Public key broadcast encryption scheme using new converting method

  • Broadcast encryption is a cryptographical primitive which is designed for a content provider to distribute contents to only privileged qualifying users through an insecure channel. Anyone who knows public keys can distribute contents by means of public key broadcast encryption whose technique can also be applicable to many other applications. In order to design public key broadcast encryption scheme, it should devise some methods that convert a broadcast encryption scheme based on symmetric key cryptosystem to a public key broadcast encryption. Up to this point, broadcast encryption scheme on trial for converting from symmetric key setting to asymmetric public key setting has been attempted by employing the Hierarchical Identity Based Encryption (HIBE) technique. However, this converting method is not optimal because some of the properties of HIBE are not quite fitting for public key broadcast schemes. In this paper, we proposed new converting method and an efficient public key broadcast encryption scheme Pub-PI which is obtained by adapting the new converting method to the PI scheme [10]. The transmission overhead of the Pub-PI is approximately 3r, where r is the number of revoked users. The storage size of Pub-PI is O($c^2$), where c is a system parameter of PI and the computation cost is 2 pairing computations.

  • This study focuses on the impact of China's system on the goals and strategies of public diplomacy for its actors and actions. In other words, China, which aims to assimilate the Western political values and systems, is special in setting the goals and strategies pursued through public diplomacy. Therefore, China often uses the historical and cultural agenda that it shares mainly in order to promote public diplomacy in the neighboring countries of Northeast Asia such as Taiwan and Korea, who have different systems. This phenomenon is an important key of explaining the vulnerability of China's public diplomacy in the face of political and security insecurity. Also, because of China's authoritarian politics and national-social relations, China can pursue efficient public diplomacy. On the other hand, however, such phenomenon provides an answer to why China's public diplomacy is not an effective buffer in the face of political and security conflicts with neighboring countries. Based on this framework, this study seeks to find answers to Why is China's public diplomacy not strong enough to ease political and security conflicts with neighboring countries?

  • Since Roentgen discovered X-rays, radiation sources have been utilized for many areas such as agriculture, industry, medicine and fundamental chemical research. As a result, human society has gained lots of benefits. However, if a radioactive material is used for the malicious purpose, it causes serious consequences to humanity and environment. Consequently, international organizations including International Atomic energy Agency (IAEA) have been emphasizing establishment and implementation of security management to prevent sabotage and illicit trafficking of radioactive materials. For this reason, the rule of technical standards of radiation safety management was revised and the public notice of security management regarding radioisotope was legislated in 2015 by Nuclear Safety and Security Commission (NSSC). Several radioactive sources which have to be regulated under the above rule and the public notice have been utilized in Advanced Radiation Technology Institute (ARTI) of Korea Atomic Energy Research Institute (KAERI). In order to control them properly, security management system such as access control and physical protection has been adapted since 2015. In this paper, we have analyzed the public notice of NSSC and its field application case. Based on the results, we are going to draw improvement on the public notice of NSSC and security system.

Introducing Contract-out in the Policing Service : Focusing on Policing segregated System (치안서비스의 민간위탁 도입에 관한 연구 : 치안분업모델을 중심으로)

  • These days, the majority of public service area presents increment of utilizing a contracting-out with the following reasons such as cost-efficiency, maintenance of population changes in flexible manner, and convenience of management. The social changes have influence on policing structure and regional security system as well as problems associated with accepting the contracting-out in the public policing sector. However, many issues such as limited contracting-out sector, difficulty of encouragement of participation to private sector, and limitation of making a contract with contracting-out would be brought up when initiate contracting-out to the public policing sector. Changing security system to lower budget, planning restructure of organization, developing alterable partial contracting-out, establishing private and public cooperate system and rationalizing contract system are the suggestions to solve and modify the raising problems. This study suggests a differentiate regulation of policing services compare to currently existing contracting-out method to consider a distinctive working environment. The suggestions are as follows: 1. develop a security segregate model, 2. build a cooperative system between private and public policing sector, 3. broaden opportunity of participation of private policing sector, 4. open-competition among qualified private tender to make a contract. The private contracting-out in the public security service sector should be manage in different manner compare to other private contracting-out in government-oriented public service sector. Since work performance of each private contracting-out agency is strongly bond to safety of every civilian in the nation, it is essential to increase its standard of qualification of each agency.

