A Study on the Improvement of Youth Housing Support Policy

  • Purpose: The problem of housing poverty among young people is a very important problem for the nation. Therefore, the main purpose of this paper is to identify the problems of the government's housing support policy for young people. And it is in presenting specific solutions by fully reflecting the opinions of experts. Research design, data and methodology: This study consisted of analyzing the following three research topics: 1) the differences of youth residential support housing policy impact on young adults' housing stability, 2) the problems and solutions of youth housing support policy, and 3) the differences of experts' opinions on the impact of government policy on youth housing stability. The subject of this study is the government's seven housing policies for young people. The targets include Happy Public Rental Housing (Happiness Housing), Station Area Rental Housing for youth (Station Area 2030), Public Dormitory for College Students (Public Dormitory & Hope Dormitory), Jeonse Rental Housing for College Students (Subject Lease Rental Housing for College Students), Social Housing for Young People, and Share House. The data was organized through expert surveys from 1st to 30th June 2020. The experts surveyed include professors & researchers, public officer & public institutions staff, and private developers of young adults' housing. The methodology of analysis on the problem and the solution of government policy was Frequency analysis. And analysis methods on differences of experts' opinion were ANOVA, Levene' test, and Schefe test. Results: Problems in Government's youth residential support housing policy include high rents, lack of supply, difficulty in acquiring rental housing, inconvenience in using shared spaces, conflicts with cohabitants, and invasion of privacy. Solutions include expanding supply to urban areas, establishing long-term plans, securing privacy, diversifying business methods, establishing platforms for rental housing transactions, and expanding various public support (financial support, etc). Conclusions: There was a difference in perception among groups of experts on the impact of public rental housing (called 'happiness housing') in youth housing stability. It is very urgent to come up with the most reasonable policy to support youth housing. This requires in-depth discussions by experts to narrow their differences.

The Cognition and Attitude for Internal and External Organizational Behavior of Health Centers Staff (보건소조직(保健所組織)의 내(內)·외부적(外部的) 행위(行爲)에 대한 보건소장(保健所長) 및 직원(職員)들의 인식(認識)과 태도(態度))

  • This study was conducted to the cognition and attitude for internal and external organizational behavior of health centers staff. An analytical model employed in this study was developed by modifying 'organizational behavior model'. Data was collected a mail survey of officers at health center, including 66 directors and 1,768 staffs of the health centers in southern region. The major findings are as follows : Among directors of the health centers 47% of them stated that legislators and chief executive officer(CEO) of local governments are highly concerned about the public health program. However only 15.2% of health center directors reported that legislators and CEO put public health high priority. For leadership type of directors 39.0% of them was classified as controller, 30.3% as participant, 22.7% entertaining and 7.6% comprehending. Regarding sociopsychological characteristics of the health center staffs, about a quarter of them had high degree of group cohesion, while 10.7% had low degree. Those staffs who are older, high educational level, or working in the rural health centers showed higher degree of cohesion than those who are young, low educational level, or working in urban health center. A third of them were less likely to be satisfied by what they are doing at the health centers. The higher educational level, the likely to be satisfied by what they are doing at the health centers. The higher educational level, the more satisfied with their job. Considering these results, policy implication was discussed and suggested. It is suggested that educational efforts be made to improve leadership of the health center directors and concern with public health program by the CEOs and legislators of local governments.

  • In order to reflect the Changes in this government's policy of making Temporary Position employees into the Public sector permanent, special security guards from Private Security firms in the National Critical Facilities protection Position are moving forward transformation to Permanent Position. Especially, the organization of the protection personnel of the National Government Buildings designated as the National Critical Facilities is comprised of various types of security personnels, protective officer, special security guards from Private Security firms, Private police guards, police officers and these types of security personnels protect for the Government Buildings. Recently, The Government Security planning division is discussing various types of transformation, Special Security guards are employed directly by the Government in order to convert them into Permanent position, Special Security guards are employed directly through a establishment of Public Security corporation, protective officers are hired by the Government, Self-guards are hired directly by the Government, Private police guards are employed directly by the Government. In order to reflect the Changes the Government policy of making Temporary position employees into the Permanent, the Special Security Guards from Private Security Firms in the National Critical Facility's protection environment, protective personnels operation characteristic under various circumstances. Especially, in the process of making Special Security Guards to Permanent position, it is necessary to take precedence over the various opinions of Special Security Guards and stakeholder.

Effects of Work-Family Conflict among Public Social Welfare Officers on Turnover Intentions - Focus on the Mediating Effects of Exhaustion and Job Satisfaction - (사회복지전담공무원의 일가정갈등이 이직의도에 미치는 영향 - 소진과 직무만족의 매개효과를 중심으로 -)

  • This study examines the effects of work-family conflict among public social welfare officers on turnover intentions and verifies the mediating effects of exhaustion and job satisfaction. For research and analysis, the data of a survey conducted by the Nowon District Research Organization were used to determine the actual state of welfare personnel in charge of the community center's home-visiting service, and an analysis was conducted of 146 public social welfare officers from 19 community centers located in the Nowon District. The analysis results show that work-family conflict affects exhaustion but does not have either a direct or indirect effect on turnover intentions. On the basis of these results, the study proposes policy and practical implications for a work-family compatibility support policy to reduce exhaustion and increase job satisfaction among public social welfare officers.

