With the expansion of the Russian Empire southward in the nineteenth century, connoisseurs, art historians, and scholars in Russia began to pay attention to carpet traditions in the new territories of the Russian Empire in Turkestan. In journals and other specialty publications, they underscored a need to establish claims to authority over the knowledge of the traditional craft. They were highly attuned to parallel accounts of carpet weaving from regions that had a longer history of research and collecting of carpets. In contrast to the situation in Western Europe or the United States, commentators bemoaned the fact that the public and even professed experts in Russia did not properly appreciate carpets from the Caucasus and Central Asia. These scholars articulated a need to establish authority over the carpet weaving traditions of Russia's colonial possessions, resulting in a push toward a serious study of carpet weaving as a legitimate field of inquiry. This paper uses published sources on early carpet scholarship from the late nineteenth and early twentieth centuries to examine how carpet weaving traditions in Central Asia entered an imperial discourse of knowledge. It argues that attempts to understand and categorize carpet weaving as an art form occurred along two fronts. Intellectuals and scholars attempted to wrest control over the locus of knowledge from experts in the West as well as from local weavers. In the process, they established a distinctly imperial vision of carpet weaving in contrast to competing imperial discourses and over traditional forms of knowledge.

With the development of networking technology, it has become common to use various types of network services to replace physical ones. Among all such services, electronic voting is one example that tends to be popularized in many countries. However, due to certain concerns regarding information security, traditional paper voting mechanisms are still widely adopted in large-scale elections. This study utilizes blockchain technology to design a novel electronic voting mechanism. Relying on the transparency, decentralization, and verifiability of the blockchain, it becomes possible to remove the reliance on trusted third parties and also to enhance the level of trust of voters in the mechanism. Besides, the mechanism of blind signature with its complexity as difficult as solving an elliptic curve discrete logarithmic problem is adopted to strengthen the features related to the security of electronic voting. Last but not least, the mechanism of self-certification is incorporated to substitute the centralized certificate authority. Therefore, the voters can generate the public/private keys by themselves to mitigate the possible risks of impersonation by the certificate authority (i.e., a trusted third party). The BAN logic analysis and the investigation for several key security features are conducted to verify that such a design is sufficiently secure. Since it is expected to raise the level of trust of voters in electronic voting, extra costs for re-verifying the results due to distrust will therefore be reduced.
In an effort to enhance the independence of and expertise in military aircraft accident investigation, a permanent accident investigation board should be established. Establishing permanent accident investigation board would render the military accident investigation more reliable and would increase its public esteem. Because there is no provision governing the responsibilities of the investigation and cooperation between civil and military authority in case that both civil and military aircraft are involved, it is necessary to fill this gap by enacting appropriate laws. In case of civil aircraft accident investigation involving a military issue, it would be better to allow military authority to be involved in the investigation. For the betterment of investigation, it is also necessary to provide a field investigator an authority to directly collect relevant information. Since the sole purpose of accident investigation is to prevent the recurrence of aircraft accidents, the scope of information disclosure should be limited and the investigation report shall be used for neither criminal procedure nor disciplinary procedure so that the objectivity of the investigation should be ensured.
Visual language is 'a form of communication without text'. Visual language is one of the strongest methods to spread knowledge. Uniforms could be interpreted as a symbolic language that establishes order in this complicated modern society by placing identity and responsibility on each members of various different organizations. In light of the above, the purpose of this research paper will be to analyze police uniforms of U.S.A, Great Britain, Italy, France and Korea as a form of visual language and interpreting them in terms of visual design in order to understand the fundamental ideas behind the designs and the effective applications thereof. Upon analysis of traffic police uniforms of each individual county mentioned above by separating each uniform's distinctive design, pattern, color, material and decoration based on visual factor, three characteristics of authority, dynamic functionality and friendliness were derived from comparing and analyzing each country's distinctive uniform design. The traditional unique role of police in our society was to maintain social order as their nature inherently possesses characteristic of authority and preservation, but has since undergone transition in many countries to appeal to the broader public by incorporating friendliness and dynamic functionality. Analyzing police uniforms in terms of visual linguistic sense requires a much more profound process of understanding beyond simple interpretation of configurative shapes. In conclusion, the true purpose of uniforms is to include and portray images of mankind's desire toward expressing ideas like 'mankind's bias toward existence beyond theirselves and the exercise of force through authority' and materializing such ideas into a physical form.

Various social problems such as traffic congestion, car accidents and environmental problems(air pollution, noises etc.) have been happening in the Seoul metropolitan area that has the car oriented traffic system providing cars continuously. Along with this, the financial burden caused by current oil price anxiety made paradigm shift from caroriented to public transportation-oriented. Its typical example is an arterial branch bus system changing(bus lane through the center of main road) started in Seoul in July, 2004. But study on safety analysis of bus lane and characteristic of accidents are not sufficient enough to now. The bus lanes are expanded to provide roads for better traffic operation and accidents between buses and pedestrians or ordinary vehicles are considered main problems. This study divided each bus route of median bus lane(bus-only lane through the center of main roads) and bus lane at roadside by intersection and collected and analysed data about influence variables of bus accidents chosen in each section. We constructed a logistic model using collected data. As a result, bus lane at roadside are used by both buses and other kinds of vehicles differently from median bus lane and showed such characteristic in accident influence. Therefore access management to factors causing conflict and improvement of operation management are required. In case of median bus lane, the more buses moving general vehicle lane and traffic volume of section were, the more accidents happened. In case that stop line of center lane is not backward, view blocking of vehicles turning left caused accidents.
Trams are rail vehicles that run on tracks along public, urban streets; they also sometimes run on separate rights of way. Tram vehicles run more efficiently and their overall operating costs are lower than those of similar vehicles. In general, trams provide a higher capacity service than buses. However, when tram stops in the middle of the road do not have pedestrian refuges, trams can cause speed reductions for other transport modes (buses, cars), as in such configurations other traffic cannot pass whilst passengers are alighting from or boarding the tram. In this study we examined the qualifications of overseas tram operation. The Railway Safety Act, sub-laws, and other relevant laws were examined to determine complementary measures.

