Private participation on public infrastructures projects is being promoted by governments of several developing countries, among them Colombia. As a result, several advantages such as service delivery efficiency, technology application and faster execution of the projects have been recognized. Hence, the Colombian Government is looking for schemes that allow the private investment in projects like hospitals, schools, prisons and public edification. In this paper, experiences in PPP from other countries were analyzed and adjusted to the Colombian environment. As a result, a model adapted to Colombia is presented, based on a well-developed case from Spain. The awarding process is defined by economic criteria, previous compliance of minimum technical exigencies. Once the infrastructure is operating, contractual periodical payments will be done, based on the performance of the facility.

This paper studies the risks associated with local finance in Korea by identifying the financial status of each local government, including the financial burdens of PPP projects, and examined governmental future burdens related to PPP projects. We reviewed all fiscal burdens associated with projects, such as, for BTL (Build-Transfer-Lease) types of projects, facility lease and operating expenses, and, for the BTO (Build-Transfer-Operate) types of projects, construction subsidies that are paid at the construction stage, MRG (Minimum Revenue Guarantee) payments and the government's share of payment. Furthermore, we compared the annual expenditures of local governments on PPP projects against their annual budgets and checked if the 2% ceiling rule could be applied.

공공건설사업의 효율적 추진과 성과 향상은 국민적 관심사가 되어왔다. 이에 따라 공공건설사업 추진에 있어 문제점을 도출하고 이를 개선하려는 노력은 정부는 물론 건설산업계에서도 다각도로 노력해 왔다. 그러나 이전 연구나 사업에서 나타난 동일한 문제점이 지속적으로 지적되고 있다. 이에 본 연구에서는 공공건설사업의 비효율성을 유발하는 요인들을 도출하고, 설문조사를 통하여 이러한 요인들이 공공건설사업의 비효율성에 미치는 영향을 분석하였다. 비효율 유발 요인의 현 수준과 사업 성과에 미치는 영향을 고려하여 우선적으로 개선되어야 할 8개 요인을 도출하였다. 공공건설사업의 비효율성에 영향을 미치는 요인들 중 우선적으로 개선이 필요한 요인을 도출함으로써 향후 공공건설사업을 효율적으로 추진하고 성과를 향상시키기 위해 어떠한 요인이 선결적으로 조치가 취해져야 하는지에 대한 기초 자료로 활용되고 성과 향상을 위한 제도 및 정책 개선 시 선택과 집중이 가능하게 할 것이다.

PURPOSES : Efficiency Improvement of a public road construction project management work using the development of a real-time remote site monitoring system METHODS : In this study, we developed the remote site monitoring system using a web camera for road construction projects in the RCMA(Regional Construction Management Administration). We can be monitored a construction progress and a weak point of the situation in real time using this. To achieve this, we tested about 10 road construction projects ordered by RCMA. Then, we verified a applicability for the site monitoring system in future. RESULTS : Take advantage of the remote site monitoring system consists of the Construction CALS System, one of the business systems used in the part of the MLTM(Ministry of Land, Transport and Maritime Affairs) institution-agencies. Was configured to be served through the "Construction CALS System" of "Construction Management System(Contractors)" and the "Construction CALS Portal System". Through this, Benefit analysis through a pilot application of the 10 road construction sites and developing considerations and "Guide for visual information processing equipment installation-operating in construction sites"are presented. CONCLUSIONS : Through the establishment of remote site monitoring system can improve the efficiency of construction management services. In addition, Various disasters and calamities, accidents and illegal construction will be prevented in advance is expected. This is expected to further improve the quality of the facilities.

BIM technology has been introduced in various fields of the construction industry recently. The owners of the public construction projects are already interested in BIM technology and they started to apply BIM technology in their projects. This paper introduces the successful BIM cases of overseas and domestics projects and shows how to introduce and apply BIM technology in the architectural design firms and construction companies and how to train their engineers with BIM technology.

