공공하수처리시설의 기후위기 적응대책 위험도 평가 연구 (A study on the risk assessment of climate crisis adaptation measures in public sewage treatment facilities)

  • In the context of the Ministry of Environment's 2022 Climate Change Adaptation Plan for Public Institutions, public sewage treatment plants are one of the important targets for climate change response aimed at sustainable water management. In this study, it is applied a modified methodology to four water regeneration centers (public sewage treatment facilities) in charge of sewage treatment in Seoul to analyze the impacts and risks of climate change and discuss priorities for adaptation measures. The results of the study showed that heavy rains, heat waves, and droughts will be the key impacts of climate change, and highlighted the need for measures to mitigate these risks, especially for facility managers.

다층모형을 활용한 개인, 가구, 지역차원에서의 주거만족도에 관한 연구 - 서울시 공공임대주택 사례를 중심으로 - (Analysis on the Residential Satisfaction of Individual, Household and Area-Level Characteristics using Multi-Level Models - Focusing on Public Housing in Seoul -)

  • It is necessary to implement a wide range of housing welfare policies that citizens can experience in order to improve residents' the quality of life, as it emphasizes the balance of supply and management of public housing. The purpose of this study is to analyze the factors affecting residential satisfaction considering the three hierarchical levels of individual, household, and area. In the background of the study, the individuals' quality-of-life satisfaction determined not only by the individual but also by the various influencing environmental factors. This study targets 1,736 households, 3,239 persons in 464 areas in Seoul. The main research results are as follows. At the level one, there were influencing factors such as age(-), education level and income, and housing area per person, recipient of basic living(-), period(-) and RIR (at the level two). At the level three, west-south region(-) and social mix affect the complex of public housing. In consideration of living infrastructure, the closer to public transportation, public facilities, and medical facilities, the higher the satisfaction of public housing. The results of this analysis suggest that public support needs to focus on individual household members, but there is a need for ways to link it with the complex and the region.

일본 지역의료시설의 기능정비 방향에 관한 연구 - 지자체의 권역별 의료계획을 중심으로 - (Study on the Japanese local Medical Facility Function Improvement Direction - Focused on the regional medical care plans of local governments -)

  • This study is aimed at exploring the direction and characteristics of Japanese medical facility improvement in each area, a move to strengthen local medical services. Also, this study is intended to establish implications for Korea, which has similar social conditions as Japan's. Based on the findings, Japanese medical facility improvement has the following characteristics. First, as for medical service supply system, the linkage between facilities was being strengthened. The purpose is to share the functions and roles of limited medical facilities. It allows patients to receive complete medical services in one area. Second, local public health facilities were consolidated to boost their management efficiency and to improvement their original functions. Third, local medical facility roles were divided into different levels. The purpose is to treat patients more efficiently depending on their diseases. In other words, the cooperative medical system was strengthened by dividing the roles of medical facilities. It is aimed at treating each patient more systematically depending on their conditions in line with the treatment stage. The findings suggest the following for Korea. In order to supply and maintain stable medical services regionally in line with social changes, functional issues of medical facilities should be tackled consistently and systematically.

노인장기요양시설 서비스의 질 평가 탐색 : 포커스 그룹 연구 (Evaluation of Service Quality in Aged Care Facilities : A Focus Group Study)

  • Purpose: This study was conducted to explore the meaning and contents of high-quality aged care facilities and provide basic data for evaluation of service quality in such facilities. Methods: The focus group interviews and participants consisted of two user groups, for a total of 16 family caregivers of the elderly living in facilities and four service provider groups, for a total of 26 chief managers and caregivers working in aged care facilities. All interviews were recorded and transcribed as they occurred. Content analysis was used and debriefing notes were referred to in order to analyze the data. Results: Four themes of a high-quality aged care facility emerged from the analysis; 1) a place to rest for comfortable later years; 2) systematic value-based management; 3) providing professional care; 4) comprehensive service provision in response to diverse needs. Conclusion: The findings of the study showed the importance of client centered care and ethical mindset of providers, which had not been included in the existing quality evaluation programs. Based on these results, medical treatments, end-of-life care and more comprehensive and extended services including family care need to be provided in facilities to ensure good quality aged care.

