Research and conservation of plant species for the nation arboretum, collection and securing of the plant species for both public and private arboreta and education for the arboreta which is affiliated to the university are overall management goal of the arboreta in Korea. Most of the arboreta in Korea run the programs and events for guide and interpretation of forest, but the programs and events are not well specified by the arboreta. Regarding the reasonable level of entrance fee should be discussed further as the lack of information and understanding. But the specified entrance fee between public and private arboreta should be considered. An eighty three percent of arboreta in Korea has been properly managed the species information. The reasonable management should be considered in case of unusual management of collected plant genetic resources. Although the overall impending difficulties for the management of arboreta in Korea is the lack of trained or qualified staffs, securing tasks independently for the public arboreta and relatively low salary for the private arboreta are main difficulties. Most of the difficulties are derived from the lack of its mission of the arboreta. The management of arboreta by the mission statement is one of the core targets including the characters such as climate or region should be considered. The securing qualified or trained staffs should be considered in the development of arboreta in Korea including the modification of relevant regulations or law.

The article substantiates the need and shows the features of introducing SMART management into the system of public management of regional development in the context of strengthening the national security of Ukraine. Disclosed are such provisions as: goal-setting; state mission; state mission in Ukraine; goals of the Ukrainian state; strategic management priorities in Ukraine. Differences between the purpose of the organization and the purpose of the state are determined. The characteristic of the goal at the state level is given. The management standards in SMART management are characterized. The issues of the exhaustibility of existing SMART criteria are reviewed and it is proposed to supplement them with two such as: inspiration (inspiration) and ity (ethics). Two main principles are defined (evaluated (assessment), reviewed (review)), which must be observed when introducing SMART management into the system of public management of regional development in the context of strengthening the national security of Ukraine.

Recently, introduction of Open Source Software into informatization of the government and public sector has been actively examined, however, Open Source Software is being rarely adopted due to the lack of verified and reliable data with regard to the criteria, process, performance and stability for introduction of Open Source Software. In this paper, the process, method and plan for performance verification for introduction of Open Source Software into mission critical systems of the government and public sector are suggested in order to solve the aforesaid problem Specially, a test system to judge whether or not to adopt Open Source Software in school affairs system of the NEIS(National Education Information System) of the Korean government was set up, and the method and process of performance verification by stage in addition to feasibility study were applied to the test system for verification. Based on the result of performance evaluation in the test system, the application of Linux to school affairs system of the NEIS is being successfully practiced. It is expected that this study will be a guideline to technical review process and performance verification method as necessary to introduce Open Source Software into the mission critical systems of government and public agencies.

이 연구는 공공도서관이 이용자의 취업 및 사업 활동을 지원할 수 있는 방안을 살펴보았다. 이를 위해 미국 공공도서관들 중에서 이러한 정보서비스를 제공하는 사례를 개괄적으로 살펴보고 주요 사례 도서관을 대상으로 관련 조직과 서비스의 내용을 분석하고, 관장 및 사서와 인터뷰를 진행하였다. 또한 국내 현실에 적합한 비즈니스 정보서비스 제공 방안을 도출하기 위하여 국내 공공도서관의 관장 및 사서를 대상으로 인터뷰를 병행하였다. 이러한 조사결과를 바탕으로 국내 공공도서관에서의 비즈니스정보서비스 제공 방안을 제시하였다.

본 논문은 사후적인 정량적 성과를 바탕으로 재정사업을 관리하는 기존체계에서 벗어나 사업의 출발점으로서의 미션의 역할을 강조하고자 한다. 이를 위해 선행연구가 탐색적으로 제시한 국가연구개발사업의 미션구성체와 이를 활용한 사업포트폴리오모형을 구체화하여야 한다. 본 논문에서는 미션구성체를 측정가능성 측면에서 재구성하고, 사업포트폴리오모형에 대한 측정도구를 설계하였다. 더 나아가 현재 진행되고 있는 7개의 대표적인 국가연구개발사업을 선정하여 사례연구를 진행함으로써 모형의 경험적 타당성과 전략적 의미를 논의하였다. 사례연구는 사업들의 정태적 및 동태적 차원에서 사업간 그리고 사업 내의 연도별 변화 추이를 바탕으로 개별사업들의 상대적 차이와 포지션의 적절성에 대해 논의하였다.

