Objectives : This study was performed to assess the community capacity building ability of health promotion workers of public health centers and to identify influential factors to the ability. Methods : The subjects were 43 public officers from 16 public health centers in Busan Metropolitan City. Questionnaire was developed based on 'Community Capacity Building Tool' of Public Health Agency of Canada which consists of 9 feathers. Each feather of capacity was assessed in 4 point rating scale. Univariate analysis by characteristics of subjects and multivariate analysis by multiple regression was done. Results : The mean score of the 9 features were 2.35. Among the 9 feathers, 'Obtaining resources' scored 3.0 point which was the highest but Community structure scored 2.1 which was the lowest. The mean score of the feathers was relatively lower than that of Canadian data. The significant influential factors affecting community capacity building ability were 'Service length', 'Heath promotion skill level', 'Existence of an executive department', and 'Cooperative partnership for health promotion'. According to the result of multiple linear regression, the 'Existence of an executive department' had significant influence. Conclusions : Community capacity building ability of subjects showed relatively lower scores in general. Building and activating an executive department and cooperative partnerships for health promotion may be helpful to achieve community capacity building ability.

The present research evaluates the public engagement approach in various project stages. Hong Kong had long been criticized as top-down and executive-led jurisdiction by overlooking the importance of cultural heritage and public concerns on public projects. It was suggested to the government to engage public and provide sufficient public consultation. Thereby, the government announced a series of revitalization and conversion measures in Policy Address in 2008. To carry out the measures, there were voices, because of diverse and sometimes conflicting interests, over the effect of revitalization project. On the other hand, studies reveal that there are benefits of revitalization and enhancement of public engagement approach. In pursuit of the subject, the present research aims at studying the Central Market as a case study pilot project. In October 2009, the Policy Address announced that the Central Market be revitalized. Tasked to implement the project, Urban Renewal Authority (URA) continued to adopt the people-oriented approach as the guiding principle in its core business and in heritage preservation and revitalization so as to create a sustainable development. Between government and the public, URA acts as a bridge for communication. As between URA and the public, URA conducted public consultation, set up an ad-hoc committee in January 2016 to be in charge of the project and will continuously inform the government and public with the updates and project progress. The main objectives of the present research are to assess the advantages and challenges in different stages of public engagement approach, to evaluate the engagement system, to give a comprehensive view for participation of stakeholders, and to find out effective strategies to enhance civil engagement. Research was achieved through interviews to key persons in the project, questionnaire that was distributed to community and experts in the field. Case Study of the Central Market was studied and investigated using different sources, such as newspapers, journals, etc, to evaluate the degree of public engagement in the project. Both detailed qualitative methodological approaches of interview, questionnaire, and case study, act as a synergy to demonstrate the research objectives and provide the comprehensive perceptions on the revitalization project. The results show that public participants in revitalized project have generated considerable value enhancements to social-cultural, environmental, political and economic aspect. This study provides valuable insights that the public participation can make positive contribution to sustainability in the city. The findings indicate that no any single system is flawless therefore seeking both public opinions and professional advices are also important as a comprehensive approach to achieve higher sustainability of the building.
Due to rapid climate changing and the need for energy conservation, environment friendly initiatives have emerged, and regulations to support establishment of green structures in construction have been legislated and enacted. In this study, the supporting of green build method act for rapid climate change and energy conservation. Using green build method, protecting surrounding ecosystem and developing green building continuously, I suggest alternative for protection of the environment. Identifies Envelope Design Elements among various construction Green Building Design Guidelines. Green buildings that we extract the Green Building envelope design from Design Guideline, select the object building through the green buildings examples of public institution relocation projects. Since then analyzes the planned schematic design and Green Envelope Design Elements and Green Building Certification(G-SEED). So, that future directions for planning correlation of Green Building and Design Guidelines about Green Design Elements Can be presented.
The Law of effective building and operation for the information systems took effect at Dec. 2005. Every government and public agency have to build own enterprise architecture(EA), sometimes it's called the Information Technology Architecture(ITA), by this law. The Ministry of National Defense(MND) built the enterprise architecture(EA) during 2006. 12$\sim$2007. 11 by this law too. We knew the specific characters of the public sector thru the EA project. The public sector is less active than commercial sector and most members of the public sector are just looking on the project as a spectator. So the most of key for the success of EA is how to catch the Sponsorship and Participation of members. In this paper we propose the effective building methodology for the Enterprise Architecture of public agency applying the MND-EA. The other governments and public agencies can build own the EA easily by the proposed methodology.
According to the results of analyzing the formation enterprise of beautiful public latrines, which Chungcheongnamdo is promoting, the conclusions of this study are as follows. The design for construction form should be suitable well for the surrounding environment according to the installation place of public latrines. Construction scales and sanitary appliances should be decided according to the location, use personnel, use frequency, and user type of latrines. It is not desirable to decide working expenses on the basis of pyeong irrespective of construction scale. In the purchase of building sites, because the building sites owned by the nation or the public bodies are difficult to apply the related laws, it is difficult to construct public latrines as eternal facilities. Because the building sites owned by individuals are very expensive, the execution of enterprises is difficult. Therefore, it is necessary to simplify the administrative procedures and increase the working expenses.

The study focused on the evaluation of maintenance management strategies used in public hospital buildings in Lagos state. It also assessed the labour composition for maintenance operations. In achieving these objectives, opinions of maintenance officers of ten (10) different hospitals in different local government areas of the state were sampled through well structured questionnaires. The data collected were analyzed using descriptive and inferential statistics. From the analysis, the study revealed that majority of those public hospitals do not have specific budget for maintenance programmes, maintenance policies, maintenance log book and maintenance manual to guide the operatives. About 98% of them do not understand the type of maintenance strategy being used for their maintenance operations. 78% of the maintenance work are only executed when there is a breakdown or in response to user's request. For labour composition, the cleaning of interior and exterior of the building, inspection of building elements, repairs and replacements of building elements are mainly carried out by in-house staff, while the repair and replacement of equipment is by outsourcing. The study also revealed that using in- house staff, reduces costs and provides a higher security while outsourcing provides more flexibility in staffing reduces equipment expenditures and provide better access to special skills. The study recommended proactive measures to provide necessary training and support for maintenance staff and users of these facilities and a means of securing sufficient funds for maintenance programmes.
