Comparative Analysis on the Cremation Rate of the Capital Area and the Increase Rate of Cremated Bodies Using the Online Cremation Reservation Service in Funeral Information System

  • In the study, we show the annual average increasing rate of death bodies in the capital area was 2.1% while the annual average increasing rate of cremated bodies was 4.5%. As the annual average increasing rate of cremated bodies was about 2.1 times higher than the annual average increasing rate of death bodies, the increase rate of cremated bodies contrast to the increase rate of death bodies was relatively high. Also, the cremation rate of the capital area was increased by 9.5% from 80.3% in 2011 to 89.8% in 2017 while the increase rate of cremated bodies was 27.2%(N=21,694 people) from 79,866 people in 2011 to 101,560 people in 2017. Thus, the increase rate of cremated bodies contrast to the increase of cremation rate of the capital area was relatively very high. On the basis of 2017, the utilization rate of public cremation facilities in by capital area was 94.5% in Incheon Metropolitan City, 91.1% in Seoul Metropolitan City, and 20.9% in Gyeonggi-do, which showed huge differences in the utilization rate of public cremation facilities in the jurisdiction area of by capital area. Focusing on the actual state shown in the results of this study above, it would be necessary for Seoul Metropolitan City to carry forward a supply & demand policy of cremation facilities through the extension of cremation furnaces, for Gyeonggi-do to carry forward a policy to build the public cremation facilities focusing on the basic local government in the jurisdiction area, and for Incheon Metropolitan City to enforce the measures for the joint use of cremation facilities with the basic local government in the adjacent Gyeonggi-do jurisdiction area in order to improve the efficiency of the operation of cremation facilities.

  • We studies show that ratio of corpse among cremated bodies in public cremation facilities in metropolitan cities using E-Haneul funeral information system is average 90.1%, which is high, in bigger metropolitan cities with over 2 million of population (Incheon, Busan, and Daegu), but is average 81.4%, which is relatively low, in smaller metropolitan cities with less than 2 million of population(Daejeon, Gwangju, and Ulsan). In addition, the cremated bodies ratio of opening remains is average 17.4% in smaller metropolitan cities with less than 2 million of population, but is average 8.9% in those with over 2 million of population, which is relatively low. Finally, the cremated bodies ratio of dead fetuses is average 1.2% in smaller metropolitan cities with less than 2 million of population, and average 1.0% in those with over 2 million of population, which is low. Based on the above result, we are the following suggestions to improve the effectiveness of funeral facility use by the increase of demand for public cremation facilities in metropolitan cities. First, Busan and Daegu, where the shortage of supply is expected due to the increase of demand for cremation of corpse, need to implement supply expansion policy of public cremation facilities to build or expand cremation furnaces. Second, Daejeon, Gwangju, and Ulsan, where the cremated bodies ratio of corpse is low, need to expand supply through expanded operation from existing 4~8 cremation numbers of public cremation facilities to 11 cremation numbers, which is the level of Seoul Metropolitan City. Third, there should be cremation furnaces exclusively for opening remains to prepare the increase of demand for opening remains in the years with leap month.

  • Weak competencies in urban local bodies (ULBs) for implementing public private partnership (PPP) projects has been recognized as a major hurdle in uptake of PPP model in India. In this context, a questionnaire survey was conducted to evaluate perception of urban PPP experts and ULB representatives on three aspects related to competency development, including, critical competencies for implementing urban PPP projects, approaches for competency development in ULBs and constraints faced by ULBs in development of competencies. The five critical competencies identified are project identification, project conceptualization, transaction design, PPP process management and contract management. The approach of training programs for municipal staff and elected representatives, and capacity building oriented technical assistance for implementing urban PPP projects have been preferred by survey respondents for competency development. The frequent transfer of municipal decision makers and low motivation among municipal staff have been identified as the most significant constraints for development of competencies.

  • According to the results of analyzing the formation enterprise of beautiful public latrines, which Chungcheongnamdo is promoting, the conclusions of this study are as follows. The design for construction form should be suitable well for the surrounding environment according to the installation place of public latrines. Construction scales and sanitary appliances should be decided according to the location, use personnel, use frequency, and user type of latrines. It is not desirable to decide working expenses on the basis of pyeong irrespective of construction scale. In the purchase of building sites, because the building sites owned by the nation or the public bodies are difficult to apply the related laws, it is difficult to construct public latrines as eternal facilities. Because the building sites owned by individuals are very expensive, the execution of enterprises is difficult. Therefore, it is necessary to simplify the administrative procedures and increase the working expenses.

황금비에 대한 통계적 고찰

  • In this study, it is certified that the golden ratio exists in the plants, the animals and human bodies(appearance), and is considered how much the ratio of positive and negative is in the psychological, political, social and cultural aspects. The result of this study shows that the golden sections or golden rectangles of the plants(N=58), the insects(N=44), the animals(N=21) and human bodies(N=260) are equal to $0.620{\pm}0.117$, $0.632{\pm}0.203$, $0.625{\pm}0.138$ and $0.60{\pm}0.169$, respectively. The slope in the regression analysis is equal to 0.627(R-square=0.925, p-value=0.0001). Whereas, for the public opinion poll, the ratios($mean{\pm}st.dev.$) of positive and negative of the public mental phenomena are equal to $0.508{\pm}0.179$, $0.808{\pm}0.216$ and $0.711{\pm}0.128$ in the political, economical, and sociocultural aspects, respectively. The slope in the regression is equal to 0.674(R-square=0.764, p-value=0.016). As results, we show that the golden ratio exists in the plants, the animals and human bodies in nature. This shows that the public mental phenomena has some more negative aspects than positive aspects and explains the shrinkage of the public mental phenomena in the economical field.

