  • Change detection is a core function of remote sensing. It can be widely used in public services such as land monitoring, damage assessment from disaster, analysis of city growth, etc. However, it seems that the change detection using satellite imagery has not been fully used in public services. For the person who is in charge of public services, it seems not to be ease to implement the change detection because various functions are combined into it. So, to promote the use of the change detection in public services, the standard, the process and the method for the change detection in public services should be established. And the software which supports that will be very useful. This study aims to promote the use of satellite imagery in public services by building up the change detection process which are suitable for general public services and developing the change detection software to support the process. The software has been developed using ETRI Components for Satellite Image Processing to support the interoperability with other GIS software.

  • This study investigated the ecological change of public software industry, comparing the pre and post structure of industry network based on the application of the regulation restricting large company participation in public software market. For this purpose, we used big data of the software market from Korea Public Procurement Service and used the SNA(Social Network Analysis) methodology which is being actively used in the area of social science recently. Finally, we highlighted the contribution of open public data. By analyzing order and contract data of the public software industry for 3 years - from 2013 to 2015 - we found out two main things. First, we observed that Power Law distribution had been going on in the public software industry, regardless of the external impact of regulation. Second, despite the existence of such Power Law distribution, we also observed the ecological change of industry structure from year to year. We presented the implication of such findings and discussed the advantage of open public data as the original motivator of this study.

  • This study was empirically performed to demonstrate the development propensity and quality of the public software projects in Korea. Tile sample employed in this study contains 168 auditing reports on 107 public software projects which were carried out in the period of 1998 to 2003. The important findings of this study can be summarized as follows. The quality issue in the development process is getting more important with the lapse of time. In addition, the importance of end users' conveniency increases from year to year. Although the Pareto Principle(20 : 80 principle) is not applied strictly, most problems are caused by a few items. Finally, we find evidence that the overall Quality of public softwares is positively influenced by the information system auditing.

  • Public institutions are considering adoption of open-source software in the process of information projects. However, there doesn't exist reliable information about an adoption process for open-source software. Performance and stability problems of this software also persist, as a result, current open-source software is not widely used. As a software market and industry grows, Benchmark test has been performed more often than before in order to help customers understand and select the most appropriate product among myriad similar ones. It is certain that more objective and trustful data evidence should be obtained by way of utilizing the procedures and methods of Benchmark Test in decision making process for selecting an open-source software. For this research, Benchmark test was applied as a way of demonstrating performance verification of an open-source software in the public institutions. It is certain that more objective and trustful data evidence should be obtained by way of utilizing the procedures and methods of Benchmark Test in decision making process for selecting an open-source software. It also introduces a case study of a information system, which selected and implemented open-source software, in order to confirm the validity of this research. This research will serve as a guideline to adopt open-source software in governments as well as public institutions.

  • The application of the unmanned vehicles in various fields has been attracting attention, and the development of a service utilizing unmanned vehicles has been proceeding. As the service market using the unmanned vehicles rapidly increases, the demand for the development of software for performing the mission with unmanned vehicles is increasing. In particular, as the demand for unmanned vehicle utilization services for public missions such as fire detection, mail delivery, and facility management increases, the importance of developing mission software for unmanned vehicle is increasing. To develop common mission software, architecture design should be made so that unmanned vehicle service provider can easily develop software using reusable libraries or functions through analysis commonly required by various public institutions. In this paper, we discuss the research trends of mission software for public mission unmanned vehicles. In addition, the architecture design of developing formal mission software is proposed. Finally, we propose a data transfer architecture between mission software and data platform.

  • Organizations pursue a CRM strategy for the purpose of increasing business performance and value. However, firms face a multitude of organizational challenges associated with this endeavor. To reduce their risk of failure, it is suggested that firms undertake a deep analysis of organizational readiness prior to committing to a CRM initiative. Insurance sector is no exception to this fact. There is an increased need to concentrate on the various challenges thrown open by the public insurance firms in implementing CRM. Many insurance firms have invested into customer driven CRM but research indicates varying outcomes (Schmith 2004). While it is clear that there are significant issues involved in the CRM implementation and success and environment faced by the public sector. It is clear that business should have an easier time in applying CRM systems is the strategic value for public sector. With customers demanding more service and accessibility from administrators, public sector CRM software technologies have to offer best solutions for achieving process and cost objectives (Souder 2001). With results which go far beyond improved service delivery and include sustained cost reductions, increased customer knowledge and better employee morale, CRM software implementation and post product environments offer great upside value. Although there are material differences in public sector use of CRM strategy, they share at least one glaring similarity - they have much to gain from proven CRM software technology. As business methods cross over in the public sector, many government bodies are investigating how they can adopt and adapt various CRM models (Bleyer 2003). There is a need to understand the similarities and differences in public sector CRM to foster shared knowledge, business processes and planning functions to integrate disparate technologies and software platforms and then, of course, the organizational culture to support knowledge sharing (Peters 1997). For the public sector, there are clearly identified CRM processes which have resulted in increased profits and improved efficiency. These have focused on sales, marketing and customer service activities, which often operate along fundamentally different lines in various public sector insurance companies. Thus the present research paper makes an attempt to explore how public sector CRM methods can be adopted and subsequently adapted.

  • In traditional digital signature schemes, certificates signed by a trusted party are required to ensure the authenticity of the public key. In Asiacrypt 2003, the concept of certificateless signature scheme was introduced. The advantage of certificateless public key cryptography successfully eliminates the necessity of certificates in the traditional public key cryptography and simultaneously solves the inherent key escrow problem suffered in identity-based cryptography. Recently, Yap et al. proposed an efficient certificateless signature scheme and claimed that their scheme is existentially unforgeable in the random oracle model. In this paper, we show that the certificateless signature scheme proposed by Yap et al. is insecure against public key replacement attacks. Furthermore, we propose an improved certificateless signature scheme, which is existentially unforgeable against adaptive chosen message attacks under the computational Diffie-Hellman assumption in the random oracle model and provide the security proof of the proposed scheme.

  • This article analyzes the effects of regulation that restrict the conglomerate firms to participate in the public procurement of software. The regulation was implemented in 2013, and this article analyzes five years of firm performance before and after 2013 through DID (difference-in-difference method). In particular, this article analyzes how restrictions on conglomerate firms' participation in public software procurement affect middle and small firms performance. As a result, small-size firms achieve relatively positive results in private sector revenues compared to mid-size firms. However, there was no significant difference between the mid-size and small-size firms in profit margin. This study implies that the new policy is needed to improve the small and medium-size firms revenues on the private market by leveraging the public procurement market which restricted the conglomerate firms to participate. This can be done by complementing the regulation in line with servitization paradigm.
