  • Purpose: The construction of New Han-ok style public buildings is a construction that can not be seen in traditional Han-ok, and it is a construction that combines traditional wooden structure, RC structure, and steel structure. Therefore, construction different from general construction is complicated and complex. It is necessary to accurately understand the construction method of each field rather than the general construction management method and study the method suitable for New Han-ok style public buildings. Also, since the New Han-ok style public building business is the first business to be introduced in Korea, new process management is needed rather than general process management. Method: The research method is as follows. Analyze process management through theoretical considerations and analyze the differences from general construction projects. Next, we want to identify the characteristics and problems of the process control method applied to real cases. Finally, the results of this analysis suggest ways to improve process management. Result: Therefore, it is necessary to establish a precise plan from the basic design to the construction of the public building construction management. In addition, careful planning should be made so that the supply and demand of materials and the supply and demand of personnel can be achieved smoothly.

  • As the business environment for construction enterprises has been worse, the level of their dependence on public projects increases. Under these circumstances, the public owners should pursue more efficient management process and make continuous efforts to establish strategic project-oriented organizations. There are growing concerns on owners' role with the recognition that the public owners are the key stakeholders to improve effectiveness in public sectors and reinforce competitiveness of entire industry. This study reviewed the characteristics of public construction projects with the concept of program, evaluated the current status of program management capabilities, and discussed the requirement for effective program management.

  • Even though the construction management (CM) system was introduced for the purpose of increasing the efficiency of the domestic construction industry along with the establishment of construction industry fundamental laws in December of 1996, now it is very difficult that the public institutions can judge their application of construction management methods due to the lack of clear guidelines or directions to select construction management methods when the public institutions were executing public construction projects. Therefore, this study was executed to prepare for the selection criteria which could be referred in reviewing the application of construction management ordering methods according to public institution's competences and project characteristics. It is expected that future domestic demand of construction management will be gradually increasing both in public and private construction sectors. However under the current construction management systems, it is judged to be difficult that the construction projects that apply the construction management methods will be activated with full-scale. Therefore, it could be said that active efforts in domestic sectors are required in order that the construction management systems of developed countries levels could be activated. Additionally in order to vitalize the construction management systems, it is expected that public institutions could use this study results as the review data for feasibility of construction projects for the consignment of construction management in selecting the ordering methods.

  • When managers estimate exact construction cost at early stage and design phase, they can reduce construction cost in a more efficient way than to predict at construction stage. But, the current of public construction cost estimation and management is concentrated almost after detailed design phase. Therefore, construction cost management in design development phase to generally use approximate estimating is not correct. Also, the existing construction cost used the method that estimated by gross floor area-based cost estimates at design development phase. So, it is difficult to show the specific amount of materials and basis about the estimated cost of the construction. This study derived problems and limits of construction management at design development phase in case of public office building project through review of literature and current survey, and suggested estimating process model process of structural construction cost go improve these matters.

A Descriptive Analysis of Project Participants' Perception about Complaint in Public Construction Projects

  • Conflicts in public construction projects become more serious and complex so that they have a negative effect on performance of projecets. Conflicts in public construction projects are defined as expanding in complaints. This study analyzes the relationship structure and effect on performance between complaints and conflicts. First of all, 219 survey data collected from industry experts were used to derive complaints arising from the project and to understand the characteristics of each complaint. In the case of environmental damages, rather than environmental damage during construction, harmful substances or effects that can occur in completed facilities cause complaints from local residents, and opposition from environmental groups has a great effect on time and cost increase. As for safety damage, civil complaints related to prevention and countermeasures for safety accidents occur frequently, and additional construction affects cost increases. Through this study, it is possible to understand the serious complaints that are prone to conflict in public construction projects, their frequency, and the performance of the project.

  • Various safety measures have been established and implemented in order to reduce construction accidents. However, statistics data on at construction sites still show higher accident and mortality rates than other industries. As a result of investigating the causes of accidents occurring in the construction industry, most accidents resulted from the failure of the system. Therefore, the existing safety management system of the construction site is monitored so that it operates properly in the field, and it is an important factor to actively participate in construction work. In order to overcome this, the government emphasized on-site inspections and planning and implementation confirmation by public institutes to ensure the effectiveness of the safety management system through amendment of the Construction Technology Promotion Act, but the orderer' safety capability and manpower are insufficient at present. Therefore, in this study, the safety management system, such as design for safety, safety management plan, safety check, safety management cost, etc. specified in the Construction Technology Promotion Act, is regularly checked and confirmed to improve the effectiveness of the safety management system as well as to improve the safety management system of the construction site by deriving measures to strengthen the public function of the government.

