Q6, Q10 어린이 인체모형의 상해치 연구 (Injury Study for Q6 and Q10 Child Dummies)

  • The Child Occupant Safety Assessment was first introduced and carried out by Euro NCAP in 2003, with the goal of ensuring manufacturers to develop safe vehicles for passengers of all ages; the objective was to evaluate the safety and protection offered by different Child Restraint Systems (CRS) in the event of a crash. In 2013, the formerly used P child dummy series was replaced by newer and more biofidelic Q1.5 and Q3 child dummies, representing 1.5 and 3 year old children respectively. The frontal and side impact dynamic performances of the Q1.5 and Q3 were tested within all classes of vehicles assessed by Euro NCAP at the time. As an extension to that initiative, Q6 and Q10 child dummies were later developed representing children of 6 and 10 years old. Since the protection of larger children during vehicle crashes relies greatly on the interaction of vehicle restraint systems such as seat belt and the CRS, instrumented Q6 and Q10 dummies will be used to assess the protection offered in the event of front and side impact crashes. In this paper, we focused on injury criteria of Q6 and Q10 child dummies at 64 kph 40% offset frontal crash test. The whole procedure was designed with DFSS analysis. The full vehicle sled test results of both dummies were conducted with different restraint systems settled through previous sled test. It showed that several injury criteria and image data were collected as the result of the full vehicle sled test. Based on the results of these investigations, this paper describes which factor is most important and combination shows the best performance when evaluating rear seat occupant protection for Q6 and Q10 child dummies.

전압강하를 고려한 전기방식 기준 개정에 관한 연구 (A Study on the Amendments of the Cathodic Protection Criteria Considering IR Drops)

  • 도시가스사업법령에서는 매설된 강관에는 부식을 방지하기 위하여 전기방식 조치를 하도록 하고 있다. 미국 등 국외에서 방식전위기준은 방식전류가 흐르는 상태에서 포화황산동 기준전극으로 -850 mV(On potential) 이하로 하도록 하고 있으며, 이 경우 전압강하(IR-Drop)를 고려하도록 하고 있다. 그러나, 국내의 방식전위 기준은 포화황산동 기준전극으로 -850mV 이하로 하도록 규정하고 있을 뿐, 전압강하를 고려하도록 규정하고 있지 않다. 다만, KGS GC202에서 가스시설에 대한 전위측정은 가능한 한 가스시설과 가까운 위치에서 기준전극으로 실시하도록 하고 있다. 본 연구에서는 기준전극을 매설배관 주위, 지표면 및 지표면 하부 50cm에 각각 설치하여 방식전위를 측정하고, 측정위치에 따른 전위값을 비교하여 전압강하를 분석하였다. 전위 측정결과 기준전극을 매설배관 가까이에 위치하였을 때 IR-Drop이 가장 적고, 지표면에 기준전극을 위치할 때 IR-Drop 값이 가장 큼을 확인하였다. 따라서, 고체기준전극을 매설하는 경우에는 가능한 한 매설배관 가까이에 설치할 것을 제안하였다. 또한, 기존에 설치된 배관의 원격전위 측정을 위해서는 기존에 설치된 전위측정용터미널(T/B) 하부에 고체기준전극을 매설할 수 있도록 전기방식 기준전극 설치 기준 개정(안)을 제시하였다.

An Intercomparison of Counting Efficiency and the Performance of Two Whole-Body Counters According to the Type of Phantom

  • Background: Whole-body counters are widely used to evaluate internal contamination of the internal presence of gamma-emitting radionuclides. In internal dosimetry, it is a basic requirement that quality control procedures be applied to verify the reliability of the measured results. The implementation of intercomparison programs plays an important role in quality control, and the accuracy of the calibration and the reliability of the results should be verified through intercomparison. In this study, we evaluated the reliability of 2 whole-body counting systems using 2 calibration methods. Materials and Methods: In this study, 2 whole-body counters were calibrated using a reference male bottle manikin absorption (BOMAB) phantom and a Radiation Management Corporation (RMC-II) phantom. The reliability of the whole-body counting systems was evaluated by performing an intercomparison with International Atomic Energy Agencyto assess counting efficiency according to the type of the phantom. Results and Discussion: In the analysis of counting efficiency using the BOMAB phantom, the performance criteria of the counters were satisfied. The relative bias of activity for all radionuclides was -0.16 to 0.01 in the Fastscan and -0.01 to 0.03 in the Accuscan. However, when counting efficiency was analyzed using the RMC- II phantom, the relative bias of $^{241}Am$ activity was -0.49 in the Fastscan and 0.55 in the Accuscan, indicating that its performance criteria was not satisfactory. Conclusion: The intercomparison process demonstrated the reliability of whole-body counting systems calibrated with a BOMAB phantom. However, when the RMC-II phantom was used, the accuracy of measurements decreased for low-energy nuclides. Therefore, it appears that the RMC-II phantom should only be used for efficiency calibration for high-energy nuclides. Moreover, a novel phantom capable of matching the efficiency of the BOMAB phantom in low-energy nuclides should be developed.

