  • The purpose of this study was to analyze the school location decision direction for land use planning of public land development. And this research proposed the school location decision direction for urban amenity. So this research present the implication on urban planning and design for architecture, park-school complex. This study perform the relationship with land use planning out side environment of school land. This research proved the fact that the school land relationship with the park, the other school land etc. And this result will be used in decision-making-process of land use planning, public land development construction, urban design and city policy.

  • Purpose: The purpose of this study is to set the type of 'the New-hanok type Public Buildings' through a case study for the hanok public buildings completed after 2000 years, and to analyze planned properties of the type. This is significant Establishing legal status of 'the New-hanok type Public Buildings' and seeing review of application possibilities of the type for providing a systematic government support measures of 'the New-hanok type public buildings' when models developing future. Method: Method of research is the first to examine the current laws and established the definition and legal status of 'the New-hanok type Public Buildings'. Followed by Setting the type classification criteria as to classify the type of 'the New-hanok type public buildings' and research architectural overview of selected cases by Literature, Internet searches, etc. After systematizing of the types classification of analysis cases, Characteristics of the type of the building structure looks catch classify in spatial structure, function, beauty. Finally, review application possibilities of the type for systematic government support measures establish when models developing of 'the New-hanok type Public Buildings' through a comprehensive analysis. Result: Selected cases were categorized as 3 types according by structural standard based on the core concept of 'the New-hanok type Public Buildings' set in this study. This can be divided into 'Wooden Structure type' and 'Composite structure - Convergence type' and 'Composite structure - juxtaposed type', 'Wooden Structure type' was re-classified by divided into '(1)Traditional Korean Wooden Structure' and '(2)Laminated Wood Wooden Structure'.

산림자원 및 산림의 공익기능량 추정을 위한 시스템다이내믹스 모형 개발 (Development of a System Dynamics Model For Estimating the Volume of Forest Resources and Function of Public Benefit)

  • The purpose of this paper is to develop a System Dynamics model for estimating the volume of forest resources in the future and simulating the volume of function of public benefit linked to forest resources in dynamic manner. Also it is to analyze the impact when the volume of forest land conversion is controlled by policy using the SD model. The analysis was done at nation-wide for the simulation period 2000 to 2040. Estimated forest area was 6.2 million ha and estimated growing stock was $4.7\;billion\;m^3$ in 2040 from the future forecast without policies. Changing of forest resources, 13.9 billion tons of forest-ground-water storage was estimated, $1.8\;million\;m^3$ of erosion control of forest was estimated and 377 million tons of $CO_2$ absorption was estimated. As a result of simulation with two alternatives, forest area was less reduced and growing stock was bigger than do nothing policy. Also, function of public benefit reflected by changes of forest resources was enhanced. This study contributes to estimate the quantitatively measured volume of forest resources and function of public benefit over the 30 years in Korean forest land in scientific way. Using this SD model, decision maker would develop forest land policies more delicately for deserving forest resources and increasing the volume of function of public.

지적측량수수료의 개별공시지가 적용 개선방안 (A Study on the Improvement of Cadastral Surveying Fee System Applied to Individual Public Land Price)

  • 본 논문은 2011년부터 시행되고 있는 지적측량수수료의 개별공시지가 적용 제도의 문제점과 개선방안을 제시하기 위하여 각종 관련 전문서적, 학술논문, 국토교통부의 관련 자료를 참고하고 대한지적공사 광주전남본부의 지적측량접수 담당직원들을 대상으로 설문을 실시하여 그 내용과 결과들을 두 가지로 분석하여 문제점과 개선방안을 제시하였다. 먼저 개별공시지가 적용 방법의 개선방안으로 가격대별 지가계수의 세분화와 개별공시지가가 없는 토지에 대해서는 표준지와 토지가격비준표 활용 방안을 제시하였다. 다음으로 지적측량접수 담당자의 개별공시지가 교육 및 교재와 홍보자료 미비 등의 문제점에 대한 개선방안으로는 대한지적공사 지적연수원에 개별공시지가 과정과 사이버 교육 등을 신설하여 담당직원과 일반직원들에게 교육하여 전문성을 강화하고 담당자의 입장에서 이해하기 쉬운 개별공시지가 관련 교재와 국민들에게 지적측량수수료에 개별공시지가 적용의 필요성과 방법에 대한 홍보자료를 작성하여 배포하고 이를 통해 정부3.0을 실현할 것을 제시하였다.

  • Purpose: According to the characteristic of hanok public building, Planning criterion of structure, technology, efficiency, design is needed which can includes various type of new-hanok type public buildings. In this paper, we collect expert opinions to be used as a basis for developing models of New-hanok type Public Buildings. Method: This study was conducted in Research Study and expert surveys. The Part of reviewing Study looked at conception of new-hanok type public buildings model development and overview planning criterion set briefly. Expert surveys were targeted to professors and architects who are related in new-hanok type public buildings model development research. Result: In this study, we suggest improvement direction about planning criterion of new-hanok type public buildings model development based on opinions collected by expert surveys. In conclusion, first, In concept and legal status, it is necessary to adjust clearly than the term and legal status of new-hanok type. Second, various applicability is needed by using new materials and new construction method at the part of planning elements. Third, 'composed structure-convergence type' and 'composed structure-juxtaposed type' should be clearly classified or combined at the part of Setting of type. Forth, improvement on heat insulation, soundproof, waterproof efficiency is demanded to roof, wall, window systems. Fifth, arranging revitalization plan is important.

