained from this survey. However, We hope that this study would be helpful for helth care organization to acknowlege hospital information system in korea and to design the future architecture and frame of information system.

Whilst it is common to construct high-rise buildings and long-span structures in the construction and building industry, there might be a number of problems such as excessive re-bars arrangement, deterioration of concrete quality, unnecessary quantity take-off and so forth. As these types of buildings and structures are getting more popular, it is widespread to apply high-strength materials such as high-strength concrete and re-bars to sustain durability and stability. This research aims to investigate the effectiveness of the high-strength reinforcing bars on the underground parking in a rigid-frame structure. In this study, the reinforcing bars with different yield strength were applied to corroborate the usefulness and practicability of the high-strength re-bars on the underground parking in a rigid-frame structure. The test results show that the quantity of reinforcement bars is lowered, as the yield strength of the re-bars are grown in general. However, the quantity of reinforcement bars on the development and splice has a tendency to increase slightly. Despite of the increase of the development and splice, the total quantity of reinforcing bars was reduced since the increasing ration of the pure quantity is higher than the development and splice. Base on the test results, it would be possible to achieve the reduction of reinforcing bars arrangement and lowering the amount of work to be done during a construction phase. Moreover, the reduced amount of bar arrangement will make it possible to improve workability and constructability of reinforced concrete structures. Ultimately, we will be able to attain improved quality and efficiency of construction using reinforced concrete.

In Modern Cities, The 'Cultural spaces or facilities' are the core of the urban activity. And it is the field of urban life which can improve the quality of life and change the human's life style. Also in Contemporary society, Cultural spaces are required to express the social and psychological activity of the city life and the diversity and function of human beings. But most of them are located in the Metropolitan area. In these days, the needs of cultural spaces and facilities in 'Medium sized-cities' are growing. And many development plans are working in practice in that cities to accede to these requirements of social, human and current of the times. They include the exhibition spaces which perform function of the field of art and culture, that have powerful and infinite potentiality of the social development. At this Point, this study suggest that 'Optimum level' of exhibition spaces as Museum and Art-gallery in Medium sized-cities. To achieve this study, two phases are proceeded as follows. First, Check the social needs of it based on theoretical inquiry of Exhibition space. Second, Focused on Medium sized-cities, through a comparison between 12 Domestic cities and 4 Japan's cities. A population of their cities is from 500,000 to 1,000,000. We can get a data for Optimum level of Exhibition space. And last, Suggest the strategies of the location and planning of Exhibition space based on Second phase.
This study was accompanied to develop the management and application plans as resources for rural tourism through the analysis of distribution characteristics, inhabitants' practical use, need item for management and application, and aesthetic/recreation function of Palustrine wetland in rural area. The 2.3 Palustrine wetland per farm village were located, and 77.5% of total wetland was used by agricultural water, landscape, rural tourism The management and water quality were steadily getting better in used wetland than in unused wetland. Also, 91.8% of respondents answered that there is a practical use plan afterward, and much preferred the mode of ecotourism through restoration of ecological wetland. As the results from the appropriateness evaluation of management and application in used wetland for ecotourism, improvement item was required in observation deck, entrance lane, guidance facilities etc. And, insufficient result was deduced in appropriateness of operation program and special learning course, and in participation of inhabitants and experts. The result of evaluation of the aesthetic and recreation functions generally appeared high, but the need improvement item was required in artificial water wall and plantation base that deteriorate biological diversity. These results will be used to data for conservation, management and practical use of wetland, an important natural resource in farm village, which are confronted in crisis of land reclamation by use reduction of use and false management.

The lobby is the space that contributes the most to conveying the first impression of an enterprise or company that is occupying a building, and enhances the quality of the urban or business environment around an office building. Transparency is the biggest change in architecture since the modern age began, and it is the most important element of the lobby expression methods. Therefore this study was an attempt to understand the expression method of transparency which is expressed in the lobby space of office buildings, and used documentary survey and field survey to analyze it. In the examination of the theoretical background of transparency to make a specific study purpose, and based on an on-the-spot probe document, an attempt was made to grasp the expression method of Visual Transparency and Phenomenal Transparency. The data collected during this investigation was studied and a correlation coefficient. A summary of the findings of this study is as follows: 1) Transparent materials does not appear often in floors. But Phenomenal Transparency material is used in the floor. 2) During the survey it was discovered that Visual Transparency was often used in the walls of each investigated building. Phenomenal Transparency materials are found less in walls than in the floors of lobbies. 3) The expression methods that appeared the most in ceilings among the Visual Transparent expression methods. In the case of Phenomenal Transparency, the highest distribution is seen in ceilings. 4) The result of the analyzation of the correlation coefficient of Visual Transparency and Phenomenal Transparency is as follows: Expression method: There is more than one expression method of transparency, 'Open Sight', 'Light Material' and 'Surface Material' methods were introduced in case of the introduction of 'Transparent Material' among Visual Transparency in office building lobby space planning. If the 'Superimposed Space' method is introduced, then the 'Ambiguous Border' or 'Dual Sight' methods are introduced.

