Broadcast encryption is a cryptographical primitive which is designed for a content provider to distribute contents to only privileged qualifying users through an insecure channel. Anyone who knows public keys can distribute contents by means of public key broadcast encryption whose technique can also be applicable to many other applications. In order to design public key broadcast encryption scheme, it should devise some methods that convert a broadcast encryption scheme based on symmetric key cryptosystem to a public key broadcast encryption. Up to this point, broadcast encryption scheme on trial for converting from symmetric key setting to asymmetric public key setting has been attempted by employing the Hierarchical Identity Based Encryption (HIBE) technique. However, this converting method is not optimal because some of the properties of HIBE are not quite fitting for public key broadcast schemes. In this paper, we proposed new converting method and an efficient public key broadcast encryption scheme Pub-PI which is obtained by adapting the new converting method to the PI scheme [10]. The transmission overhead of the Pub-PI is approximately 3r, where r is the number of revoked users. The storage size of Pub-PI is O($c^2$), where c is a system parameter of PI and the computation cost is 2 pairing computations.

中国的公共外交在与韩国和台湾等周边国家地区发展关係方面有着很大的贡献。但当东北亚地区发生巨大的秩序变动或与台湾和韩国发生政治安保矛盾时,中国的公共外交却无法发挥缓解紧张关係并提供解决方案的角色。为什么中国公共外交无法在缓解与周边国家的政治安保矛盾中充分发挥其作用？本研究着重于中国的体制特性会对公共外交的目标,战略以及行为人和行为所带来的影响。具体来说,嚮往着与西方国家相反的政治价值与体制的中国通过公共外交所追求的目标以及战略的确与众不同。台湾和韩国以及其他东北亚的周边国家都有着迥然不同的体制。因此,为了在这些国家地区推动公共外交,通常都会利用彼此共有的歷史文化议题。这些特征可以视为说明中国公共外交在政治安保矛盾方面弱点的主要关键。不仅如此,以中国权威主义的政治以及国家-社会关係为由,也可说明中国一丝不乱并具系统性的中国公共外交推进体制以及成果。但另一方面,本论文也会提出为什么中国公共外交在与周边国家发生的政治安保矛盾方面无法有效地起缓衝作用的原因。本研究以此分析框架为基础,并探讨上文所提研究问题的答案。

Since Roentgen discovered X-rays, radiation sources have been utilized for many areas such as agriculture, industry, medicine and fundamental chemical research. As a result, human society has gained lots of benefits. However, if a radioactive material is used for the malicious purpose, it causes serious consequences to humanity and environment. Consequently, international organizations including International Atomic energy Agency (IAEA) have been emphasizing establishment and implementation of security management to prevent sabotage and illicit trafficking of radioactive materials. For this reason, the rule of technical standards of radiation safety management was revised and the public notice of security management regarding radioisotope was legislated in 2015 by Nuclear Safety and Security Commission (NSSC). Several radioactive sources which have to be regulated under the above rule and the public notice have been utilized in Advanced Radiation Technology Institute (ARTI) of Korea Atomic Energy Research Institute (KAERI). In order to control them properly, security management system such as access control and physical protection has been adapted since 2015. In this paper, we have analyzed the public notice of NSSC and its field application case. Based on the results, we are going to draw improvement on the public notice of NSSC and security system.

