A Study on the Characteristics of the System of the US Health Care Facility Guidelines (미국 보건의료시설 가이드라인의 체계 특성 연구)

  • Purpose: At the time of consensus on the necessity of appropriate guidelines for health care facilities suitable for Korea, the paper aimed to analyze the characteristics in the aspect of the system of the US Health Care Facility Guidelines(FGI Guidelines) and to suggest implications. Since the system is significant for the guidelines to be socially accepted and operated, this study focuses on the system. Methods: Literature studies focusing on the analysis of prior studies and the 2018 edition of the FGI Guidelines were conducted. Results: As a result of reviewing the history and outline of the FGI Guidelines, the derived characteristics of the system were governance, procedure, and composition. First, it had multi-layered organization and multidisciplinary members. Secondly, the focus is on the procedure of gathering opinions from industry and the public. Third, the Guidelines have been continuously evolving to reflect the needs of the times and changes in the medical environment, and the content framework and method of writing are user-friendly in order to prevent confusion caused by vast contents. Implications: First, we need to consider the composition of a private organization to prepare Korean health care facility guidelines. Second, it needs a system that can induce the participation of multidisciplinary experts. Third, a comprehensive and user friendly guideline needs to be constructed.

  • Purpose: A solid system in the process of establishing guidelines can increase social acceptance and utilization. The paper aims to comparatively analyze the system in which guidelines for health care facilities in the US, Australia, and the UK and suggest implications for Korea. Method: It conducted literature analysis of the system in the framework of composition, governance, and procedure for the Facility Guidelines Institute's Guideline for US, Australia's Australasian Health Facility Guidelines for Australia, and Health Building Notes for UK. Results and Implications: First, in terms of composition, the guidelines for health care facilities can be divided into composition by space and composition by issue. It is proposed to establish a system that space and issues are clearly separated, such as Australia's AusHGF, and complete it step by step. Second, in terms of governance, despite the fact that the medical supply is privately oriented, the medical system is controlled by the government in Korea. Therefore, it is suggested to form a separate organization in the public sector that establishes, researches, and revises the guideline that will serve as a focal point for experts in various fields to participate. Third, in terms of procedure, it is suggested to establish a guideline that reflects the experiences and demands of consumers by clearly organizing procedures including collecting opinions.

A Study on Characteristics of Space Composition for Exhibition and Convention Facilities - Focused on the Function Distribution and Area Composition - (전시컨벤션 시설의 공간구성적 특성에 관한 연구 - 기능배분과 면적구성을 중심으로 -)

  • The purpose of this study was to investigate and analyze the function and scale on aspect of construction planning with examples of exhibition and convention facilities constructed recently in domestic and foreign area. Also, it was to provide the result for basic data for construction planning and architecture of similar facilities constructed later. The study methodles, but they had characteristics to use the space with compound purpose for exhibition, conference, etc through installing multi-purpose hall. Finally, for effective construction planning of exhibition and convention facilities, it was required to decrease the ratio of common area gradually and derive rationalization of whole space composition by deriving complexity of function rather than planning of single purpose of each facility for exhibition and conference function. was to analyze the characteristics of construction planning for composition and scale of exhibition, conference, public use, support, maintenance functions, etc and placement composition of unit rooms by each floor on the basis of internal area of exhibition and convention facility in Korea and Japan. As the result of analyzing 10 examples(K1~J5), the placement of auditorium and multi-purpose hall was affected according to location of exhibition room and conference room in the composition of unit rooms by each floor and the installment ratio of support facility in Korean examples was higher than in Japanese examples. In case of facility scale, the Japanese examples were overall small in the whole scale relatively to Korean examp.

