THREE-STAGED RISK EVALUATION MODEL FOR BIDDING ON INTERNATIONAL CONSTRUCTION PROJECTS

  • Risk evaluation approaches for bidding on international construction projects are typically partitioned into three stages: country selection, project classification, and bid-cost evaluation. However, previous studies are frequently under attack in that they have several crucial limitations: 1) a dearth of studies about country selection risk tailored for the overseas construction market at a corporate level; 2) no consideration of uncertainties for input variable per se; 3) less probabilistic approaches in estimating a range of cost variance; and 4) less inclusion of covariance impacts. This study thus suggests a three-staged risk evaluation model to resolve these inherent problems. In the first stage, a country portfolio model that maximizes the expected construction market growth rate and profit rate while decreasing market uncertainty is formulated using multi-objective genetic analysis. Following this, probabilistic approaches for screening bad projects are suggested through applying various data mining methods such as discriminant logistic regression, neural network, C5.0, and support vector machine. For the last stage, the cost overrun prediction model is simulated for determining a reasonable bid cost, while considering non-parametric distribution, effects of systematic risks, and the firm's specific capability accrued in a given country. Through the three consecutive models, this study verifies that international construction risk can be allocated, reduced, and projected to some degree, thereby contributing to sustaining stable profits and revenues in both the short-term and the long-term perspective.

연구개발(R&D) 프로젝트의 효과적 관리를 위한 과정모형에 관한 연구 (A study on the Project Process Management System (PPMS) for the effective management of R&D projects)

  • This study examines a normative model of project management systems, PPMS, to provide information for directing R&D activity in order to increase R&D productivity. The PPMS (Project Process Management System) is a disciplined and systematic framework to manage R&D projects effectively and efficiently under the assumption of a strategic decision making and long-range planning. The purpose of PPMS is to provide for the management of research organization at different levels an effective management tool; first, for the planning system which deals with rational selection and authorization of R&D projects, second, for the control system which concerns monitoring and controlling the execution of R&D projects, and finally, for the evaluation system which attains evaluation of the performance results of R&D projects and determination of the necessary follow-up. A view for the future development of project management within the context of a project-performing organization is also elaborated to exhibit the progress and phase description of the project management system.

  • This paper deals with the practical experience and lessons to develop the criteria for evaluating projects in Computer Science & Information Engineering. In engineering education, project-based learning is different from problem-based learning. Project tasks are closer to professional reality. And self-direction is stronger in project work. In this paper, the development of project evaluation criteria is introduced with consideration of these differences. It is explained through running examples of basic project courses in Computer Science & Information Engineering.

국립어린이청소년도서관 독서문화진흥사업에 대한 실증적 평가 연구 (An Empirical Study on the Reading Culture Promotion Project of the National Library for Children and Young Adults)

  • 본 연구는 국립어린이청소년도서관에서 시행한 어린이·청소년 대상 독서문화진흥사업을 종합적으로 평가·분석하고, 향후 추진하는 독서문화진흥사업의 개선방안과 새로운 추진전략을 제시하고자 수행되었다. 이를 위해 문헌연구, 설문조사, Borich 요구도 분석, The Locus for Focus 모델 분석 등의 연구방법 및 분석기법을 통해 국립어린이청소년도서관에서 수행한 9개 주요사업에 대한 실증적 평가를 실시하였다. 평가 결과, 총 9개 사업 중에서 향후 지속적으로 확대해야 할 사업 4개, 일부 개선 및 방향 전환이 필요한 사업 3개, 사업의 지속 여부를 재검토해야 할 사업 2개 등의 3가지 범주로 구분하였다. 또한, 사업에 대한 평가 결과를 심층적으로 분석하여 향후 국립어린이청소년도서관에서 수행해나갈 독서문화진흥사업의 개선방안을 제언하였다.

AHP를 이용한 농업생산기반정비사업 타당성평가 개선방안 (Revision of Feasibility Evaluation Guideline for Agricultural Infrastructure Improvement Project Using AHP Approach)

  • This study revises current feasibility evaluation guideline for agricultural infrastructure improvement project considering recent changes in social and economic environment in rural area. We use an AHP(Analytic Hierarchy Process) approach to consider qualitative evaluation items in policy enforcement and balanced regional development as well as quantitative items in current economic analysis in the process of feasibility evaluation and decision making. The criteria system is composed of three level hierarchy. In the first level which consists of economic analysis, policy analysis, and regional development analysis, economic analysis was ranked top with relative weight of 0.45 and regional development analysis the lowest with 0.22. In the second level which consists of three evaluation items under policy analysis, consistency in policy enforcement, risk factors, and special evaluation factors, consistency in policy enforcement was ranked top. Finally, 13 detailed evaluation items in the third level were surveyed and ranked by using a comprehensive criticality vector. The result shows that the three most important evaluation items are 'degree of underdevelopment', 'spill-over effect of regional economy' and 'consistency with related planning and policy direction'.