A Study on the Introduction of Zoning in Biosphere Reserves: Focusing on the Laws Related Protected Areas

  • Background and objective: A biosphere reserve is a complex concept that combines the preservation of biodiversity and the sustainable development with the region, outstanding ecosystems with worth conserving in worldwide. The purpose of this study is to suggest the way of zoning that can perform the functions of conservation, development, and logistics support of biosphere reserves. Methods: To meet the purpose of this study, the designation criteria, restrictions, and permissions of the protected area specified in the law for domestic protected areas were reviewed to classify the functions of a biosphere reserve. Results: Through this classification, 10 domestic protected areas with high ecological protection value, such as the natural beauty of the ecosystem, biodiversity, and habitats for wild animals and plants were derived as the core areas of the biosphere reserves. Also, a total of 21 protected zones that can function as a buffer to protect the core of the natural ecosystem from indiscriminate development such as resource protection, recovery, pollution prevention, and improvement were derived as appropriate sites for a buffer. In the review process, issues such as different behavioral restrictions and ranges of permission due to the application of different laws were identified, if two or more protected areas exist within one of the protected areas, there is a protected area that does not meet the criteria for designating use zone, or where behavior restrictions do not meet the zoning criteria of biosphere reserve, under the laws of domestic protected areas. Conclusion: Although this study was not able to carefully review most of the laws on domestic protected areas that are linked to other laws, it was able to categorize appropriate domestic protected areas that can act as the core and buffer zones of biosphere reserves.

Development and Validation of an Integrated Healthy Workplace Management Model in Taiwan

  • Background: Impacts of exposure are generally monitored and recorded after injuries or illness occur. Yet, absence of conventional after-the-effect impacts (i.e., lagging indicators), tend to focus on physical health and injuries, and fail to inform if workers are not exposed to safety and health hazards. In contrast to lagging indicators, leading indicators are proactive, preventive, and predictive indexes that offer insights how effective safety and health. The present study is to validate an extended Voluntary Protection Programs (VPP) that consists of six leading indicators. Methods: Questionnaires were distributed to 13 organizations (response rate = 93.1%, 1,439 responses) in Taiwan. Cronbach α, multiple linear regression and canonical correlation were used to test the reliability of the extended Voluntary Protection Programs (VPP) which consists of six leading indicators (safe climate, transformational leadership, organizational justice, organizational support, hazard prevention and control, and training). Criteria-related validation strategy was applied to examine relationships of six leading indicators with six criteria (perceived health, burnout, depression, job satisfaction, job performance, and life satisfaction). Results: The results showed that the Cronbach's α of six leading indicators ranged from 0.87 to 0.92. The canonical correlation analysis indicated a positive correlation between the six leading indicators and criteria (1st canonical function: correlation = 0.647, square correlation = 0.419, p < 0.001). Conclusions: The present study validates the extended VPP framework that focuses on promoting safety and physical and mental health. Results further provides applications of the extended VPP framework to promote workers' safety and health.

신변보호사 자격검정 실기시험제도의 개선방안 (Improvement Plans for Protection Specialist Guard Certification Performance test System)

  • 민간경비가 도입된 지 60여년이 지난 현재 민간경비와 관련된 국가공인 자격으로는 경비지도사와 신변보호사 자격제도가 있다. 본 연구에서는 2013년도부터 국가공인자격으로 실시 되어오고 있는 신변보호사 자격검정 사항 중에서 2차 실기시험제도의 문제점에 대하여 논의하였다. 현행 신변보호사 자격검정은 1차 학과시험과 2차 실기시험으로 분류하여 실시하고 있는 가운데 신변보호사의 자격 검증을 엄격히 하여 응시자에 대한 만족도와 대중의 신뢰도를 높여가야할 시기에 봉착하였다고 판단되어 신변보호사 실기시험제도의 문제점에 대한 개선방안을 다음과 같이 제시하였다. 첫째, 현재 단순하고 비교적 기초적인 실기시험 평가 항목의 난이도를 다양화 하여 구분하는 것이 필요하다. 둘째, 현재 실기시험 평가기술은 합기도의 기술분야에 치우쳐 있다고 볼 수 있어 각 무도분야의 실질적 활용가능성이 높은 기술을 복합적으로 접목시켜 다양화 하는 것이 필요하다. 셋째, 현재 일반화 되지 않은 실기시험 평가위원제도를 전문화된 실기시험 평가위원으로 선정할 수 있도록 기준안 마련이 필요하다. 넷째, 현재 실기시험 평가위원과 응시자의 관계에 있어 지인인 경우가 많아 객관성확보차원에서 제척제도를 신설하는 것이 필요하다. 이와 같이 신변보호사 자격검정 실기시험제도의 전문성을 고양시켜나가기 위해 관련기관의 제도적 개선이 시급히 이루어져야 할 것이다.

