CM 전문회사 단장 활용실태 및 개선방안 (Analyzing the Engagement of Professional Construction Managers in Construction Management firm and Its Improvement Measures)

  • 국내 CM시장이 활성화됨에 따라 경쟁이 심화되어 실제 프로젝트 관리를 담당하는 CM단장의 능력은 CM사업 수주를 위한 중요한 요소가 되었다. 이로 인해 각 CM전문회사는 유능한 CM단장의 확보를 위해 현재 담당 프로젝트가 없더라도 후속 프로젝트의 수주를 위해 CM단장을 일정수 대기상태로 확보하고 있으나, 효율적인 활용방안에 대해서는 체계적인 방법이 마련되지 못한 실정이다. 이에 본 연구는 현재 CM전문회사가 보유하고 있는 대기상태 CM단장들의 활용실태 및 문제점을 분석하고, CM단장의 효율적인 활용을 위한 개선방안을 모색하기 위한 실무적 기초자료를 제시하고자 하였다. 본 연구결과, CM전문회사의 현재 대기상태 CM단장 인력수는 적정 비율 및 인력수에 비해 약 2배 정도 많은 것으로 나타났고, CM단장의 선정기준으로 프로젝트의 수주를 위해 프레젠테이션 능력을 가장 중요한 요소로 고려하고 있었다. 그리고 대기상태 CM단장의 보유 및 활용상 문제점은 크게 고용비용 증가와 현장 및 본사 업무지원능력 부족 및 제한적 활용으로 요약되었고, 대기상태 CM단장의 효율적인 활용을 위한 현장 및 본사 기술지원과 수주능력 강화 및 제도개선 등에 관한 개선방안을 제안하였다.

토공 현장관리 중심의 시공관리시스템 개발에 관한 연구 (Development of Construction Project Management System Applicable to Earth-Work Field)

  • 본 연구는 토공현장의 토사관리를 중심으로 토공사에 대한 시공관리시스템 구현을 목적으로 한다. 본 연구 결과는 토공사 시공관리에 대한 DB 설계 및 시스템 구현으로 구분한다. 첫째, 토공사 시공관리에 대한 DB설계는 토공사 장비에 대한 작업계획 대비 실적의 분석을 통한 시공관리와 노무관리 등 자원관리 DB를 구성하여 작업과 자원 분류체계를 연계하여 구성하였으며, 둘째 토공사 시공관리 시스템은 토공사 작업계획을 평면도에 구획단위로 구분하여 실적을 그래픽으로 표시하며, 이를 기반으로 공정 현황, 진도보고 등폭 시각적으로 표시하여 현장의 실무자간에 의사소통 및 업무 수행에 원활히 사용하도록 개발하였다. 본 연구는 토공전문회사의 토공사 업무에 특화한 시스템으로 시험적용 단계를 거쳐서 현장에 사용 가능한 시스템이다.

공정-원가 통합관리를 위한 진도관리 개선 방안 (A Study on the Improvement of Construction Progress Management for EVMS)

  • The Ministry of Construction-Transportation released a plan about EVMS in 1993 in order to prepare measures for an efficient public construction project, and prepared an enforcement proposal concretely in June for 2000 years, and have enforce a public project by an example with a target. Therefore, accurate analysis and evaluation about field progress are required for efficient management of a building construction, and must be established building construction management system for fast action about a problem However, unified management cannot be consisting because a work progress system is different from details estimate system within a country. and There is not still a definite standard in progress measurement for an application of EVMS. A purpose of this study is to present an improvement about a problem of progress measurement for an application of EVMS. The contents of a study, inquired into a progress measurement method and a standard to use in the field of a public construction and private construction and Checks a problem and presented an improvement item necessary for and is as follows. $\circled1$ must establishes a control account and progress measurement standard. $\circled2$ must manage progress in a activity viewpoint. $\circled3$ must use an accurate CPM process management technique.

건설기술용역 실적 관리 프로세스 시스템 개발에 대한 연구 (A Research on the Development of Management Process System of Public Ordering Service Results and Estimation)

  • Construction Technology Service is currently hardly managed due to failure to offer standard management system of service performance, company performance, and business evaluation in every Ordering Agencies. After Construction Technology Promotion Act is enforced in May 2014, Ordering Agency obligates them to report to Minister of Land and Transportation within 10 days upon contract/ amendment/ completion. In 2013, in advance to enforcement of this law, performance management system for construction technology service was developed for a test run. However this system only applies to main contractors while management and operation of subcontractors are unavailable that causes problems on connection and integration with Experience Management Trustee. Therefore, this research will establish systematic foundation that enables real-time information of service performance and evaluation of subcontractors to result standardization of performance and evaluation for public ordered services.

Critical Factors Affecting No-dispute Performance: A Case of Ethiopian Public Construction Projects

  • Disputes seem to be synonymous with large-scale construction projects in Ethiopia. The purpose of this study is to determine the factors responsible for impacting the performance of Ethiopian public construction projects. To this end, 35 success and failure attributes responsible for impacting the performance of the projects were identified and presented to Ethiopian construction professionals in the form of a structured questionnaire, and responses were collected. The factor analysis conducted on the success and failure attributes influencing no-dispute performance separately resulted in six success factors and five failure factors. Further analysis using stepwise multiple regression indicates that owner competence and interaction among project participants have a positive impact on no-dispute performance. However, conflict among project participants has a negative impact on the no-dispute performance of Ethiopian public construction projects. Although Ethiopia-specific, the results reflect construction management problems common to both developed and developing countries. The findings are expected to help researchers and practitioners gain a better understanding of critical success and failure factors and to help them take proactive measures to avoid disputes in public construction projects.