한국 농업 관개배수사업의 경제성 평가를 위한 지표 개발 -한국과 일본의 사례를 중심으로- (Development on Benefit Indicators of Economic Evaluation of Agricultural Irrigation and Drainage Project -A Case Study between Korea and Japan-)

  • This study has performed comparative analysis on benefit indicators in agricultural irrigation and drainage project cases between Korea and Japan. The irrigation and drainage project with publicity should do economic analysis of direct benefit factors as well as indirect benefit factors. However, traditional economic evaluations are used that benefit factors are lack of consistency and focused on direct benefits. Therefore, the purpose of this study was to develop indicators for the economic evaluation of irrigation and drainage projects. We conducted a case study between Korea and Japan. The resulting benefit factors was divided into direct factors and indirect factors. The direct benefit factors were increase in income, cost savings. The indirect benefit factors were protection of property due to flooding, agricultural promotion, aesthetic improvement. The implications of this study are that the indicators of economic analysis can be evaluated and easily applied. Moreover, these indicators could promote the feasibility of economic analysis.

  • Design Engineering Group, LG Production engineering Research Center has been developing The Integrated Design Environment enabling engineering design task with ease, speedy and accurate for several years targeting the design departments in LG Electronics. $ezDesign^{(R)}$ System is consisted by Engineering Database Management, Engineering Knowledge Management, 3D Design Application, Design Evaluation Method and Project Management. Engineering Database Management manage the design information effectively. Engineering Knowledge Management takes control of design knowledge from design engineering activity systematically. It is possible for the engineering designer to utilized 3D CAD easily by 3D Design Application. Design Evaluation Method can evaluate several design alternatives synthetically. In Project management System, Designer can simulate the project schedule and cost. In this report, We will introduce how design process can be innovated by way of $ezDesign^{(R)}$ System.

항만투자평가 개선방안에 관한 연구 - 항만 리모델링사업을 중심으로 - (A Study on the Effective Economic Appraisal of Port Remodeling Project)

  • 항만 리모델링사업에 따른 주요 편익에는 선박재항비용 및 하역비용 절감효과, 시민들의 친수성 공간 이용편익 등이 있다. 리모델링은 대체항만 개발에 따른 막대한 기회비용을 피할 수 있으며, 항만 공간이 시민들의 휴식 공간이 됨으로써 많은 편익을 낳을 수 있다. 일본은 제도의 투명성, 유사 사업간 평가의 정합성, 그리고 평가수법의 고도화를 위해 끊임없이 노력하고 있다. 투자평가 시 사업주체의 의사결정에 도움이 되도록 사업에 따른 모든 효과와 비용은 가능한 한 화폐 환산이 가능하도록 한다. 한편 친수성 항만 공간 조성에 따른 항만 녹지, 광장, 위락시설, 수변시설 등의 이용자 편익은 여행비용법으로, 한편 해상안전, 수질 저질의 정화에 따른 편익은 가상가치법으로 각각 추계할 것을 권장하고 있다. 보다 나은 투자평가를 위해서는 평가의 객관성과 신뢰성을 높일 수 있도록 평가 시 최저한으로 준수하여야 할 가이드라인을 제시하도록 한다. 평가의 신뢰성을 제고하기 위해 평가 방법이나 기본 원단위의 개발에 힘쓰고, 평가 사례의 축적을 통하여 사례별 평가결과의 상호 비교를 가능하게 함으로써 유사 사업간 평가의 일관성을 높이도록 하여야 할 것이다.

  • 방송통신 연구개발 과제 관리 및 평가 체계의 개선 필요성이 증대되고 있다. 이미 해외 주요국과 국내 정부 및 연구기관에서는 개선에 대한 필요성을 공감하고 구체적인 지표 개발 방안을 모색 중이다. 이러한 추세에 부응하기 위해 본 연구에서는 연구개발 과제 성과평가지표 및 척도를 개발하여 현행 체계의 단점을 극복하고자 하였다. 본 연구의 특징으로 연구개발 과제의 가치에 대한 두 가지 관점을 정리하고 국내외 주요 기관들의 평가지표와 척도를 분류, 종합함으로써 보다 체계적이고 효율적인 지표를 개발하고자 하였다. 동시에 산/학/연의 전문가들의 참여를 통해 지표와 척도 내용을 방송통신 환경에 적합하도록 조정하였다. 본 연구에서 개발된 방송통신 연구성과 측정 지표 및 척도는 보다 객관적이고 체계적인 연구성과 평가에 기여할 것으로 판단된다.

연구개발 프로젝트 평가에 대한 의식구조분석 (Analysis of Consciousness Structure R&D Project Evaluation)

  • This paper provides a method of consciousness structure analysis for research and development project evaluation using fuzzy structure modeling(FSM). Fuzzy structure modeling, which is a modeling method for consciousness structure, has a large number of pairwise comparison by human subjective judgement and is difficult to check the consistency index of denoting the precision for human judgement. Thus, in this paper, we analyzed the structure of consciousness by fuzzy structural modeling method, introducing the concept of pairwise comparison matrix in Analytic Hierarchy Process.
