Study on Improvement of Family Assistance System for Victim's Family of Air Traffic Accident (항공사고 피해자 가족지원 제도개선 연구)

  • In the event of an air accident, the media and members of the general public pay attention to the victim of the accident and are deeply concerned about their actions and rewards. However, through the accident of Air China(CCA) Flight 129, which occurred in 2002, we were able to confirm that it is a real problem that the victims of the air accident as well as the victims suffer much suffering and serious aftermath. Nevertheless, Korea's system for assistance the families of victims of air accident is very poor. On the other hand, when Trans-World Airlines(TWA) Flight 800 exploded and crashed over the Atlantic Ocean in 1996, the United States enacted a law to assistance the families of the victims of the accident. According to this law, systematic assistance and management of not only the victims of the accident but also their families, minimize the additional damage of victims and victims' families and help them to get rid of the accident after the accident. In particular, the measures taken by the US authorities in response to an accident in which an Asiana Airlines flight(AAR) 214 crashed during a landing at San Francisco International Airport in 2013, made a lot of suggestions for us to assistance the victims and their families in an air accident. The purpose of this paper is to suggest the necessity of improving the system for victims and victim's family assistance in air accident. In this paper, we analyze the domestic and foreign legal systems and related cases in past accidents, identify the deficiencies of the Korean system, and derive the necessity to improve the related system. It is also important to make sure that victims' families are relieved from early psychological and economic shocks and that the results of accident investigations are reliable. Relevant ministries, airlines, and related agencies should recognize that prompt and systematic assistance and cooperation is needed to ensure that victims and families are relieved of the impact and confidence in the investigation, as is the case in the United States. In addition, efforts should be made to supplement the related laws for the assistance of aircraft victims and victims' families, to establish manuals for implementation, to plan and to implement them promptly in the event of an accident. To achieve this, it is necessary to establish regulations for the legal institutionalization of the roles and responsibilities of national and state agencies on victims of aviation accidents and family assistance. And the victim and family assistance plan that the airline has to submit to it, as specified in the current law, need to specify that item. In addition, new and supplemented contents should be integrated into a single clause or proposed as a separate special law for the purpose of applying a clear law.

The Definition and Regulations of Drone in Korea (韓国におけるドロ?ンの定義と法規制)

  • Under the Aviation Safety Act of Korea, any person who intends to operate a drone is required to follow the operational conditions listed below, unless approved by the Minister of Land, Infrastructure, Transport and Tourism; (i) Operation of drones in the daytime, (ii) Operation of drones within Visual Line of Sight, (iii) Maintenance of a certain operating distance between drones and persons or properties on the ground/ water surface, (iv) Do not operate drones over event sites where many people gather, (v) Do not transport hazardous materials such as explosives by drone, (vi) Do not drop any objects from drones. Requirements stated in "Airspace in which Flights are Prohibited" and "Operational Limitations" are not applied to flights for search and rescue operations by public organizations in case of accidents and disasters. This paper analyzes legal issues as to definition and regulations of drones in Korean Aviation Safety Act. This paper, also, offers some implications and suggestions for regulations of drones under Korean Aviation Safety Act by comparing the regulations of drones in Japanese Civil Aeronautics Act.

Utilizing Spatial Big Data for Land and Housing Sector (토지주택분야 정보 현황과 빅데이터 연계활용 방안)

  • This study proposes the big data policy and case studies in Korea and the application of land and housing of spatial big data to excavate the future business and to propose the spatial big data based application for the government policy in advance. As a result, at first, the policy and cases of big data in Korea were evaluated. Centered on the Government 3.0 Committee, the information from each department of government is being established with the big-data-based system, and the Ministry of Land, Infrastructure, and Transport is establishing the spatial big data system from 2013 to support application of big data through the platform of national spatial information and job creation. Second, based on the information system established and administrated by LH, the status of national territory information and the application of land and housing were evaluated. First of all, the information system is categorized mainly into the support of public ministration, statistical view, real estate information, on-line petition, and national policy support, and as a basic direction of major application, the national territory information (DB), demand of application (scope of work), and profit creation (business model) were regarded. After the settings of such basic direction, as a result of evaluating an approach in terms of work scope and work procedure, the four application fields were extracted: selection of candidate land for regional development business, administration and operation of rental house, settings of priority for land preservation, and settings of priority for urban generation. Third, to implement the application system of spatial big data in the four fields extracted, the required data and application and analytic procedures for each application field were proposed, and to implement the application solution of spatial big data, the improvement and future direction of evaluation required from LH were proposed.

