A Study on the Influence Factors in Data Quality of Public Organizations (공공기관의 데이터 품질에 영향을 미치는 요인에 관한 연구)

  • By the progress of informatization, the data which is involved in the administration and public organizations are increased the requestion of the utilization. Nevertheless most of the agencies could not actively participate in sharing and opening the data to the public because of data quality problems. The purpose of this study is to verify the relationship for data quality, managerial and organizational factors which is to derive at the level of the organization's data quality management success factors suggested in previous studies, and the acceptance of the organization's quality management. The result identify that organizational factors, organization's data quality management encouragement and support, give effect data quality through the acceptance of data quality management. However, managerial factors was no effect the data quality management acceptance. This study than managerial approach when considering the quality control for the public organizations, in the early days of the current situation of a company-wide consensus was required, as well as directly to the level of quality factors affecting the quality of acceptance is presented to derive but has significance.

Empirical Analyses on Public Involvement Impact for Master Plan of New Transit System (신교통 시스템도입을 위한 기본계획단계의 PI 효과 실증 분석)

  • The purpose of this study is to develop conflict management considering justification of planning decision by public involvement (PI) in the context of Korea as an approach to prevent conflicts for railway projects and to achieve consensus building between public and governments. In this study, to evaluate the effectiveness of conflict management in the process of railway planning, we examined the before and after survey on the light rail transit (LRT) planning that was previously conducted. We first conducted estimation on the causal relationships among factors related to acceptance of LRT planning by structural equation model. The estimation results show that conflict management activities and acceptance are positively related. We also discussed as follows: the level of recognition of railway project influences positive effects regardless of conflict management activities, the most important factor with respect to the acceptance is awareness for planning necessity.

Analysis and Comparison of Factors to Influence the Use Behavior of Vertiport: UTAUT Research Model (버티포트 이용행태에 미치는 영향요인 및 요인별 비교 분석: 통합기술수용모형(UTAUT)를 활용하여)

  • This study used the Unified Theory of Acceptance and Use of Technology(UTAUT) model to find factors that influence consumer acceptance intention toward Vertiport, a physical ground support technology required to implement AAM services. The analysis showed that among the four independent variables, Vertiport's social influence and facilitating conditions have a significant impact on future Vertiport usage behavior. At this point, the public has not yet had actual experience with Vertiport, so there is a limitation of considering it as a future concept based on speculation and measuring acceptance by actual behaviors related to its use (inquiries, information gathering, interest, etc.). Research on acceptance and attitudes toward new transportation methods should be further activated and developed along with future service development. Through the results of this study, we aim to understand the initial public acceptance of Vertiport as a ground-based infrastructure in the AAM field (or UAM) and propose strategic implications for the direction of service development.

A Study on the Effects of BSC System Acceptance Factors on the Intention for Continuous Use (BSC 시스템 수용요인이 지속적 사용의도에 미치는 영향에 관한 연구)

  • The purpose of this study is to make an empirical analysis on the factors affecting the intention for the continuous use of the BSC system, which has been recently spread in the public sector. Because the object of acceptance is the performance management system based on BSC (Balanced Scorecard) implemented in the form of information systems, this study proposes a research model by applying TAM (Technology Acceptance Model). Independent variables are factors affecting the acceptance of BSC system such as training, communication, IS support, CEO support and personal innovativeness, and we examine their effects on the dependent variable, namely, intention on continuous use via mediating variables: perceived usefulness and perceived ease of use. A questionnaire survey was conducted with public institutions(firms) that had introduced and were operating the BSC system; 264 valid questionnaires are adopted. Collected data are analyzed using SPSS 16.0 and AMOS 7.0. Results of reliability test show that all analyzed data are reliable. In validity test, one item regarding communication was excluded; 9 latent variables and 34 observed variables are used in the final analysis. Based on the results of the hypothesis test through path analysis using a structural equation model, 10 out of 16 hypotheses are accepted. Factors affecting perceived usefulness are training and IS(Information System) support. The analysis results indicate that perceived ease of use is mainly affected by IS support, CEO support, and personal innovativeness among the factors related to the acceptance of the BSC system. This suggests that, contrary to the expectation that the BSC system may be used without difficulty, the management's active support is required in order to attain expected improvement in productivity and work efficiency. This was also pointed out in case studies on the construction of the BSC system in public sectors. On the other hand, perceived ease of use is found to affect perceived usefulness. This supports the results of previous researches on TAM. Perceived ease of use and perceived usefulness are found to affect the attitude towards the use of the system. The intention on continuous use is affected more by perceived usefulness than by the attitude towards the use of system. This result supports the results of previous researches on TAM, showing that the BSC system is utilized substantially in worksites. This study is considered meaningful in that it was actually performed on users at public institutions(firms) that had introduced the BSC system and that it empirically tested hypotheses on the acceptance of the BSC system by applying TAM to the research model.