Improvement Plans for Problem Cases in the Foundation and Management of Elderly Housing Facility (노인복지주택의 설치 및 운영의 문제 사례와 개선방안)

  • The purpose of this research is to investigate the realities and problem cases that occurred in the establishment and management of elderly housing facility in order to suggest the recommendations that help to improve the problem cases. For this purpose, 21 elderly housing facilities, which were established between 1996 and 2008 in Korea, were investigated with a documentary research method in terms of founders, managers, locations, the number of housing units, how to move-in. Also the problem cases that occurred in the establishment and management of 21 elderly housing facilities were investigated. The results were as followings. 1. Main founders and managers of 21 elderly housing facilities were the special companies for elderly housing, building companies, and social welfare corporation. Changes in the founders and managers were caused by financial problems; More than half of 21 elderly housing facilities were located in Seoul and near area; About a half of 21 elderly housing facilities had 100~200 housing units; An individual unit of elderly housing facilities can be rented or purchased, rented only, and purchased only. 2. The problems in the establishment and management of elderly housing facilities were non-return of deposit money, illegal sale of housing units, non-public registration of elderly housing facility, false advertisement, and unfair contract. 3. The problems in the establishment and management were mainly caused by the weakness in the regal and administration system for elderly housing and the illegal acts of founders and managers.

Design of Automatic Inspection System for Maintenance of Unmanned Monitoring Facility (무인감시설비 유지보수를 위한 자동점검시스템 설계)

  • Access to public facilities such as substations, dams and railway facilities is strictly controlled, and unmanned surveillance equipment has been introduced and operated recently due to the development of IT technology and the government's cost reduction policy. However, if an unmanned surveillance system is broken, surveillance space, information leakage caused by intruders, and damage to facilities may occur. Also, it is necessary to check periodical visit by the manager in order to check the surveillance facilities, which causes additional management costs. In order to solve this problem, we designed a system to check the operation status of the unmanned monitoring facility in real time, attempt to recover automatically when a problem occurs, and notify the administrator of the problem. The designed system consists of an NVR that receives and judges information such as image, sound, and lighting condition, and a control device that detects and restores the state of the unmanned monitoring facility. The system proposed in this paper is expected to contribute to the improvement of the economic efficiency due to the minimization of surveillance space due to the failure of the unmanned monitoring facility and the reduction of the inspection cost.

State of Swerage Systems and Prospects in Korea (우리 나라의 하수도현황과 전망)

  • This study reviewed the current status and problems of sewerage system in Korea and then proposed possible methods to correct the problems. Also, evaluation of future development in sewerage system is included. It can be summarized as follows : 1. Investment in sewerage system is relatively low . 0.23% of GNP, Considering that the investment portion is 0.35% in OECD and 0.63% in Japan, it should be increased further. 2. The reasons wily the investment in sewerage system is low can be ' (1) Low priority is given to the investment in sewerage system. Local government builds and operates its own wastewater treatment plant. Local government as well as residents prefer to invest their money in roadwork, housing and parks to in wastewater treatment facilities because of greater investment effects. (2) Besides capital investment, more maintenance cost is needed for sewerage system. Proper operation of wastewater treatment facilities requires a well-trained operator. Because of public conception that operation of wastewater treatment facility is a dirty job, it is difficult to find a well-trained operator. (3) It is difficult to estimate the effect of sewerage system (4) Cost required to build and maintain wastewater treatment facility should be paid by people, who benefit from the facility. People to benefit are sometimes different from people to pay. 3. Advanced treatment is necessary to protect the bay aura and raw water source as well as to prevent eutrophication of lakes and ponds. 4. Wastewater treatment facility were mainly build in big cities during the decade of 1980. Followings should be solved first to expand the facilities. (1) Rapid repair and construction of sewer. (2) Technical development of wastewater treatment . Prevention of efficient and economical wastewater . Development of efficient and economical wastewater treatment techniques . Development of high-efficiency treatment using bioreactor . Reuse of wastewater treatment plant effluent (3) Sludge treatment and disposal . Composting of sludge cakes . Development of techniques to reduce the volume of sludge cake : incineration and reuse of sludge ash and slag. (4) Utilization of wastewater treatment facilities . Construction of community parks or sports families(ie, on the tops of the covered aeration tanks and sedimention tanks) Construction of wastewater treatment facilities under ground and of parking facilities and community parks above ground. (5) Education of wastewater treatment personal.