  • Due to population growth and urban development in construction technology has expanded living space, underground construction as public transport as has been extended to the ground and underground urban traffic congestion increases. Also can be known only to evacuate their citizens to address the position in the event of a fire inside the basement through the underground shopping mall address standardization system, the fire department only address exact location is being judged will be identified.

A Study on the e-Document Development of Parcel Service for Reliable Delivery (택배 물류 안전 배송을 위한 전자문서 개발 연구)

  • Parcel service is to deliver goods from one place to the designated destination requested according to user request. Parcel operations such as sorting, distributing, etc. or the managed information are heterogeneous by the companies. Additionally, it is impossible to support interoperability between companies with unformatted data of manual processing. Most parcel package boxes attached to paper typed waybill is attached is delivered to consignee. So, security problems such as personal information leaking are occurred, or extra processing time and logistics costs are needed due to wrong or the damaged information. Business environment of parcel service is rapidly changed as introducing unmanned delivery or the advanced technology such as Internet of Things. User want to know the accurate status or steps from parcel service request to delivery. To provide these requirements, the unified and integrated waybill information for reliable transportation of parcel service is needed. This information will provide to pickup or delivery carrier, warehouse or terminal, and parcel service user per pickup, transport, and delivery stage of parcel delivery service. Therefore, this paper defines the simplified and unified information model for parcel service waybill by analyzing information systems used for logistics unit processes that is occurred to parcel service, and manual work processes, and developing the relevant information of work flows occurred between business processes or transactions with the collected or processed information by from parcel service's stages. It is possible to share these standard model between business entities, and replacing paper typed waybill will improve national life safety as preventing security threats by paper typed waybill. As a result, it will promote the public interest from the stakeholder's perspective.

Changes in Mortality Inequality in Relation to the South Korean Economic Crisis: Use of Area-based Socioeconomic Position (경제위기에 따른 사망률 불평등의 변화: 지역의 사회경제적 위치 지표의 활용)

  • Objectives : An abrupt economic decline may widen the socioeconomic differences in health between the advantaged and disadvantaged in a society. The aim of this study was to examine whether the South Korean economic crisis of 1997-98 affected the socioeconomic inequality from all-causes and from cause-specific mortality between 1995 and 2001. Methods : Population denominators were obtained from the registration population data, with the number of death (numerators) calculated from raw death certificate data. The indicator used to assess the geographic socioeconomic position was the per capita regional tax revenue. Administrative districts (Si-Gun-Gu) were ranked according to this socioeconomic measure, and divided into equal population size quintiles on the basis of this ranking. The sex- and 5-year age-specific numbers of the population and deaths were used to compute the sex- and age-adjusted mortality rates (via direct standardization method), standardized mortality ratios (via indirect standardization methods) and relative indices of inequality (RII) (via Poisson regression). Results : Geographic inequalities from all-causes of mortality, as measured by RII, did not increase as a result of the economic crisis (from 1998-2001). This was true for both sexes and all age groups. However, the cause-specific analyses showed that socioeconomic inequalities in mortalities from external causes were affected by South Korean economic crisis. For males, the RIIs for mortalities from transport accidents and intentional self-harm increased between 1995 and 2001. For females, the RII for mortality from intentional self-harm increased during the same period. Conclusions : The South Korean economic crisis widened the geographic inequality in mortalities from major external causes. This increased inequality requires social discourse and counter policies with respect to the rising health inequalities in the South Korean society.

Assessment of Counting Efficiency of a Whole Body Counter by Human Body Size and Standing Position Using Monte Carlo Method (몬테카를로 방법론을 이용한 측정 대상의 인체 크기와 측정 위치에 따른 전신계수기 계수효율 평가)

  • For the case of radiation emergency, it is required to assess internal contamination of the public, including children as well as adults. The objective of the present study was to assess counting efficiency of a whole body counter by human body size and standing position of the measurement person. In this study, the FASTSCAN whole body counter used at National Radiation Emergency Medical Center of Korean Institute of Radiological and Medical Science was simulated by a radiation transport computer code. The simulation results of the counting efficiencies agreed well with measurements within the 2% of discrepancy for 4-year child and 5% for adults. The standing positions of the people were adjusted by body size to find the consistent trend of the counting efficiencies by human body size. Body size scaling factors of the whole body counter were derived to consider human body size and improve the measurement accuracy. The counting efficiency assessment methodology in this study can be successively used to improve the measurement accuracy when using a whole body counter for the case of radiation emergency.