Due to the Climate change and resource shortage by global warming, various problems are rising and getting worse around the world. Many countries are doing the considerable efforts to reduce greenhouse gas emissions. The government of South Korea also plans to decrease greenhouse gas emission, the various pilot projects are underway, which includes obligation of energy efficiency 1st rating and greenhouse gas target management system of public buildings. In particular, luxurious government office buildings and energy-wasting public building have issued and emerged as a social problem. Energy efficiency improvement of the existing public office buildings are becoming an important issue recently. This study is proposed the step-by-step energy improvement model according to the building energy efficiency rate in order to reduce the energy consumption. To attain this end, I set up a base model by analyzing the current architectural conditions of the existing public office buildings and grasped the specific properties of building energy consumption through energy simulations. Furthermore, I suggested phased reduction prototypes for the reduction target of energy consumption by applying the methods of the zero energy building plan. This study is expecting that prototypes would give directions when it comes to planning the implementation policy of phased building plan factors, according the building energy consumption reduction goal in the existing public office buildings which are the subject of building energy target management system.
Purpose: This study aims to suggest an analysis model finding the relationship between building scale characteristics of Public-use facilities and infectious disease outbreaks around senior leisure welfare facilities and the features and their scopes where quarantine resources are to be concentrated. Methods: Reviewing previous studies found the user characteristics of senior leisure welfare facilities and scale characteristics of urban architectures. The data preprocessing was performed after collecting building data and infectious disease outbreak data in the analysis area. This study derived data for attributes of building size and frequency of infectious disease outbreaks in Public-use facilities around senior leisure welfare facilities. A computing algorithm was implemented to analyze the correlation between the building size characteristics and the infectious disease outbreak frequency as per the change of the spatial scope. Results: The results of this study are as follows: First, the suggested model was to analyze the correlation between the infection frequency and the number of senior leisure welfare facilities, the number of Public-use facilities, building area, total floor area, site area, height, building-to-land ratio, and floor area ratio varied as per the change of spatial scope. Second, correlation results varied between the infection frequency and the number of senior leisure welfare facilities, the number of Public-use facilities, building area, total floor area, site area, height, building-to-land ratio, and floor area ratio. Third, a negative correlation appeared in the analysis between the number of senior leisure welfare facilities and infection frequency. And positive correlations appeared noticeably in the study between the number of Public-use facilities, building area, total floor area, height, building-to-land ratio, and floor area ratio. Implications: This study can be used as primary data on the utilization of limited quarantine resources by analyzing the relationship between the Public-use facilities around the senior leisure welfare facilities and the spread of infectious diseases. In addition, it suggests that infectious disease prevention measures are necessary considering the spatial scope of the analysis area and the size of buildings.
The rental housing has played a key role to supply a decent living space for the low-income households. The owner of the rental housing should maintain and manage the building physical condition. On the other hand, rents should use the housing without any damage and pay a certain fare for the rent. A rent is classified into two types : private and public. The public rent is mainly to supply a living space for non-available home owner with a low-rent fare. Many of public rent are built and supplied by the public institution or local government. The supplier would take a responsibility to maintain the building and components, reflected by the maintenance plan and repair scope. In this paper, it aimed at providing the repair time in building components of the public rental housing such as lighting, electrical cable, paintings and etc.. The repair time is analyzed with three calculation methods which are solved by the probability and empirical approach. Results are as follows : First, the repair time of the electrical facilities are maintained with 11yr, 10yr and 7 in permanent, public and redevelopment rent respectively. The roof proof has a repair time with 14yr, 11yr and 8 in permanent, public and redevelopment rent housing respectively. Second, Most of the components has a prior length of the repair time in permanent, public and redevelopment rent sequently. There is a difference in repair time according to the rental types. Therefore, it would continue to research the difference in aspect of the living style, building physics, living consciousness and etc.
BACKGROUND/OBJECTIVES: The relationship between food intake and nutritional status has been clearly established. Yet, there are only limited studies on food intake among family members and their nutritional status. The study examined the relationship between intra-household food distribution and coexistence of dual forms of malnutrition (DFM) in the same household. SUBJECTS/METHODS: Households with a malnourished child and overweight mother were categorized as DFM. Intra-household food distribution among family members was reported using ratios, which are a measure of individual intakes as compared to all household member intakes adjusted to RDA. RESULTS: A1,899 families were included in the study. The prevalence of DFM was 29.8% (95%CI 26.5-31.2). Children consumed lower amounts of energy (OR 1.34; 95%CI 1.06-1.69, P = 0.011), carbohydrates (OR 1.2; 95%CI1.03-1.61, P = 0.022), protein (OR 1.3; 95%CI 1.03-1.64, P = 0.026), and fat (OR 1.3; 95%CI 1.05-1.66, P = 0.016) than their mothers and other family members. In contrast, mothers consumed more carbohydrates than children and other family members (OR1.24; 95%CI 1.02-1.51, P = 0.03). CONCLUSIONS: This study is the first to report on the food distribution among family members and its relationship with occurrence of DFM in Indonesia. The results confirm the occurrence of an unequal food distribution between children and mothers, which increases risk of DFM in the household. The results also demonstrate that nutritional education at the household level is important to increase awareness of the impact of DFM.
