It is time to prepare for the imminent development from the field of records management through decentralization to the records management of the new age in accordance with the flow of decentralization. To overcome a centralized record management system, more archives should be established to realize autonomous and decentralized records management. In accordance with the shift to a full-scale electronic record management environment, the appropriateness and effectiveness of the three-phase system of processing-archival-permanent record management based on physical transfer should be reviewed in terms of transfer cost and work efficiency. The archives should function as institutional archives to carry out the continuous volume record management and the autonomous record management at the institution level. This study examined the possibilities and implications of the archives to expand their functions as archives of institutions for the decentralization of record management and information governance orientation. In addition, the study diversified the types of records management institutions as a way to accomplish this and determined a way to design the functions of archives that integrate the current-end-end-end records management. At each level, institutions should set up archives based on their circumstances and aim at information governance at the level of each archive. Moreover, each archive level should establish a horizontal network to govern record information management.

This study aimed to examine conceptual discussions in transcription programs based on citizens' contribution and to discuss the operation and implications of the transcription program by investigating cases on transcribing records held in overseas archival institutions. With regard to conceptual discussions, the study identified the characteristics and significance of the transcription programs predicated on the notions of citizen archivists, participatory archives, and crowdsourcing. For case analysis, the study selected five transcription programs in the United States, the United Kingdom, and Australia, which are known to be managed successfully. The analysis was conducted following six criteria, including institution and goals, records for transcription, management of participation, infrastructure, policies and guidelines, and evaluation. The transcription programs were differentiated from community archives based on self-directed participation as the programs had a specific goal to improve access to historical records moderated by institutions. Therefore, it is necessary that strategies be built to attract the sustainable participation of the public. In this respect, the study made the following suggestions to domestic services similar to the cases. The purpose of a program needs to be described, and the topics, creators, and record types that could induce interests have to be considered when selecting transcription records. It is also important that a partnership is made with a small number of participants who made a significant contribution to the program and to provide interface and tasks for the transcription, which meet the participants' needs. In addition, it is necessary that simple and effective guidelines for transcription and policies be provided for use in transcription results, and that visible participants' contribution is recognized by applying the transcription results actively to search and access records.
As a childcare program of TaeHwa Christian Women's Institution in 1921, the childcare system in Korea was incepted. Since then, the political foothold of childcare system has steadily been advancing to provide high quality services to young children. In almost a hundred-year-history of public childcare in Korea, depending on the changes enforced on the related laws and regulations and varying perspectives over time, the administration office accountable for childcare policies has been authorized to the Ministries of Health, Social Affairs, Education, Labor, Home Affairs, Rural Development Administration, and/or others. But as of 1991, under the enactment of Infant and Child Care Act, it was changed to be administered by the unified authority of the Health and Social Welfare Ministry. Then, in 2004 and 2007, its statutory authority, respectively, transferred to the Ministry of Gender Equality and Family and back to the Ministry of Health and Social Welfare. Staring of the Infant and Child Care Act in 1991, Korean childcare policies have been managed by the dual systems of the Education Ministry and the Health and Social Welfare Ministry each holding jurisdiction over kindergartens and childcare centers, respectively. Faced with the recent marked decline of birth rate, diverse childcare policies are currently implemented in the pursuit of finding means to enhance the quality of childcare and to develop policies for the restoration of the low birth rate. This study presented distinct features of current childcare policies and discussed about future directions and challenges of these policies.
Healthcare and data science are often linked through finances as the industry attempts to reduce its expenses with the help of large amounts of data. Data science and medicine are rapidly developing, and it is important that they advance together. Data science is a driving force in transition of healthcare systems from treatment-oriented to preventive care in healthcare 3.0 era. It enables customized precision-based medicine that current healthcare systems cannot facilitate, and discovers more cost-effective treatment. Currently, healthcare big data is in the reality of medical institution, public health, medical academia, pharmaceutical sector as well as insurance agency. With this motivation, the medical college of Soonchunhyang university has performed a 'healthcare data science initiative(HDSI)' since 2014. Most of domestic HDSI programs focus on short-term contents such as mentoring and sharing cases for data science. Therefore, it is difficult to provide education tailored to the level of skills and job competency required at the practical site. Soonchunhyang HDSI implemented specialized strategies for improving resilience and response to changes in the IT education of current healthcare with the emphasis on the need for systematic activation of the practical HDSI. The HDSI has been performed as a part of on industry-academic link program in CK-1. Through quantitative and qualitative analysis, this paper discussed the HDSI process, performance, achievement, and implications.
