현재 모든 산업 분야가 급변함에 따라 건설 분야도 많은 변화를 겪고 있는데 대표적인 변화가 건설 분야에서 양적 팽창보다는 질적 수준을 높이는데 주력하고 있다는 것이다. 건설 분야에 있어서 프로젝트의 성공 여부가 기업의 생존에 직결된다고 할 수 있으며, 건설 프로젝트를 성공적으로 완수시키기 위하여 성과 측정 지표가 필요하다 국내 건설 기업들은 비용성과를 가장 우선으로 한 프로젝트를 수행하고 있지만 개별 프로젝트 성과에 대한 심도 있는 측정 및 분석 방법론에 대한 연구는 여전히 미비하다. 개별 프로젝트 성과 측정 방법으로는 린 건설을 기초로 한 성과측정 방법이 제시되어 있는데 이 성과측정 방법은 작업의 관점에서 개별 작업의 완수 유무로 측정하며 생산성, 신뢰성, 효용성의 세 가지 지표를 사용한다. 세가지 성과지표에 관한 측정은 공기에 관련하여 작업 완료 여부에만 집중하여 측정되고 평가되고 있다. 본 연구에서는 린 건설을 기초로 한 성과 측정 방법에 공사계획 신뢰도와 가중치 그리고 측정범위의 세 가지 고려사항을 개선방향으로 제시하였다. 제시된 고려사항들이 반영된다면 린 건설을 기초로 한 건설 프로젝트 성과측정 지표가 보다 객관적이고 정확한 지표가 도출될 것이다.

건설 프로젝트의 대형화, 복잡화에 따라 경쟁력 확보를 위하여 비효율성을 제거하고 합리적인 관리전략 수립을 위한 프로젝트 성과측정의 중요성이 부각되고 있다. 따라서 프로젝트의 성공에 영향을 미치는 요인에 대한 연구가 지속적으로 진행되었으나 이러한 성공요인은 프로젝트 시공자가 성과 증진을 위하여 실행하는 관리방법과 개선할 수 없이 받아 들어야 하는 프로젝트 고유의 특성이 혼재되어 있어 측정된 성과 자료를 벤치마킹하는데 어려움이 있다. 따라서 본 연구에서는 프로젝트의 성과에는 영향을 미치지만 시공자가 개선할 수 없는 요인을 프로젝트 특성으로 정의, 분류하였으며, 특성에 따른 성과증진에 어려움 정도를 프로젝트 관리 실무자 조사를 통하여 정량적으로 평가하였다. 본 연구에서 도출한 프로젝트 성과 난이도 지수로 프로젝트 초기단계의 프로젝트 특성 정보를 활용한 프로젝트 수행의 어려움 정도를 예측할 수 있으며, 프로젝트 시공자의 효율적인 프로젝트 관리를 가능하게 할 것이다.

최근 국내외에서 도시재생사업이 활발히 진행되고 있다. 이러한 도시재생사업은 사업주체 및 이해관계자가 다양하고, 복잡하며, 대규모의 긴 생애주기를 가지고 있다. 또한 대부분 입체 복합공간 개발 형태의 메가프로젝트라는 특징을 나타내고 있다. 이러한 대규모의 도시재생사업은 사업수행과정에서 많은 위험요인들이 존재하며, 그와 더불어 효율적이고 지속적인 성과관리가 필요하다. 그러나 국내의 성과관리는 건설업의 특성을 반영하지 못하고 있으며, 위험과 연계된 연구는 미비하다. 그래서 본 연구는 효율적인 성과관리를 위한 위험과 연계된 성과측정지표를 도출하기 위한 기초연구로 맵핑(mapping)을 통해 성과측정을 위한 성과지표와 위험요인을 연계하는 방법을 제시하고자 한다.

The performance measurement of construction projects has traditionally been evaluated as a prerequisite for successful project completion. Considering this importance, the UK and the US are operating quantitative performance measurement systems for construction projects. However, in the case of Korea, there is a limit to the use of existing methods due to the limitation of data collection. Recently, in consideration of the domestic situation, research is being conducted to measure the quantitative performance of a project by using big data including progress and project attribute information. Therefore, this study aims to present the design direction of a performance monitoring system using Quality Function Deployment.

