공공분야 활용을 위한 변화탐지 소프트웨어 개발 (The Development of Change Detection Software for Public Business)

  • 변화탐지는 원격탐사의 핵심 기능으로서 국토 모니터링, 재해피해분석, 도시확산분석 등과 같은 공공분야의 실무에 널리 활용될 수 있다. 그러나 실제에 있어서는 위성영상을 이용한 변화탐지 기술이 공공분야의 실무에서 충분히 활용되고 있지 않다. 변화탐지에는 많은 기능들이 연계되기 때문에 공공분야의 실무자들이 변화탐지 기능을 수행하는 것은 쉽지 않다. 따라서 공공분야의 실무에서 변화탐지의 활용을 제고하기 위해서는 공공분야 실무에서의 변화탐지를 수행하기 위한 기준, 절차, 방법 등이 확립되어야 한다. 그리고 그러한 기준, 절차, 방법 등을 지원할 수 있는 소프트웨어가 있다면 매우 유용할 것이다. 본 연구는 일반적인 공공분야의 실무에 적합한 변화탐지 절차를 확립하고, 그러한 절차를 지원하기 위한 변화탐지 소프트웨어를 개발함으로써, 공공분야에서의 위성영상의 활용을 촉진하는 것을 목적으로 하고 있다. 소프트웨어는 상호운용성을 확보하기 위해, ETRI 위성영상처리 컴포넌트를 활용하여 개발하였다.

환지방식에 의한 도시개발사업의 문제분석 및 활성화대책 (Problems Analysis and Revitalization Plan of Urban Development Projects by the Land Readjustment Method)

  • 조합이 시행하는 도시개발사업이 계속해서 증가하고 있음에도 불구하고, 각종 인허가과정의 중복, 관련법규정상제영향평가(환경, 재해, 교통 등)의 중복, 체비지(替費地) 매각, 도시개발사업에 대한 환경영향평가의 장기화에 의한 시공사의 부도 등 어려움이 많다. 본 연구에서는 도시개발사업에 관련되는 사업관련자(공공기관 설계 및 감리자 조합(조합원포함), 시공사)들을 중심으로 설문조사를 실시하여 사업진행상의 문제점들을 파악하고 계층분석(AHP)을 통하여 사업진행상 문제점개선요인들의 중요도를 분석하고 환지방식에 의한 도시개발사업의 효율적인 토지이용을 도모하기 위한 활성화방안을 제시하였다. 설문조사를 통하여 35개의 문제점개선변수(PIF-problem improvement factor)를 추출하였으며, 이를 대상으로 요인분석 (factor loading 0.4 이하 1개 변수 삭제후 34개변수이용) 결과 도시개발사업의 활성화에 영향을 미치는제영향평가의 통합심의, 조합운영능력, 시공사수행능력, 기반시설부담금, 환지계획의 이해부족, 사업비조달능력, 사업주체 불명확, 조합의 전문성 결여, 민원해결 능력의 9가지 요인을 도출하였다.제영향평가의 통합심의(PIF1)가 도시개발사업의 활성화에 광범위하게 영향을 미치는 것으로 나타났으며, AHP분석결과 사업비조달능력(PIF6)의 가중치가 25.0%로 도시개발사업의 활성화를 위해서 가장 중요한 요인으로 나타났으며, 다음 사업주체의 불명확화(PIF7)가 1.8%로서 가중치가 가장 낮게 나타났다. 책임소제의 크기를 분석한 결과 PIF1(제영향평가의 통합심의)은 행정관청에 가장 중요한 책임이 있는 것으로 인식하지만 PIF2(조합운영능력)는 조합에게 PIF3(시공사 수행능력)는 시공사에게 PIF4(기반시설부담금)는 행정관청, PIF5(환지계획 이해부족)는조합과 컨설턴트 PIF6(사업비 조달능력)는 시공사에게 PIF7(사업주체 불명확)은 조합에게, PIF8(조합의 전문성)과 PIF9(민원해결 능력)은 조합에게 가장 큰 책임소재가 있는 것으로 나타났다.