Occupational radiation exposure control analyses of 14 MeV neutron generator facility: A neutronic assessment for the biological and local shield design

  • The 14 MeV neutron generator facility is being developed by the Institute for Plasma Research India to conduct the lab scale experiments related to Indian breeding blanket system for ITER and DEMO. It will also be utilized for material testing, shielding experiments and development of fusion diagnostics. Occupational radiation exposure control is necessary for the all kind of nuclear facilities to get the operational licensing from governing authorities and nuclear regulatory bodies. In the same way, the radiation exposure for the 14 MeV neutron generator facility at the occupational worker area and accessible zones for general workers should be under the permissible limit of AERB India. The generator is designed for the yield of 1012 n/s. The shielding assessment has been made to estimate the radiation dose during the operational time of the neutron generator. The facility has many utilities and constraints like ventilation ducts, accessible doors, accessibility of neutron generator components and to conduct the experiments which make the shielding assessment challenging to provide proper safety for occupational workers and the general public. The neutron and gamma dose rates have been estimated using the MCNP radiation transport code and ENDF -VII nuclear data libraries. The ICRP-74 fluence to dose conversion coefficients has been used for the assessment. The annual radiation exposure has been assessed by considering 500 h per year operational time. The provision of local shield near to neutron generator has been also evaluated to reduce the annual radiation doses. The comprehensive results of radiation shielding capability of neutron generator building and local shield design have been presented in the paper along with detailed maps of radiation field.

An Application of the Experts' GDSS to Housing Facility Allocation Processes (전문가 집단 의사결정 지원체계 (Experts' GDSS)의 주구시설 배치 적용)

  • This study suggests that experts' group decision support system (Experts'GDSS) should be helpful to solve specific planning/design problems. Dealing with AHP (Analytic Hierarchical Process), as a group decision model, maximal covering model, as a facility allocation model, and GIS (Geographic Information System; ARC/INFO in this study), as a spatial representation model, this study seeks to examine the implication of GDSS (Group Decision Support System) in the housing facility allocation. The results of this study clearly demonstrated that experts' GDSS acted its positive role, systematically providing the relative weights among the planning variables and objectives. Among different expert groups (e.g., planners, scholars, and public administrators), this study showed that there were certain differences in their decision structures, which generated different solutions in facility allocation. The further study, however, remains to investigate the more systematic implementation of GDSS in planning problems; for example, reducing the conflicts between different groups with different purposes.

Architectural Work Cost Rate Analysis of Elementary, Middle, and High School Delivered by BTL (초·중등학교 민간투자사업(BTL)의 건축공사비의 공종별 비율 분석)

  • The accurate estimation of construction cost is critical for effective budgeting and financing of the project. Accurate estimates also allow for informed decisions when considering the responsiveness of bids or proposals and for a contractor to better monitor construction progress. However, current method for construction cost of the public educational facility uses a basic criteria in Korea, e.g, construction cost per unit floor area. Therefore, the purpose of this study is to examine present architectural work cost rate of elementary, middle, and high school delivered by BTL(Build-Transfer-Lease). We examined real construction cost of educational facility according to level of school, such as elementary, middle, and high school. The examination revealed that unit price of BTL educational construction cost are different to the level of school, but the composing rate of architectural work cost of the educational facility are very similar. As a result, it is recommended that future researches are initiated to create specific methods to support the accurate cost estimation of educational facility.

Strategy Planning for the Development of the Facility-Based Lifecycle Integrated Project Information Portal (시설물 기반 생애주기 통합 건설정보 체계 구축 전략 연구)

  • Since more than 30 different information systems are collecting and providing construction related information, it is difficult for information users to figure out where and how to acquire the required information. Even if the user find the information, it is hard to meet users demand. Because the current systems accumulate the data just as administrative data and can do not connect the information from the different phases of the lifecycle for the specific facility. The information collected and managed in different information systems should be integrated in terms of lifecycle of the facility to improve money for value of public investment, the quality of life by improving quality of the facility and to provide the foundation for big data utilization in the construction industry. This paper suggested strategic planning for the development of the (assumed name) "The Lifecycle Integrated Construction Information Portal" as a foundation to use the data in construction industry, by investigating prerequisites and suggesting conceptual framework of the system.