  • This study aims at analyzing librarians' job satisfaction at public libraries in Dae-gu, according to various management and employment styles. As a theoretical study, it discusses management styles of public libraries and argues concepts and factors of job satisfaction. Based on the discussion the study selects 7 factors of job satisfaction and conducts a survey. All the respondents are satisfactory to 4 factors; job, co-worker, superior officer, and business affairs, but are not satisfactory to 3 factors; wages, welfare, and employment. There are differences between contract managed libraries and direct managed libraries. At local government's contract managed libraries there is no difference in a sense of job insecurity between full-time and part-time librarians. The remarkable differences between full-time and part-time librarians are concerning participation in decision making processes and discretion in business affairs. The most significant differences between them are about wages, welfare and employment.

  • It was found to have hacking attempts totaling 115,000 to target the public sector since 2011 to 2015. National Intelligence Service was conducting survey information security management states of a wide range of national-public institutions up to 800 including government agencies in the 2012, while instructing to complement shortcomings. However, there is still going to occur invasions, such as Korea Hydro & Nuclear Power hacking. Even though KHNP's security personnel was only 53 people, in the total 20,000 workforces, got the almost perfect score in the 2013 and 2014 related to information security personnel. Through them, we can confirm that between the organizational response to information security incidents and something theoretical is very far. In this paper, we suggest solutions not using the professional staff management but the non-professional staff management to upgrade the level of public agencies information security.

A Study on the Effects of Newly Appointed Coast Guard Officers Personality Factors and Compensation Factors on PSM (신임해양경찰관의 성격 요인과 보상 요인이 PSM에 미치는 영향에 관한 연구)

  • The purpose of this study is to examine whether personality and reward affect PSM of new maritime police officer recruits. Results are as follows. First, among the personality factors, the neuroticism sub-factor had significant positive effect on PSM sub-factors favorable perception towards public policy, commitment to public interest, and empathy. Also, the extroversion sub-factor had significant effect only on the self-sacrifice sub-factor of PSM. Second, the reward factor mostly didn't have significant effect on PSM. The internal reward sub-factor had significant effect on the empathy sub-factor of PSM. These results confirm that personality factors have significant impact on public service motivation. This implicates the need for policy improvements to reflect this result, and further empirical studies on the relationship between reward and public service motivation.

Educational Intervention on Breast Cancer Early Detection: Effectiveness among Target Group Women in the District of Gampaha, Sri Lanka

  • Purpose: The present study concerns the effectiveness of an educational intervention for improving knowledge, attitudes and practices (KAP) of breast cancer early detection among target group women (TGW) in the district of Gampaha, Sri Lanka. Materials and Methods: The study was a community-based intervention. Two medical officer of health areas in Gampaha district were selected using random sampling as intervention (IA) and control (CA). Public health midwives (PHMs) in the IA were exposed to the educational intervention first, conducted the same among the TGW through PHMs. KAP was assessed using an interviewer- administrated questionnaire among 260 TGW from each area selected using cluster sampling before and six months after the intervention. Results: The overall median scores for KAP among TGW in IG increased significantly from pre intervention level of 54% (IQR: 46-59%), 50% (IQR: 41-59%), and 0% (IQR: 0-20%) to post intervention level of 77% (IQR: 72-82%), 68% (IQR: 59- 76 %) and 40% (IQR: 20-60%) respectively. In CG, overall median scores for KAP remained almost the same at pre intervention 54% (IQR:44-59%), 50% (IQR:36-59%) and 0% (IQR: 0-20%) and post intervention 54% (IQR:46-59%), 50% (IQR:36-64%) and 0% (IQR: 0-20%) respectively. Conclusions: The educational intervention was found to be effective.

A Study on the characteristics of Fengshui with Jusan and Ansan in the Korean Academics of classical learning (서원건축(書院建築)의 주산(主山)과 안산(案山)의 풍수적특징(風水的特徵)에 관(關)한 연구(硏究))

  • Through investigating the effects that result from the form and preference of Ahnsan (案山) and Jusan(主山) symbolizing ground in the cases of 21 of the Korean Academics for classical learning which called Seowon(書院) located in South Korea of the whole 47, to layout the Korean Academics for classical learning, what factor Sarim(士林) preferred to and how they analyzed the form of circumjacent mountains by Fengshui. While the Jusan has intrinsic attribute due to connecting with the place, Hyuljang(穴場), the Ahnsan has public and extrovert. It can be explained that the Sarim who established the Korean Academics for classical learning had their internal hope and external justification. To put it concretely, because of their necessity of concentrating on their study within nature and their situation as hermits apart from government through long time, they made the Korean Academics for classical learning stable and satisfactory. Therefore, they had to choose Moogocksung(武曲星) as a Jusan. And their study was essential method to take their justification. And It was attractive for them to be a public officer by their study. So they preferred to Moonpilbong(文筆峯) symbolizing their achievements on their study. So the layout of the Korean Academics for classical learning tells us that the Sarim sought internal stability and external scholarship.

Analysis of Preferences and Developments of Police Officers' Upper Uniform for Summer Weather (여름용 경찰 근무복 상의 선호도 분석 및 디자인 개발)

  • The need of development of police officers' uniforms for the summer season has increased due to rises in temperature. This research developed a t-shirt typed of police officer's uniform for summer weather. We analyzed the design cases of national and international police officers' uniforms, similar types of uniforms, and t-shirts for summer weather. The satisfaction with current uniforms and preferences for these types of uniforms were surveyed with 1,062 police officers and public participants. Designs were developed and design opinions were surveyed with 1,011 public volunteers. A total of 584 police officers wore developed prototypes for two weeks, and surveys were conducted with 328 police officers to reflect the final design results. More than 80% of police officers have very satisfied or satisfied opinions of the developed designs. The study is expected to enhance police officers' satisfaction with the developed uniforms for summer weather.