고령화시대 노인의 여가생활향상을 위한 여가정책의 방향 -노인의 여가실태에 근거하여- (A Study on the Leisure Policy for the Elderly in Aging Society -based on the actual leisure status of the elderly-)

  • Leisure is an important part of life for the elderly. The purpose of this study is to suggest directions of leisure policy for the elderly. For this purpose, this study investigated the trends of aging society, and analyzed the characteristics of the elderly in aging society. Also this study examined the level of leisure life among the elderly and their needs for leisure. Finally, this study analyzed the actual condition of public facilities for leisure and the problems in public facilities for the elderly. At the conclusions, this study suggested several directions of leisure policy for the elderly that enhance their leisure life quality.

어린이 안전을 위한 공공임대주택단지 외부공간 환경개선에 관한 연구 (Improvement of Outdoor Spaces for the Children's Safety in Public Rental Housing)

  • Public rental housing in Korea has been initially provided for residential stability of low-income household focusing on solving quantitative insufficiency since 1980s. In the process of early stage of designing and planning public rental housing, qualitative aspects of considering children were not primary concern. This study aims to analyze the priority of environmental improvement of outdoor spaces for children's safety in public rental housing. First, literature review was performed in the reference of local residential safety guidelines, Universal Design, and CPTED guidelines. In each guidelines, common safety planning factors for children were extracted within different types of outdoor spaces. Second, based on literature analysis, residents evaluated importance and satisfaction level by different safety types, outdoor space type, and environmental planning factors. In results, residents evaluated high importance and showed low satisfaction for crime and traffic safety. Through IPA, facilities and parking space was evaluated where improvement is needed for the first priority, and planning factors were mostly concerned with surveillance and safety management system. Result shows general concern of public rental housing residents, about weak facility management and security system, and about socially isolated environment which heightened the fear of crime safety. Overall, poor maintenance of the complex environment and decrepit facilities are constantly raising risk of safety accidents especially for children. Considering residents' concern, environmental improvement should be considered in perspective of not only physical repair, but also facility management and security system.

노인복지주택의 설치 및 운영의 문제 사례와 개선방안 (Improvement Plans for Problem Cases in the Foundation and Management of Elderly Housing Facility)

  • The purpose of this research is to investigate the realities and problem cases that occurred in the establishment and management of elderly housing facility in order to suggest the recommendations that help to improve the problem cases. For this purpose, 21 elderly housing facilities, which were established between 1996 and 2008 in Korea, were investigated with a documentary research method in terms of founders, managers, locations, the number of housing units, how to move-in. Also the problem cases that occurred in the establishment and management of 21 elderly housing facilities were investigated. The results were as followings. 1. Main founders and managers of 21 elderly housing facilities were the special companies for elderly housing, building companies, and social welfare corporation. Changes in the founders and managers were caused by financial problems; More than half of 21 elderly housing facilities were located in Seoul and near area; About a half of 21 elderly housing facilities had 100~200 housing units; An individual unit of elderly housing facilities can be rented or purchased, rented only, and purchased only. 2. The problems in the establishment and management of elderly housing facilities were non-return of deposit money, illegal sale of housing units, non-public registration of elderly housing facility, false advertisement, and unfair contract. 3. The problems in the establishment and management were mainly caused by the weakness in the regal and administration system for elderly housing and the illegal acts of founders and managers.

