  • The social impact of science and technology is increasing, the meaning of technology assessment is not small in modern society, Specially, the technology assesment(TA) has been institutionalized and performed by Korean administration and its official results has reflected directly in the S&T policy. Therefore, the technology assesment is a device that prepare the negative effects of S&T and the social controversy in advance. To select the target technology of technology assessment will be done carefully in various perspective and concerned with the characteristics of technology assessment emphasizing social assessment, the institutional system of selecting one technology in each year and the contents and methods of evaluation that are determined in accordance with technology characteristics. However, the method of selecting target technology in TA is mostly peformed by qualitative discussion and vote rather than by reflecting various opinion and understanding TA until now. In this paper, we developed the indicator has to be considered to select target technology for TA by using factor analysis. Developed indicator is consist of five factor, such as the need for social consensus and the size of social/cultural impact etc., and we weight each factor by using Analytic Hierarchy Process(AHP). Futhermore, we show the example how to applicate directly these indicator and weights to select target technology and suggest institutional application in TA. Though using developed indicator in this paper, we expect to select appropriate technology for institutional TA and the application of TA results in society and public policy can be strengthened.

In short, maintenance of immigrants' mother tongue and immigrant students' acquisition of the German language is the core of Germany's social integration policy. The National European School in Berlin is a public school established for the sake of an educational environment in which students can not only build up language capacity, but also create a culturally mutual environment for multicultural students. The school's educational objective is mutual culture education which can integrate and maintain the cultural identity and language of multicultural students. Joan-Miró elementary school encourages mutual cultural ability and bilingual ability while preparing students for the future intelligent society, leading their independent life and self-initiated learning. Finow elementary school encourages mutual culture ability, language capacity and directional capability apart from the basic capacities that can reinforce students to become citizens in demand of the future intellectual society. Korean foreign language education needs to be practically diversified as in the case of the Germany's National European school. Also, improvement of educational environment such as students' bilingual ability, students' ability development regarding their individual characteristics, and the capability of mutual culture understanding are issues that should be urgently treated.

  • Manpower demand forecasting in private security industry can be used for both policy and information function. At a time when police agencies have fewer resources to accomplish their goals, forming partnership with private security firms should be a viable means to choose. But without precise understanding of each other, their partnership could be superficial. At the same time, an important debate is coming out whether security industry will continue to expand in numbers of employees, or level-off in the near future. Such debates are especially important for young people considering careers in private security industry. Recently, ARIMA model has been widely used as a reliable instrument in the many field of industry for demand forecasting. An ARIMA model predicts a value in a response time series as a linear combination of its own past values, past errors, and current and past values of other time series. This study conducts a short-term forecast of manpower demand in private security industry using ARIMA model. After obtaining yearly data of private security officers from 1976 to 2008, this paper are forecasting future trends and proposing some policy orientations. The result shows that ARIMA(0, 2, 1) model is the most appropriate one and forecasts a minimum of 137,387 to maximum 190,124 private security officers will be needed in 2013. The conclusions discuss some implications and predictable changes in policing and coping strategies public police and private security can take.

The results of the study were as fellows : . 1. The aim of nursing education puts impassion the role of leader, knowledge and technology of nursing, welfare of society and service of community in both the America and Korea. In Korea nursing is mainly restricted to the treatment of diseases, while in the America the items of the aim of nursing are mainly extended to the capacity for Self- realization of nurse, in Korea they are restricted to the treatment of diseases. 2. In Korea the rate of credit of the curriculum of nursing education is the highest in professional education, next in general education, next in supporting science and educational subject, while in America the rate of the credit is the highest in general education, next professional education and then supporting Science and educational subject isn′t included in the curriculum. 3. In Korea professional subjects are concentrated in the third year while in America there is a tendency that they are increasing in number in the grade order. 4. There is a tendency that the rate of the credit allotment of the main professional subjects in curriculum is higher in Korea than in America : that is, in Korea the rate of the allotment of the credit is the highest in medical - surgical nursing, next maternal - child nursing, next community - health nursing and the psychiatric nursing and there in a great difference in the rate of the allotment of each credit. • This study suggests a spiritual education for the Christian family as a strategy to cope with the risky situation of the Korean Church during the Covid-19 pandemic. Today, we live in a chaotic epoch since the rapid development of the science caused the Fourth Industrial Revolution and the Covid-19 pandemic gave rise to a wide array of changes throughout the society. Korean Church in these circumstances is required to have relevant responses to the kaleidoscopic changes. Especially, not to mention the face-to-face public worship service, in the situation where the congregation members even find it difficult to meet one another in a small group, it becomes a crucial issue how Christians maintain their faith and community in the healthy spirituality. As such, viewing that Christian education within the family will become much more important, this study conducts research for familial-spiritual education. For the research, this paper, first of all, attempts to understand the era of Covid-19. It is to see what the Novel Corona Virus is and what the feature of the epoch of Covid-19 might be. Based upon the understanding, this research discusses what Christian spirituality is asked for and the orientation towards which Christian education should go on. It is particularly to say that a spiritual education for the family becomes integral. The education for the family might be possible through Bibliodrama so that this study establishes a specific model of Christian education employing Bibliodrama. The discussion above shows three academic significances. First, this paper, within the domain of Christian education, suggests an alternative research which is to solve Korean Church's diverse problems caused by Covid-19. Second, this research attempts an analytical understanding of the Covid-19 period within the Christian education area. Finally, when specific and practical research for the field of Christian education during the Covid-19 pandemic is required, this study considers that Christian education within the family is overarching, thus proposing a specific model for familial-spiritual education hiring Bibliodrama.

