These days, the majority of public service area presents increment of utilizing a contracting-out with the following reasons such as cost-efficiency, maintenance of population changes in flexible manner, and convenience of management. The social changes have influence on policing structure and regional security system as well as problems associated with accepting the contracting-out in the public policing sector. However, many issues such as limited contracting-out sector, difficulty of encouragement of participation to private sector, and limitation of making a contract with contracting-out would be brought up when initiate contracting-out to the public policing sector. Changing security system to lower budget, planning restructure of organization, developing alterable partial contracting-out, establishing private and public cooperate system and rationalizing contract system are the suggestions to solve and modify the raising problems. This study suggests a differentiate regulation of policing services compare to currently existing contracting-out method to consider a distinctive working environment. The suggestions are as follows: 1. develop a security segregate model, 2. build a cooperative system between private and public policing sector, 3. broaden opportunity of participation of private policing sector, 4. open-competition among qualified private tender to make a contract. The private contracting-out in the public security service sector should be manage in different manner compare to other private contracting-out in government-oriented public service sector. Since work performance of each private contracting-out agency is strongly bond to safety of every civilian in the nation, it is essential to increase its standard of qualification of each agency.

In this paper, various units of industrial disaster safety threats as well as local and national facilities unit real-time detection and prevention refer to the corresponding system goes into disaster management preparedness, prevention, response recovery of phase I systematic ICT skills that can be managed more efficiently. Nuclear energy is considerably cheap and clean compared to other fossil fuels. Yet, there are rising safety concerns of nuclear power plants including the possibility of radiation releasing nuclear accidents. In light of the Fukushima nuclear crisis in 2011, Japan has been re-evaluating their existing energy policies and increasing the share of alternative energy. This paper first tracks the major historical changes of energy policy in Japan by time period. Next, energy security, reignited concerns and alternative energy are covered to examine Japan's energy security situation and its transition after the Fukushima disaster. Lastly, a short survey based on thematic analysis was conducted in South Korea and Japan to understand the public awareness of nuclear. This paper postulates that the case of Fukushima will contribute to establish and operate a safe-future nuclear program in South Korea, given that the country is not only geographically neighbouring Japan but also the world's fourth largest producer of nuclear energy.

Increasing demands on the safety of public train services have led to the development of various types of security monitoring systems. Most of the surveillance systems are focused on the estimation of crowd level in the platform, thereby yielding too many false alarms. In this paper, we present a novel security monitoring system to detect critically dangerous situations such as when a passenger falls from the station platform, or when a passenger walks on the rail tracks. The method is composed of two stages of detecting dangerous situations. Objects falling over to the dangerous zone are detected by motion tracking. 3D depth information retrieved by the stereo vision is used to confirm fallen events. Experimental results show that virtually no error of either false positive or false negative is found while providing highly reliable detection performance. Since stereo matching is performed on a local image only when potentially dangerous situations are found; real-time operation is feasible without using dedicated hardware.

Through the increment of requirement for group oriented communication services, the multicast infrastructure based on a wire and wireless network has become a widely discussed researching topic. However the research of the security properties safety, efficiency and scaleability in a multicast structure, has not been enough. In this study, we propose a scalable secure multicast key management structure based on PKI(Public Key Infrastructure), IPSec, domain subgroup and structural two mode scheme to provide a integrated multicast service. Also we discuss and propose the digital nominative group signature a refreshing method for satisfying the security and trusty on the network. At the base of this work we certify to the usability of new proposed scheme from comparing it with conventional schemes in the part of safety, efficiency and scaleability.