철도부지 상부 인공지반을 활용한 국내외 복합개발 주거지의 공간구성 특징에 관한 연구 (A Study on the Spatial Composition Characteristic in Housing Development of Domestic and Foreign through the Mixed Use Development of Railroad Site)

  • Purpose: Lately, The mixed use development on railroad site came up in government policy about securing development available land for public rental housing and social cohesion. The Purpose of this study is to analyze the spatial composition characteristic in housing development example of domestic and foreign through the mixed-use development of railway depot. Method: Site cases are as follows: Shimura Depot(Japan), Kowloon Bay Depot(Hongkong), Chai Wan Depot (Hongkong), Tsuen Wan Depot(Hongkong), Montparnasse Station(France), Euralille Depot(France), Sin Jeong Depot (Korea), Tai Wai Depot(Hongkong), Tseung Kwan O Depot(Hongkong) and Rive Gauche(France). Railway Depot caused various problems such as the lacking of the feeling of solidarity of local inhabitants and the sense of community. In the case of Hong Kong and a France development example to solve these problems, the architectural characteristics appears. Result: At first it is located facilities together such as commerce, duties, the culture. Further, the publicity of the house place is strengthened because an open space, a park are developed on the railroad site. And a variety of connection systems appear between the outside space with a house housing complex built on the artificial ground. Particularly, the development example has an approach and convenience, and it was confirmed that publicness was considerably high.

The next research that the individual globe plan and development actual condition actual proof and the research which it analyzes system is necessary with base, sees the general operation evaluation of Seoul District unit plan.

지형공간정보체계를 이용한 지적도면 전산화 -대전광역시 유성구를 대상지역으로-

  • 토지와 건축물 등 부동산 관련 정보는 타 정보화 사업의 기반이 되며 이러한 업무를 효율적으로 실현시키는 것이 도시행정의 중요한 업무로 등장함에 따라 민원 업무와 관련하여 지적도면의 전산화가 절실히 요구되고 있다. 본 연구는 대전시 유성구를 대상지역으로 지적도면의 문자정보와 도면정보에 대한 자료기반을 구축하고 토지이동 업무, 공시지가 관련 업무, 대단위 업무 등으로 나누어 지적도면 관련 업무의 효율적 관리를 위한 체계를 개발하였다. 본 연구에서 개발한 체계를 통해 민원업무와 관련한 사용자 편의성을 높이고, 지적도를 기본으로 한 토지정책 수립에 필요한 다양한 정보를 제공할 수 있었다. 또한 자료구축에 따른 문제점을 제시함으로서 앞으로 진행될 전국적인 지적도면 전산화에 대한 방향과 토대를 마련할 수 있었다.

시설부담금 산정에 관한 분쟁 사례 연구 (A Case Study on Installation Charges Dispute Settlement by Benefits Analysis)

  • Composition depending on the development of industrial sites are located just within the existing facilities are hoping to become a retention, in accordance with the law will impose a liability amount. Then calculating the profit and loss analysis of the retention is required. In other words, the composition of the industrial site will be retained for existing facilities and the amount of the profit is necessary to analyze. In this study, the calculation of expenses and the income of retained existing facilities will be presented with analytical methods. Especially the existing cases of dispute with the results of the adjustment and the calculation of contributions for a range of benefits associated with the analysis according to 'The Industrial Sites and Development Act', the following conclusions were drawn. According to 'The Industrial Sites and Development Act', the facility at the industrial site composition within the limits of increasing the convenience of being charged is reasonable. In particular, the industrial site of buildings located within existing facilities depending on the composition and future industrial sites are public facilities available for the facility to consider the possibility of calculating contributions to be reasonable. Additional benefits which can be the land prices, tax exemptions, and increasing efficiency of land use for the benefits are not yet realized the benefits against the expenses side, as well as imposing double taxation. Therefore, the heavy emphasis on convenience is not considered to be reasonable. Including in the industrial site, the cost of damages caused, that is, noise, pollution, and the defective product possibility should be considered a side opinion, but it still does not promote the development of states estimated the cost of the damage is not right to be counted. Therefore, this facility should not be included in calculating contributions.