Today, in the information society, since the government administration of all countries places importance on clarity and efficiency, the authority concentration of the administration is inevitable. Therefore, the Parliament, which is a legislative body, is at a time when the policy control function to check and monitor it is becoming more important. In particular, due to the emergence of parliamentary democracy, in the reality that the people must elect representatives and represent their own opinions, the parliamentary inspection system is very valuable in that it satisfies the right of the people to know and ultimately enables the people to democratically control the administration. The role of the Parliament moves from the inherent legislative function to the information collection and disclosure of government administration, discussion and resolution of political issues, and observation and supervision of the administration. And it can be seen as the global trend. As a result of this trend, status and role of the National Assembly is being strengthened from the legislative body to the control agency of government administration. Thus, the most substantive authority of Article 61 of the Constitution can be deemed the parliamentary inspection system. The parliamentary inspection system is a system that let exercise the legislation, budget, and authority to control of state administration by identify the challenges and policy implementation of each country's institutions through the audit of the executive administration's overall government administration performance outside the National Assembly. However, due to the amendment of Constitution in 1988, the parliamentary inspection right and investigation of state administration right had reinstated and the parliamentary inspection system, which is being implemented annually, is the 31st year of the year in 2019. However, the general evaluation of the public is negative and insufficient time for inspections, lack of sanctions on nonattendance witnesses, excessive data submission, and refusal to submit materials by the administration were pointed out as the problem. Therefore, in this paper, the researcher tries to point out the overall problems of the parliamentary inspection system and to summarize the effective improvement plans.

Ad hoc networks enable efficient resource aggregation in decentralized manner, and are inherently scalable and fault-tolerant since they do not depend on any centralized authority. However, lack of a centralized authority prompts many security-related challenges. Moreover, the dynamic topology change in which network nodes frequently join and leave adds a further complication in designing effective and efficient security mechanism. Security services for ad hoc networks need to be provided in a scalable and fault-tolerant manner while allowing for membership change of network nodes. In this paper, we investigate distributed certification mechanisms using a threshold cryptography in a way that the functions of a CA(Certification Authority) are distributed into the network nodes themselves and certain number of nodes jointly issue public key certificates to future joining nodes. In the process, we summarize one interesting report [5] in which the recently proposed RSA-based ad hoc signature scheme, called URSA, contains unfortunate yet serious security flaws. We then propose new scheme by fixing their security flaws.
National park, as a natural park, has a dual purpose, to promote both protection and enjoyment. The educational activities of the national park can be partly understood as one of the appropriate means to balance its double purposes. This study provides a review of environmental education in the US National Parks according to social transition. Taking historical perspective and case studies, environmental education has played roles in helping the balance between preservation and enjoyment. Since the environmental movement, environmental education goals, particularly understanding the natural processes observable at national parks, has become more a part of the interpretation and education missions of the parks. Also non-governmental and non-profit partners have played important educational-based roles in support of both the National Parks Service and environmental education goals. The two different models also differ in the public's perception of them. Federal employees are resented in some rural areas in the U.S., but the general population automatically attributes authority, friendliness, and national-interestedness to NPS Rangers. This may in turn limit how strongly such staff could serve as strong advocates for the environment. On the other hand, the non-profit may be seen by some as strongly liberally biased and associated with urban wealth. It is also not as universally recognized as the NPS. It can, however, go far to develop new partnerships and undertake public relations. Non-profits vary greatly in quality, also affecting public perception.
Under 'The Design Street' Project, one of the urban environment improvement projects of Seoul, the facilities on the street have been greatly varied in terms of design. In addition, the municipal authority has pushed each district to develop its own identity based on the integrated design of the city. This study was aimed to propose a design which could solve the current problem in street furniture in terms of environmental improvement through an analysis on current street conditions in "Y" District as a part of Seoul Design Street Project. It has attempted to propose 11 street furnitures based on the basic strategy of 'Soft City' which has been promoted by Seoul City in accordance with the Seoul Public Facility Guidelines as 1. Airy Design, 2. Integrated Design, 3. Collaborative Design and 4. Sustainable Design. Among them, for the total design in Seoul six facilities - kiosk, manhole, traffic signal controller, public phone, road sign and waste receptacle were proposed by Seoul City have been accepted. For local differentiation, on the contrary, five items - planter bench, bollard, lifter, bike rack and fence have been newly designed and proposed. Furthermore, it is essential to carry out systematic supervision and continuous management on the detail design and construction of current regional design development projects.
