Research Records Management in Regional Public Hospital: Focusing on the Cases of Institutional Review Board (IRB) of Incheon Medical Center (지방의료원의 연구기록관리: 인천광역시의료원 임상연구윤리위원회(IRB) 사례)

  • The Incheon Medical Center Institutional Review Board (IRB), a department that reflects the characteristics of Incheon Medical Center, a medical and public institution, was established in 2013. IRB contributes to performing its role as a local accountable care hospital and protecting researchers and subjects by proving the ethics of research conducted at the medical center. So far, IRB has reviewed a total of 80 research proposals for human subject research and human-derived material research, and it currently exists as an independent department directly under the president of the medical center. This paper aims to explain the registration and preservation of IRB-related records, the maintenance of the Records Management Standard Table and related regulations, and archives, as well as to present limitations and improvements in the disclosure, utilization, and classification of records.

The Prospect of 'Recordkeeping Regime' in the Public Sector of Korea : Examination on the characteristics of the Tables of Transactions for Records Scheduling by PRA Act (한국 공공분야 '기록보유(Recordkeeping)'체제 전망 -'기록물분류기준표'의 제도적 의의와 특성 -)

  • In this paper, I examined specific characteristics of the Tables of Transactions for Records Scheduling(TRS) (記錄物分類基準表 ; Kirokmul-Bulyukijun - Pyo) system by Public Records and Archives Act(PRA Act, No. 5709, 1999). All staffs and employees in governmental agencies of Korea must register, classify and dispose of their official records according to TRS by the Presidential Regulation for the application of PRA Act(No. 17050, 2000). Namely, the criteria of TRS is applicable to all stages of records lifecycle from creation to disposition(transfer to Archives or legal destruction). In the theoretical and methodological area, therefore, it is absolutely important that records managers and archival professionals in Korea make analysis on functions and characteristics of TRS by PRA Act. In the first, my examination take notice of possibility of 'adequate and proper documentation' about activity of the executive organization in TRS system. Other attention is that records management according to TRS means managing of records not only as physical entities but as logical entities which imply content and context of creation and use. In other hand, I wish to account for reasonable separation consideration for continuing utility of archives from current use of records throughout agencies duration Another theme of discussion in this paper is the theoretical framework which give account of TRS's characters. In conclusion, accountability for characteristics of TRS system could have been found in counterproposal view including the concept of Records continuum and the notion of Recordkeeping regime in Australia based on rethinking about Records lifecycle model. In the extent of practical area, more or less, it is imbalanced method that compare TRS by PRA Act to Recordkeeping regime based on Records continuum. Nevertheless, the concept and notion is suitable framework that give account of the prospect of recordkeeping system under PRA Act.as well as the meaningful characteristic of TRS.

  • With the revision of the Public Records Management Act in 2020, it has become possible to appraise long-term records more than 30 years old in the record center. However, there was no discussion on the appraisal process except for the revision of the Public Records Management Act. This study aimed to propose a process for appraisal of long-term records in the record center, focused on the roles and functions of the record center, archives, and central archives. To confirm the status and problems of the records appraisal process, we analyzed record management standards and interviewed 4 archivists who have been working as specialists for over 10 years. Based on the analysis results, the appraisal process for long-term records in the record center was redesigned in consideration of the functions and roles of the record center, archives, and central archives.

A Study on Records Management System through Kyeonggukdaejeon(經國大典) (『경국대전』의 기록관리 규정)

  • This study is focused on clarifying the Joseon Dynasty Period's records management system mentioned on Kyeonggukdaejeon(經國大典). Through out investigations of the legislations of public records in 'creating stage', it was revealed. that is, records in creating stage had characters of original records and those was managed as the records themselves and circulated by sending and receiving, and finally those was kept and used in each agency. Through out investigations of the legislations of public records in 'management stage', it was revealed that is, as the Records Management Organization the Chunchukwan(春秋館) was a government agency that is composed by 15 central government agencies' concurrent officials(兼任史官) and took charge of both records creating and records management, and was a central government body for compilation of the Sillok(實錄). As National Archives the Sillok was not accessible at that time. In this point the Sillok is basically different from modem archives that is preserved for use. And the Sillok was compiled from original records, In this point the Sillok is basically different from modern archives that is arranged from original records.

A Study on Current Status and Improvement Tasks of Records Classification in Government-funded Research Institutes (정부출연연구기관의 기록분류 현황과 개선과제)

  • The purpose of this study is to find out the level of the classification system of the government-funded research institutes and to search the future direction of the classification scheme of these research institutes. As a result of analyzing the classification system and regulations of the 23 government-funded research institutes, it is found that the regulations of the records management of most institutions are basically based on other regulations before Public Records Act. In addition, there are not many institutions in which the record production system that reflects the Public Records Act is introduced, and the production and classification of the records are performed separately, and the classification scheme in which the organization classification and the functional classification are mixed is often used only as a reference tool for setting retention period. To overcome this situation, it is necessary to improve the regulation, classification scheme and system. The revision of the law at the national level and establishment of records management regulations at the institutional level should be made. A special classification scheme for 'research' which is a core function of the research institute should be designed and this classification scheme must be applied from the registration stage of records. The fact that the record management obligation is ignored and the production records are not properly managed is to deny the value of the research field records by themselves. I hope that the records management of government-funded research institutes will be moved in place as soon as possible and practical issues will be communicated to academia and good ideas for better development will be returned to the field of practice.

