Government agency information has steadily increased as the role of government has expanded, and information provided by the government is increasingly a significant source for the public's understanding of government policy. Further, this information is an important resource for academic research oriented toward national development. However, in South Korea the distribution system for government information is far from ideal. This paper critiques that system It begins with a short history of Korean government Publishing policy, followed by a more detailed look at recent publishing trends. It then goes on to describe the legal, institutional, and technical aspects of Korean government's distribution of its information, focusing on weaknesses that prevent information from reaching those who desire or need it.
As the International Rice Genome Sequencing Project (IRGSP) was completed in 2005 and opened to the public, many countries are making a lot of investments in researches on the utilization of sequence information along with system development. Also, the necessity of the functional genomics researches using microarray is increased currently to secure unique genes related with major agricultural traits and analyze metabolic pathways. Microrarray enables efficient analysis of large scale gene expression and related transcription regulation. This review aims to introduce available microarrays made based on rice genome information and current status of gene expression analysis using these microarrays integrated with the databases available to the public. Also, we introduce the researches on the large scale functional analysis of genes related with useful traits and genetic networks. Understanding of the mechanism related with mutual interaction between proteins with co-expression among rice genes can be utilized in the researches for improving major agricultural traits. The direct and indirect interactions of various genes would provide new functionality of rice. The recent results of the various expression profiling analysis in rice will promote functional genomic researches in plants including rice and provide the scientists involved in applications researches with wide variety of expression informations.

Foodborne illness represents a major threat to public health and is frequently attributed to pathogenic microorganisms on fresh produce. Recurrent outbreaks often come from vegetables that are grown close to or within the ground. Therefore, the first step to understanding the public health risk of microorganisms on fresh vegetables is to identify and describe microbial communities. We investigated the phyllospheres on Chinese cabbage (Brassica rapa subsp. pekinensis, N = 54). 16S rRNA gene amplicon sequencing targeting the V5-V6 region of 16S rRNA genes was conducted by employing the Illumina MiSeq system. Sequence quality was assessed, and phylogenetic assessments were performed using the RDP classifier implemented in QIIME with a bootstrap cutoff of 80%. Principal coordinate analysis was performed using a weighted Fast UniFrac matrix. The average number of sequence reads generated per sample was 34,584. At the phylum level, bacterial communities were composed primarily of Proteobacteria and Bacteroidetes. The most abundant genera on Chinese cabbages were Chryseobacterium, Aurantimonadaceae_g, Sphingomonas, and Pseudomonas. Diverse potential pathogens, such as Pantoea, Erwinia, Klebsiella, Yersinia, Bacillus, Staphylococcus, Salmonella, and Clostridium were also detected from the samples. Although further epidemiological studies will be required to determine whether the detected potential pathogens are associated with foodborne illness, our results imply that a metagenomic approach can be used to detect pathogenic bacteria on fresh vegetables.

Background: The purpose of this study was to examine the cohesions status of the coordination within response teams in the emergency response team (ERT) in a refinery. Methods: For this study, cohesion indicators of social network analysis (SNA; density, degree centrality, reciprocity, and transitivity) were utilized to examine the coordination of the response teams as a whole network. The ERT of this research, which was a case study, included seven teams consisting of 152 members. The required data were collected through structured interviews and were analyzed using the UCINET 6.0 Social Network Analysis Program. Results: The results reported a relatively low number of triple connections, poor coordination with key members, and a high level of mutual relations in the network with low density, all implying that there were low cohesions of coordination in the ERT. Conclusion: The results showed that SNA provided a quantitative and logical approach for the examination of the coordination status among response teams and it also provided a main opportunity for managers and planners to have a clear understanding of the presented status. The research concluded that fundamental efforts were needed to improve the presented situations.

