Under the market economy of capitalism, several limitations reveal the inequity and redistribution problem of wealth, inefficiency of over-manufacturing and over-consumption, pollution of the natural environment, and the constraint of human liberty and dignity. The new challenge of symbiotic relationships that encourage individual corporations coincides with the need to practice social responsibility and share values to overcome these limitations. Social economy and the social enterprises that simultaneously pursue the making of corporate private profits and the realization of social values have been suggested and disseminated as alternative social value creators. Furthermore, the concept of a sharing economy, which refers to the sharing of things rather than owning them, is growing traction as a new paradigm of capitalism. However, these efforts of social enterprises have fallen short against the conflicts between private profit and social values. This study deals with the case of a start-up social corporation, "Purun Bike Sharing Inc.," which is based on a regional sharing economy business model about bike rental services that use Information and Communication Technology (ICT). This corporation pursues harmonic management to achieve a balance between private profit and social value. Its corporate mission is to achieve sharing, coexistence, and contribution for public welfare. This mission is a possible idea for use in the local community network as a core key for sustainable social enterprises. The model can also be an alternative approach to overcome the structural friction in the social corporation. This study considers the case of Purun Bike Sharing as a sustainable way to practice a sharing economy business model based on a regional cooperation network, which can be combined with social value, and to apply ICT to a sharing economy system. It also examines the definition and current state of social enterprises and the sharing economy, and the cases of the sharing economy business model for the review of prior research.

The primary objective of this study is to firstly survey and analyze the working environment and actual condition, secondly know their problems, and then provide the basic data about how to improve their working conditions. The specific study items for getting the goal above is as follows: 1. How does the industrial company connect with highschool vocational education well? 2. How does the mechanical technical highschool graduate apply with industrial field? The result of study is as follows: 1. In case of employment's information and the industrial educationed cooperation, the workers who has the working history in less than 5 years takes short to find the job. National high school graduates and those who get the job through the school and the teacher changed their job at short period compared to other. 2. There was no benefit about the same major's worker at industrial field. The workers admitted that there is the exemption fo military service and the certification's allowance, only for which is related to their job. The longer the workers stay their job, the more they had the chance to get the exemption of military service. National highschool were carried out the curriculum well as planed especially for their major subjects. Whereas, the public and private highschools weren't. The seniors of their job and the coworkers are very helpful for learning the actual knowledge. The workers said that the school's curriculum and club activity weren't effective applying with their working field. 3. The study says that the important things of their job is the knowledge of their major. Those who 80% answered that the worker must improve the knowledge of their major to be a good engineer. Learning from their senior in working field was very helpful. The question above was ranked as the first. 4. The answer says that the new changed job's pay is more than the previous job. That is, the reason of leaving the job is the pay gap. The most dissatisfaction and problems in present job was the environment of working and the working condition. 5. Regarding to asking next year's plan, the answer says that keeping the job was ranked as the first. That answer means that they conservative.
In this study, it aims to research for unified system of "the surveying and geospatial information management" and new National geoSpatial Information Infrastructure(NSDI) as new paradigm against the strategy of "global geospatial information management". The country's existing NGIS projects and the policies of spatial information were examined in this paper, then it was defined newly by modification of NSDI's data coverage with bottom-up method. The new NSDI strategy is based on large scale digital map which was influenced by the local and global trend such as open data, e-Government, Earth observation, etc. (refer to Fig. 1). It was also suggested with new concept of NSDI model that the public-private sharing data can be added to digital map on equal term with spatial core data. (refer to Fig. 2) It is proposed the institutional model of MOLIT(Ministry of Land, Infrastructure and Transport) as new concept of NSDI which was applied(refer to Fig. 4). The new model is improving localization and reinforcing cooperation system with not only the other departments within the MOLIT but also the other ministries(forestry, environment, agriculture, heritage, etc.) from independent operation system as a part informatization of land, infrastructure and transport. At the new SDI institutional model of the MOLIT, the spatial information is reorganized as common data infrastructure for all applications, Goverment 3.0 can be feasible according to common data related to government agencies and local government's data vertically or horizontally. And then, it can be practical strategy model to integrate and link all the map and the register which are managed by the laws and institutions if this unified system as a common data can include all spatial core data(digital map), such as base map data of NGA(national gespatial agency), land data and facility data of local government.