본 연구는 지방자치단체가 수행하는 다양한 보조사업 중 장애인편의시설설치촉진사업에서 효과적이고 효율적인 성과관리 평가체계구축의 필요성과 실효성에 대해 논의하였다. 이와 함께 사회서비스 영역에서 성과평가시스템을 도입하면서 논리적 구조로 활용되는 논리모형을 적용하여 사회복지시설평가영역에 포함되지 않는 장애인편의시설설치촉진사업의 성과관리 평가지표를 개발함을 목적으로 한다. 이를 위해 문헌검토와 초점집단인터뷰를 통해 성과관리 평가지표를 개발하고 시범평가를 통해 평가지표의 타당성 및 평가용이성 분석을 실시한 후, 시범평가결과를 바탕으로 현장의견조사 및 전문가를 통한 타당성 검토를 진행하여 최종지표를 개발하였다. 최종 개발된 평가지표는 전체 8개 영역, 39개 문항으로 구성되었다. 장애인편의시설설치촉진사업 성과관리 평가체계 구축을 통해 장애인편의시설설치촉진사업 전반의 합리화를 추구하고자 하였으며, 본 연구에서 제시된 성과관리 평가지표의 개념틀과 평가접근 방식은 공공부문의 다양한 사회서비스 유형과 특성에 적합하게 활용될 수 있을 것이다.

In construction, stakeholders of extended project team play a key role in the overall project performance. Successful integration of stakeholders demands for good management practices at strategic, operational and project levels. Targets and measures to improve the stakeholder performance encourage the creativity and willingness of stakeholders of extended project team to develop the better ways to achieve the project objectives. This paper presents a generic descriptive method, showing how stakeholder's ability and influence impacts on project performance in the construction sector. The findings of a series of interviews with key informants are presented and the following main conclusion is drawn: improving project performance through stakeholder's contribution and measuring their performance can strengthen the project performance. This innovative approach which redefines the process of improving the project performance in construction projects will be of interest to those who intend to manage the projects in practice as well as to those who interested in advancing theory.

The Korean nuclear industry acquired technology for each construction stage including engineering, procurement, construction and commissioning from advanced nuclear countries. While the levels of technology and quality have greatly improved, the same cannot be said for the level of project management. In particular, the level of project performance measurement and forecasting project risk still remain at the single project management level. Thus, this paper reviewed the concept of the EVMS method and requirement for the system. The adoption of the EVMS, an advanced project management method, can enable efficient management of project risks and promote an adequate environment for project implementation.

The Organization for Economic Cooperation and Development, which has continuously evaluated the performance of healthcare systems, has recently invested much effort into hospital performance measurement. The purpose of this paper is to introduce the hospital performance measurement programs operated by international organizations or at the national level based on the OECD's hospital performance project. Health Insurance Review & Assessment service (HIRA)'s quality assessment was analyzed based on the analytical framework of the OECD's hospital performance project. The hospital performance measurement programs of WHO, Canada, Australia, United States and United Kingdom are briefly explored, in view of the conceptual framework, key performance dimensions and indicators that are currently in use. The OECD suggested seven key dimensions of hospital performance: timeliness, efficiency, continuity, effectiveness and appropriateness, staff orientation, patient orientation and safety. The analysis of the quality assessment program of HIRA, which operates 36 diseases and procedures and 347 indicators, shows that the numbers of indicators are relatively small in the areas of safety, patient centeredness and efficiency. Continuity of care and staff orientation are not fully developed also, but the situations are similar in other countries. In conclusion, hospital performance measurement using stable and comprehensive data should be developed to improve overall system performance, and discussions on a conceptual framework that can lay out directions and key performance domains need to take into place.

Best value in value engineering has relation to cost and performance. But a severe problem in VE study of a project is to reduce value due to loss of performance, caused by focusing on cost reduction. Also a lack of understanding performance concept, no trial VE workshop as well as cost saving-based policy have not satisfied customer needs. A efficient and practical methodology for accomplishing best value in construction projects is proposed. This study developed a more objective approach for performance measurement approach of mega projects and suggested a systematic process of performance quantitative analysis verifying value improvement. The proposed performance measurement method would be very useful for better communication and consensus between stakeholders and VE team especially through value engineering.