  • 스마트그리드 환경에서 이용되는 기기들은 양방향 통신이 가능하기 위해 다양한 통신 인터페이스를 가짐으로 기존 IT기술이 가지고 있는 보안 취약점을 그대로 가질 수 있다. 이러한 보안 위협과 공격에 대한 피해를 최소화하기 위해 스마트그리드 기기의 보안기능과 이에 대한 평가 인증에 대한 필요성은 증가하고 있다. DCU는 스마트 미터의 정보를 중간 수집하여 유틸리티에 전송하는 중간 집계 장치로, 가정 내 위치하는 스마트 미터와 유틸리티 내부의 서버와 중간 위치에 설치되어 DCU가 공격받는 경우, 중간 거점으로 활용되는 등 위험성이 존재한다. 그러나 현재 DCU 보안성 평가와 관련된 연구가 미흡하여 DCU의 보안성을 확보하고 이를 평가, 인증할 수 있는 방법이 존재하지 않는다. 본 논문에서는 DCU의 보안성을 평가할 수 있는 보호프로파일을 개발하여 향후 개발자 또는 판매자에게는 보안목표명세서 작성에 도움을 주고, 사용자에게는 제품의 선정 및 운용관리에 활용할 수 있도록 한다.

  • 악성 앱 분석 도구는 안드로이드 기반 앱을 도구에 정의된 AI 기반 알고리즘에 의해 분석되어 악성코드가 포함되었는지 탐지하는 시스템이다. 현재 스마트폰의 보급이 활성화됨에 따라 악성 앱을 사용한 범죄가 증가하였고, 이에 따라 악성 앱에 대한 보안이 요구되는 실정이다. 스마트폰에 사용되는 안드로이드 운영체제는 점유율이 70%이상이며, 오픈소스 기반이기 때문에 많은 취약성 및 악성코드가 존재할뿐만 아니라, 악성 앱에 대한 피해도 증가하여 악성 앱을 탐지하고 분석하는 도구에 대한 수요도 증가할 것이다. 하지만, 악성 앱 분석 도구에 대한 보안기능요구사항이 정확히 명시되지 않아, 악성 앱 분석도구를 구축 및 개발하는데 있어 많은 어려움이 있기 때문에 본 논문을 제안한다. 개발한 보호프로파일을 통해 악성 앱 분석 도구의 설계 및 개발에 기반이 되어 기술력을 향상시킬 수 있고, 악성 앱에 대한 피해를 최소화하여 안전성을 확보 할 수 있으며, 더 나아가 정보보호제품 인증을 통해 악성 앱 분석 도구에 대한 신뢰를 보증할 수 있다.

개인정보통합관제 로그품질 분석 및 개선에 관한 연구: 보건복지 분야 사례를 중심으로 (A Study on Improvement of Personal Information Protection Control Log Quality: A Case of the Health and Welfare Division)

  • In this paper, we analyze the quality status of Health and Welfare division's standardized log and asses the characteristics of the institutions' logs analysis to establish the criteria to minimize hazards and control the quality of log's institutional details to limit extraction. As a result, extraction condition's proposed development direction to adequately assess and control health and welfare abuses privacy control target log. This improvement over the status and quality of information shared with relation to institutional work of the log quality characteristics is made possible. In addition, quality control and inspection standards were prepared in accordance with the institutional log characteristics. Future research will include performing continuous analysis and improvement activities on the quality of logs with integrated control of sharing personal information and distributing information about logs' quality to proactively target organ. Therefore, we expect that correcting proactive personal information misuse and leakage is possible to achieve.

  • The emergence of new IT technologies and convergence industries, such as artificial intelligence, bigdata and the Internet of Things, is another chance for South Korea, which has established itself as one of the world's top IT powerhouses. On the other hand, however, privacy concerns that may arise in the process of using such technologies raise the task of harmonizing the development of new industries and the protection of personal information at the same time. In response, the government clearly presented the criteria for deidentifiable measures of personal information and the scope of use of deidentifiable information needed to ensure that bigdata can be safely utilized within the framework of the current Personal Information Protection Act. It strives to promote corporate investment and industrial development by removing them and to ensure that the protection of the people's personal information and human rights is not neglected. This study discusses the strategy of deidentifying personal information protection based on the analysis of fake news. Using the strategies derived from this study, it is assumed that deidentification information that is appropriate for deidentification measures is not personal information and can therefore be used for analysis of big data. By doing so, deidentification information can be safely utilized and managed through administrative and technical safeguards to prevent re-identification, considering the possibility of re-identification due to technology development and data growth.
