  • Poor safety management in construction management may adversely affect cost, schedule and quality of a project. Heavy fines upon safety offence becomes a burden to the budget; losing working hours as a result of safety incident impacts on the schedule, and compromising quality is always an indirect consequence when workers perform duties in an unsafe site environment. Therefore, promotion of safety management becomes the top priority in any construction manager's agenda. Working safely will benefit construction project and lead to a "real" success. This paper is a case study, based upon "Geller's 10 principles for achieving a total safety culture", reviewing how a Hong Kong leading construction company fosters the safety culture and possesses a pleasant safety record over years. Its safety performance is not only well ahead the local industry, but also ranges top within the Asia Pacific region and comparable to those mature Western industries. The review concluded that safety culture is one of the major components in construction management and collaboration is the essence to realize this positive culture within an organization. Safety management is not merely a "top down" approach, but requires the positive "bottom up" actions from the other end. The successful story of this company can demonstrate the contribution of safety management in construction management.

This study classified local governments according to their financial characteristics, such as local financial independence and health budget level. It analyzed the health behaviors and disease prevalence of local residents to examine the effect of local government financial investment on the health of local residents. Methods: To classify types according to the financial characteristics of local governments, financial independence and the health budget data for 17 local governments were collected from the local fiscal yearbook of the Ministry of Public Administration and Security. The prevalence of chronic diseases and healthy behavior was compared using the 16,333 data of adults between the ages of 30 and 65 years among the original data of the National Health and Nutrition Examination Survey (2016-2020). Results: Cluster analysis was used to classify local governments into five clusters according to the health financial capacity type. A comparison of the prevalence of local residents by cluster revealed a similar prevalence of hypertension, diabetes, and hypercholesterolemia. On the other hand, the obesity rate (P < 0.01), high-risk drinking rate (P < 0.01), aerobic physical activity rate (P < 0.001), and healthy eating practice rate (P < 0.001) were significantly different. In addition, an analysis of the odds ratio based on the Seoul area revealed a higher risk of health behavior of non-Seoul residents. Conclusions: It is necessary to review the universal health promotion project budget considering the degree of regional financial vulnerability from the viewpoint of health equity to narrow the health gap among regions.

  • In order to improve areas lagged behind well-developed others ing the balanced national development. Development Promotion Areas(DPA)was designated in 1996. This study aims to develop a rational evaluation system for projects of DPA. This system has 3 evaluation steps. The first step is to evaluate 10-unit operations which are tourism, recreation, road, water supply and drainage, life environment, and so on. The second step is to evaluate 3 sub-programs such as tourism and recreation, local infrastructures and specialized industry. The third step is to evaluate comprehensively in entire area. A tentative system for project evaluation of DPA was proposed by brainstorming of expert-group. Weighting values of items in PDA were calculated through pair-comparison works of expert group using stepwise matrix sheets by AHP(Analytic Hierarchy Process).

As a result, it is highly likely to cause the employees overloaded and have negative effect on achieving the goals of urban regeneration, so, it is necessary to provide support measures at the government and provincial level, such as the actual execution index and the adjusting time of start and completion of particular business. Second, as the uncertainty of COVID-19 continues, it needs to strengthen the operation and monitoring of urban regeneration support centers in Gangwon-do and examine the changes in business operation plans in advance. In particular, the decrease in visitors to traditional markets and restaurants is expected to have a direct effect on small business owners engaged in the service industry. Therefore, it is necessary to actively consider the utilization plans of smart city regeneration, such as online shopping and non-contact payment. Third, it is necessary to phase in smart urban regeneration training focused on information weakness to narrow the digital gap, in preparation for general lifestyle changes such as contactless and non-face-to-face interactions. At a time when new light is being shed on local areas, which are quieter than heavily populated cities, a project that reflects the regional characteristics and culture of Gangwon-do is necessary.