Impact of inland waters on highly pathogenic avian influenza outbreaks in neighboring poultry farms in South Korea

  • Background: Since 2003, the H5 highly pathogenic avian influenza (HPAI) subtype has caused massive economic losses in the poultry industry in South Korea. The role of inland water bodies in avian influenza (AI) outbreaks has not been investigated. Identifying water bodies that facilitate risk pathways leading to the incursion of the HPAI virus (HPAIV) into poultry farms is essential for implementing specific precautionary measures to prevent viral transmission. Objectives: This matched case-control study (1:4) examined whether inland waters were associated with a higher risk of AI outbreaks in the neighboring poultry farms. Methods: Rivers, irrigation canals, lakes, and ponds were considered inland water bodies. The cases and controls were chosen based on the matching criteria. The nearest possible farms located within a radius of 3 km of the case farms were chosen as the control farms. The poultry farms were selected randomly, and two HPAI epidemics (H5N8 [2014-2016] and H5N6 [2016-2017]) were studied. Conditional logistic regression analysis was applied. Results: Statistical analysis revealed that inland waters near poultry farms were significant risk factors for AI outbreaks. The study speculated that freely wandering wild waterfowl and small animals contaminate areas surrounding poultry farms. Conclusions: Pet birds and animals raised alongside poultry birds on farm premises may wander easily to nearby waters, potentially increasing the risk of AI infection in poultry farms. Mechanical transmission of the AI virus occurs when poultry farm workers or visitors come into contact with infected water bodies or their surroundings. To prevent AI outbreaks in the future, poultry farms should adopt strict precautions to avoid contact with nearby water bodies and their surroundings.

Accounting Knowledge as a Contributing Intention on Improving Public Accounting Profession

  • Public accountant profile dominated by over-50-year-old people appears to be alarming. The intention towards this profession had better be fostered immediately; therefore, the predictors to boost the intention need to be known. The study examines the influence of accounting knowledge toward the intention to work as public accountant using the Theory of Planned Behavior approach. A survey of 146 students revealed that there was a significantly positive influence of accounting knowledge toward the intention of becoming public accountant, both directly and indirectly, through the mediation of attitudes and perceived behavioral control. Subjective norms did not function as an appropriate mediation. The findings are expected to contribute to universities and professional accounting bodies. The study urges the accounting educators to redesign and reorganize the curriculum, including a more interesting teaching and learning methods. The professional accounting bodies are expected to cooperate with accounting educators in enhancing the internship program and providing real-case study to instill a positive attitude and assurance toward the students' competence, which, in the end, might spark the intention to work as public accountant. That accounting knowledge positively influences the intention toward public accounting profession through the mediation of perceived behavioral control was statistically supported.

A Study about the Deposit Stations in Japanese Colonial Era (일제강점기 순회문고에 관한 연구)

  • This study attempted to analyze the deposit stations in Japanese Colonial Era of Korea. To do this, this study reviewed the related literature such as articles, records, statistics, books and reports selected from databases, archives and libraries. The deposit stations were categorized by the colonial governmental bodies that included the central and local governments, by the non-governmental bodies that included the quasi-public organizations, the anti-Japanese organizations and the others and religious organizations and by the public libraries. These deposit stations were analyzed according to the time and purpose of establishment, the audience and area of the services, the ways of the services and the theme and quantities of the collections. Finally, the study could find that the deposit stations were widely adopted to supplement the lack of a library infrastructure by various administrative bodies and non-governmental bodies in Japanese Colonial Era of Korea.

Analysis on the Actual Status of Users of Public Nature Burial and Cremated Bodies Using the Public Cremation Facilities in the Capital Area through the Funeral Information System and the Activation Plan of the Public Nature Burial

  • In the study, we suggest that the activation plan of the public nature burial in the capital area through funeral information system as follows. First, according to the report on the social survey announced by the National Statistical Office in December 2017, the Korean people's preference of nature burial was 43.6% while the actual utilization rate of national nature burial in 2017 was only 8.8%, which showed a huge gap between preference and utilization rate of nature burial. Therefore, through the activities to improve the awareness of nature burial by performing the national promotion and education, and also the investment for the expansion or improvement of nature burial facilities in the level of central government and local government, the preference of nature burial should be led to the actual demand. Second, during the period from 2011 to 2018, the utilization rate of public nature burial in the capital area was annually increased by average 26.9%, which showed the huge increase of demand for nature burial. Thus, each local government should carry forward the policies for expanding the supply of public nature burial focusing on the woodland burial showing the high preference of users of public nature burial. Third, even though the public cremation facilities are installed or operated by local governments in the capital area, Seongnam City without the public cremation facilities should install the public nature burial for the enhancement of users convenience by providing the One Stop Total Funeral Service.
