A Study of Improve Space for Culture Convergence of Local intangible cultural heritage teaching hall (지역 전수교육관의 문화융합을 위한 공간 개선 연구)

  • In this paper, the development of differentiated programs for visitors as well as those for teaching, ways on how to make these halls a culture complex that can support diverse cultural activities for citizens, and strategies to increase their utilization for the public as an facility open to the community, given the trend that intangible cultural heritage teaching halls are getting bigger and complex. The intangible cultural heritage teaching halls of it is need to make improvements to the facility for their activation. Therefore In this paper as a collected information on their establishment and administration to find ways for their activation from a user perspective by visiting three intangible cultural heritage teaching halls except Seoul and large cities of metropolitan areas. We expect that findings from the study will provide a basis to set directions to make intangible cultural heritage teaching halls a culture complex facility.

Problems in the Medical Dispute Medication System and Improvement Plan (의료분쟁조정제도 운영상의 문제점 및 개선방안)

  • For a variety of reasons, the number of medical disputes is continuously rising. Due to the intrinsic qualities of medical treatments, one would find it more apt to subject medical disputes to general conflict resolution procedures rather than to once-for-all decisions under legal suits. To address the increasing medical disputes with greater professionalism and efficiency, the Medical Disputes Mediation Act was enacted and a medical dispute mediation system put in place, while drawbacks have been blamed to both. The current mediation procedures require the respondent's agreement as a disclosure requirement. A reasonable improvement to this would be to amend the regulation of agreement supposition, or to enforce procedural participation only to public health facilities managed by the national or regional government. Furthermore, small claims cases of 20 million KRW or less in claim may be considered for conciliation-prepositive principle. The concentration on small claim medical disputes is a phenomenon that can be addressed by carrying out maximum authentication commissions or similar measures, one of the solutions by enhancing the public trust in the Korea Medical Dispute Mediation and Arbitration Agency. The proper management of medical authentication teams is one way to address the existing problems in the authentication system. For this, the number of team members shall be increased under more flexible authentication procedures. All indemnity resources for medical accidents of force majeure must be borne by the Government, for it is the body principally responsible for social compensation. Placing this cost on the establisher of the subject medical facility holds the possibility of violating fundamental rights. While the costs for subrogation payment system for damages may be borne by the healthcare facility establisher, a deposit-based system must be created for cases in which the facility shuts down, without holding the responsibility for accident cause. Such change to a deposit-based system will evade the controversies of unconstitutionality, etc.

Evaluation of Short-Term Exposure Levels on Ammonia and Hydrogen Sulfide During Manure-Handling Processes at Livestock Farms

  • Background: Ammonia and hydrogen sulfide are harmful gases generated during aerobic/anaerobic bacterial decomposition of livestock manure. We evaluated ammonia and hydrogen sulfide concentrations generated from workplaces at livestock farms and determined environmental factors influencing the gas concentrations. Methods: Five commercial swine farms and five poultry farms were selected for monitoring. Real-time monitors were used to measure the ammonia and hydrogen sulfide concentrations and environmental conditions during the manure-handling processes. Monitoring was conducted in the manure storage facility and composting facility. Information on the farm conditions was also collected through interview and walk-through survey. Results: The ammonia concentrations were significantly higher at the swine composting facilities (9.5-43.2 ppm) than at other manure-handling facilities at the swine and poultry farms, and high concentrations of hydrogen sulfide were identified during the manure agitation and mixing process at the swine manure storage facilities (6.9-19.5 ppm). At the poultry manure-handling facilities, the ammonia concentration was higher during the manure-handling processes (2.6-57.9 ppm), and very low hydrogen sulfide concentrations (0-3.4 ppm) were detected. The air temperature and relative humidity, volume of the facility, duration of manure storage, and the number of animals influenced the gas concentrations. Conclusion: A high level of hazardous gases was generated during manure handling, and some levels increased up to risk levels that can threaten workers' health and safety. Some of the farm operational factors were also found to influence the gas levels. By controlling and improving these factors, it would be possible to protect workers' safety and health from occupational risks.

A Study on the Model of Artificial Neural Network for Construction Cost Estimation of Educational Facilities at Conceptual Stage (교육시설의 개념단계 공사비예측을 위한 인공신경망모델 개발에 관한 연구)

  • The purpose of this study is propose an Artificial Neural Network(ANN) model for the construction estimate of the public educational facility at conceptual stage. The current method for the preliminary cost estimate of the public educational facility uses a single-parameter which is based on basic criteria such as a gross floor area. However, its accuracy is low due to the nature of the method. When the difference between the conceptual estimate and detailed estimate is huge, the project has to be modified to meet the established budget. Thus, the ANN model is developed by using multi-parameters in order to estimate the project budget cost more accurately. The result of the research shows 6.82% of the testing error rates when the developed model was tested. The error rates and the error range of the developed model are smaller than those of the general preliminary estimating model at conceptual stage. Since the proposed ANN model was trained using the detailed estimate information of the past 5 years' school construction data, it is expected to forecast the school project cost accurately.

