An Acquisition Policy Study by the Use Survey of a Public Library: Focused on the Analysis of Circulation Records of the H-public Library Users in 2007 (이용조사를 통한 공공도서관의 수서정책에 관한 연구 - H도서관 이용자의 2007년 대출기록을 중심으로 -)

  • The books and circulation-related data in the Online Public Access Catalog System of the H-Public library were collected and analyzed in this paper. The methods which may be applied to the Customer Relationship Management in a public library based on the results were also suggested here. Collected data were 57,927 bibliographic data of books, 11,871 patron data and 27,145 circulation records. The type of collections. circulation frequencies, total number of circulated books, publication year, and use factor as relation factor from the analyzed data of circulation records were extracted. They were also analyzed, and verified by various statistical methods such as correlation coefficient, non-parametric method, etc.

Improving the Quality of Bibliographic Data in Public Libraries: Focusing on Public Libraries in Busan Metropolitan City (공공도서관 서지데이터의 품질 제고 방안)

  • In 2020, the Busan metropolitan library took the lead in establishing an integrated library system (ILS) that integrates bibliographic data from 49 public libraries and 103 small public libraries. However, each library still builds bibliographic data individually and repeatedly, and the bibliographic data built by each library is only physically stored in an integrated DB. Therefore the improvement in work efficiency or data quality has not been achieved. This study aimed to analyze the construction processes and quality of bibliographic data in Busan public libraries and to suggest a new implementation strategy for an integrated environment. To this end, (1) the construction process of bibliographic data was investigated, (2) the quality of the constructed bibliographic data was objectively analyzed, and (3) four implementation strategies were suggested based on critical problems. The implementation strategy aims not only to improve the quality of bibliographic data, but also to increase work efficiency and build an infrastructure for data sharing.

A Study on the Improvement of Public Library Workflow Using Process Innovation (프로세스 이노베이션을 활용한 공공도서관 업무 프로세스 개선에 관한 연구)

  • This study will explore the possibility of applying process innovation as a public library for business innovation. In order to do this, the study defines the concept of process innovation through the literature review. According to survey and focus group interviews with librarians working for public libraries, this study will organize work done at libraries into the following categories: acquisition, resource management, user management, user services, programs, volunteer management, marketing, library computerization system, facility management, general affairs and statistical management. In addition, through face-to-face surveys with librarians working for public libraries it is confirmed that there are issues within acquisition, user management, and applied process innovation. In response to these issues a new process has been developed. Using this new approach, book contract procedure and requests for book related work could be improved and optimized. In the user management section, the study analyzes the requirements and subscription procedures for members through a website survey of 30 public libraries in the United States and then provides an improved system through process analysis of the membership process of Korean public libraries. It is expected that the new system will contribute to improvements in user satisfaction as well as improvements in library workflow.

A Study on the Changes of the Library's Bookshelves by the Morphological Evolution of Knowledge-Information - Focus on the History of Western Libraries before the 20th Century - (지식정보의 형태적 진화와 도서관 서가의 변천에 관한 연구 - 20세기이전의 서양도서관사를 중심으로 -)

  • This study intends to understand the change of the library's bookshelves shape, composition and arrangement based on the social-culture in each period. For this purpose, this study analyzes the morphological shift of the library's bookshelves and knowledge information focused on the history of western libraries from the ancient libraries to the modern public libraries before the 20th century. And the results are follows. 1) We can make sure that the changes of the library's bookshelves are based on the environmental factors like social cultural political factors and also understand that the knowledge information are developed based on the function which is decided by the needs of the times and the serious necessities of users. With this reason, the morphology and the function of the library's bookshelves have been changed. 2) The characters and meanings of the library's bookshelves are changed with the times from movable type to fixed type, from closing type to opening type, from privileged use to public use, from religious contents to general scientific contents. 3) The morphology of the library's bookshelves are shifted from cylindrical box to Chest type Press type and Lectern system, Stall system, Wall system and advanced to Mixed(Stall+Wall) system. 4) The construction and arrangement methods of the library's bookshelves are determined by the convenience and efficiency of the installation for the perusal environments as well as the regarding to the social-cultural factors. The arrangement criteria are determined by the security topics in the earlier stage, after that determined by the lightening topics and nowadays the access topics to the information. These analysis results are very useful to research the technology of the library's bookshelves to be changed continuously and also to forecast the morphology of the library's bookshelves can be planned in the spaces of the future libraries.

