In order to obtain the most practical and economically efficient method for refining of kenaf fiber and the production possibility of bag dproucts by using kenaf, Various chemicals and conditions of treatment for refining of kenaf bark were examined. Refining by the retting method was found much beneficial in quality of fiber and in processing cost than the chemical mettled. Bag products by using kenaf bark has good quality , and for practical use, Even if the production cost is slightly more expensive than jute bag, it could be reduced by planned mass production.

Though the history of finite element analysis in field of powder metallurgy is not short, industrial engineer is still being dependent on the trial and error approach based on engineer's experience in selecting process conditions. This problem is mainly due to the difficulty in establishing models for the behavior of a powder compact during compaction and sintering as well as finding material parameters for the models and the absence of CAE software with which industrial engineer can easily investigate the effect of process conditions on the quality of product. Therefore, we established very simple and cheap procedure to find material parameters for powder compaction behavior and implemented it in self-developed commercial CAE software for powder metallurgy, PMsolver. Basically, the development strategy of PMsolver lies on simplification and convenience so as for industrial engineers to use it with least training. Using PMsolver, optimal process conditions were found for some geometry and powders. Prior to process condition design, the accuracy of finite element analysis was verified.

In the early 90's, we had serious shortage of construction engineers in Korea. The shortage was acute especially in construction quality control and supervision area, which were gaining social attention due to the road bridge and the department store collapse that took the hundreds of lives in the early 90's in Seoul, Korea. In order to meet the high demand of construction engineers, the engineering license regulations were changed in 1995. Engineers who did not pass the written exam but have equivalent working experience are given engineering license to practice engineering legally. Since year 2000, while the severe engineer-shortage has been resolved, the opposite situation has occurred: there is serious over-supply of construction engineers. Policy makers and engineering practitioners are agreed to bring back the old-fashioned written exam engineer licensing system like before 1995, i.e., no more written exam exemption. However, the engineers who obtained license without taking written exam may not want to go back to old policy which would take their license. It is required to provide appropriate grace period before the new policy takes effect to minimize the impact of the changes. This paper forecasts the supply-demand of construction engineers providing the basis for the most appropriate policy changes.

The ISO 90000 Quality System Certification is one of trends over the world. Many companies and organizations want to achieve the ISO 9000 certificate. But, some of companies did not fully consider the needs of certification before the decision of establishing the quality system to ISO 90000. If a company/organization wants to establish its unique quality system, it should consider some of points in the identification of needs, definition of application scope, effective ways of system establishing, top management committement, composition of task force team, practical involvement and development, analysis of process and assigned job functions, adoption of changes of business circumstances, and practical implementation of its unique quality system.

Although since 1963 QC activity for Korean industrial standard registered mark, many problems have been disclosed that the basic Quality Control principles. In practice, many manufacturing Companies are so typical and so impetuous of the tangible effect that it is worried to be inclined to out form rather than contents and quality. To prevent this point it is recommended Company Wide Quality Control activity be promoted contineously and on the basis of the original principle of C.W.Q.C. activity and small group activity of QC and Factory Seamaul Undong in Korea to obtain practical and real results. So the effective approach model is designed for Company wide Quality Control activity in Korea industry.

This subject,'S" apartment structural frame has not been achieved without considerable effort by all quality controller involved. Therefore, it is appropriate at this time to report by all the fact of concrete quality control in our site. These are emphasized that the average strength of placed concrete must always exceed the specified value of design strength used in the structural design phase. In general, quality of ready mixed concrete largely depends not only upon the manner of production and proper observance of recognized methods of placement, finishing, curing, transportation etc. ,but also many kinds of influential factors even more handling of the test procedure, As this practical report, approaching to judgement by analysis of sampled specimens in site weather placed concrete have satisfied quality compare the specified strength with the target strength which is applied to standard deviation related with influential factors as above mentioned. As more and more companies pursue ISO 9000 certification, the adaptation of ISO 9000 has brought about some significant positive effects to domestic quality systems However, somenegative results occurred in domestic industries rushing to fulfill the requirements of these new quality systems. The primary objective of this research is to provide the efficient implemen tation process of ISO 9000 certification on the basis of total quality management concerning with ISO/ DIS 9000:2000, ISO/ DIS 9001:2000, ISO/DIS 9004:2000. this study has been conducted using the data collected from 325 Korean small and medium manufacturing companies which registered ISO 9000 certification in March 2000. The first, the adoption of a quality manage ment system needs to be a strategic decision of the organization. The design period of the adoption of a quality management system is influenced by the size of the organization, the products process, KS certification, the rate of management.

This paper presents quality and measure controls of Plastic Board Drains(PBD) for improvement of soft ground. Laboratory and field tests has been carried out to evaluate the quality of PBD focussing on : discharge capacity of flow area; permeability of filter sleeve; migration of fine particles; deformed shape of PBD; consolidation of clay in the close vicinity of PBD; tensile strength of PBD; long-term consolidation behavior of clay-PBD. Test results show that the quality of PBD is sufficient to perform the improvement of soft silty and clayey ground. But, geotechnical engineer must make efforts minimizings of PBD damage and ground disturbance, continuity of drainage system during construction. Adequate monitoring system should apply at ground focussing on number, location, and accuracy of geotechnical instrumentation, measurement and evaluation of data for ground behaviour.

As consumer, one of the most important things how to get manufactured good is an assurance of quality. We have a consumer protection law which is weaker than product liability law(so called PL law), but stronger than civil law. In this special issue, we want to explain PL law which will be legislated within not long time and to propose a method of protection and defence in building and housing field. As the quality control of constructor, ISO 9000 series for quality assurance and CM (Construction Management) for quality assister are concerned in all construction process. Therefore, above mentioned PL law is very serious problems which are applied in apartment housing, if applied, a little part as not real estate will be possible.

The small group activities (SGA) was introduced into some of enterprises in Korea in 1967 and plant division, Saemaul undong Headquarters had encouraged Quality Control Circles (QCC) within the manufacturing corporations in assistance of central government. Registered small groups as of august 31, 1984 amounted up to 78,243 units and the number of members were 791,512. Meanwhile, small and medium industries have mostly introduced small group activities considerably later and less actively managed than large business. Main reasons for the less effectiveness of the activities are due to lack of management skills and less awareness of it from management and workers group. Effective small group activities are presumed to be successful only with labor management cooperation on the basis of human-oriented management philosophy. The small group activities are also prevalent in service sector. More derivative methods have been developed and more members are willingly participating in training programs. The small group which is basically a horizontal organization unit, promotes communication within the whole organization. In consideration of the social circumstances and traditions, the flexible model of the small group activities suitable to the corporate environment, will contribute to industrial development.
