Long-Term Wildfire Reconstruction: In Need of Focused and Dedicated Pre-Planning Efforts

  • Wildfire disasters in the United States impact lives and livelihoods by destroying private homes, businesses, community facilities, and infrastructure. Disaster victims suffer from damaged houses, inadequate shelters, inoperable civil infrastructure, and homelessness coupled with long-term recovery and reconstruction processes. Cities and their neighboring communities require an enormous commitment for a full recovery for as long as disaster recovery processes last. State, county, and municipal governments inherently have the responsibility to establish and provide governance and public services for the benefit and well being of community members. Municipal governments' comprehensive and emergency response plans are the artifacts of planning efforts that guide accomplishing those duties. Typically these plans include preparation and response to natural disasters, including wildfires. The standard wildfire planning includes and outlines (1) a wildfire hazard assessment, (2) response approaches to prevent human injury and minimize damage to physical property, and (3) near- and long-term recovery and reconstruction efforts. There is often a high level of detail in the assessment section, but the level of detail and specificity significantly lessons to general approaches in the long-term recovery subsection. This paper aims to document the extent of wildfire preparedness at the county level in general, focusing on the long-term recovery subsections of municipal plans. Based on the identified challenges, the researchers provide recommendations for better longer-term recovery and reconstruction opportunities: 1) building permit requirements, 2) exploration of the use of modular construction, 3) address through relief from legislative requirements, and 4) early, simple, funding, and the aid application process.

A Socio-Technical Model for Open Government Data Research

  • National and local governments around the world have been allowing access to administrative data to increase transparency, motivate civic engagement of citizens, and improve collaboration between the public and the government. This study reviews and classifies existing literature on open government data (OGD). To create a structure to organize the existing studies, the researchers devised a framework based on socio-technical theory and summarized the significance of studies along four major points: (1) readiness, (2) implementation, (3) emerging effects, and (4) actors of open data. Studies in OGD have been growing steadily in the recent years because of the rapid development of adoptable technologies that have enabled easier access to government data. Nonetheless, an examination of existing research not only shows a disparity in research and development of OGD across countries in the Open Government partnership program but also reveals pertinent issues that have arisen in different stages of the OGD initiative. The growing number of studies and expanding body of knowledge show the importance of organizing existing literature. This step is timely and significant to map out the current breadth and depth of OGD research. According to existing research, current open governments fall short in encouraging citizen participation and collaborations among citizens and the government. This study pointed out how studies on OGD actors might be the reason as well as the solution to existing findings. This paper aims to provide a framework for organizing OGD studies, present the status of OGD research, and provide recommendations on current gaps that must be addressed.

  • 본 논문에서는 공공자격처리시스템의 관리 효율성을 극대화하기 위한 지침서의 신개발 사양으로 다양한 이론에 근거한 IT 거버넌스 체계를 적용하여 모델을 개발하고 실제 운영시스템에 적용한다. 모델의 개발은 정보기술자원과 정보를 공공자격처리시스템 개발 전략과 목표를 기준으로 일반적 사항인 계획, 조직, 도입에 대한 사항의 상위개념으로서 구축, 운영, 지원, 모니터링 등에 대하여 시스템 관리자와 함께 일반 행정처리 중심의 사용자를 바탕으로 한 기술 분야의 세부사항을 자세하게 중점적으로 적용하는 방법론을 도입한다. 개발자와 관리자 및 행정사용자가 중심체계가 되는 방법론을 적용하여 관리자 지침서를 모델링하는 본 논문은 공공자격처리시스템 프로젝트를 2개의 대규모 개발 시스템으로 분류하고 각각 7가지의 분야에 대하여 세부사항을 도출하고 운영책임 관리자와 일반 행정처리 사용자에게 적용하여 결과를 평가한다. 국가정보화 IT 거버넌스 혁신을 통하여 8가지 영역의 표준 지침서 제작의 필요성이 대두되어지는 관점에서 본 연구가 국가가 시행하는 공공자격 처리시스템의 특수 분야에서 확장되어진 기술적 공유를 추구할 수 있다.

  • The purpose of this study is to improve the disaster relief fund Ordinances in metropolitan government. The results of the analysis, it is found that ordinances of the large number of metropolitan governments are in violation of the statute. The ordinances are based on the local government activities. Therefore, the maintenance of the ordinance must be made in order to take advantage of disaster relief funds appropriately.

Rule of Law, Economic Growth and Shadow Economy in Transition Countries

  • The paper aims to investigate the interactions between rule of law, economic growth and the shadow economy in 18 selected transition economies. This study uses annual data over the period 2002-2015 for 18 transition countries to estimate the effects of rule of law and other factors on the size of shadow economy. The transition country group is classified based on International Monetary Fund resources and is selected on the basis of the availability of data. The data examined in this research are derived from the World Bank, Worldwide Governance Indicators project and Working Paper from International Monetary Fund. This study employs GMM method. The results show that the economic growth indicators have negative and statistically significant impact on the shadow economy. Additionally, these results also reveal that in transition countries the size of shadow economy is negatively related to the quality of rule of law. However, the findings of this research also point out that there are positive relationships between inflation, public expenditure and the size of shadow economy. Hence the results from this study suggest that the size of shadow economy could be controlled by improving the effectiveness of rule of law and the growth of economy particularly in transition countries.