The Montreal Convention which came into force on November 4, 2003 over the world, has brought a fundamental change to the scope of carrier liability and expanded the sue scope of the carrier. Not only confirms the carrier liability, it also reflects the effects of code-share. In addition to integrate the existing principles that adopted by many conventions, the Montreal Convention has systematized the unity of international air transport into a single convention. It even successfully increased the extremely low compensation amount which was pointed out as a problem in the Warsaw Convention before. The Warsaw Convention, originally stood for the carriers, began to reflect the standpoint of the passengers. The Chinese Civil Aviation Law came into force on March 1, 1996. One of the significant characteristics of the law is that, the regulation on public and private law is mixed combined. Therein, the content of carrier liability system is prescribed in Chapter 9, which is explained in detail in this study. Besides, the relationship between the Montreal Convention and China will be expounded too. So far, China ranks the 5th in RPK and the 6thin FrK. However, in spite of the high ranks, China has not yet joined this convention. This can be regarded as a serious problem. China should join it as soon as possible for a further development and deeper cooperation with the air-industry-developed countries. Once the government ratifies the Montreal Convention, it will benefit both the Chinese passengers and the airlines.
Revocation is one of the main difficulties faced in implementing Public Key Infrastructures(PHs). Boneh, Ding and Tsudik first introduced a mediated cryptography for obtaining immediate revocation of RSA keys used in PKIs. Their method is based on the idea that each user's private key can be split into two random shares, one of which is given to the user and the other to an online security mediator(SEM). Thus any signature or decryption must be performed as a cooperation between a user and his/her associated SEM and revocation is achieved by instructing the mediator SEM to stop cooperating the user. Recently, Libert and Quisquater showed that the fast revocation method using a SEcurity Mediator(SEM) in a mRSA can be applied to the Boneh-Franklin identify based encryption and GDH signature schemes. In this paper we propose a mediated identity based signature(mIBS) with batch verification which apply the SEM architecture to an identity based signature. Libert's GDH siganture scheme is not forward secure even though forward security is an important and desirable feature for signature schemes. We propose an efficient key udating mediated signature scheme, mKUS based on mIBS and analyze its security and efficiency.
The prevention of life-style related diseases is an increasingly important issue in Japan, because not only have the number of patients with life-style related diseases increased but also medical care costs. This paper gives recent strategies for the prevention of cardiovascular diseases through life-style modification. Health objectives for the year 2010, called "Healthy Japan 21", were established in 2000 by the Ministry of Health, Labour and Welfare and the Health Promotion Act was enacted in 2002 to promote this health policy. However, the prevention efforts for life-style related diseases have not been effective in regard to the evaluation of the strategy objectives. The reform of the medical care system which included a new nationwide prevention strategy for life-style related diseases was presented in 2006. The new strategy starting from April 2008 included a "specific health checkup" and "specific health education" for those with metabolic syndrome. The specific health checkup is used to screen people according to criteria of the metabolic syndrome and divide them into 3 groups. These groups will receive specific health education. The purpose of this strategy is the early detection of those who have cardiovascular risk factors, and the early management of the clustering of cardiovascular risk factors of obese people aged 40-74 years old. It is mandatory for every insurer to conduct a specific health checkup and specific health education under the new Act. The implementation rate of the specific health checkup and the specific health education, and a reduction rate of individuals with metabolic syndrome among insured people will be evaluated every year. The national objective is to increase the rate of those undergoing the specific health checkup to 80% and the rate of those receiving the specific health education to 60% by the year 2015. The national objective also targeted a reduction rate of 25% for those with metabolic syndrome. This new strategy will be the biggest intervention trial in the world, and it will produce a big health care market in Japan. Not only public administrative institutions but also private institutions are now preparing to take part in this new strategy. However, various tasks remain, such as training more professionals in health education, developing more evidence based practices, and encouraging cooperation with various sectors, to enforce this new strategy.