In connection with biodiversity that has recently become the topic, competition to secure biological genetic resources is being heightened all over the world. Korea also has a variety of efforts to secure and preserve plant genetic resources, and has recognized the importance of the function and role of arboretums. Arboretums in Korea, however, have the problems in terms of quality due to the rapid increase. One of the problems is shortages in experts who are essential for the proper functioning of arboretums. To solve the problem, the State introduced Gardener Training Program certification system and started to train gardeners. However, gardeners who have actually employed at arboretums are less than 20% and thus the problem of shortages in experts still exists. In this context, this study examined 44 registered arboretums in Korea to find out the current situation of experts; analyzed arboretum experts and the program certification system in view of relevant laws; and investigated the current situation of training programs being operated in three Gardener Training Program certification organizations. Finally, this study conducted a survey of 68 gardeners who completed the training program at Chollipo Arboretum and tried to suggest a plan for securing experts from the gardener training programs. The plan for utilizing the trained gardeners as experts in arboretums is as follows: First, legal standards for the employment of experts in arboretums should be strengthened. Second, it is necessary to evaluate training programs, in order to raise the reliability of arboretum experts' expertise. Third, official validity that can be honored in all arboretums should be granted to a certificate of program completion. Finally, networks of gardeners who completed the programs should be formed through follow-up management of them.

For receiving water quality protection a control systems of urban drainage for CSOs reduction is needed. Examples in combined sewer systems include downstream storage facilities that detain runoff during periods of high flow and allow the detained water to be conveyed by an interceptor sewer to a centralized treatment plant during periods of low flow. The design of such facilities as storm-water detention storage is highly dependant on the temporal variability of storage capacity available as well as the infiltration capacity of soil and recovery of depression storage. For the continuous long-term analysis of urban drainage system this study used analytical probabilistic model based on derived probability distribution theory. As an alternative to the modeling of urban drainage system for planning or screening level analysis of runoff control alternatives, this model has evolved that offers much ease and flexibility in terms of computation while considering long-term meteorology. This study presented rainfall and runoff characteristics of the subject area using analytical probabilistic model. Runoff characteristics manifested the unique characteristics of the subject area with the infiltration capacity of soil and recovery of depression storage and was examined appropriately by sensitivity analysis. This study presented the average annual CSOs, number of CSOs and event mean CSOs for the decision of storage volume.

The increase of impervious cover (IC) in a watershed is known as an important factor causing alteration of water cycle, deterioration of water quality and biological communities of urban streams. The study objective was to assess the impact of IC changes on the surface runoff characteristics of Kap Stream basin located in Geum river basin (Korea) using the Storm Water Management Model (SWMM). SWMM was calibrated and verified using the flow data observed at outlet of the watershed with 8 days interval in 2007 and 2008. According to the analysis of Landsat satellite imagery data every 5 years from 1975 to 2000, the IC of the watershed has linearly increased from 4.9% to 10.5% during last 25 years. The validated model was applied to simulate the runoff flow rates from the watershed with different IC rates every five years using the climate forcing data of 2007 and 2008. The simulation results indicated that the increase of IC area in the watershed has resulted in the increase of peak runoff and reduction of travel time during flood events. The flood flow ($Q_{95}$) and normal flow ($Q_{180}$) rates of Kap Stream increased with the IC rate. However, the low flow ($Q_{275}$) and drought flow ($Q_{355}$) rates showed no significant difference. Thus the subsurface flow simulation algorithm of the model needs to be revisited for better assessment of the impact of impervious cover on the long-term runoff process.
Before occupation of an apartment housing, the builders are required to inform the test result of IAQ to the public. However, there is no simplified method to predict IAQ before measurement of pollutant concentration. In this study, a simplified way of predicting IAQ based on the distribution of indoor pollutant concentration is proposed. 7 different cases of air change rate have been simulated through CFD analysis to get the distribution ratio of each pollutant material and then simplified functions were used with CRIAQ1 values derived from CFD simulation to evaluate by comparing the influence of each material in the indoor pollutant concentration. Again, a lot of efforts which can improve the indoor air quality have been performed. Materials used in indoor space are labeled with their pollutant emission level. Installation of ventilation system in residential buildings will be regulated by a building codes sooner or later. But it is important to understand the fact that layout of walls, location or size of openings will influence the indoor air flow and pollutant concentration. And location of emitting material influences to indoor air pollutants distribution. But until now there is few recognition and consideration of these factors. Therefore, in this paper the effects of these factors is proved and some kind of guideline is made for designers after a comparison of typical apartment floor plan and a new type plan with their average pollutant concentration and its distribution of each room. CFD(Computational Fluid Dynamics) program was used to show the indoor air flow and pollutant concentration distribution. For this purpose, a typical $100m^2$ apartment floor plan was chosen as a case study model and several alternatives were reviewed to improve the IAQ performance. The simulation took place in the condition of natural ventilation through windows.