해외 부동산 개발형 도시재생사업의 사업구조 분석 (A Comparative Analysis on Project Scheme of Property-led Regeneration: Focused on Cases of London and Tokyo)

  • 본 연구는 영국과 일본의 부동산 개발형 도시재생사업의 사업구조에 대한 비교분석을 통해 국내 경제기반형 도시재생사업에의 시사점을 도출하는 것을 목적으로 한 연구이다. 부동산 개발형 도시재생사업은 1980년대의 신자유주의의 영향에 따라 등장한 사업수법으로 규제완화 및 공공지원과 민간주도의 거점 개발방식을 통해, 지역경제 활성화 등의 효과를 도모하고자 하는 방식이다. 특히 2000년대에 진행되고 있는 부동산 개발형 도시재생사업으로 영국의 스트라트포드 및 킹스 크로스, 일본 오오테마치와 시노노메 지구의 사례를 통해 국내에의 시사점을 도출하고자 하였다. 사례별 도시재생사업의 추진체계, 참여 주체별 역할, 공공의 지원 등에 대한 비교분석을 통해 다음과 같은 시사점을 도출할 수 있었다. 사업방식 측면에서는 국가적 대원칙에 따른 '선택과 집중'을 통한 국가적 자원의 효율적 배분, 추진체계 측면에서 토지 소유자등 직접적인 이해당사자 외에도 공공개발기관, 민간개발업체, 지자체, 국가, 관계기관 등 다양한 이해당사자가 참여하는 거버넌스 체계의 구축, 기반시설 정비에 대한 공공의 지원이 공통적 특징으로 나타나고 있었다. 이상의 부동산 개발형 도시재생사업에서 공공의 직접적인 사업시행은 감소하였으나 규제완화를 통한 민간자본 유치, 지역의 경제적 성장, 고용창출 등의 측면에서 효과적인 수법으로 평가받고 있다. 특히 경제기반형 도시재생사업의 성공적인 수행을 위해서는 공공시행자 및 지방정부의 역량강화에 주목할 필요가 있을 것으로 판단된다.

경남 마산시의 지역별 쾌적도 평가 및 환경쾌적자원 조사분석 (Degree Assessment and Survey Analysis for Environmental Amenities of Use Areas in Masan City)

  • The purpose of this study is to research the environmental amenity factors of a city to devise the strategies to preserve the factors. For this study, the area of Masan city in Korea was chosen, and questionnaires, field studies, and statistical researches were used. Based on the results, the research showed the city surveyed had expanded by 1,069%, and the population of the city had increased by 272% from 1970 to 1995. In the city-life environment, the traffic was not smooth and the streets were not safe. The number of cars increased by 40,797% from 1970 to 1995, but the total length of roads increased only by 333%. The number of traffic accidents increased by 850%. Buildings were not preserved or maintained and did not have any traditional value. Additionally, buildings were not harmonious with environmental surroundings. Land allocation for utilization was not mixed well with tradition. In relation with the surroundings, there were not enough spaces for old people, and parking spaces were limited. In the field of public policy and finance, economic support and fundamental facilities were not enough. The survey of the household environment and the neighborhood environment showed that the room temperature, sunshine, air condition, and space were medial in the household environment. Public social facilities and entertainment culture had the lowest quality in the neighborhood environment. The city-life environment, the neighborhood environment, and the household environment affected the quality of life in order. The above results showed that cities should be planned upon sustainable development with the idea of emphasizing ecological harmony and considering people first, that citizen should be planned upon sustainable life by the harmony between people and the environment. Cities should be places where all people can live together pleasantly and cooperate with each other.

주민참여를 통한 환경영향평가 항목선정에 관한 연구 : 원자력발전소 개발사업을 대상으로 (A Study on the Selection of Environmental Impact Assessment Factors through Public Participation)

  • The objective of the study is to produce preferential impact assessment factors for Environmental Impact Assessment by considering regional features and public participation in the initial stages of EIA. In order to produce preferential impact assessment factors, the study was carried out through theoretical research and a survey of public awareness as a ways to reflect public participation based on theoretical research. The survey of public awareness was conducted in the form of an interview to review the impact which the construction of atomic power plants at Hyo-am village, Jang-an, Kyungsang Province and Bi-hak village, Suhsang-myon, Ulsan-Kun will have on the surrounding environment: to reflect public participation on deciding preferential assessment: and to determine the extent of alternatives of the proposed project. As the result of the study, the following were identified as preferential assessment factors in the settlement and surrounding areas cultivation marine products, change of temperature of seawater due to flow of warm water, land use(negative), noise vibration during construction, existing plants, erosion accumulation, influx of manpower for construction(negative), recreation landscaping during construction and operation, change in flow of transportation during construction, the quality of seawater during construction and operation were produced as preferential assessment factors in both settlement area and neighboring areas. In the settlement area, the educational environment(negative & positive) and positive aspects of the influx of manpower for construction were also identified as preferential assessment factors.