The purpose of this study is to progress the development plan of safety management on the intelligent robot through safety analysis on the intelligent robot, major present condition of safety management on the intelligent robot, enforcement method of safety management on the intelligent robot. The following is the result of the study. First, we have to establish the provision or the special legislation to regulate the safety management of the intelligent robot substantially in the intelligent robot development and supply promotion law, the enforcement ordinance, the enforcement regulation. And, we should propel to establish the provision on the safety management of the intelligent robot in the laws related on ethics and safety. Second, we should establish the Robot Ethical Charter through the national and international agreement to give a guarantee against the safety management of the intelligent robot. Furthermore, we have to induces people's interest on the safety management of the intelligent robot through offering the public information of the Robot Ethical Charter for coexistence of human and robot and have to understand about rights of the intelligent robot. Third, the security industry and learned circles have to recognize the important effect that the intelligent robot gets in the security industry and try to grope the safety management and the application plan on the intelligent robot. Also, the security industry and learned circles should concern not only using and managing of the intelligent robot including the military robot, the security robot but also protecting human from the intelligent robot.

Developed countries have been taking their private security industry to the next advanced level to maintain safety of society, promote cooperative security in conjunction with public security such as the police, cultivate domestic security industry, and spur economic growth. In Korea, Service Security Business Act(currently, Security Business Act) enacted in 1976 laid groundwork for rapid institutional development. Nonetheless, the need to rename current title of Security Business Act has been discussed continuously among scholars and industry. Particularly, a bill(bill no.: 2389) was proposed in 2012 to rename 'Security Business Act' completely to 'Private Security Industry Act'. Under those circumstances, this study was intended to discuss proposals that had been made to rename the Act for underpinning development of security industry, along with its amendment, by gathering opinions from scholars in the field of security. It is undeniable that there is need for renaming the Act. As the renaming of the Act can have positive impact in many aspects for promotion of security industry, the urgency to rename the Act is indisputable. The results suggested that scholars specializing in security hoped the Security Business Act to be renamed primarily to Guard and Security Industry, and if not, to be renamed to Security Industry Act. The renaming of the Act will give rise to the need to amend many parts of provisions contained therein as follow-up action.

In recent years, lots of damages appear frequently due to cyber terrorism and natural disasters such as typhoon 'Chaba', earthquake at Kyeongju. The damages lead to people's anxiety and public institutions connected directly with them also can't be free from the threat situation. In addition, public institutions must prepare business continuity issues with the highest priority in the event of disasters because they are closest with people's safety. However, preceding researches suggest needs of disaster mitigation activities management system or central office oriented top-down BCP establishing system. In this study, We grasp the current status of public institutions's business continuity plan(BCP) against disaster and we propose an efficient bottom-up method for structuring the BCP of public institutions.

The desires for safety of body and life can be said to be fundamental and natural in human beings. But the rapid industrialization and urbanization phenomena in our modern society is accelerating the treand for increasing diverse social pathology. Rise of serious crimes such as robbery and rape has already become an especially serious social problem and is at the point of threatening our welfare and social order. But the police, which is primarily responsible for the maintenance of welfare and social order of the public, is unable to respond actively to the increasing demand for policing due to the lack of available manpower and overwork. Thus, the purpose of this thesis is to look for a plan to actively respond to the daily increasing outcry for law and order so that the public may maintain safe and happy lifestyles without the threat of crime. One concrete and practical strategy is to resolutely separate and transfer some of the many functions of the police that can be handled by citizen organizations to those groups so that the police can be relied upon to become functionally efficient. This will decrease the work of the police, thereby allowing the police to concentrate on its inherent responsibilities. As its primary example, 'transferring the function of security' of the police to the private security industry is suggested in this thesis.

The government and the police are trying to expand the safety of the people by spreading "four major social evil erasures" intensively crackdown and prevention activities of sexual assault, school violence, domestic violence, and bad foods for the main purpose of security activities I made an effort. However, in spite of such efforts, the public's feelings of social unrest and the concern about security have not been significantly improved. Therefore, in this paper, using R which is the tool for analyzing big data which is most widely used in each field such as enterprise, consulting, public field, etc., R Using variables measured at each level, we analyzed by analyzing multiple regression analyzes, and confirmed what kind of correlation there is in relation to the direction affecting policy improvement I will try to present it.