  • The continuous accumulation of printed materials prompts rethinking of library space problem and systematic preservation of library collection. To respond to this challenge, this study provides actionable models for the National Repository library and the Cooperative Repository Network. The development of the models is based on the analysis of overseas best practices as well as data derived from current state of public library cooperative network administered by the National Library of Korea. This study also offers a range of strategies for the operation of repository library system.

A Study on the Operation of the Public Lending Right System (공공대출보상권 제도의 운영에 관한 연구)

  • This study aims to analyze in depth the operation of the Public Lending Right(PLR) system that is implemented in 34 countries in the world in order to propose the ideal operation of PLR system. The PLR system is that authors receive payment because they lose the sales opportunities due to the loan of their books by libraries. Among 34 countries implementing the PLR system, 31 are European countries and 20 countries enforce the copyright law for the operation of the PLR system. Fund for the PLR is financed by the budget of the central government in 25 countries and payments are made on the basis of loans data in 20 countries. Writers, illustrators, translators are eligible to receive payments in many countries. 17 countries provide payments to the authors who have contributed to books lent out by libraries.

  • Article 31(1) of the Libraries Act(Act No. 18547), which was completely revised on December 7, 2021, stipulates that "the head of a local government or the superintendent of a city/provincial office of education must formulate a plan for the establishment and operation of a public library in advance and obtain the pre-evaluation of the feasibility of establishing a public library from the Minister of Culture, Sports and Tourism." Through the preliminary feasibility evaluation at the construction stage of the public library, it is possible to adjust distribution to improve the adequacy of scale and resolve regional imbalances and gaps. In addition, it is expected to increase service satisfaction and operational enhancement by inducing faithful securing of core infrastructure (librarians, collection, facilities, systems, etc.) in terms of balanced regional development and public library construction. The purpose of this study is to develop and present the basic direction and feasibility evaluation model for establishment of public libraries. The proposed evaluation model is expected to secure the legal basis and institutional legitimacy of the pre-evaluation system for public library establishment and to prevent waste of tax due to poor construction and operation of public libraries.

A Study on Development of Performance Indicators for Korean Public Libraries (공공도서관의 성과지표 개발에 관한 연구)

  • Under rapidly changing circumstances, public libraries are required to evaluate the performance with an integrated point of view to cope with a variety of changes. In other words, it is necessary to develop integrated library performance appraisal indicators which are both quantitative and qualitative. Recently, ISO and IFLA attempt to adopt an integrated performance evaluation system based on the Balanced Scorecard(BSC). Therefore, this study defines four aspects of the library appraisal including input, process, output and outcome, and suggests a new library appraisal system and indicators of each appraisal aspect. In the concrete, appraisal aspects were derived from ISO appraisal system, and an appraisal system and indicators were presented based on the comparison and analysis of the ones respectively used inside and outside of Korea. Finally, this study proposes the method of suitability evaluation of those performance indicators by librarians and professors in Korea.

A Research on the Characteristics of Children's OPAC Displays in Public Libraries (공공도서관 어린이용 OPAC 디스플레이의 특성에 관한 연구)

  • The purpose of this study is to analyze the characteristics of OPAC displays and search interfaces for children. The OPACS of Cheongju Miracle Library, Nowon Children's Library in Seoul. Los Angeles Public Library in the U.S.A. and HelMet Library System in Finland are examined on the basis of 'OPAC Display Guidelines(Draft)' published by IFLA and Nielsen's 'User Interface Design Heuristics'. Discussed are such topics as the features of basic and detailed search screens. the brief display of search results. the arrangement and full display of bibliographic records, and the displays for zero-results and large retrieval sets. The OPAC displays of Cheongju Miracle Library and Nowon Children' Library are not particularly designed to serve children which are their primary users. The OPAC displays for children of LAPL and HelMet Library System are rather simplified and customized to represent specifically the needs and information seeking behavior of children.

  • The purpose of this study is to seek the solutions for development of young adults programs in the public libraries in Korea. The reasons for the problems and limitations of the young adults programs are the absence of personnel in charge of young adult service, the shortage in book stock and space, the low participation due to the educational environment pursuing only entrance examination, the poor system in public relations and the cooperation with young adult related organization etc. As the result of seeking solutions for the development of young adults programs in the public libraries based on these problems, followings are required: the establishment of young adults service system, placement of personnel in charge, the development of integrated young adult programs, strengthening of education for librarians in charge, and the establishment of young adult service network.
