서울시 하수처리장 수질의 변동 및 방류수의 영향 평가 (The Assessment on the Effect of Discharge and Variation of Water Quality from the Sewage Treatment Plants in Seoul)

  • This study was conducted to evaluate the variation characteristics of influent and effluent quality from sewage treatment facilities using activated sludge processes and to assess the impact caused by discharge of treated sewage on the receiving water Monthly data of five water quality items (BOD, COD, SS, T-N, T-P) were used to understand the water quality at three sewage treatment plants in Seoul for five years from 1999 to 2003. Concentration differences of water quality parameters were observed between upstream and downstream site at the sewage treatment plant outfall to investigate the impact of discharge in Tan stream and Han river basin. 1. Due to the effect of continuous improvement in sewer system, the concentrations of influent went on increasing generally. 2. Effluent concentrations of BOD, COD and SS showed the trend of a little decreasing, but the trend of increasing in T-N and T-P. 3. In Tan stream basin, the impact of sewage treatment plant discharge was not observed directly, because concentration of discharge was lower than stream water's. But discharges from sewage treatment plants affected water quality at downstream site in Han river, concentration of T-P especially.

  • Current analyses of tap water in Seoul metropolitan area prove the water is still safe, despite the Pollution of raw water source. However, it also significantly suggests that a feasibility study of apply, additional advanced technology to existing water treatment processes is needed in order to cope with future pollution. Also, the monitoring of water quality within private, multi-household buildings is important as the monitoring of public water distribution system.

  • Recently, the domestic remodeling market is increased in scale. This study is to develop the sanitary piping system which improves quality of life and facility performance when the aged public housing is remodeled. Above all, we found out three standard floor plans in bathrooms of the public housing. And then, the plan and section types of the sanitary piping system were developed for the on-floor piping, a construction cost of each section types was estimated to review the economical fact. Also, the field mock-up test was performed in the type of the pipe shaft with on-floor pit. In result, the developed sanitary piping system was available for the remodeling public housing without a great facility cost. Additionally, the sanitary pipe was replaced easily through the shaft and on-floor fit. And a noise was reduced to a lower unit when the water flowed down.

치과용 아말감에서 유리된 수은이 수질에 미치는 영향 (The Effects on Water Quality of Mercury Released from Dental Amalgam)

  • Objectives: Based on the amount of amalgam, the duration of exposure, and the water pH, this study aims to investigate the change patterns in the mercury concentrations in water after amalgams have been introduced into sewage water. It is expected that the study results will be useful in improving the system for regulating the amount of mercury that is introduced into the environment. Methods: During the study, a glass test-tube with a cap was washed and disinfected using the glass laboratory device washing method. Then, 1, 2, 3, and 4 tabs were placed into a 10 mL pH 4 solution and 10 mL pH 7 distilled water. Each specimen was prepared in duplicate. The mean of the two mercury concentrations was used as the representative value, and the mercury concentration was measured using a mercury measurement device (DMA-80, Milestone, Italy) a total of eight times at one-week intervals. Results: The results show that the lower was the pH, the higher was the amount of amalgam. Also the longer was the duration, the more significant was the increase of mercury concentration in the water. Conclusions: Dental clinics are collected separately from dental clinics that used them. Given this, dental clinics in Korea must have the necessary facilities to separately collect mercury at their level. In addition, proper disposal systems and social attention to the proper management of dental wastes are required to prevent environmental pollution from mercury.

청정급수를 위한 쾌적수질기준 설정에 관한 기초조사 연구 (A Study on the guidelines for Tasty and Healthy Drinking Water Supply)

  • Recently, in accordance with elevation of life style and economics, the public demand became increasingly concerned about drinking water quality. Without an adequate supply of safe water, healthy and comfortable life could not exist. Therefore, the purpose of this study is to provide the guidelines and the basic informations to enable supply of clean, tasty and healthy drinking water acceptable for various demands. We analyzed the quality of tap water, mineral water, purified tap water using home tap water purifier. And we researched on the sense of the public complaint over the tap water. We proposed several items relating to the comfortableness of water quality and the target value. Also we presented a case of water supply system for purity and the points at problem The items and target value are as follows 1. turbidity : not more than 1 degree 2. dry residue : $30~200{\;}mg/{\ell}$ 3. hardness : $10~100mg/{\ell}$ 4. free carbon dioxide : not more than $20mg/{\ell}$ 5. $KMnO_{4}$ consumption not more than $3mg/{\ell}$ 6. odor threshold not abnormal 7. residual chlorine : not more than $0.4mg/{\ell}$ 8. water temperature' not more than $20^{\circ}C$ 9. manganese : not more than $0.01mg/{\ell}$ 10. iron : not more than $0.02mg/{\ell}$ 11. aluminum : not more than $0.1mg/{\ell}$

PLC(Programmable Logic Controller)와 공중통신망을 이용한 하천수위감시시스템 구축 사례 연구 (A Case Study on the Implementation of a River Water Level Monitoring System using PLC(Programmable Logic Controller) and Public Telecommunication Network)