Determinants of Cross-Income Residential Location Decisions in the United States: The Case of Franklin County (교차소득 주거입지결정 요인에 관한 연구: 미국 오하이오주 프랜클린 카운티의 사례)

  • This study examines why families move to neighborhoods at different levels of income. By analyzing a survey dataset of homeowners who sold and bought a house in 1999 in Franklin County, Ohio, in USA on their mobility decisions, this study examined the factors associated with cross-income residential location decisions. I categorized both survey respondents and neighborhoods into low-, middle-, and high-income levels and ran multinomial logit analyses for each of the low-, middle-, and high-income family groups to examine why families moved to neighborhoods at different levels of income. The analysis suggests that middle-income families moved to high-income neighborhoods because of school reputation and moved to low-income neighborhoods because of investment purposes.

Stock Price Co-movement and Firm's Ownership Structure in Emerging Market

  • This study is concerned with the relationship between firm's ownership structure and the co-movement of the stock return with the market return. Four different types of firm ownership, including managerial ownership, state ownership, foreign ownership, and concentrated ownership, are among the main features of the company's governance mechanism and have been separately documemented in the previous research to understand their impact on stock price synchronicity. We constructed the regression model, using stock price synchronicity as the dependent variable and the above four components of ownership structure as explanantory variables. The pooled OLS, the fixed effects model, and the random effects are employed to investigate the outcome of the study. Data used in the reserch are of public firms listed on the Ho Chi Minh City Stock Exchange (HOSE) during the five-year period term from 2015 to 2019. The data sample contains 235 companies from 10 industries with 1135 observations. The results revealed by the fixed effects model, the large ownership and the managerial ownership are found to have adverse effect on the stock price synchronicity, whereas the foreign ownership model is revealed to have positive influence on the stock return co-movement. The effect of the state ownership on the stock price synchronicity is not confirmed.

Corruption, Terrorism and the Stock Market: The Evidence from Iraq

  • The current study explains how corruption, terrorism, political stability and oil price has an effect on on the Iraq stock exchange utilizing corruption perception index as a proxy of corruption, global terrorism index as proxy for terrorism, political stability and oil price with ISX60 index as proxy of stock market for the period (2005-2019) using Ordinary Least Square method. The results show that the level of corruption, terrorism activities and political stability coefficient is significantly positive with Iraq stock exchange. In contrast, the oil price coefficient is significantly negative with Iraq stock exchange, which means that lower levels of corruption, less terrorism activities and more stability in political system have strong influence on stock market development in Iraq. The study concludes that the explanatory variables are important for Iraq stock exchange. Hence, the study suggests the policy makers to develop stock market by implementing policies and strategies to overcome high level of corruption, terrorism activities especially after ISIS/ISIL announcement has been made public. There is a need for transparency and creating stable political environment through good governance practices in order to attract more foreign investment and promote economic development. Factors like terrorism and corruption make economic and political systems unstable and has an adverse effect on on Iraq's stock exchange performance.

  • The personal information protection act has been enacted from 2011 for the protection of public and private privacy. Since the application area of the law is so broad, there is a limit to covers everything in the financial field. In this paper, I'll discuss an impact and problem by the personal information protection act. and propose some new task to build an efficient personal information protection governance on financial sector.

The Validity of Consolidated Financial Sheets & Effects of the Introduction of Consolidated Tax Return (연결재무제표 유용성과 연결납세제도 도입효과)

  • It was 1976 when the preparation of consolidated financial sheet was first prescribed in this nation. Since then, the prescription has been revised several times. Revised in April 1992, enforcement regulations of the Securities Exchange Act provided that every listed corporation has its consolidated financial sheets and an auditor's opinion about them attached to its business report. In other words, the outside audit of consolidated financial sheets became inevitable. The Act of the Outside Audit of Corporation was revised in December 1993 to provide that all corporations must prepare consolidated financial sheets and receive the outside audit of the documents beginning their settlement of accounts in December 1994. In case of overseas corporations, consolidated financial sheets and the Equity Law have been applied since their settlement of accounts in December 1995. Now those sheets must be prepared by all local and overseas corporations that involve relations of governance or dependence. The preparation and public notification of consolidated financial sheets has been settled as a system. This nation has not yet introduced consolidated tax return using consolidated financial sheets. Such tax return system is already being used by most of the world's economic powers such as U.S., Europe and Japan. This study shows that reduction in corporation tax is the biggest reason for avoiding consolidated tax return system, even though the system can facilitate the settlement of consolidated accounting. Consolidated tax return, which is being implemented in about 20 countries including U.S., needs to be introduced by this nation where consolidated financial sheets are publicly notified.