  • 지속적으로 성장하고 있는 CM시장에서 CM기업이 생존 발전하기 위하여 CM고객(발주자)의 수요에 대한 이해는 필수적인 과제이다. CM수요에 대한 이해는 CM서비스 마케팅의 필수 요건이자 CM기업 경쟁력 향상의 출발점이기 때문이다. 본 연구의 주제는"CM고객은 시공이전단계에서 CM기업에게 어떠한 CM서비스를 주로 요구하고 있는가?"라는 질문을 모티브로 설정되었으며 연구의 목적은 시공이전단계 CM서비스 활용수준을 공공 및 민간 건축CM사업을 중심으로 비교 분석하고 주요 특징 및 시사점을 발굴하는데 있다. 본 연구를 통해 나타난 주요 결과는 공공 및 민간 건축CM사업에서 발주자가 요구하는 CM서비스에는 다소 차이가 있지만 공정관리 및 사업비관리에 대한 활용 수준이 공통적으로 높은 것으로 나타나고 있다. 발주자가 CM기업으로부터 어떠한 CM서비스를 제공받기를 원하는지에 대한 이해는 CM기업 입장에서는 어떠한 CM서비스 역량을 우선적으로 강화해야하는지를 이해하고 대응 전략을 수립하는데 있어서 매우 중요한 과제이다.

국내 공공임대주택의 자산관리 도입 방안 (Implementable Strategy on Asset Management of Domestic Public Rental Housing)

  • Recently, maintenance of public rental housing becomes a critical issue because its expenditure possesses the majority proportion of life cycle cost. The countries, such as USA and Singapore, have introduced the approaches for advanced property management, which are cost-effective in the maintenance management. However, as maintenance management system becomes advanced, risks associated with its application are also increased. Therefore, it is needed to assess the appropriate applicability of public rental housing maintenance management considering the constrains in domestic construction industry. The main objective of this study are to investigate international cases and systems and to propose strategic introduction, which satisfies the regulations and policies for domestic public rental housing. In order to evaluate the suitability of the investigated systems, practitioners' opinions were reviewed through the questionnaire surveys using analytic hierarchy process (AHP). The surveys indicate that advanced asset management was the suitable process for managing efficiently domestic public rental housing. Moreover, the results showed each weights of considerable criteria for assessing the effective application of maintenance management, and would contribute to further detailed and systematic management.

AN ANALYSIS ON FACTORS AFFECTING SCHEDULE PERFORMANCE OF PUBLIC HOUSING PROJECTS: CASE OF SINGAPORE

  • With the increasing demand for public housing, the Singapore government decided to reduce the waiting time of future public housing owners, which requires these projects to be completed on time. As a result, this study aims to identify the frequent and impactful factors affecting schedule performance of public housing projects in Singapore. The survey conducted with 36 industry experts revealed that "site management", "coordination among various parties", "design changes by owner during construction", "availability of laborers on site", "availability of material", and "availability of staff to manage projects" were the six factors that should be emphasized to assure the schedule performance of public housing projects. In addition, there was statistically significant agreement between public housing projects and other building projects on both the frequency and impact ranks of the factors. The findings from this study will help practitioners involving public housing projects to take measures to assure the achievement of project schedule objectives.

  • Recently, public office building projects are being recognized by many construction engineers and researchers, as the critical projects in the construction industry. The project budgets have sometimes exceeded due to the lack of core knowledge, experiences, skills and experts concerned in cost planning and estimating in the pre-construction stage. It has been highlighted that planning and estimating effectively the cost of public office building projects as critical in the design stage. Within this context, some cost data books and systems, such as RSMeans cost data systems and Spon's price book, have been systematically developed and used by many construction cost managers and organizations in order to effectively estimate and use their project budgets. As a result of this research, a cost estimating model for finishes has been developed, considering the cost data used in public office building projects.

건설공사 민원 최소화를 위한 민원분류체계 기반 설계성능향상 (Improvement of Design Performance for the Minimization of Public Grievances Based on a Construction Public Grievance Breakdown Structure)

  • 건설사업은 사회적 그리고 경제적으로 파급효과가 크기 때문에 프로젝트 추진과정 중 다수의 민원이 발생된다. 이와 같은 현실에서 건설사업을 성공적으로 완료하기 위해서는 계획 및 설계과정에서 민원요인을 분석하고, 민원을 최소화하기 위해서 노력해야 한다. 본 논문은 건설사업의 민원을 평가하기 위한 민원분류체계를 제시하고, 민원분류체계를 바탕으로 설계기능을 개선하여 민원을 최소화하는 것을 목적으로 한다. 논문목적 달성을 위해 연구과정에서는 1) 건설사업 유형별 특성에 따른 민원요인을 분석하고; 2) 민원요인을 기반으로 민원분류체계를 개발했으며; 3) 민원분류체계를 체크리스트로 사용하여 설계대안 창출을 위한 절차를 제시했다. 사례분석에서는 실제 건설사업 설계를 대상으로 민원사전예방을 위한 설계대안을 창출하여 민원대응수준을 향상시켰다.
