Looking Back over a Decade "Final Decision Call after the Accidents of the Fukushima Nuclear Power Plant"

  • The author Nakajima was involved in the field of disaster communications and emergency medical care as guest research scientist at the Fukushima Nuclear Accident Independent Investigation Commission established by the National Diet of Japan and reviewer of the Commission's report, and Kurokawa was the chairman of this Commission. Looking back over a decade, we are on the liability issue of bureaucrats and telecom operators, so it's becoming clear what was hidden at the time. The battery of NTT DoCoMo's mobile phone repeaters had a capacity of only about 24 hours, and communication failures increased after one day. The Government also failed to issue an announcement of "Vent from reactor" under the Telecommunications Act Article No. 129. This mistake lost the opportunity to use the third-party telecommunications (e.g. taxi radios). Furthermore, as a result of LASCOM (telecommunications satellite network for local governments via GEO) and a variety of unexpected communication failures, the evacuation order "Escape!" could not be notified to the general public well. As a result, the general public was exposed to unnecessary radiation exposure. Such bureaucratic slow action in emergencies is common in the response to the 2020 coronavirus.

지역방재력 평가에 관한 연구(2): 강원도를 중심으로 (Research of Regional Disaster Prevention Evaluation(2): In the case of kangwon-do)

  • 지금까지 우리나라의 재난관리 활동은 재난관리의 주체가 전적으로 국가 및 지방자치단체인 공공행정이 책임이라는 인식하에서 추진되었지만, 대형화되는 재난현장에서 공공분야만의 재난관리 역량으로는 실제 재난발생시 기대했던 효과를 내지 못하고 있는 것이 현실이다. 따라서, 본 연구는 이를 분석하기 위해, 사전에 주민대표(이, 통장)를 대상으로 대비-대응-복구 단계별 "주민개인-주민공동-민관협동" 에 의한 재난관리 대비태세를 중심으로 인터뷰를 실시하였으며, 이를 바탕으로 지역자율방재단원들이 지역방재력량을 발휘하기 위한 요소를 "위험 인지능력, 피난유도능력, 자주피난 대비능력, 방재체제 정비정도, 감시경계능력, 정보전달능력" 등 6가지로 분류하여 설문조사를 실시하고 분석하였다.

인구특성과 접근성을 고려한 방사능재난 대피시설 입지 적정성 분석 -부산광역시 기장군, 금정구, 해운대구를 대상으로- (Appropriateness of Location of Nuclear Accident Evacuation Shelters based on Population Characteristics and Accessibility -The Case of Busan Gijang-gun, Geumjeong-gu and Haeundae-gu in Korea-)

  • 우리나라는 원자력재난 발생 시 인근에 거주하는 주민들을 보호하기 위해 「원자력시설 등의 방호 및 방사능 방재 대책법」에서 방사선비상계획구역을 설정하고 있다. 그러나 방사능사고에 대한 전반적인 관심이 부족하여 원자력 대피시설의 적합성과 관련된 연구는 활발히 이루어지지 않는 것으로 파악된다. 따라서, 본 연구는 취약인구 분포 및 접근성 분석을 기반으로 현재 부산시 방사선 비상계획구역 중 긴급보호조치계획구역의 대피시설의 입지 적정성을 분석하고자 하였다. 분석 결과, 현재 원전시설이 입지하고 있어 가장 위험성이 큰 기장군은 전체 도시지역 면적의 4.05% 만이 5분 내 대피가능지역으로 분석되었으며, 금정구는 36.93%, 해운대구는 37.23% 만이 대피시설 서비스 가능지역에 포함되어 해당 지역에 더 많은 대피시설이 필요한 것으로 보인다. 또한, 노인 인구 집중지역에서 대피시설이 부족한 곳이 많았고, 같은 구내에서도 동 간 격차가 커, 취약계층뿐 아니라 지역 간 형평성을 모두 고려하여 긴급보호조치계획구역 내 대피시설 입지 우선순위를 결정할 필요가 있는 것으로 나타났다.

  • Recently, the interests in safety and prevention from disaster are increasing. In particular, lifeline networks such as water line and sewerage, electricity, gas, and road would be damaged from a disaster. If the lifeline networks do not work in normal, national public service will not properly function. Researches in social network analysis have been conducted for analyzing the interdependency between individuals since 1970s. These network analysis are utilized to investigate a spread of information and disease. However, it is hard to discover the analyzed cases including characteristics of nodes of networks in the area of transportation and disaster. Therefore, this study conducts network analysis of flooded road with flooding scenarios, investigates safe evacuation routes in flooded road network, and suggests efficient approaches for preventing damages from a flooding.

Effects of child pick-up behavior on emergency evacuations

  • The child pick-up behavior of parents during an emergency can cause heavy traffic congestion and failing to evacuate an affected area successfully. In this study, we analyzed the effect of child pick-up behavior using, as an example, a nuclear power plant accident caused by an earthquake, which is a typical no-notice emergency. A quake was assumed to occur near the Shin-Kori nuclear power plant in Ulsan, Korea, resulting in a nuclear power plant accident. An agent-based dynamic simulation model using VISSIM was employed to conduct sensitivity analyses with different child pick-up rates. The results confirmed that parents are a major cause of congestion and a vulnerable class in an emergency evacuation. The child pick-up behavior caused significant traffic congestion, and parents who pick up their children showed a higher evacuation failure rate.