  • A temporary LP-gas facility means outdoor LP-gas facilities in public venues such as boothes or food stalls. As temporary LP-gas facility is not an object of mandatory inspection, it is neccesary to develop an effective strategy of safety management. In this study, the direction of safety management strategy is analyzed through a survey and analysis of risk factor about gas facilities in a booth and stall. Some improved directions are suggested such as the use of pipeline and common gas storage. It is expected that the results of this study could help to improve LP-gas efficiency management.

News Attributes and the Second-level Agenda Setting Study: Coverage of the nuclear waste storage facility in Wido (뉴스의 속성과 2차 의제설정 효과 연구: 위도 핵폐기장 보도를 중심으로)

  • The purpose of this study was to examine the news attributes of the nuclear waste storage facility in Wido by conducting content analysis of two newspapers (Chosun Ilbo and Hangyoreh) and Ohmynews. Furthermore, this study measured the effects of news attributes on readers' attitude, opinion, and recognition of the event. The results of the content analysis indicated that all three newspapers focused on event-oriented coverage than issue-oriented one. Also, they only dealt with two issues-decision making process of the residents and rewards for residents-among a total of nine issues. That is, according to the hypothesis of the second-level agenda-setting theory, the media emphasize on a particular attribute while ignoring other attributes, which, in turn, make the particular attributes more salient. Based on the results of content analysis, this study conducted an experiment to measure the effects of media attributes on public recognition toward the attributes in terms of cognitive and of affective aspects. The results showed a significant relationship between media attributes and public attributes, which confirmed the effects of the second-level agenda setting. However, the transfer of attributes did not take place in affecting public opinion and public recognition of the event itself.

  • With low carbon and green growth as the policy indicator, Korea has been concentrating on a variety of researches and technical development as well as recommending the LED lighting facility as part of Green Energy policy to cope with the environment and energy crisis. While the interest on LED has been increasing, the development of LED is still in its early stage and researches on diverse aspects of LED are not sufficiently implemented. Thus, this paper aimed to get the data that would help the expansion of LED lighting by comparing and analyzing the awareness and knowledge level of the public and experts on LED lighting.

  • The purpose of this study is to suggest the evaluation standard of cost-effectiveness analysis for renew of architectural equipment in public building. Evaluation items of cost-effectiveness analysis for renew of architectural equipment in public building were used life cycle cost, energy consumption(ton of oil equivalent), green house gas emissions(ton of carbon dioxide) and maximum power demand. Life cycle cost is the process of making an economic assessment of an item, area, system, or facility by considering all significant costs of ownership over an economic life, expressed in terms of equivalent costs. The essence of life cycle costing is the analysis of equivalent costs of various alternative proposals. The social concern with green house gas and maximum power demand of architectural equipment field has been growing for the last several years.

  • Private participation on public infrastructures projects is being promoted by governments of several developing countries, among them Colombia. As a result, several advantages such as service delivery efficiency, technology application and faster execution of the projects have been recognized. Hence, the Colombian Government is looking for schemes that allow the private investment in projects like hospitals, schools, prisons and public edification. In this paper, experiences in PPP from other countries were analyzed and adjusted to the Colombian environment. As a result, a model adapted to Colombia is presented, based on a well-developed case from Spain. The awarding process is defined by economic criteria, previous compliance of minimum technical exigencies. Once the infrastructure is operating, contractual periodical payments will be done, based on the performance of the facility.

  • The purpose of this study is to deduct influence factors by analyzing preferences for public design that can increase user satisfaction through differentiated identity of regions. The study methods are as follows. First, consider a concept and semantic change of public design through the relevant literatures and precedent studies and then understand application status of domestic and overseas public design. Second, extract design elements for regional differentiation through precedent studies and reclassify regional resources that have an effect. Third, understand the necessity level of public design for regional differentiation by targeting experts and research the extracted design element and the degree of reflection about regionality. Lastly, understand a correlation between design elements and influence factors about territorial regionality of public design based on the researched contents, and analyze the degree of reflection between each other. As a result of this study, a plan that used 'material' and 'color' had high preference on the aspect of design elements and this is an important element that can show regional differentiation of regions. public design of showing regional differentiation. Thus, it is considered that various methods of using 'material' and 'color' must be planned. 'Public space' among design territories was most effective, and the following was 'public facility'. In particular, 'public space' has high preference of using 'natural resources' and 'industrial resources', and therefore an effect of a plan that uses these is judged to be positive. This study can use these results as basic data that suggested the standard for utilization of regional factors for regional differentiation of public design.
