New Public Health and National Public Health System (신 공중보건과 국가공중보건체계)

  • The New Public Health(NPH) is a comprehensive approach to protecting and promoting the health status of each individual member and society as a whole. NHP is not so much a philosophy to broaden the understanding of public health as it is an action plan to address current public health system. This paper's objectives include increasing public and professional awareness of the significant changes in the national public health systems of developed countries and contributing to more effective delivery of public health services in Korea. This paper reviews articles and documents concerning NPH and the public health system, and outlines of the achievements in developed countries since NPH movement began. These include the change in the definition and function of public health, expansion of public health networks, strengthening of public health policy, reorientation of public health delivery systems, promotion of workforce capacity, and the implementation of evidence-based management. To overcome the challenges facing the public health system of Korea, we must prioritize the value of population-based approach, expand the notion of a public health system to encompass all sectors that can influence health, promote a "Health in All Policies" approach, focus on an evidence-based health policy and program, develop core competencies for public health workers, and establish performance standards for public health organizations based on the core functions of public health.

Public Building Value Evaluation Using Contingent Valuation Method Based on Market Value Estimation

  • Building deterioration reflects the degradation of basic building performance including structural performance, energy performance, durability, and safety, and it also includes perceived deterioration, which considers a user-based perspective. More than 50% of the existing buildings in Korea are over 15 years old and public buildings compose 2.5% of all buildings domestically. Therefore, there are several different problems, such as poor energy efficiency, structural performance, and safety. To address the challenges of increasing stock in deteriorated buildings, it is necessary to make decisions about reconstruction or renovation. In this study, we propose a new method to evaluate public building value with a contingent valuation method (CVM). By estimating willing-to-pay (WTP) from users of private buildings in similar situation with the public building, it is possible to compare market prices and calculate a correction factor to adjust the WTP data. Finally, we apply the correction factor to the WTP of a public building and estimate market price, willingness to pay (WTP).   • In the case of a failure due to equipment deterioration in the public address system or a worker's mistake during construction, broadcasting becomes impossible. In this situation, we have designed a more advanced management broadcast system that can broadcast. The broadcasting service is operated using main broadcasting device, and local broadcasting device operates separately only in the local area. If the main broadcasting device becomes inoperable, the procedure for transferring the control activates the device with the local broadcasting devices based on data backed up by the main controller. This paper proposes an improved method of the conventional emergency broadcasting device duplication method. The existing method could not use the standby equipment in the normal state, but in the proposed method, the standby equipment can be used as local broadcasting equipment in usually. This method enables stable system operation while minimizing resource waste due to redundant configuration of expensive devices.

The development of Intuitive User Interface and Control Software for Audio Mixer in Digital PA System (디지털전관방송시스템을 위한 오디오믹서의 직관적인 사용자 인터페이스 및 제어 소프트웨어 개발)

  • In this paper, we can confirm the result of intuitive interface software implementation for operating a digital PA(Public Address) controller and the performance of audio mixer control part. Developed user interface software provides the maintaining management and control function of digital hybrid mixer. This SW loaded in the integrated control server controls an sound status of the audio mixer TAD-168M and checks the device status for Public Address integrated system. Also, this SW enables the integrated control and the continuous upgrade. Developed SW is connected to TAD-168M with Ethernet and linked to PC Lan port and the 4-port switch, located in the backside of TAD-168M, by LAN cable for communicating with operating PC. Integrated control including system management, audio control and uplink broadcasting control for broadcasting system will be made available with this novel developed system.

Implementation of Public Address System Using Anchor Technology

  • A public address (PA) system installed in a building is a system that delivers alerts, announcements, instructions, etc. in an emergency or disaster situation. As for the products used in PA systems, with the development of information and communication technology, PA products with various functions have been introduced to the market. PA systems recently launched in the market may be connected through a single network to enable efficient management and operation, or use voice recognition technology to deliver quick information in case of an emergency. In addition, a system capable of locating a user inside a building using a location-based service and guiding or responding to a safe area in the event of an emergency is being launched on the market. However, the new PA systems currently on the market add some functions to the existing PA system configuration to make system operation more convenient, but they do not change the complex PA system configuration to reduce facility costs, maintenance, and management costs. In this paper, we propose a novel PA system configuration for buildings using audio networks and control hierarchy over peer-to-peer (Anchor) technology based on audio over IP (AoIP), which simplifies the complex PA system configuration and enables convenient operation and management. As a result of the study, through the emergency signal processing algorithm, fire broadcasting was made possible according to the detection of the existence of a fire signal in the Anchor system. In addition, the control device of the PA system was replaced with software to reduce the equipment installation cost, and the PA system configuration was simplified. In the future, it is expected that the PA system using Anchor technology will become the standard for PA facilities.