Recently the government has succeeded in shutting down the Illegal Copyrighted Websites by cracking down on the operators of the websites. But this only caused 'the Balloon Effect', similar websites were created and users shifted to the new websites. 'Follow the money' is drawing attention as a way to complement the effect of policies. It tracks the commercialization scheme and fund flows of the Illegal Copyrighted Websites and blocks the supply and publication of advertisements, which are the main source of revenue. This approach aims at self-closure of Illegal websites by blocking the revenue source. In this study, we have selected and analyzed overseas cases that adopted these measures. Many countries had different policies and campaigns, but three things are common: non-punishment measures, partnership based on voluntary participation, pursuing a variety of purposes other than protecting the copyright industry. In Korea, the reason public-private Partnerships was not properly established had been caused by the difference of views between them. Advertisers and agencies need to expand their awareness that illegal advertisements can have adverse effects such as brand image damage and enormous economic losses. Also campaigns and conferences related with the policy should be held to prevent copyright infringement through mutual understanding and cooperation.
This study aims to analyze ordinance in a local government for the improvement of the preferential purchasing system of products manufactured by disabled. So, This study analyze 44 ordinance of a local government. The results of this study were as follows. First, 44 local governments enacted the ordinance(rate was 18.1%). Second, Most of the local governments suggest purpose of ordinance, agency of application, establishment of support plan, request of purchase cooperation, duty of purchase promotion. But there are not suggest other items in many ordinance. In particular, Duty of local government president is specified only 30(rate was 68.1%). Third, The municipal ordinance conflicting with the upper laws and regulation. Forth, The Council for the promotion of the preferntial purchasing system of products made by disabled upgrade to an advisory organization including professor, expert, disabled. Fifth, The sales routes of products need to be extended from the public agency to private companies for Preferential purchasing in affirmative action. In order that the Preferential purchasing system will not be a nominal law, the government should show active willingness about monitoring of local government.

The studies of Korean traditional gardens have been a lot of diachronic approaches through ancient documents and on-site investigation. Previous research has focused on the characteristics that are inherent symbolism of the traditional landscape space, such as site characteristics. There are many studies for inner gardens, outer gardens and other influential ranges of gardens of the location characteristics. However, studies on the scale of external gardens were not satisfactory from a quantitative perspective. Unlike private life sphere, quantitative analysis was conducted on the role of a sphere of public community life for outer gardens. Visibility analysis was performed through the existing literature and GIS programs to estimate the magnitude of the outer garden. When it was compared with Min G. H.(1982) research, it is almost the same if it is estimated to focus on Buyoung -bong(芙蓉峯) and Ip-am(立巖). Also, as a result of the fractal structure for a variety of symbols in the garden, fractal dimension in landscape elements is relatively concentrated, unlike in other areas. Thus, the external scale can be a means of cultural property protection out of the crucial perspective for the inner garden. There has been consideration of the cooperation with the visual complexity using the concept of fractal structure as one of the elements of landscape analysis.

For successful privatization of environmental facility, a sound environmental policy is required to satisfy social motivation and economic. The primary purpose of environmental facility is not profit, but to supply a good quality service, an efficient management tool is needed to run the facility. In foreign countries, the privatization policy was originally based on the principle of complete competition achieving economic effiency. There were efficient cooperation and division of labor between civillian and public sector. First of all, the local government had independant budget. But, we found that the environmental facility have two important problems, the first is low effiency of operation and the second is comsumed to government finances as a homemade rate 50% in the technic application For a successful privatization of the environmental facility, The law of private capital introduction should be amended to promote fund raising. There are some other strategies ; overcoming of Nimbyism, research development of the privatization, field trip to the successful foreign environmental facilities. To support an efficient privatization policy, the environmental budget should be managed by cost-benefit analysis.