  • This study examines the status quo of Korean archives and records management from the Governmental as well as professional activities for the development of the field in relation to the new legislation on records management. Among many concerns, this study primarily explores the following four perspectives: 1) the Government Archives and Records Services; 2) the Korean Association of Archives; 3) the Korean Society of Archives and Records Management; 4) the Journal of Korean Society of Archives and Records Management. One of the primary tasks of the is to build the special depository within which the Presidential Library should be located. As a result, the position of the GARS can be elevated and directed by an official at the level of vice-minister right under a president as a governmental representative of managing the public records. In this manner, GARS can sustain its independency and take custody of public records across government agencies. made efforts in regard to the preservation of paper records, the preservation of digital resources in new media formats, facilities and equipments, education of archivists and continuing, training of practitioners, and policy-making of records preservation. For further development, academia and corporate should cooperate continuously to face with the current problems. has held three international conferences to date. The topics of conferences include respectively: 1) records management and archival education of Korea, Japan, and China; 2) knowledge management and metadata for the fulfillment of archives and information science; and 3) electronic records management and preservation with the understanding of ongoing archival research in the States, Europe, and Asia. The Society continues to play a leading role in both of theory and practice for the development of archival science in Korea. It should also suggest an educational model of archival curricula that fits into the Korean context. The Journals of Records Management & Archives Society of Korea have been published on the six major topics to date. Findings suggest that "Special Archives" on regional or topical collections are desirable because it can house subject holdings on specialty or particular figures in that region. In addition, archival education at the undergraduate level is more desirable for Korean situations where practitioners are strongly needed and professionals with master degrees go to manager positions. Departments of Library and Information Science in universities, therefore, are needed to open archival science major or track at the undergraduate level in order to meet current market demands. The qualification of professional archivists should be moderate as well.

  • In today's rapidly changing and increasingly competitive business environment, new product development in tune with market trends in a timely manner has been a matter of the utmost concern for all enterprises. Indeed, developing a sustainable new business has been a top priority for not only business enterprises, but also for the government policy makers accountable for the health of Its national economy as well as for decision makers in what type of organizations. Further, for a soft landing of new businesses, building a government-initiated industry base has been claimed to be necessary as a way to effectively boost corporate activities. However, the existing methodology in new service and new product development is not suitable for nurturing industry, because it is mainly focused on the research and development of corporate business activities instead of new product development. The approach for developing new business is based on 'innovation' and 'convergence.' Yet, the convergence among technologies, supplies, businesses and industries is believed to be more effective than innovation alone as a way to gain momentum. Therefore, it has become more important than ever to study a new methodology based on convergence in industrial quality new product development (NPD) and new service development (NDS). In this research, therefore, we reviewed any restrictions in the existing new product and new service development methodology and the existing business model development methodology. In doing so, we conducted industry standard collaboration analysis on a new service model development methodology in the private sector and the public sector. This approach is fundamentally different from the existing one in that ours focuses on new business development under private management. The suggested framework can be categorized into industry level and service level. First, in the industry level, we define new business opportunities In occurrence of convergence between businesses. For this, we analyze the existing industry at the industry level to identify the opportunities in a market and its business attractiveness, based on which the convergence industry is formulated. Also, through the analysis of environment and market opportunity at the industry level. we can trace how different industries are lined to one another so as to extend the result of the study to develop better insights into industry expansion and new industry emergence. After then, in the service level, we elicit the service for the defined new business, which is composed of private service and supporting service for nurturing industry. Private service includes 3steps: plan-design-do; supporting service for nurturing industry has 4 steps: selection-make environment- business preparation-do and see. The existing methodology focuses on mainly securing business competitiveness, building a business model for success, and offering new services based on the core competence of companies. This suggested methodology, on other hand, suggests the necessity of service development, when new business opportunities arise, in relation to the opportunity analysis of supporting service based on the clear understanding of new business supporting infrastructure optimization. Meanwhile, we have performed case studies on the printing and publishing field with the restrict procedure and development system to assure the feasibility and practical application. Even though the printing and publishing industry is considered a typical knowledge convergence industry, it is also known as a low-demand and low-value industry in Korea. For this reason, we apply the new methodology and suggest the direction and the possibility of how the printing and publishing industry can be transformed as a core dynamic force for new growth. Then, we suggest the base composition service for industry promotion(public) and business opportunities for private's profitability(private).