In this paper, I examine the development of the second stage of Chicano muralism and compare it with the first stage of the Chicano Mural Movement that was born out of the Civil Rights Movement. I then discuss the different aspects of the first stage in relation to the birth of institutionalized public art and question how Chicano murals influenced public art and, conversely, how mainstream public art transformed some of the attitudes and practices of Chicano muralism. Chicano murals initially functioned as a political mouthpiece for Chicano's human rights and as a tool to recover the Chicano people's cultural pride and legacy. However, the murals gradually developed into public art projects supported by the city or federal governments, who regarded them as an economic way to effectively communicate with the community. In this process of institutionalization, muralists became increasingly concerned with aesthetic quality and began to work more systematically. For example, amateur artists or community participants who produced the earlier murals were transformed into mural experts. Chicano essentialism and the politically volatile themes used previously were phased out and the new murals began to incorporate diverse subjects and people, for example, native culture, Blacks, and women. This phenomenon reflected the changing emphasis on multicultural understanding. This kind of institutionalization did not always draw positive results. Inadequate funds were the primary concern over the actual subject and creation of the mural work. Artists reduced the strong political metaphors and aestheticized the mural forms. However, their work was productive as well: thorough research on wall conditions and painting techniques was conducted and new processes and designs were developed. This paper examines the murals created for the 1984 Los Angeles Olympic Games, Judy Baca's works, and the Balmy Alley Mural Environment project in San Francisco's Mission District. Works by Las Mujeres Muralistas in Mission District, in particular, show case colorful patterns and the Latin American indigenous culture, exploring new interpretations of old icons and design. They challenged the stereotypical depictions of females and presented alternative visual languages that revised the male-centered mural aesthetics and elaborated on the aesthetics of Rasquachismo.

본 논문에서는 한국비블리아학회 2002년 추계학술발표회 때 발표된 논문과 최근에 공공도서관에 관련된 선행연구를 중심으로 우리나라와 미국 공공도서관의 변화와 관련 이슈에 대하여 살펴본 후 지식기반사회에서의 공공도서관의 역할을 재조명함으로써 우리나라공공도서관의 발전에 일조를 하고자 한다. 인터넷의 등장과 기술의 영향으로 공공도서관의 사명과 사서의 역할은 변화하였으며 또한 공공도서관의 다양한 분야에서도 변화를 맞고 있다. 이러한 변화는 인터넷의 새로운 기술과 함께 사회적 변화와 맞물러 계속 진행될 것이다.

Governments around the world place great hopes in innovation in their search for new sources of growth and for responses to grand challenges, such as climate change, new or re-emerging infectious diseases, accelerating urbanisation, ageing, food security, and availability of clean water. However they must devise their relevant support policies -- including through sponsored research within public research institutes -- taking into account that innovation processes are currently undergoing a major transformation. New innovation patterns include a broadening scope of relevant activities, a growing importance but changing nature of scientific roots of technological development, a stronger demand-pull, the emergence of new local and national STI powerhouses, and the rise of more open and globalised innovation networks. They translate into new opportunities but also constraints for policies to enhance the contribution of public research institutes to national innovation performance. The article derives the main policy implications regarding the desirable evolution of the mission, research focus, as well as the funding and steering of public research institutes, with a special reference to Korea.

Recent years have seen an intensified discussion in many OECD countries about the role and mission of public research in the innovation system. This discussion takes place in quite specific national contexts, but should benefit from international experience. However, whereas voluminous literatures address the changing governance methods, organizational forms and missions of universities, much less attention has been devoted to developing a common understanding of the challenges faced by non-university public research institutions. The main goals of this paper is to contribute to clarifying the nature of these challenges, outlines possible policy answers and draws some implications for Korea. In the first section, the paper uses available internationally comparable indicators to review trends in the contribution of government research institutes (GRIs) to R&D and innovation activities. In the second section, the paper identifies the current major changes in the dynamics of innovation that may call for further adjustments in the positioning, organization and steering of public research institutes. Finally, the paper outlines some strategic objectives and orientations for the reform of public research institutes as part of the broader agenda of the Korean innovation strategy.
