인터넷정보의 질에 대한 인식이 정부신뢰에 미치는 영향 - 20-30대 네티즌의 정책과정참여를 중심으로 - (Perception of Internet Information Quality and Trust in Government: Focusing on participation of young netizens in their twenties and thirties in public policy process)

  • 인터넷정보는 네티즌들의 정책과정참여와 정부신뢰에 큰 영향을 미칠 것으로 추론되며, 그 영향은 인터넷정보의 질을 높게 인식할수록 클 것이다. 이를 실증적으로 규명하기 위해 인터넷정보의 질을 구성하는 요소를 파악하고, 인터넷정보의 질에 대한 네티즌의 인식이 정책과정참여와 정부신뢰에 미치는 영향을 분석했다. 전국의 20-30대 네티즌을 대상으로 2010년 11월 20일부터 2010년 11월 30일까지 온라인 설문조사를 실시하였으며, 회수된 300부 중 불성실 응답을 제거하고 연구대상으로 적절하지 않은 자료를 제외한 266부의 데이터를 토대로 분석하였다. 분석결과는 첫째, 인터넷정보의 질에 대한 긍정적 인식은 온라인 정책과정참여를 증가시키는 반면에 오프라인 정책과정참여를 약하게 감소시킨다. 둘째, 온라인 정책과정 참여는 오프라인 정책과정참여를 활성화시키고 있다. 셋째, 오프라인 정책과정참여는 정부신뢰에 부정적인 영향을 강하게 미치는 것으로 나타난 반면에 온라인 정책과정참여의 정부신뢰에 대한 영향은 나타나지 않았다. 이러한 결과는 인터넷정보의 질이 향상되면, 오프라인 정책과정참여는 조금 약화되는 반면에 온라인 정책과정참여는 상당히 활성화될 것임을 의미한다. 이어서 온라인 정책과정참여는 오프라인 정책과정참여를 대폭 증가시킴으로써 정부신뢰를 크게 약화시킬 개연성이 있음을 의미한다.

정부 조직혁신과 공무원 참여에 관한 실증 연구 (An Empirical Study of the Public Officials Participation and the Government Organizational Innovation)

  • 본 연구에서는 정부 조직혁신을 효율적으로 이루기 위한 방안의 일환으로 공무원 참여 실태를 분석하고 참여를 활성화시키는 방안을 모색하였다. 주요 연구 결과는 다음과 같다. 첫째, 의사결정 과정에 대한 공무원의 참여정도가 과거 정부에 비해 활성화되었다 둘째, 공무원의 참여에 가장 큰 영향을 미치는 요소는 조직 분위기와 기관장 의지가 가장 많은 비중을 차지한다. 넷째, 우리나라 공무원들은 기관의 의사결정 과정에서 과반수 이상이 참여가 이루어지고 있다. 넷째, 우리나라 공무원들이 소속 기관의 의사결정 과정에 자발적 참여의사를 밝힌 의견이 65.2%에 이르러 높은 참여 의사를 확인하였다. 다섯째, 우리나라 정부 조직의 참여문화가 형성되어 있다는 응답은 60.2%인 반면 참여문화가 미성숙된 조직이 전체의 39.8%에 달하는 것으로 분석되었다.

보건소 근무 의사의 업무 참여가 이직의도에 미치는 영향 (Effects of Job Participation on Intention to Leave among Physicians Working in Public Health Center)

  • Background: Intention to leave was an important managerial issue among physicians working in public health centers. This study was conducted to explore the relationship between job participations and intention to leave among physicians working in health centers. Methods: A cross-sectional questionnaire survey was conducted to gather information about job participation, intention to leave and demographics among physicians (n=243) in public health centers in Korea. Job participation was measured by 15 items categorized 3 dimensions. Multiple regression analysis was performed to determine the effect of job participation on intent to leave among physicians working in public health center. Results: Participation of medical treatment and administrative job were significantly associated with intention to leave adjusted for sex, age, income, working area, working duration, tenure, and overall job satisfaction. Therefore, physicians who actively participated in administrative job showed a lower turnover intention. Physicians who actively participated in medical treatment job had a higher quit intention. Conclusion: To retain qualified physicians in public health center, education should be reinforced to physician for administrative capacity building.

공공임대주택 주민의 생활관리업무 참여에 대한 관리자 의식조사 (Perception of Managers on Residents Participation in Public Rental Housing Management)

  • Resident participation or tenant empowerment is becoming an important concept of planning, provision of welfare services, and management of housing. It can be motivated by three variables: shared goals, shared values, and sense of community among residents. Theoretically, the more each of these three variables, the more likely people will be to participate. The purpose of this study was to identify the perception of management staff on residents' participation in public rental housing. For this, 198 management staff of public rental housing under Korea Housing Management were surveyed using questionnaire distributed by email during February 18 to 27, 2009. Only 33.3% of the public rental housing complexes surveyed constituted Residents Representative Committee. Most of the respondents showed negative perception of resident organizations and their roles as an meaningful way to communicate with them on the management system. Several ways to enhance the resident participation and to reduce housing and living cost burden of residents in public rental housing were suggested as follows: development and distribution of education and service program inspiring the residents' empowerment, enacting a provision of Tenants Representative obligation in Rental Housing Act, and so on.