  • Lots of cultures, memories, histories of the local life have disappeared. Some sectors of universities and religion have keep their records in manuscript archive only. On the other hand records of public sectors were at least able to be managed by the records management law. Citizen's groups and academic bounds were also roles to get public records strong. However can we just describe whole body with only public records? As records management law a record of private sector which has value of preserving can be managed under national protection. Yet establishment of local archive is not obligate. Only stressing on public records is like what dictatorial government acted in past years. It is what we ignore diversity and request of community. We need to move our view that we have focused on public and central sectors to private and local sectors. Local records management based on locality could help to complete the entire puzzle. The way complete the puzzle is various and wide spheres including from cultural space to being extinct village. Locality is defined as the property in certain area or distinctiveness of locals. Establishing production strategies is as important as collecting records produced over the past years for local archiving. Local archiving has to be regionally conducted in phase. Moreover common wealth and recognition of communities are reflected in the acquisition process. In next to archiving local organizations and private records according to collection policy, methodology on local archiving needs for archive management and use in various public and private fields. This methodology could be possible by building a local archive networking tool. It is true that Local archiving is not familiar and clear yet. If we can turn the effort for public records we have made to endeavor for private sectors, we might expect big fruits in private sectors. We easily emphasis on globalization or internationalization, our daily lives start on our villages. Setting aside our small communities, such a puzzle of the whole would never be completed. This is good time to begin finding lost puzzle for future. The key that can find lost puzzles be held in archiving localities.

A Study on the Current Status and Improvement of Facilities Management Corporations' Records Management: Focused on the Gyeonggi Area (시설관리공단의 기록물관리 실태 및 개선방안에 관한 연구: 경기지역을 중심으로)

  • The record management of public enterprises under basic local governments has been in a blind spot while many studies have been mainly conducted on public enterprises directly managed by the National Archive of Korea and local public enterprises located in metropolitan cities. Hence, this study aims to examine the current status of Facilities Management Corporations' records management in local cities and counties of the Gyeonggi area, and to suggest improvement measures with some basic data as a reference. After conducting a survey and telephone interviews with eight record management officers from Facilities Management Corporations, the results of this study found that record management of them was in hard conditions with many improvements needed.

A Study on Improvement of Transfer of Non-Electronic Records: Focused on Local Governments in Busan Region (비전자기록물 이관업무 개선방안 연구 - 부산지역 기초자치단체를 중심으로 -)

  • As records managers are assigned in accordance with act on public records management, the record management has settled down a bit, and also much effort is put to perform the record management in accordance with law. The record management includes all the works like production, classification, organization, transfer, collection, evaluation, disuse, preservation, opening to the public and application. Among them, the record transfer is an important work that performs the initial stage in which the main agent of management is changed from administration department to record center. Thus this study suggested the improvement measures for non-electronic record transfer after examining the current transfer state of 16 local governments in Busan region and also problems occurring in the process of transfer through interviews with institutional records managers.

A Survey on Usage of Korean Standard Records Management System (표준기록관리시스템의 활용현황 연구)

  • The present study aims at investigating the current usage patterns of Korean Standard Records Management System. The Korean Standard Records Management System has been designed and distributed by the National Archives Korea in order to support records management of public agencies. An email survey has been sent to 4 types of public agencies: central government agencies, provincial governments, provincial education offices as well as city and county offices. While all agencies are included in the survey for the first three types, only two provincial districts are selected for city and county offices, Out of 101 email questionnaires sent, 65 are returned(63.73%). The results show the usage patterns of 240 functionalities aligned to 9 main functions: accession from records creators, preservation, appraisal, accession to the national archives, reference management, access and tracking, retrieval and use, system management as well as freedom of information management by public institutions. Since its launch in 2007, the system has been distributed to 707 public agencies as of late 2014. The problem is that there has been no attempt to evaluate the functionalities and usabilities of the system. Only grievances from those agencies implemented the system have never been ceased. The present study is expected to offer the levelled ground for productive discussion between the national archives and the agencies.

A Study on Functional Requirements of Records Management Systems for Government-Affiliated Organizations to respond to Immediate Disclosure of Original Official Documents (체계적인 원문정보공개를 위한 정부산하공공기관 기록관리시스템 기능요건 연구)

  • The object of this study is to help the government-affiliated public institutions, which are ahead of the Immediate Disclosure of Original Official Documents in 2016, to conduct a systematic disclosure of the original official documents on the basis of records management. As of now, many government-affiliated public institutions are facing difficulties in systematically conducting the immediate disclosure of original official documents as they lack specialists in records managements, let alone a system for carrying out the procedures. In this situation, the study induces insights on this matter by inspecting former cases of the Ministry of Government Administration and Home Affairs, and of Seoul Metropolitan Government. Moreover, the study examines the examples of three government-affiliated public institutions, which are establishing a records management system to better cope with the immediate disclosure of original official documents. The institutions are in the beginning stages of building up a system for records management and immediate disclosure of original official documents. Therefore, the characteristics of these institutions must be considered in working out the strategy for immediate disclosure of original official documents. For this reason, this study reflected the attributes of each institute in establishing a self-developed records management system; in which, the disclosure of original documents based on registrars and records management system is made possible. This study also suggests functional requirements that must be included in coping with the immediate disclosure of original official documents.