오늘날 공공분야의 민간위탁은 비용효과와 수요자 변화에 따른 탄력성 확보가 유리하고, 사업의 관리가 용이하다는 이유로 대부분의 공공사업 분야에서 실시되고 있는 상태이다. 이러한 사회적 변화는 치안구조와 지역방범체계의 변화 등과 함께 공공 치안서비스 부분의 민간위탁제도를 도입하는 문제에 대하여 많은 논의가 이루어지고 있다. 그러나 위탁사업 대상 범위의 제한, 민간 참여의 어려움 그리고 위탁 계약 방식의 한계와 같은 문제점들로 인하여 치안서비스 분야의 민간위탁사업 시행에는 아직 많은 걸림돌이 있는 실정이다. 이러한 문제점들을 해결, 보완하기 위하여 치안서비스 모델을 변화시켜 예산절감과 조직의 재구성을 도모하고, 가변성을 가질 수 있는 부분위탁형태의 개발 및 민${\cdot}$관 협력체제 확립 및 계약방식의 합리화가 필요하다 할 수 있다. 본 연구는 업무상의 특수성을 감안하여 기존 민간위탁의 개념과는 다르게 치안서비스 분야만의 기준을 다음과 같이 제시한다. (1)치안분업모델의 설계 (2)양자의 의견을 존중하고 타협점을 찾을 수 있는 새로운 혼합형태의 시스템 모델구축 (3)다자간 접근법을 통한 사회 모든 구성원의 참여기회 확대 (4)지명경쟁 입찰을 통한 계약 방식의 확립 등이다. 이처럼 공공안전 서비스 분야의 민간위탁은 타 정부분야의 민간위탁 형태와는 다른 형식으로 이루어져야 하며 국민의 안전을 담보로 한다는 점에서 업무선정과 방식에 대해 기준을 높여야 할 것이다.

정보보호 관리체계 구축을 지원하기 위해 민간기업 대상으로는 "정보통신망 사용 촉진 및 정보보호 등에 관한 법률"에 근거하여 한국인터넷진흥원이 인증하는 ISMS제도가 있으며 공공기관 대상으로는 아직 인증제도는 없으나 "전자정부법"에 근거하여 국가정보원이 '정보보안 관리실태 평가제도'를 운영하고 있다. 본 논문에서는 민간부문과 공공부문에서 시행하고 있는 정보보호 관리체계 통제항목에 대한 비교와 함께 그간 실시한 평가 미흡사항을 분석하여 이를 토대로 효율적인 정보보호 관리체계 구축방안을 살펴보고자 한다.

사회범죄가 가중화 될수록 범죄예방 차단장치에 대한 경찰력의 한계가 지적되고 있다. 이에 대해 경찰을 대체할만한 어떠한 정부기구나 민간기구도 없으며, 범죄예방의 장치로서의 새로운 제도나 방법도 제시되지 않고 있다. 특히 최근에 발생되고 있는 각종의 강력 범죄사건은 시민생활의 위협을 가중시키고 있다. 이에 대해 본 연구는 경남 일원에 거주하고 있는 일반 성인들을 대상으로 범죄예방 시스템과 바람직한 범죄예방 장치, 그리고 민간경비의 범죄예방 역할 등에 대한 설문조사를 실시하여 범죄예방기능으로서 민간경비의 역할에 대한 의식실태를 살펴보았다. 조사 분석의 결과는 범죄 예방 장치로서 경찰력의 한계를 지적하면서도 사회위협요인에 대해 경찰력에 의존할 수밖에 없는 경향을 보이고 있어 전통적인 사고의 틀에서 벗어나지 못하고 있었다. 이러한 현상은 경찰력을 대체할 만한 공권력을 가진 기관이 없기 때문이고, 또한 사회치안질서유지와 범죄의 예방은 공권력의 강제를 통해서 가능할 수 있는 부분이기 때문에 경찰외의 어떠한 기관에 대해서도 고려를 하고 있지 않기 때문으로 분석되고 있다. 특히, 범죄예방 역할로서 민간경비에 대해서는 신뢰할 만한 기관으로 간주를 하고 있지 않았다. 하지만, 민간경비는 범죄예방 기구로서 역할을 하며 사회적인 효용성과 활용성도 높일 수 있는 충분한 장비와 인력을 보유하고 있으며 경찰력의 보완적인 장치로서 민간경비는 충분한 가능성을 가지고 있다.

공공부문 성과평가는 조직의 효율성 증진을 중요한 목적으로 삼고 있다. '투입 대비 산출'로 정의되는 효율성을 평가함으로써 향후 조직의 개선방향을 설정할 수 있다. 공공부문 효율성 평가에 유용한 자료포락분석(DEA) 기법을 적용하여 중앙부처 정보보호 담당 조직 21개 의사결정단위(DMU)에 대한 효율성 평가를 수행하였다. 본 연구 결과에 의하면, 평가대상 21 개 DMU의 효율성점수 평균이 50%를 약간 상회하고 있어 효율성이 매우 낮은 것으로 나타났으며, 21개 DMU를 '부'와 '청 및 위원회'로 구분 비교하였을 경우에도 비슷하게 나타나고 있어 비효율의 개선이 요구된다.