  • To support the establishment of Information Security Management System, the private sector and the public sector have taken some measures. In the private sector, KISA(Korea Internet & Security Agency) has certified ISMS system based on "The Act on Communication Network Use Promotion and Information Security etc.". In the public sector, No authentication system has been established. Instead, NIS(National Intelligence Service) has enforced 'Information Security Management Condition Evaluation' based on "Electronic Government Act". This article compared ISMS control parts of the private sector with that of the public sector and analyzed the non-enforcement parts of ISMS implementing two sectors for years. Based on this, I would like to consider the method of establishment for efficient ISMS.

  • This study is trying to analyse the private security prevention role of citizen, For this analyse the public opinion survey on the crime prevention of the private security was carried in Kyungnam area about the crime prevention system and the storage and institution, the role of the crime prevention of private security etc. So that, we have experimented a fact-finding survey about civil consciousness. The result of this fact-finding survey about crime prevention system is on the hand pointed out the circumscription of the police power, and the other hand they have the age-old ceremonies on the dependence about police system. Because the public security order needs the compelling power to maintenance the peace and this power is exercising only by police. They don't have the trust about the role of the private security as the crime prevention institution. But, they consider the private security is just for anyone in particular and special class by their demand. And also, they consider the private security is very expensive to utilize for their security in the everyday life. There for, some people have trust for the private security and if they have a chance for the security, they consider to utilize the private security for their safe life as an security agency. The private security has a powerful experts and so many high-tech equipments for the security. Thus, we have to find a solution to get the best out of it. Because the private security is also a part of crime prevention institution as the police agency.

Evaluating the Efficiency of Information Security Organizations in Public Sector Using DEA Models (공공부문 정보보호 담당 조직의 운영 효율성 평가 -자료포락분석 기법을 중심으로)

  • Evaluating performance in public sector aims to enhance the efficiency of organizations. Evaluating the efficiency which is the ratio between input and output, organizations set directions of improvement. This research applied Data Envelopment Analysis(DEA) useful to evaluating the efficiency of organizations in public sector. Decision Making Units(DMU) of this research are 21 Information Security Organizations of departments/agencies. As the results, the mean of efficiency score of 21 DMUs is a little more than 50%. Means of departments(8 DMUs) and agencies/committees(11 DMUs) are similar to the total efficiency score. For these results, the decision makers of the information security organizations in public sector have to strive to improve the inefficiency.

  • The paper demonstrates how the Islamic governments in the Islamic history derived the authority for regulations and laws from the Qur'ān and the Sunna (sayings of the Prophet). These two laws are sovereign over public policy. Then, it shows the obstacles that prevented modern Muslim countries from formulating public policy based on Sharia law.

  • With rapid changes taking place in every field, the expansion and specialization of various social service activities are one of the characteristics of the modem society. However, the increase of crimes and inefficiency of public police service to cope with this situation have caused discontent and distrust on the service among the public, making people more inclined to solve safety-related problems by themselves. Private Security Service(PSS) and Private Investigation Service(PIS) were introduced to satisfy these needs. In the area of PIS, Public Investigation Service System(PISS) has been established for a quite long time in foreign countries. However in Korea, PIS is being provided by unregulated service providers such as errand service center due to the lack of legal system, causing many problems related with illegal practices by the service providers. This paper is the result of the research on how to adopt a relevant PISS in Korea and develop it in the future. This kind of research is much needed to curb the rising illegal practices of the errand service centers, complement the insufficient operation of public police service, and strengthen the competitiveness of our country by taking more efficient actions in the changing public security environment. Based on the research, this paper also examines positively the possibility of introduction of PIS in Korea. This paper also recommends a prompt enactment of PIS regulation and improvement on the legal environment for such introduction of the relevant and suitable PISS in Korea.

  • The purpose of this research is to find out the relationship among the quality of service, the satisfaction of service and the satisfaction of life in public security of Police. This research made by Final Judgment based on Seoul Citizens living in Seoul as a focus group, total number of citizens for final analysis is 491. The research consists of 60 questionnaires shows frequency analysis, factor analysis, reliability analysis, multiple regression, path analysis by SPSSWIN 18.0 and reaches the following. The reliability of the survey showed a Cronbach's ${\alpha}$ value of over 0.607. results; First, the quality of service in public security of Police in fluences the satisfaction of service. Second, the quality of service in public security of Police in fluences the satisfaction of life. Third, the satisfaction of service in public security in fluences the satisfaction of life. Fourth, the quality of service in public security of Police in fluences the satisfaction of service in public security and the satisfaction of life directly and indirectly.
