  • In service science, it is critical to measure service satisfaction for innovating service processes, which is challenging for service sectors oriented to the usage of IT systems. For that purpose, in this study, a model based on the technology acceptance model and satisfaction measurement model is proposed. The model is empirically tested using data sets from a public service sector (G2B) and a private service sector (internet banking). The purpose of this study is to identify factors which affect the service satisfaction. The result shows that a public service sector is less sensitive to the IT systems on which its services are operated, and that the attitude factor strongly affects the service satisfaction in both sectors.

  • The construction sector, in relation to human's residential issues, serves as the cornerstone of societal systems, economic security, the national economy, individuals and households, economic activity, national safety, management, business, and government. Also, the essential sectors, such as electric power generation, transmission, and distribution, and natural gas distribution, water, sewage, and stormwater systems, and so on, form the heart of our social system. These essential sectors of our society provide core goods and services for continuous public health services, construction services, government operations, multiple businesses, and national and economic safety. Therefore, those systems are the cornerstone of our society, and strengthening their security and resilience is of utmost significance. However, the existing framework for assessing and evaluating the problems with regard to those systems lacks efficient methods and mechanisms. The main objective of this research is to define correlations between different infrastructures within an economic system to strengthen the resilience and security of the construction sector. This study will be conducted to identify physical relationships between different industries within an economic system and to define deterministic relationships through the values of interconnectedness and interdependency. In addition, this research attempts to complete a probabilistic estimation of economic impacts using historical economic data and to develop an assessment model that can be used in the future to measure economic impact in terms of the construction sector. In case of loss in the construction sector due to exogenous factors, identifying which critical infrastructures or sectors will be the most affected will help minimize the risks and property damages. Furthermore, improving the resiliency of the construction sector will help speed recovery from or resistance to unpredictable external elements.

  • The study aims to analyze the supply chain role of supervision, discipline, work climate, and organizational learning on the performance of community services at the public works. This study took a sample of employees through purposive sampling technique at the Public Works Office and Bina Marga in a regency in East Java. Data through questionnaire was collected through a 5-point Likert scale model. The results show that the application of employee discipline affects the performance of public services, with a contribution of 39.7%, meaning that discipline and organizational learning are implementation factors that have an effect on public service performance. In stepwise regression analysis, the supervisory factor has a correlation with service performance, but it is less relevant, while the work climate is not relevant as a predictor variable to improve public service performance. The study revealed the importance of the supply chain policy of implementing good and clean governance and the enactment of the performance appraisal of the government apparatus established through Good Corporate Governance of the state apparatus. The findings provide a basis to encourage the public sector performance to smooth every step of supply chain management of every government project work, especially in the field of public services.

  • In accordance with the cloud conversion of public sector information systems and the implementation of cloud native introduction policies, review items were presented to review the cloud native of information systems for stable and efficient cloud native deployment. By presenting cloud native considerations when promoting a project, we propose a plan to flexibly respond to policy and business changes and improve development quality and productivity to operate cloud services stably. In order for information project managers to switch to a cloud-native-based information system in order to efficiently utilize the cloud as a cloud, they must decide whether to introduce cloud-native through suitability review questions and sufficiently review development and operation costs and efficiency to promote the project. As a result of conducting a focus group interview (FGI) with a council of cloud native experts, there was an opinion that information systems can be operated in a cloud-native manner even with a monolithic structure. By fully considering the circumstances of each system, development quality and productivity, we expect to be able to operate improved to provide a stable cloud service.

  • The Korean government has implemented various policies to introduce the cloud to the public sector. The objectives of the paper are to develop a decision-making model and to propose the roadmap for cloud introduction in the public sector. To achieve these objectives, we analyze the characteristics of public services and types of cloud service. Then we develope a cloud introduction method using fuzzy AHP based convergence decision-making model. As a result of this study, we decided to prioritize the cloud service candidates and proposed a three-step roadmap. The results are expected to contribute to cloud introduction and transition in the public sector and establishment of the cloud policy. In the future, it will be necessary to develop budget plans as well as additional decision-making factors for cloud adoption.

  • Recently, converging Big Data and IoT(Internet of Things)has become mainstream, and public sector is no exception. In particular, this combinationis applicable to crime prevention in Korea. Crime prevention has evolved from CPTED (Crime Prevention through Environmental Design) to ubiquitous crime prevention;however, such a physical engineering method has the limitation, for instance, unexpected exposureby CCTV installed on the street, and doesn't have the function that automatically alarms passengers who pass through a criminal zone.To overcome that, this paper offers a crime prevention method using Big Data from public organizations along with IoT. We expect this work will help construct an intelligent crime-prevention system to protect the weak in our society.

  • In June 2022, the Ministry of Health and Welfare introduced a pilot program for the certification of non-medical health management services. This initiative, however, faced opposition due to concerns about potential healthcare privatization. This study aimed to examine whether the certification pilot program promotes healthcare privatization by utilizing a classification framework for public service provision. Contrary to initial concerns, it appears that the government sought to ensure publicness by acting as an intermediary between service beneficiaries and private providers, thereby incorporating the efficiency and accessibility of the private sector into the system. To address the potential exacerbation of health inequalities through technological monopolies and large-scale capital investment, continuous discussion and consensus among various social stakeholders surrounding this system will be necessary.

  • Recently, government agencies are actively adopting the platform model as a means of public policy. However, existing studies on the public platform are minimal and have focused on user experiences or the possibility of public usage of the platform model. Now the research concerning building governance structure and utilizing network effects of the platform after adopting the platform model in the public sector is keenly required. This study intended to ignite academic dialogue on the governance of public platforms in the context of digital transformation. This study focused on a case of the 'Special delivery,' a public delivery app established by Gyeonggi-do. In order to analyze the characteristics of the public platform and its governance structure, data were collected from press releases, policy reports, and news articles. Data was analyzed using the frame of Hagui's platform design factors and Ansell & Gash's collaborative governance model. The results of the public platform analyses showed 1) incompleteness in the value trade-off accounting, which was designed for platform business based on general cost-benefit analysis, and 2) a closed governance structure that limits direct participation of diverse user groups(i.e., service provider, customer) in order to enhance providers' utility by preventing customers' excessive online activities. The results of this study provided theoretical and policy implications regarding designing the strategy for accounting for value trade-offs and functioning governance structure for public platforms.