  • 낙동강 하굿둑의 주요 기능인 염수피해 방지와 홍수 배제를 효과적으로 수행하기 위하여, 주요 지점의 하천 수위 변화를 감시하여 하굿둑 수문(水門) 운영에 신속히 반영할 수 있도록 하천수위감시시스템을 구축하였다. 하굿둑 운영에 직접 영향을 미치는 낙동강 본류 3개 지점에 PLC와 공중통신망을 이용하여 시스템을 구축하고, 하굿둑 통합운영시스템과 연계하였다. PLC를 활용하여 안정성과 범용성을 확보하고 유지관리의 편의성을 제고할 수 있었다. 전원 제어장치를 설치하여 경고장 발생 시 원격에서 신속히 조치를 취한 뒤, 초기화할 수 있도록하여 현장까지의 출동 횟수를 대폭 감소시킬 수 있었다. 현장 데이터 저장 기능을 추가하여, 통신망 이상 등으로 데이터가 센터로 전송되지 못할 경우를 대비하였으며, 통신망은 공중통신망인 ADSL(FTTH)을 이용하여 경제성을 고려하였고, CDMA(M2M)를 보조망으로 구성하여 이중화하였다. 공중통신망의 보안 취약성을 보완하기 위하여 전용망과 같은 효과를 볼 수 있도록 VPN을 각각 설치하고, 가상사설망을 통하여 센터와 관측국이 통신하도록 하였다. 일반적으로 하천 수위관측국에는 목적에 따라 전용의 원격터미널을 이용하고 있으나, 본 사례는 범용적인 PLC를 이용하여 개방적 구조의 시스템을 구축함으로써, 향후 유역통합물관리에 대비하여 여러시스템간의 인터페이스와 유지관리의 용이성, 보안성, 경제성을 고려한 모델이라는 점에 의의가 있다.

  • 환경부에서는 2013년부터 소규모 분산식 빗물 관리 방식인 '그린빗물인프라(Green Stormwater Infrastructure, GSI) 조성 사업'을 추진하여 설치비를 지원함에 따라 각 지자체의 GSI 조성 사업은 매년 증가하고 있다. 하지만 「저영향개발 사전협의제도」를 도입하고 있는 서울시를 제외하면, 각 지자체별 가이드라인, 추진체계 부존의 문제로 도입에 어려움을 겪고 있다. 이에 본 연구에서는 경상남도를 대상으로 공공청사의 적용 범위 및 우선 순위 설정, 시범 구역 GSI 적용 효과 검토를 수행하고 이를 통합한 추진체계 구축을 연구 결과로써 제안하고자 한다.

수인성 전염병의 현황 및 효율적 관리 (Present status and effective control measure of water-borne infectious diseases in Korea)

  • Water- borne infectious diseases can be acquired by contact with contaminated water or by ingestion of contaminated water. There are many water- borne infectious agents such as bacteria, virus, and parasite. Among many of water- borne infectious diseases, health authorities of Korean government has particularly intensified to prevent and control typhoid fever(class I ), shigellosis(class I ), cholera(class I ), paratyphoid fever(class I), amebiasis(class II ) and leptospirosis(euivalent to class II ) under the communicable disease control law. Water- borne disease Prevention and control guideline itself has been also well provided by the health authorities. However, in practical public health point of view, there are still many problems remained to be solved out; no prospective investigation project to survey water borne infectious diseases under the national disease prevention and control programmes, incredible statistic data of annual notifiable disease report frequent appearance and varieties of drug resistance water- borne infectious agents, little cooperation and information- exchange system in between the related government authorities( the health authorities, the environment sanitation authorities and the food hygiene authorities) which should be closely collaborated, lack of health consciousness of the people, necessity of evaluation and Hndification on to the outcomes of performed health activities and programmes, neglect activities for water quality investigation, shortage of expertise and human resources in the related field, and poor investment of the government budget to develope and improve public health and sanitation field. In order to prevent and control water- borne infectious diseases effectively, it is emphasized that all the above indicated should be considered and performed to improve under the national health and sanitation development programmes.

  • The main purpose of the study is to analyze the features of ensuring information security in the system of public administration of the constant development of the region. The actualization of the research topic is because the information has become a powerful means of manipulating the public and individual consciousness, as well as a real weapon used in new types of conflicts, confrontations, and confrontations. Creating opportunities for everyone to access information sources, developing the ability to use it, and at the same time protecting people from dirty information flows create a kind of subject-research field, one of the most relevant aspects of which is the problem of forming and implementing information security policy at the state, public and civil levels. The research methodology involved the use of theoretical and scientific methods. As a result of the study, the key features of ensuring information security in the system of public management of the continuous development of the region of the EU countries were identified.

Simulation of Contaminant Draining Strategy with User Participation in Water Distribution Networks

  • A contamination event occurring in water distribution networks (WDNs) needs to be handled with the appropriate mitigation strategy to protect public health safety and ensure water supply service continuation. Typically the mitigation phase consists of contaminant sensing, public warning, network inspection, and recovery. After the contaminant source has been detected and treated, contaminants still exist in the network, and the contaminated water should be flushed out. The recovery period is critical to remove any lingering contaminant in a rapid and non-detrimental manner. The contaminant flushing can be done in several ways. Conventionally, the opening of hydrants is applied to drain the contaminant out of the system. Relying on advanced information and communication technology (ICT) on WDN management, warning and information can be distributed fast through electronic media. Water utilities can inform their customers to participate in the contaminant flushing by opening and closing their house faucets to drain the contaminated water. The household draining strategy consists of determining sectors and timeslots of the WDN users based on hydraulic simulation. The number of sectors should be controlled to maintain sufficient pressure for faucet draining. The draining timeslot is determined through hydraulic simulation to identify the draining time required for each sector. The effectiveness of the strategy is evaluated using three measurements, such as Wasted Water (WW), Flushing Duration (FD), and Pipe Erosion (PE). The optimal draining strategy (i.e., group and timeslot allocation) in the WDN can be determined by minimizing the measures.