  • Procurement system of public construction projects in Japan is changing with diversity in rapid pace. The quality assurance and risk management of construction projects should be more certain as the projects are turning into larger scale and more complexed. The clients in the public sector will want to make the relation of responsibility among the client, the designer (architects and engineers), and contractor clearer in terms of role and risk. Public-Private Partnership (PPP) is one of the methods for collaboration of the public sector and the private sector in public construction projects where the public utilizes the ability and suggestion of the private. Private Finance Initiative (PFI), Design-Build-Operate (DBO), market testing, designated manager system, outsourcing of tasks in local governments are well-known as examples of PPP in Japan. Indeed, there is an obvious trend that Design-Build (DB) is adopted in public construction projects in many countries including Japan. In this paper, the public construction projects in various procurement systems are surveyed and analyzed. They are not limited within the traditional procurement, Design-bid-Build, a separate order system of design and construction. Design-Build or PFI are adopted. In particular, contract by wide range including maintenance of equipment can be found. On the other hand, modification from originally typical PFI is taking place, such as concept design and project finance are removed from the roles and the tasks of the special purpose company (SPC) in PFI. Standard roles and tasks in a construction project are modeled in this paper.

Establishment of a Safety Inspection System for Public Institutions Ordered Construction Projects (건설공사 발주 공공기관의 안전점검 체계구축에 관한 연구)

  • Public institutions have a responsibility to ensure the safety of their employees and the public. One way to do this is to implement a systematic safety inspection system based on risk assessments and continuous improvements. This study developed a systematic safety inspection system for public institutions that are ordered construction projects. The proposed system in this study consists of a three-step process: (1) developing safety grade evaluation tables, (2) preparing and conducting safety inspections, and (3) evaluating and improving safety management grades. The first step is to develop safety grade evaluation tables by analysis and diagnosis of the construction site's work type, disaster statistics, and related laws. The second step is to conduct safety inspections using the developed evaluation tables. The third step is to determine the safety management grade based on the results of the safety inspection, and to improve risk factors found during the safety evaluation. The proposed system was implemented in highway construction projects carried out by public institutions. The results showed that the proposed system has two major effects: (1) reducing accident-related deaths and injuries, (2) improving safety management levels by continuous evaluation and improvement. The proposed system can be utilized in construction projects ordered by public institutions to improve the level of occupational safety and health.

Analysis of the Work and Cost of Supervisor in the Public Construction Corporation (공공발주처의 공사감독 업무영역과 비용 분석)

  • In the construction project, construction supervisor influences greatly the construction managements such as process management, quality management, safety management, and cost management. Therefore, from the first stage of the project, the managing activities of the supervisor are consistently needed. But the assesment of supervisor's work and cost has not been made enough in the public construction project. And there have been doubts as to whether a supervisor can take a consistent managing activity from the early stage of the project. Accordingly, the works between Korean supervisor and foreign supervisor in their public corporations are analyzed and compared in this paper. And the evaluation is made each of the cost for supervisor and the cost for engineer as a substitute of supervisor in construction project. This study is believed to contribute to improving the supervisor's work and reducing the personnel expenses and construction indirect cost.

A CBR-BASED COST PREDICTION MODEL FOR THE DESIGN PHASE OF PUBLIC MULTI-FAMILY HOUSING CONSTRUCTION PROJECTS

  • Korean public owners who order public multi-family housing construction projects have yet to gain access to a model for predicting construction cost. For this reason, their construction cost prediction is mainly dependent upon historic data and experience. In this paper, a cost-prediction model based on Case-Based Reasoning (CBR) in the design phase of public multi-family housing construction projects was developed. The developed model can determine the total construction cost by estimating the different Building, Civil, Mechanical, Electronic and Telecommunication, and Landscaping work costs. Model validation showed an accuracy of 97.56%, confirming the model's excellent viability. The developed model can thus be used to predict the construction cost to be shouldered by public owners before the design is completed. Moreover, any change orders during the design phase can be immediately applied to the model, and various construction costs by design alternative can be verified using this model. Therefore, it is expected that public owners can exercise effective design management by using the developed cost prediction model. The use of such an effective cost prediction model can enable the owners to accurately determine in advance the construction cost and prevent increase or decrease in cost arising from the design changes in the design phase, such as change order. The model can also prevent the untoward increase in the duration of the design phase as it can effectively control unnecessary change orders.
