Trend Analysis and Revision of the University Library Standard in Korea (대학도서관기준의 동향분석과 개정안 연구)

  • The ultimate mission of the university library is to provide the various information services in support of the teaching, research, and public service missions of the university. The achievement of the mission requires the optimal development and timely revision of university library standard that can be used as an operating guidelines and assessment tools. On the basis of this justification, this study has compared the trend and feature of library standards in major countries(USA, Canada, UK, Japan, Taiwan), analysed the problems and limitations of legal and recommended standards in Korea, and suggested the revised plan of Korean university library standard focusing on collections, staffs, and facilities.

History as an Educational Tool: The Educational Turn of the Bakken Museum

  • The history of the Bakken Museum, the Museum of Electricity in Life, is useful to understand the universality and particularity of a local science museum. Beginning with the small collections at the medical device company, the Bakken Museum has expanded its scope and facilities by reidentifying its mission from research institute to educational center. The educational turn of the Bakken Museum has been completed with two remarkable events: the launch of the Summer Institute in 1984 and the construction of the new education facility, New Wing, in 1999. During this change, the museum staff developed unique strategies for public engagement, using the history of science and technology as an educational tool. The shift of the Bakken Museum's mission provides an excellent example of how a local museum could meet the social needs for museums to be educational centers by utilizing its history and collections.

  • The purpose of this study is to suggest core values and principles of children's services in public libraries. The writer, for the purpose, investigate a number of children's service guidelines from national and international level. The writer suggests eight core values and nine mission for the children's services in public library with administrative principles of whole aspects of children's services.

  • To design and construct a museum of art involves the interest of artists, architects, curatorship, management, and local government. More than this direct relationship, museum obliges the public a mission of delivering genuine public experience through art and architecture. However, most of Modern and contemporary architecture has not delivered genuine public experience of integrated art and architecture. Conceptual message of art and perceptual architectural exhibition space has not been integrated easily. Picture frame canvas initiated this schism and institutionalized museum management hampered the creativity of artists. This schism was overcome through artists' questioning of museum culture and creative works that embrace work and its environment. In contemporary culture, installation art and media art necessitates a new museum format which needs not only exhibition, but laboratory and interface space with viewers. This paper will regroup the existing museum according to its use and strategy, and reinterpret progressive museums that fosters young artists, and more than this, will introduce successfully established museums for new forms of art, which are equipped with versatile exhibition spaces, innovative interface between works and viewers, and own laboratory that can produce works of art. These examples will envision a creative method of art and architecture production that can achieve genuine public experience.

The Function of Health Center in the New Public Health Age (공중보건의 역할변화와 보건소의 기능)

  • Public health system and public health practice have changed over the past decades as the result of social and epidemiologic changes. New public health concept emphasizes leadership, strategical thinking, systematic planning and effective performance to identify and solve complex health problem In Korea, the role of Health Center has been expanded rapidly. However there is strong suspicion that Health Center can achieve their mission. This paper aims at understanding what is the needed functions of Health Center and which of its aspects needs improvement. The main results of this study are summarizes as follows. District Health Law does not address the core functions of Health Center. The staffs of Health Center have difficulties in prioritizing their services. The recent attempt to restructure Health Center and change delivery pattern of public health services ended with only limited success. To effectively confront threats to the public's health, the three major function of Health Center must be ${\circled}1$ modifying individual behavior and lifestyle, ${\circled}2$ improving social and economic conditions, and ${\circled}3$ reforming health policies. Better results do not come from setting new functions only; they come from understanding and improving the processes that will then leads to better outcome. We recommend that policy-makers focus economic evaluation of public health programs, building and spreading of the scientific evidence of programs, linkage of public health research and public health program. The criteria of delegation of public health service to private sector is urgently needed. Making community health information data available on a routine basis to providers, managers and researchers of public health services helps promote the efficiency of the overall operation of public health system.

  • Electronic service delivery is an integral mission that is shouldered upon e-government to carry out. And it also has become an important way of making client-centered administration work more effectively. It is quite convenient from citizens' perspective to utilize public services that are electronically transformed. This study identifies a set of electronic services currently provided by e-government and proposes policy measures for further driving e-government to develop its services in a direction of making people's life more convenient.

  • Railroad has been one of major public transportations with the advantages of safety and schedule accuracy. However, the sustainable development will be the first principle in order to save the earth environment in the future, and the only transportation that satisfies it can continuously survive. Transportation has caused air pollution severely. Thus, the most environment-friendly means of transport should be chosen to maintain clean environment in the 21st century. Railroad is currently the best choice to fulfill the mission. But, the overall railroad technologies should be developed in consideration of clean environment to be a future leading transportation.

  • Managers are always trying to be the best internal controls in their organizations copper approximate because they know that be effective internal control over previous systems, to fulfill the mission of the organization and minimize unexpected events will be extremely difficult. On the other hand, the existence of internal controls to increase efficiency, reduce head loss, assets and achieving a reasonable assurance of the reliability of financial statements and compliance with laws and regulations will be. Internal control, not an event, but a series of operations and activities on the basis of output. Internal controls help to achieve the goal of minimizing the problems of implementing appropriate internal controls. Internal control is an integral component of corporate governance that will provide reasonable assurance of achieving the organization's objectives. preventing, detecting errors and fraud goes to work. 국내 공공망(Public Network)에서의 네트워크 공유 방안

  • 통합공공용 주파수로 분배된LTE(Long Term Evolution) 718~728Mhz(상향) 및 773~783MHz(하향)에서 재난안전 통신망, 철도무선 통신망, 차세대 해상무선 통신망 등과 같은 LTE기반의 공공통신망(Public Network, 이하 공공망)이 상호 공존하여 사용하는 방안에 대하여 연구하였다. 두 개 이상의 복수의 LTE 네트워크가 동일 주파수를 사용하여 서비스하는 경우 통신 커버리지가 겹치는 영역에서의 간섭은 불가피하다. 셀 간 간섭에 의하여Mission Critical한 요구사항이 중요시되는 공공망에서의 품질 열화가 야기되며, 경우에 따라 심각한 상황을 초래할 수 있다. 본고에서는 국내 공공망의 현황을 살펴보고 네트워크 공유방식에 대한 기술 및 표준화 동향, 그리고 해외의 사례를 알아보았다. 국내 통합공공용 주파수에서 동일 주파수를 사용하게 될 공공망 간의 간섭을 최소화 하여 네트워크를 구축 및 연계를 위해서 개별 공공망간의 네트워크를 공유하는 방안을 고려하였다. 국내 공공망의 효율적인 네트워크 연계를 위해서는 개별 공공망의 서비스 특성과 내부 환경을 반영 할 수 있는 연계 방식이 추가적으로 필요하다.