Background: Police officers are an occupational group with a high risk of developing musculoskeletal, cardiovascular, and mental diseases because of the nature of their work. This study aimed to gain an understanding of job-related health risks by comparing overall health awareness, presence of physical and mental disabilities and their causes, medical use patterns, and quality of life of the general public through a survey. Methods: In this comparative study, police officer data were collected through a survey conducted from October 1, 2022, to November 15, 2022, and general public data from the 8th National Health and Nutrition Examination Survey of Korea were used for comparison. Results: Police officers' health perception of physical or mental disabilities was significantly more negative than that of the general public because of their work characteristics, patterns, and functions. In addition, police officers with disabilities had severe work and daily living limitations, and their awareness of their overall quality of life was low enough to warrant alarm. Despite their high rates of seeking treatment in medical institutions, continuous medical use was limited. Conclusion: More research on major diseases to which police officers are at risk of exposure is necessary to analyze risk factors and accumulate related data to systematize health management. In addition, Korean medicine treatment techniques with excellent disease prevention are recommended for the health management of police officers.
The public-private partnership concept can encompass a broad range of cooperative relations and a broad variety of programmes in terns of size, objectives and design. This paper aims to analyze the components of public-private partnership mechanisms in the context of science and technology innovation policy. The research methodologies are based on semi-structured interviews with policy makers in four countries with six PPP programme : the France, the Netherlands, the Australia and Austria. It also attempts to understanding of the components that explain the increase of collaboration between national innovation system and PPPs. The taxonomy and essential components of PPPs were identified : mission-oriented PP/Ps, market-Oriented PP/Ps, cluster-oriented PP/Ps, and ISRs-Oriented PP/Ps. The taxonomy of regulatory regime can be a reference point for identifying the relative status of Korea's PPPs.

The purpose of this study was to establish the concept of theme collection in the library, to clarify the reality of the theme collection operation. This study was to set up methodology for constructing and operating the theme collection in the future and to provide implications for future development. For this purpose, this study conducted in-depth interviews with a total of 12 directors and librarians from four public libraries. The results of the analysis revealed that the theme collection can be built and function properly with a solid understanding of its collection, users and community, and sharing its services goals and orientations. In addition, it was found that the task of constructing a theme collection contributes to the establishment of the identity of the librarian, and it is interrelated with the various library works. Finally, a comprehensive model of current theme collections was discussed.

This paper explores the relationship between price mechanism and flipping activity of initial public offerings (IPOs) in Pakistan's emerging economy. This study uses a cross-sectional data set of 95 firms listed on Pakistan Stock Exchange from 2000 to 2019. This study employs the ordinary least square and quantile regression techniques to capture the relationship between price mechanism and flipping activity. The results show that book-built IPOs flip substantially less than fixed-price IPOs. This is consistent with the signaling theory assertion that roadshows are arranged by underwriters to capture investors' demand and set the offer prices of IPOs. If investors learn the fair values of quality IPOs, then the offer prices will be close to the intrinsic values, thus reducing flipping. The findings also provide conclusive evidence for understanding the usefulness of and the more relevant information regarding the pricing mechanism. In particular, it provides a better understanding of how companies actually use the pricing mechanism information in the flipping of IPO shares. The results of this study are also valuable to underwriters, and regulators, for instance, provides underwriters with the discretion to allocate the IPO shares and the SECP, in revising regulation on the disclosure of IPO pricing methods.

Computers are played an important tole of knowledge-information society in 21C. Computer education have made successful progresses since the 7th curricula have one class of ICT per week. However, public schools have instructed computer literacy education teaching only how to use application software. To give useful knowledges students could use for several decades, we need to have them to concentrate on education to information logical thinking power rather than simple manipulation of application softwares. However, teachers don't understand well about the "Understanding of Information Processing". In this paper, we carried out a survey that how much teachers understand about the information processing comprehension among the information and communication technology guide. We also state problems and propose improvement plan.

Librarians facing the new information environment need to actively cope with knowledge and skills, but librarians in outsourced public libraries are burdened with participation in external education due to concerns about work gaps or inadequate institutional support, making it difficult to continue their education. Therefore, in this study, in order to create an environment in which librarians can grow together, the current status of the activities of the learning community was checked and the effects were identified. An online survey was conducted from May 20 to 22, 2023, targeting librarians who had participated in learning community activities among librarians belonging to the Gangnam-gu Library, and 101 copies were distributed to collect 81 copies and use them as analysis data. As a result of the study, it was confirmed that librarians are satisfied with the activities of the learning community and have a high level of understanding and empathy for their necessity. Therefore, as a way to revitalize the learning community, we propose to form a culture that promotes collaboration among members, share visions and values for learning community activities, and provide institutional support.