An Empirical Study on the Acceptance of Knowledge Management Systems in Public Institutions : Using Technology Acceptance Model (공공기관의 지식관리시스템 수용모형에 관한 실증적 연구)

  • Information systems that are not used cannot be useful. In order to increase user acceptance, it is necessary to understand why people accept or reject information systems. Technology Acceptance Model(TAM) is one of the most influential research models for studying determinants how users accept information systems. Recently, Knowledge Management Systems(KMS) have become important components of corporate systems as the foundation of industrialized economics has shifted from natural resources to knowledge assets. This paper applies TAM to investigate users' acceptance of KMS in public administration institutions. It sampled 182 users who had experience in using KMS. Many empirical researches have suggested that TAM can be integrated with other organizational theories to improve its predictive and explanatory ower. We extended the basic TAM by the integration of appraisal and reward satisfaction theory. There are many external variables that influence the perception and the belief of system users. We introduced two external variables(job characteristics, IT self-efficacy) and one additional perception variable, perceived appraisal and reward(PAR) in the basic TAM model. The LISREL model analysis is used for finding out the causality among variables and testing the model fitness. As result, The IT self-efficacy influences to the perceived ease of use(PEOU) and the PAR, and the PEOU influences directly to the perceived usefulness(PU), the PAR, and the attitude toward KMS. The KMS participation intention(PI) was influenced by the PAR and the attitude directly,andbythePEOUindirectly. Finally, this paper suggests some guidelines for the adoption of KMS in public sectors on the basis of the study results.

A Study on the Acceptance Intention of Autonomous Mobility Service Based on the UTAUT (통합기술수용이론(UTAUT)에 기반한 자율주행 모빌리티 서비스 수용의도에 관한 연구)

  • Purpose: The purpose of this study is to find factors affecting the acceptance intention of autonomous mobility service by applying the unified technology acceptance theory(UTAUT). Methods: The measurement items for each component of this study were modified to meet the purpose of the study by referring to previous studies related to mobility based on UTAUT, which has secured validity and reliability in many studies. The collected data through the online survey were analyzed using hierarchical regression analysis. Results: It was found that performance expectation, effort expectation, social influence, and facilitation conditions for autonomous mobility service had a positive effect on acceptance intention. Also, in this relationship, it was confirmed that driving experience moderated the relationship between performance expectation and acceptance intention, and between effort expectation and acceptance intention. Conclusion: Understanding the public's acceptance of autonomous mobility services, and suggesting strategic implications for the direction of service development to companies that are pushing to enter the autonomous mobility service market.

A Study on the Utilization Level of Public Facilities Obtained through Contributed Acceptance on Urban Regeneration Planning (도시정비사업의 기부채납 공공시설 이용실태에 따른 개선방안 연구)

  • Contributed acceptance system is causing problems with the usefulness and follow-up services and the like, other than the origin purpose which needs to be operated as rational adjustment method between the public interest and the private. Accordingly, this study has examine the problems by analyzing the present condition of practical public facilities and has the purpose on drawing the improvements by conducting consciousness survey from in substance users. The problems drawn from the analysis and the survey are location and position of the public facilities by reason of making public facilities at leftover land, the awareness and use as in-site facilities, creating street facilities without considering the use and safety of the users, follow-up service issues and the usefulness issues by creation without considering the surrounding conditions. The proposal of improvements for efficient operation by each problems are devising plans by considering location and position of the facilities for utilization and usefulness, secondly the necessity of the public relations for the improvements of the utilization of public facilities. thirdly, conducting the legal obligation by installing direction boards for its awareness of public facilities and delegating operation of facilities to public corporations such as SH, LH and inhabitants for efficient follow-up services, lastly, establishing the public facility map service which could figure out the surrounding conditions of public facilities to utilize for the contributed acceptance.

Analysis on the Perception of Nuclear Power Plant and the Preference of its Policy Alternatives for Public Acceptance (원자력발전소에 대한 인식과 국민수용성 향상을 위한 정책대안들의 선호 분석)

  • Public acceptance has become an important factor in nuclear power program particularly after Chernobyl accident and recent rapid democratization in Korea. Methods reflecting public opinions in order to improve public acceptance are firstly to understand what the public think about nuclear power plant and secondly to find out the public preference values for its policies. For this purpose, simplified multi-attribute utility (MAU) model was applied to analyze the public perception pattern for fire power production systems. And the conjoint analysis was applied to find out the quantitative values of public preferences for twelve policy alternatives to improve the safety and to support communities surrounding nuclear power plants in Korea. To implement these perception and preference analyses, mail survey was conducted to the Qualified sample who had the experience of visiting nuclear power plant. Diagnosis of their perception pattern for five power production systems was made by the simplified MAU model. Estimation of the quantitative preference values for potential policy alternatives was made by the conjoint measurement technique, which made it possible to forecast the effectiveness of each option. The results from the qualified sample and the methods used in this study would be helpful to set up new policy of nuclear power plant.

Determinants for the Social Acceptance of New Emerging Science and Technology: The Case of Genetically Modified Foods

  • This study identifies the structural determinants of the social acceptance of genetically modified (GM) foods across European countries. Toward this end, we suggest an integrated theoretical model to explain the social acceptance of GM foods by including both perception factors (perceived benefit, perceived risk, feelings, trust, and knowledge) and value factors (ethical concerns, science optimism, religiosity, and ideology). This model is then tested by analyzing survey data collected from 18,634 Europeans in 32 countries. The results indicate that first, not only perception factors but also value factors significantly contribute to explaining the acceptance of GM foods. Second, perceived benefits, perceived risk, feelings, and ethical concerns tend to be the four biggest determinants for acceptance. Third, this two-factor model could be generalized even with variation across countries. Finally, ethical concerns and scientific optimism play a moderating role between predictors and outcomes in the acceptance of GM foods.