Civic Participation and Self-rated Health: A Cross-national Multi-level Analysis Using the World Value Survey

  • Objectives: Civic participation, that which directly influences important decisions in our personal lives, is considered necessary for developing a society. We hypothesized that civic participation might be related to self-rated health status. Methods: We constructed a multi-level analysis using data from the World Value Survey (44 countries, n=50 859). Results: People who participated in voting and voluntary social activities tended to report better subjective health than those who did not vote or participate in social activities, after controlling for socio-demographic factors at the individual level. A negative association with unconventional political activity and subjective health was found, but this effect disappeared in a subset analysis of only the 18 Organization for Economic Cooperation and Development (OECD) countries. Moreover, social participation and unconventional political participation had a statistically significant contextual association with subjective health status, but this relationship was not consistent throughout the analysis. In the analysis of the 44 countries, social participation was of borderline significance, while in the subset analysis of the OECD countries unconventional political participation was a stronger contextual determinant of subjective health. The democratic index was a significant factor in determining self-rated health in both analyses, while public health expenditure was a significant factor in analysis of 18 countries. Conclusions: Our investigation suggests that civic participation, including unconventional political activity at the contextual level, might be a significant determinant of health status of a country.

Political Diversity and Participation: A Systematic Review of the Measurement and Relationship

  • This study reviews existing research on the measurement of and the relationship between political diversity and political participation. It addresses the inconsistency in the arguments of existing studies researching the influence of political diversity on political participation. It attempts to find the cause in the variety of approaches to conceptualize and operationalize the two variables. As the measure of political diversity, political network heterogeneity and network attributes are discussed in detail in specific relation to political participation. As for political participation, an in-depth analysis of various ways to understand different forms of political involvement is presented. Implications for public opinion research are discussed.

지역보건의료계획 수립과정에서의 주민참여실태와 이에 미치는 영향 (The Impacts of Community Participation on Regional Health Planning Process)

  • The purpose of this study is to analyze the community participation in regional health planning by using the operational definition of participation channels, and to find out the significant variables of community participation channel which are highly related to the scores of regional health plan. The channels we adopted for the study are recommended in the guidebook for regional health planning. They are performing residents' helath survey, submitting written agreement of publics, holding public hearings, putting publicnotice, conducting community health committee meeting, submitting opinion of chambers and Mayors, and operating task-force for planning. We analyzed the selected data of 8 community participation channels, which were submitted by 141 rural health centers for the pursuit of governmental subsidy in 1997. The major findings of this study are as follows; 1. In the process of regional health planning, 88.7% of rural community health centers have performed the residents' health survey, 14.9% submitted written agreement of publics, 11.3% held public hearings, 39.0% put public notice, 46.8% conducting community health committee meeting, 48.9% submitted opinion of chambers, 61.7% submitted opinion of Mayors and 25.5% operated task-force for planning. The result shows that most of community participation channels have been utilized at very low rates, except the residents' health survey. 2. We have analyzed the impact of these community participation channels on the regional health plan scores. In the multiple regression model, we set the regional health plan score as the dependent variable., and the use of participation channels as the idependent variables(1 if the channels are used, 0 otherwise). Finally, the regression analyses show that two channel variables, opinion of chambers and public notice, were the significant positive channel variables on the score of community health plan.

Public Participation in the Process of Local Public Health Policy, Using Policy Network Analysis

  • Objectives: To assess the current public participation in-local health policy and its implications through the analysis of policy networks in health center programs. Methods: We examined the decision-making process in sub-health center installations and the implementation process in metabolic syndrome management program cases in two districts ('gu's) of Seoul. Participants of the policy network were selected by the snowballing method and completed self-administered questionnaires. Actors, the interactions among actors, and the characteristics of the network were analyzed by Netminer. Results: The results showed that the public is not yet actively participating in the local public health policy processes of decision-making and implementation. In the decision-making process, most of the network actors were in the public sector, while the private sector was a minor actor and participated in only a limited number of issues after the major decisions were made. In the implementation process, the program was led by the health center, while other actors participated passively. Conclusions: Public participation in Korean public health policy is not yet well activated. Preliminary discussions with various stakeholders, including civil society, are needed before making important local public health policy decisions. In addition, efforts to include local institutions and residents in the implementation process with the public officials are necessary to improve the situation.

  • Residents Participation in Environmental Problems is essential for achieving better environmental. But, the Residents Participation in Korea is lack of popularity and still be situated in the level of only problem raises and protests afterwards. Public Environmental Education necessary for Residents Participation, is not a pratical education, because the education in the government side be performed mostly for the government employees and the environmental experts. To encourage the Residents Participation in Environmental Problems, the decision procedure of the environmental policies should by opened, and pratical movements. To enhance the Public Environmental Education, the NGOs' programs and mass-media campaign for environment should be enlarged and supported by the government.

주민참여에 의한 도시경관의 영향평가 : 서울시 중계동 아파트 계획안을 대상으로 (Visual Impact Assessment of the Urban Landscape with Public Participation)

  • This study conducted a visual impact assessment of an apartment complex project proposed in Jungkye-dong, Seoul. Three design alternatives of the project-alternatives 1, 2, and 3-which differed in form, color, scale, and arrangement of buildings were simulated with computer image processing technique. The simulations were presented to the public who were mainly residents in the project area, and visual impact resulted from the alternatives was assessed by them. Their responses were then statistically analyzed. It was found that, in terms of compatibility with the surrounding landscape, alternative 1 was the most favourable because it was more traditional, natural, and diverse than alternatives 2 and 3. At the same time, the alternative was most preferred by the public because it was more plain, natural, and diverse than other alternatives. It was suggested that the visual impact assessment with public participation conducted in this study would help both planners and the public to make more intelligent decisions.