Construction industries worldwide have moved to Building Information Modeling environment in conjunction with IT technology progress. Korean domestic construction market is in the midst of enthusiastically adopting BIM technique and the public sectors try to apply the method to their projects. Difficulties have been introduced, however, in doing so mainly due to the complexity in reflecting the distinctions of the public cost estimate requirements to BIM modeling. The main objective of this study is to propose four kinds of BIM property information modeling methodologies which would be used in the quantity surveys of the public construction projects. To evaluate the applicability of the suggested modeling methods, the research performed a case study.

Building Information Modelling (BIM) has evolved into a comprehensive, collaborative method in construction project delivery. Most industrialized and developed countries have made BIM mandatory in the government and public projects, whereas developing countries are embracing and catching up BIM technologies to improve their professional's abilities and reduce claims in the construction projects. However, BIM awareness and professional's competence have become critical in implementing BIM in infrastructure projects in Nepal, particularly hydropower projects. The objectives of this study are to find the BIM awareness among hydropower professionals in Nepal and assess their response. The study used a questionnaire survey to assess the awareness. The results showed that only few professionals (12 percentage in this study) are aware of BIM and its application in Hydropower infrastructures. Majority of the respondents (more than 50%) were interested in BIM trainings and believed BIM implementation in future projects. The study indicated that lack of BIM training and lack of BIM awareness were the top factors affecting BIM implementation in hydropower projects in Nepal. The findings showed that about 66 percent of the respondents who used BIM in their projects mainly used during construction phase. More than 80 percent believed that BIM should be mandated for the hydropower projects in Nepal. The findings presented in this study could promote awareness among different professionals, organization, and construction team and encourage BIM implementation in Hydropower projects. The findings could raise awareness of BIM in Nepal's infrastructure sectors and its invaluable benefits in construction.

현재 턴키 대안입찰공사에서의 도급내역서 단가가 적정하게 책정되지 않고 있다. 그 사유는 각 입찰제도의 성격 및 그에 따른 단가책정 프로세스가 다르기 때문이며, 이러한 사유로 인하여 턴키 입찰에서는 총액을 맞추기 위한 단가가, 그리고 내역 입찰에서는 저가심의제를 통과하기 위한 단가가 도급내역서에 사용되고 있으면 그 단가는 각 공종별 적정단가라 할 수 없다. 그러나, 도급계약후에는 이러한 단가들이 각 입찰제도의 성격 및 그에 따른 단가책정 프로세스의 고려없이, 모두 도급기성, 설계변경, 물가변동 등 법적 기준단가로 사용되고 있으며, 또한, 저가하도급 판정 기준 및 실적공사단가로도 사용되고 있어 다른 제도에까지 영향을 주고 있는 실정이다. 이러한 시스템은 검증되지 않은 단가를 책정한 입찰자와 발주자에게 모두 리스크 상승요인으로 작용하고 있어, 본 연구에서 그 리스크인자를 규명하고 그 리스크의 정도를 파악하여 향후 그 리스크를 대비하고 관리할 수 있도록 하였다.

Concept of conflict management system and necessity of introducing it into the executing process of public projects have been subjects of any previous studies. Those systems are, however, not practically applicable to rail projects given the unique nature of rail industry. In this context, the author presented cases of conflicts emerged during the process of the Gyung bu High Speed Rail Construction Project and mapped out realistic case study applicable to construction sites.

Design-Build, one contractor is responsible for both the design and construction, has become more popular since the government framed the policy on how to activate the design-build projects in 1996. The reality is, however, there are many problems encounted on Contractor Selection Method for Public Design-Build Projects. The purpose of this paper is to improve the problems, no way to meet the goal(value) the owners expect from the design-build projects, for instance, not fully reflecting the characteristics of projects and owners intention, not systematical enough to judge if bidders could carry out the contract. This study will insist we introduce Best Value Procurement, which is being commonly used in some advanced countries recently, so that we would properly select the contractor suitable for Best Value concept which totally depends on the owners, types of work and specified conditions. Furthermore, by passing through the Two-Step Procedures following Pre-qualification in Best Value Procurement, we expect it lighten the bidders' burden for proposal and the owners' complicate bid administration.