토지 공급 및 수요조사를 위한 의사결정지원 프로그램 구축 연구 (A Study on the Development of Decision Support Program for the Survey of Land Supply and Demand)

  • This study aims to provide the system to help decision making by finding key indicators used in land supply and demand surveys, and by developing storage priority areas and projects. As problems arose such as the rising cost of public projects or disruptions to business progress due to the rapid rise in land prices and the cost of compensation for public projects in the past, a new land policy was adopted and the land reserve system was established in 2009. At that time, The bank's goal was to conserve 2 trillion won of land per year, but the result was sluggish as it accumulated a total of 1.6 trillion won from 2009 to 2015. The reason for this sluggish result is that the type and quantity of indicators are still extensive and the survey of land supply and demand has a problem of poor utilization. In order to make up for the sluggishness, we made key indicators used in land supply and demand surveys using the question investigation, and analyzed the priority of the project areas. This study provide the system to help decision making by finding key indicators used in land supply and demand surveys, and the priorities of project areas.

토지·주택 건설부문 공공기관의 온실가스 배출량 관리방안 고찰 (Management of GHG Emissions from the Public Organizaions in Land and Housing Construction Sector)

  • 본 연구에서는 토지 주택 건설부문의 공공기관들에 적합한 온실가스 관리방안을 제시하였다. 토지 주택 건설부문 공공기관들에서 시행하는 사업들은 공공성과 복합성이라는 특징을 갖게 된다. 이러한 사업특성을 반영하여 온실가스 관리영역 및 감축목표를 설정하고 온실가스 관리시스템을 구축하는 방안이 필요하다. 토지 주택 건설부문 공공기관들의 사업들은 대부분 사회기간시설들을 건설하는 것이므로 온실가스 저감노력을 모두 계량화하기가 어렵다. 따라서 온실가스를 계량부문과 비계량부문으로 구분하여 체계적으로 관리하는 방안이 적합함을 제시하였다. 온실가스 배출량 관리방안의 구체적 모델로서 한국토지주택공사의 사업 분야를 대상으로 종합적인 온실가스 배출량 관리방안을 예시하였다.

The Role of Public Developer in Urban Regeneration Projects

  • With the passing of Special Act on Promotion and Support for Urban Regeneration (will be hereafter referred to as the Urban Regeneration Special Act) in December 2013, urban regeneration projects have begun in full scale. 13 regions including Jongno District, Seoul were selected as the urban regeneration leading area in 2014 and 33 regions as urban regeneration general regions in 2015 to push ahead a nationwide urban regeneration front supported by government funds. However, it is not clear if these urban regeneration projects will be revitalized by the sole means of government's financial support. Above all, cooperation among all interested parties including the central government that is propelling urban regeneration, local governments, state corporations, private entities, and citizens is urgent. In an urban regeneration project, delegation between state and private entities is absolutely crucial. The central government and the pertinent local government must provide their support by forming new policies and repairing old institutions that are right for urban regeneration, securing the necessary subsidy, and outsourcing government-owned land development. A state corporation must play its part in every aspect that requires public character such as an overall project management of an urban regeneration project, cooperation with the local government, and infrastructure installation. The private stakeholder must share his private capital and know-hows as a construction investor and a development businessman to make possible a successful urban regeneration project. In order for these public and private entities to cooperate with one another, it is necessary to reestablish the role of a public developer and contemplate running an urban regeneration project that permeates public character through a public developer.

Public Housing and Social Capital in Australia

  • This paper addresses the relationship between public housing tenure and social disadvantage. The research examines social capital levels among public tenants in Australia, concentrating on their level of interpersonal trust and confidence in a range of public institutions. Through multivariate analyses of national survey data it also profiles the social and political background of public housing tenants. Although public housing tenants have access to secure and affordable housing, they appear to be less trusting and 'happy' than private renters or homeowners, and exhibit less confidence in some institutions such as the Australian parliament, universities and the ABC (the Australian public television broadcaster). These results probably reflect the residualised nature of public housing in Australia and indicate that public tenants are likely to be 'alienated' from certain aspects of mainstream culture. However, public tenants have higher levels of confidence than homeowners in the Australian defence forces and trade unions. So public housing may 'shore up' confidence and social capital in some areas, and levels of trust would be lower if public housing was not available to disadvantaged citizens.

제주도 공공와이파이의 입지 특성과 이용 요인에 관한 연구 (Locational Characteristics and Use Factors of Public Wi-Fi in the Jeju Province)

  • 이 연구는 제주도의 공공와이파이 정책의 실효성을 알아보기 위해 입지특성과 이용에 영향을 미치는 요인들에 대한 분석을 진행하였다. 공공와이파이 사용시간을 종속변수로 인구요인, 입지요인, 기타요인으로 구분하여 공공와이파이 설치 지점(AP) 반경 100m를 대상으로 공간회귀분석을 진행하였다. 분석결과 거주인구 수, 근무자 수, 방문자수 등 인구요인은 모두 공공와이파이 사용시간과 밀접한 상관성을 갖는 것으로 나타났다. 또한 버스 정류장 수 및 개별 공시지가, 토지이용 혼합도, AP 설치기간 역시 공공와이파이 사용시간과 밀접한 상관성을 갖는 것으로 나타났다. 반면에 용도별 건축물 수, 건축물 연면적, 관광지 수의 경우 공공와이파이 사용시간과 음의 상관성이 존재하는 것으로 나타났다. 분석 결과로부터 제주도 공공와이파이에 대한 보다 적극적인 홍보가 필요하며, 접속을 위한 편의성을 개선할 필요가 있음을 확인하였다.