공공공간의 입지유형별 매니지먼트 특성에 관한 연구 - 뉴욕 플라자프로그램으로 조성된 61개 플라자를 대상으로 - (A Study on the Characteristic of Public Space Management based on Surrounding Land Use - Focused on the 61 Pedestrian Plazas generated by the NYC Plaza Program -)

  • Public spaces in the cities are social and economic resources to maintain sustainable urban revitalization. As an importance of public spaces is getting increased, many cities focus on public space management and introduce their own management system. NYC Plaza Program is one of the public space management systems in USA and it was designed in order to transform underused roads and streets into pedestrian public spaces throughout the New York City. Plaza management system works with private organizations' participation as NYC Department of Transportation empowers selected private organizations to the right of management and assists their efforts. In this study, we focused on how the plazas are managed by private sectors and seek to find out characteristics of types of management methods based on landuse(residential, commercial and openspace) status around plazas. We analyzed 61 plazas that generated by NYC Plaza Program with three major conditions of management system including organization, fund and activities. There are three major findings from the analysis. 1)In most residential surrounded plazas, resident-initiative organizations manage small scaled fund and activities meanwhile public agencies support their management. 2)BID is a dominant tool in the commercial surrounded plazas. BID provides with secured fund, mid-sized activities and a broad network with commercial facilities. 3)Openspace-surrounded types are usually using supports of exiting organizations and fund system.

충남지역 다중이용시설의 환경수계에서 분리한 레지오넬라균의 특성 분석 (Characterization of Legionella Isolated from the Water System at Public Facilities in Chungcheongnam-do Province)

  • Background: The Legionella case detection and notification rate have increased in public artificial water environments where people visit, including large buildings, public baths, and hospitals. Objectives: In this study, the distribution of Legionella and its epidemiologic characteristics were analyzed in the water systems of public facilities in Chungcheongnam-do Province in South Korea. Methods: Culture and PCR analysis were performed on 2,991 environmental water system samples collected from 2017 to 2019, and associations with year, facilities, seasons, and temperature of water system were statistically analyzed by using R-Studio for Windows. Descriptive data was compared using chi-square tests and independent t-tests. Results: The detection rate of Legionella increased from 3.1% in 2017 to 10.3% in 2019, appearing most frequently in the order of public baths, large-scale buildings, hospitals, and apartments. It was detected mainly in summer from June to August, over 1.0×103 CFU/L on average in 133 cases (66.5%). Lots of germs were detected in bathtub water, cooling tower water, and warm water (p<0.001), and it was detected at higher rates in the cities where multipurpose facilities were concentrated than in rural areas (p=0.018). Conclusions: This study suggests that continuous monitoring and control are required for Legionella in the water system environment of high risk facilities. Moreover, these results will be helpful to prepare efficient management plans to prevent the Legionellosis that occurs in Chungcheongnam-do Province.

농업용 시설의 건축 및 이용 법령 개선연구 (A Study on the Improvement of Agricultural Facility Legislation)

  • As facilities performing the production, processing, preservation, and shipment of agricultural products; agricultural facilities are categorized into planting facilities and livestock facilities based on the management target. Agricultural facilities are set in farmlands, and facility users mainly complain about the legal or institutional restrictions on farm rather than their own facilities itself. From 2009 to 2012, the Ministry of Agriculture Food and Rural Affairs (MAFRA) published the "Casebook of farmer Complaints on Farmlands" in order to help answer farmers' questions and support public workers' workloads. However, contents related to agricultural facility installed in farmland are currently not dealt with in particular. Among agricultural facilities, demands of property rights with livestock facilities have risen due to construction permissions, operational restrictions, and high initial investment costs; and relevant laws were revised and are now being executed. However, for planting facilities such as mushroom facilities, ginseng facilities, and greenhouses; farmer complaints related to property rights are constantly increasing because revisions to relevant laws are not being made despite the rising diversity of construction materials through technical developments as well as the rising scale of assets-i.e. mechanization, automation, and the application of New Regeneration Energies according to capital influx. In this study, the current state of relevant agricultural facility legislation were organized and their drawbacks deduced in order to propose improvements of Agricultural Facility Legislation. The result of interviewing with public workers and farmers show that agricultural facilities should be regarded as extensions of farmlands rather than as facilities built in land where development actions were being taken. Alternatives able to reflect these opinions were suggested through expert consultation.