The paper demonstrates how the Islamic governments in the Islamic history derived the authority for regulations and laws from the Qur'ān and the Sunna (sayings of the Prophet). These two laws are sovereign over public policy. Then, it shows the obstacles that prevented modern Muslim countries from formulating public policy based on Sharia law.

With rapid changes taking place in every field, the expansion and specialization of various social service activities are one of the characteristics of the modem society. However, the increase of crimes and inefficiency of public police service to cope with this situation have caused discontent and distrust on the service among the public, making people more inclined to solve safety-related problems by themselves. Private Security Service(PSS) and Private Investigation Service(PIS) were introduced to satisfy these needs. In the area of PIS, Public Investigation Service System(PISS) has been established for a quite long time in foreign countries. However in Korea, PIS is being provided by unregulated service providers such as errand service center due to the lack of legal system, causing many problems related with illegal practices by the service providers. This paper is the result of the research on how to adopt a relevant PISS in Korea and develop it in the future. This kind of research is much needed to curb the rising illegal practices of the errand service centers, complement the insufficient operation of public police service, and strengthen the competitiveness of our country by taking more efficient actions in the changing public security environment. Based on the research, this paper also examines positively the possibility of introduction of PIS in Korea. This paper also recommends a prompt enactment of PIS regulation and improvement on the legal environment for such introduction of the relevant and suitable PISS in Korea.

이 연구의 목적은 경찰의 치안서비스품질과 서비스만족 및 생활만족의 관계를 규명하는데 있다. 이 연구는 2012년 서울소재 일반 시민들을 모집단으로 설정한 후 유층집락무선표집법을 이용하여 최종분석에 이용된 사례 수는 총 491명이다. 연구에 사용된 설문지는 총 60문항으로 구성되었으며, SPSSWIN 18.0을 이용하여 빈도분석, 요인분석, 신뢰도분석, 다중회귀분석, 경로분석 등을 실시하였다. 설문지 신뢰도는 Cronbach's ${\alpha}$ 값이 .607이상으로 나타났다. 결론은 다음과 같다. 첫째, 경찰 치안서비스품질은 서비스만족에 영향을 미친다. 즉, 신속전문성, 공익성, 공감성, 체계성, 접근성 서비스가 활발히 이루어질수록 범죄발생억제 활동만족은 증가한다. 반면, 쾌적성, 보증성 서비스가 원활히 이루어지지 않을수록 범죄발생억제활동만족은 감소한다. 체계성, 유형성 서비스가 활발히 이루어질수록 경찰력규모만족은 증가한다. 공감성, 체계성, 접근성 서비스가 활발히 이루어질수록 교통안전관련활동만족은 증가한다. 신속전문성, 공감성, 체계성, 유형성, 보증성 서비스가 활발히 이루어질수록 지역사회경찰활동만족은 증가한다. 둘째, 경찰 치안서비스품질은 생활만족에 영향을 미친다. 즉, 신속전문성, 공익성, 공감성, 접근성 서비스가 활발히 이루어질수록 안전생활만족은 증가한다. 신속전문성 서비스가 활발히 이루어질수록 일상생활만족은 증가한다. 셋째, 치안서비스만족은 생활만족에 영향을 미친다. 즉, 범죄발생억제활동만족, 교통안전관련활동만족, 지역사회경찰활동만족이 높을수록 안전생활만족은 증가한다. 경찰력규모만족, 교통안전관련활동만족, 지역사회경찰활동만족이 높을수록 일상생활만족은 증가한다. 넷째, 경찰 치안서비스품질은 치안서비스만족 및 생활만족에 직간접적인 영향을 미친다. 즉, 치안서비스만족은 치안서비스품질과 생활만족을 매개하는 중요한 변수이다.