This study was intended to grasp the history of nursing education from the beginning to the present in Korea, and grip and look-out current diversified systems of nursing education on basis of February, 2000 through literatural review and investigation by close telephone interviews. The basic nursing educational institutions in the whole country were total 113, namely, 3 years course, 65 junior colleges of nursing, and 4 years course, 48 colleges of nursing. And there were 3 types of continuing nursing educational system: two of three were transferring to another college for gain bachelor's degree in nursing; RN-BSN programs and university of broadcasting, and the other was the system of independent learning and then examination for BSN. Total nursing graduates from junior college of nursing courses and college of nursing courses were 7,564 on February, 1999. In general graduate school, the number of master courses were 21 and Ph.D courses were 13. And the number of special graduate schools were 21, i.e., graduate school of education were 7, graduate school of administration were 2, graduate school of public health were 11 and graduate school of industry was 1. As the perspective on nursing education, we overviewed changing nursing organizational environment, increasing the system of continuing education, making standards in nursing education and systemization of nursing educational accreditation, specialization of nursing, information system in nursing education and education of graduate school. The summary of the above overviewed subjects were as follows; Every nursing educational institution needed to educate by educational criteria and standard and characteristically run BSN and graduate courses. Specialization in nursing has to develop more and more, therefore advanced education and law should be prepared appropriately. According to the age's and social needs, we have to establish counter-plan for fundamental educational environment. We have to sensitive to rapidly changing information in the era of globalization. In the level of university education, each university needs characterization of educational objectives, goals and contents, and has to replace the shortage of the number of professor. And the regulation of thesis and dissertation examinations need to be reinforced. Education in nursing should consists with specialization. Collaboration among universities will bring efficiency in the nursing education.

Research literatures (e.g. research report, scientific paper and thesis, published between 2001 and 2005) of 332 collected from KISTI, KISS, ARPC databases were investigated and analyzed to give an overview of domestic ginseng researches. Most of recent ginseng researches have been performed by private nonprofit institutions and individuals, which suggests that a role of public institution fur ginseng researches needed to be enlarged. In terms of research fields, cultivation and agricultural researches have been mainly accomplished in ginseng research. Cell physiology and reproductive function researches occupied large part of pharmacological studies, but clinical studies were relatively limited. Studies on general food products development have taken the main part in fields of food products including functional foods. As the result of analysis of 312 domestic ginseng patents by classifications of world international property organization (WIPO), it was categorized into food technology, medicinal fermentation development technology, fermentation technology, and agriculture-fisheries technology. This integrated overview of the widely scattered ginseng literatures shows current general research trends in Korea and will be able to suggest further needs on cultivation, studies and industralization of ginseng.