  • Estimation of the presence of people in real time is extremely useful for businesses in providing better services. Many companies and researchers have attempted various researches in order to count the number of floating population in a specific space. Recently, as part of smart cities and digital twins, commercialization of measuring floating populations using Wi-Fi signals has become active in the public and private sectors. In this paper we present a method of estimating the floating population based on MAC-address values collected from smartphones. By distinguishing Real MAC-address and Random MAC-address values, we compare the estimated number of smartphone devices and the actual number of people caught on CCTV screens to evaluate the accuracy of the proposed method. And it appeared to have a similar correlation between the two datas. As a result, we present a method of estimating the floating population based on analyzing Wi-Fi Probe Requests.

Assessment of Public Engagement Approach in Various Project Stages: The Case Study of Central Market, Hong Kong

  • The present research evaluates the public engagement approach in various project stages. Hong Kong had long been criticized as top-down and executive-led jurisdiction by overlooking the importance of cultural heritage and public concerns on public projects. It was suggested to the government to engage public and provide sufficient public consultation. Thereby, the government announced a series of revitalization and conversion measures in Policy Address in 2008. To carry out the measures, there were voices, because of diverse and sometimes conflicting interests, over the effect of revitalization project. On the other hand, studies reveal that there are benefits of revitalization and enhancement of public engagement approach. In pursuit of the subject, the present research aims at studying the Central Market as a case study pilot project. In October 2009, the Policy Address announced that the Central Market be revitalized. Tasked to implement the project, Urban Renewal Authority (URA) continued to adopt the people-oriented approach as the guiding principle in its core business and in heritage preservation and revitalization so as to create a sustainable development. Between government and the public, URA acts as a bridge for communication. As between URA and the public, URA conducted public consultation, set up an ad-hoc committee in January 2016 to be in charge of the project and will continuously inform the government and public with the updates and project progress. The main objectives of the present research are to assess the advantages and challenges in different stages of public engagement approach, to evaluate the engagement system, to give a comprehensive view for participation of stakeholders, and to find out effective strategies to enhance civil engagement. Research was achieved through interviews to key persons in the project, questionnaire that was distributed to community and experts in the field. Case Study of the Central Market was studied and investigated using different sources, such as newspapers, journals, etc, to evaluate the degree of public engagement in the project. Both detailed qualitative methodological approaches of interview, questionnaire, and case study, act as a synergy to demonstrate the research objectives and provide the comprehensive perceptions on the revitalization project. The results show that public participants in revitalized project have generated considerable value enhancements to social-cultural, environmental, political and economic aspect. This study provides valuable insights that the public participation can make positive contribution to sustainability in the city. The findings indicate that no any single system is flawless therefore seeking both public opinions and professional advices are also important as a comprehensive approach to achieve higher sustainability of the building.

  • The Address No.0 of Eco-friendly Architecture offers unique experience for those who visit the place to envisage the future architecture where nature, human and building exist in harmony. It is open to the general public including the students of elementary and secondary schools. This house has been built to provide opportunities for the general public to experience eco-friendly architecture. It's floor area is 42 pyung($140m^2$) and the overall site has the area of 180 pyung($600m^2$). The following illustrates some of its prominent features : ${\bullet}$ Remodeling of a traditional Korean residence ${\bullet}$ Application of passive solar systems ${\bullet}$ Use of clerestory windows and daylighting systems(washroom and machine room) ${\bullet}$ Operation of solar water heaters with flat plate collectors ${\bullet}$ Construction of Biotop(small ecological world) ${\bullet}$ Water circulation for Biotop by photovoltaic(150W) and wind power(400W) generation ${\bullet}$ Outdoor hot water supplied by all-glass evacuated solar tubes. Through this Address No.0 of Eco-friendly Architeture conclusions are as followings. 1. The array of tubes in collector has the best nice in that the number of tube is nine and the tilt angle is the latitude $+20^{\circ}$. 2. The thermal performance of the all-glass solar vacuum collector was excellent than of the flate-plate solar collector. 3. The adaption of new small wind power systems to buildings were proved to produce a profit if it is considered the expense of environment improvement and the wind speed increasing according to rise of building hight.

  • As an interest in the efficiency of public sector expenditures has spread across the world, Korea has operated a self-evaluation system for government projects as a part of the performance-based budget system. However, an evaluation system for public information technology project has been criticized for its lack of validity, which stems from the uniformity of performance management. This study draws insight from knowledge management literature in an attempt to address the problems with the extant performance evaluation system in public agencies. To realize benefits from IT investment, an agency needs to develop its own performance management model for information systems projects, with a focus on the interaction of IT and organizational system. The knowledge management-based framework for IT projects was verified through a case study, with which we discussed the applicability of knowledge management to the evaluation of public information systems projects.