The Carrier Liability System from the View Point of Chinese Civil Aviation Law (중국민용항공법상 항공운송인의 책임제도)

  • The Montreal Convention which came into force on November 4, 2003 over the world, has brought a fundamental change to the scope of carrier liability and expanded the sue scope of the carrier. Not only confirms the carrier liability, it also reflects the effects of code-share. In addition to integrate the existing principles that adopted by many conventions, the Montreal Convention has systematized the unity of international air transport into a single convention. It even successfully increased the extremely low compensation amount which was pointed out as a problem in the Warsaw Convention before. The Warsaw Convention, originally stood for the carriers, began to reflect the standpoint of the passengers. The Chinese Civil Aviation Law came into force on March 1, 1996. One of the significant characteristics of the law is that, the regulation on public and private law is mixed combined. Therein, the content of carrier liability system is prescribed in Chapter 9, which is explained in detail in this study. Besides, the relationship between the Montreal Convention and China will be expounded too. So far, China ranks the 5th in RPK and the 6thin FrK. However, in spite of the high ranks, China has not yet joined this convention. This can be regarded as a serious problem. China should join it as soon as possible for a further development and deeper cooperation with the air-industry-developed countries. Once the government ratifies the Montreal Convention, it will benefit both the Chinese passengers and the airlines.

Effect of Earthing Mat on the Quality of Sleep (어싱매트가 수면의 질에 미치는 영향)

  • Objectives: Using as a sleep evaluation tool the Pittsburgh Sleep Quality Index (PSQI), this paper studied the effects of earthing on the amount and quality of sleep by examining a patient population of people who used and did not use earthing mats and a group of general healthy people. Methods: From September to November 2019, 30 patients who voluntarily used an earthing mat, 40 patients who did not use an earthing mat, and 40 healthy people who did not use an earthing mat were selected. A questionnaire applying the PSQI (Pittsburgh Sleep Quality Index) after being translated into Korean was distributed starting November 29, 2019 to 110 subjects. Out of them, 101 subjects who completed the questionnaire were examined. All statistics used SPSS 25.0. Results: The first overall score showed that all three groups had problems sleeping, with five points or more, but the general population had better sleep quality than the patient group. It also showed that the using matgroup had better quality of sleep than the ones that did not use the earthing mat In addition, the analysis of the third group through the variance analysis showed significance at >0.05 for the general population and the patient group. Based on this, a multi-comparison analysis of the third group showed significantly less than 0.05 in patients who do not use an earthing mat compared to the public. First of all, there are no statistically significant differences between the three groups in subjective sleep quality, sleep latency, and sleep time, but an analysis of multiple comparison analysis with the general population group showed that the quality of sleep was worse compared to those that used the mat. In addition, sleep efficiency, sleep disorder, sleeping pills, and daytime dysfunction were found to be less than >0.05 in the three groups. Conclusions: These results suggest that if you ground your body to Earth during sleep, the secretion of cortisol will decrease night levels, sync more with the natural 24-hour circulation rhythm profile, and that when you sleep, sleep is better and pain and stress are associated with the study. While the preceding study cannot confirm that contact with the ground affects the quality of sleep, it suggests that it is relevant as shown in this paper.

New Governmental National Agenda and New Executive Bodies' R&D Strategic Goals on Geoscience and Mineral Resources (신정부 국정과제 및 지질자원 분야 R&D 정책 방향 분석)

  • With the advent of a new Korean government, a new national agenda (140 items) was reported. Additionally, Work Plans of the executive bodies were also released, including the Ministry of Science, ICT and Future Planning (MSIP); the Ministry of Trade, Industry and Energy (MOTIE); the Ministry of Oceans and Fisheries (MOF); and the Ministry of Environment (MOE); the Ministry of Land, Infrastructure, and Transport (MOLIT). For government-supported research institutes, it will be important to watch and analyze the changes in the government's primary policies and strategic goals. In this paper, we analyzed new governmental research and development (R&D) policy with respect to geoscience and mineral resources technology. The results indicated that the executive bodies emphasized, for the job creating 'creative economy' and the 'safety and integration society', the establishment of the creative economy; science and technology development based on creativity and innovation; creation of new growth engines by fusion and diffusion; construction of stable energy systems; promotion of environmental industry; and creating satisfactory land services. In the area of geoscience and mineral resources technology, it is time to search for a new, creative, and interagency fusion R&D contents to meet the needs of the public and boost its national competitiveness.