While the use of radiation in the medical field provides diagnosis and treatment with important benefits, we cannot deny that the radiation bombing causes some hindrances. The expansion of radiation use in modem medicine is essential, so the radiation use and preparation of proper measure for safety management has risen as a pressing subject. Therefore, in order to make defensive plans for the prevention of health obstacles to general users of radiation and for the provision of basic data of the health education programs to radiation workers by grasping the knowledge, attitude and behavior towards the radiation safety management of radiation workers in each medical institution and by analyzing the factors that affect the actions of radiation safety management, in this study we conducted questionnaires from September 26 to November 5, 2001 targeting 805 radiation workers in 108 medical institutions including university hospitals, general hospitals, hospitals, clinics and public health centers etc. located in Seoul, four metropolitan cities and small and medium cities, and has obtained the following results. 1. The average point of knowledge on the radiation safety management was 10.96 out of 15. As for the general characteristics, the level of knowledge on radiation safety management was higher with older age, high education background and longer career. 2. The average point of attitude on the radiation safety management was 66.36 out of 75. The attitude point for general characteristics were higher with higher education background, longer career and in case of universities, the level of attitude on the radiation safety management was high. 3. The average of action points on the radiation safety management was 56.09 out of 75. In general characteristics, the action level of radiation safety level was higher with older age, longer career, and the reception of radiation education and in case of university hospitals. 4. It is analyzed that the relation of knowledge, attitude and behavior on the radiation safety management is higher as the levels of knowledge and attitude on the radiation safety management is higher. 5. As a result of analyzing the factors that affect the knowledge on the radiation safety management, the variables that can be explained best was in the order of ‘the behavior on the radiation safety management’, ‘work career’, ‘the attitude on the radiation safety management’, and ‘school career’. 6. As a result of analyzing the factors that affect the attitude on the radiation safety management, the variables that can be explained best was in the order of ‘the behavior on the radiation safety management’, ‘the knowledge on the radiation safety management’, and ‘school career’. 7. SNS is a useful tool to quickly deliver information in an emergency given their speed and expandability. Especially, SNS in the event of a disaster or an accident can offer on-site, accurate and detailed updates about essential information such as the safety of victims and the development of the situation, served as a valuable complement to the conventional media. This study aims to perform a comparative analysis on how social media are currently used by emergency management authorities in South Korea and other countries. Based on the results, this study proposed more effective ways to exploit SNS and improve efficiency of disaster management. To accomplish the goals, this study collected tweet information from various sources including the FEMA of the U. S., the FDMA and the Central Disaster Council of Japan, and the MPSS of Korea. The collected tweet information was analyzed by feedback, time series, and information types. The feedback analysis aims to quantify the number of monthly user feedback in order to assess user satisfaction about the tweet information. The time series analysis identifies the number of tweet information, feedback index and keywords by country for certain duration, examining why certain messages showed high feedback indices and what kind of contents should be offered by the authorities. Finally, the analysis of information type reviews the type of information contained in the tweet information that drew users' attention to identify the information type in which the authorities should deliver information to users. Based on these analyses, this study proposed improvement methods to use Tweeter in MPSS.
ITA (Information Technology Architecture) satisfies the requirements of information system, supports the information used in the institution's business to guarantee the interoperability and security, and analyzes the components of information system. ITA consists of EA (Enterprise Architecture), TRM (Technical Reference Manual) and SP (Standard Profile). The SP, one of the major components of ITA, is a set of information technology standards. In this paper, to construct and utilize the ITA, we mention the applications of information technology about the SP system implementation based on the TRM. The SP management system implemented in this paper is the first trial in Korea, and designs the software with object oriented programming languages such as JSP and Java. Moreover the basic and detailed specification based on the UML notation, system design using the component and system design pattern consisting of software architectures enhance the software reusability. And the constructed system in this paper shows less maintenance cost by using the public softwares such as Linux system, Korean DBMS, Apache and Tomcat, etc. Finally, the system includes the SP reference system which is used in the other institutions and cannot be found in other institutions. Also it includes the additional diverse service modules which support the subsequent processing for the establishment and revision of standards via internet.

This study assesses the necessity of popular music instructor training, and promotes the establishment of popular music educational institutions and certification related to applied music education. Popular music has profound influence in popular culture, and is gradually diversifying. However, successful singers predominantly remain mostly boy/girl performance groups lacking musical skills. This study posits the cause of this problem is the absence of popular music instructor training systems, and suggests solutions. Currently, Korea's popular music lacks a public education system that teaches students effectively. Also, popular music is acknowledged as field-oriented, and isn't recognized for its academic value. Lastly, the lack of professional instructor training system in higher educational institutions creates challenges in fostering effective teachers. Solutions to these problems include establishing dedicated educational institutions and establishing certification programs. Implementing these solutions will provide significant positive effects in developing globalization for the currently stagnant K-pop industry. In addition, these solutions would contribute to the stabilization of the popular music industry, enhancing the image, and developing the popular music industry in general. In conclusion, this study promotes the popular music industry development by influencing and promoting awareness of music professionals, not just applied music students.