  • Recently the life damage is increasing due to the house disruption and burying accident by the landslide, and most of the damages are concentrating on the agricultural area. This study is a basic study for developing the personal disaster evacuation apparatus that can be installed in the house for the people in agricultural area vulnerable to the disaster in case of the landslide. This study carried out the numerical analysis and the object load test on the personal disaster evacuation apparatus. As a result of this study, it was judged the life damage could be minimized if the personal disaster evacuation apparatus using the glass fiber reinforced plastic (GFRP) materials was installed in the steep slope-land with a high possibility of the disruption.

재난 탈출 협동 훈련 기능성 게임의 메타버스 플랫폼 구현 (A collaborative Serious Game for fire disaster evacuation drill in Metaverse)

  • 기능성 게임은 사용자에게 재미와 함께 특정한 학습 목표를 달성하기 위한 훈련 또는 교육의 경험을 제공하는 것이다. 본 연구에서는 몰입형 메타버스 플랫폼에서 여러 훈련생과 감독자 들이 서로 실시간 동기화된 자신들의 아바타들 간 협업을 통해 화재 탈출 훈련을 제공하는 기능성 게임을 제안하고 구현하였다. 제작된 시스템 아키텍처는 착용형 동작 센서와 헤드 마운트 디스플레이로 구성되어 메타버스 사이버 공간에서 각 사용자의 의도된 행동을 사용자의 아바타의 동작과 동기화시킨다. 개인화된 착용형 시스템은 사이버 체험 기반의 화재 대피 훈련 시스템에 편리한 사용자 인터페이스와 몰입형 환경을 저렴한 구성 비용으로 제공할 수 있도록 한다. 본 연구의 기능성 게임은 건물의 화재 현장에 대해서만 구현되었으나 제안하는 플랫폼은 공공의 안전을 위한 다양한 재난 상황에 대해 구성을 확장할 수 있다. 본 시스템의 실험 결과를 통하여 제작된 시스템이 화재 탈출에 필요한 능력을 향상시키는 훈련 효과를 검증하였다.

인천 지역 약수터의 오염에 대한 연구 (A Study on pollution of spring in Incheon Area)

  • In order to investigate water pollution of spring, we carried out the experiments on mineral water, rainwater and surrounding soil of several springs collected in Incheon area from February to August in 2007. The results were as follows. 1. Soil : This study investigated the pH and organic matter contents in the soil which effect on microorganisms. The pH value was from 4.5 to 5.3 on average and organic matter contents ranged from 1.09% to 5.6% and E. coli, K. pneumoniae, S. faecalis and other microorganisms were isolated. 2. Natural mineral water : As the rainfall increased, the concentration of $No_3-N$, consumption of $KMnO_4$ and the number of microorganisms was increased while the other physicochemical items were not affected. The microorganism isolated in the natural mineral water were as follows: E. coli, K. oxytoca S. faecalis, S. facium, and so on from evacuation; E. agglomerans, E. amnigenus, E. cloacae, E. sakazakii and so on from the environments and evacuation. Detection of these microorganisms shows that the environment around the spring had been exposed to excrements of the warm blood animal. 3. Rain : The coliforms in the rain were the identical one detected from the mineral water and the soil. In conclusion the quality of natural mineral water is influenced by rain, resident bacteria of soil and surrounding environment. This study will be the basic data of characteristics of spring in Incheon area and also this result will give useful aids for the efficient control of spring.

공동주택의 화재안전성능 평가방안에 관한 연구 (A Study on Evaluation Plan of Fire Safety Performance for Public Building)

  • 소방활동 관점에서 공동주택은 화재시 구조적 관리적 문제점을 가지고 있으므로 피난장애 발생 및 연소확대 위험성이 큰 것으로 조사되었다. 공동주택의 다양한 화재취약요인들을 분석한 결과, 안전시스템, 소방시설, 건축물 안전, 일반안전 분야로 평가분야를 도출하였으며 이에 따른 평가요소들을 제시하였다. 이와 함께, 6개의 국내외 공동주택 화재안전성능 인증제도 현황을 비교분석함에 따라 국내외 인증제도의 특성을 분석하였다. 결론적으로, 인증제도의 5개의 융합적 추진방향 및 4개 평가분야별 22개 평가항목들을 도출하였으며, 이를 기반으로 3개의 공동주택 화재안전성능 인증제도의 융합적 도입 방안을 수립하였다.

파라과이 농촌지역의 보건소 건립 후 접근성과 이용만족도에 관한 연구 (A study on the accessibility and utilization satisfaction of health centers in rural area, Paraguay)

  • Purpose: The purpose of this study is to identify policy implications for the construction of public health facilities in the field of international cooperation, by examining the case of establishing a health care delivery system using a public health center in a rural area of Paraguay. Methods: Firstly, to map the capacity of the 20 public health centers that were studied, we used the WHO Capacity Mapping tool to select and analyze relevant items. Secondly, to assess the utilization of public health centers, we conducted a direct visit survey and analyzed the results using the M-survey tool. Results: The floor plan of each public health center, the structure of the health center, the size of the population served by each health center, the number of monthly visitors, medical human resources, and the budget were classified by health center for comparative analysis. In addition, by utilizing the M-survey tool, we analyzed the general characteristics of the respondents, their perceptions of the purpose and accessibility of public health centers, their satisfaction with using public health centers, and the level of demand for public health centers to play a role in promoting community health. Implications: The results of this study suggest that access to public health facilities for residents in the research area was improved. By classifying public health centers into two types, these centers can perform the functions and roles of primary health facilities. A patient request and evacuation system was established in the research area. Finally, a network, such as a social prescribing program, is needed so that public health centers can function as a "setting" for community members to live together.
