Researchers, institutes, and government involved in research & development (R&D) are faced with the problem of performing R&D project evaluations. As a real-word case of evaluation, we elicited and reproduced the evaluation process of the national nuclear R&D projects, using a specific case study of Korea. In the methodology, the analytic hierarchy process (AHP) is employed to evaluate and rank the selected nuclear R&D projects which have a wide range of evaluation objectives and characteristics. As a result, we obtained relative ranking for research projects and importance of evaluation criteria. The method and implications can be easily understood and applied by practitioners since it follows naturally the standard practice of evaluating and relative comparisons of performance using evaluation procedures. By applying particular R&D project output to the procedures, project evaluators can compare and prioritize evaluation objectives.

The current evaluation time period for the construction management service is the project completion or after project completion. Therefore, the construction manager has the following problems. First, it is difficult to prepare the evaluation due to the new field movement of the existing participating engineer. Next, the CM work is complex as well as extensive. Therefore, the critical success factors of the construction technology services evaluation are required as a systematic performance standard of CM work. In this study, we extracted the critical success factors that can systematically prepare the evaluation from the early stage of the project through in - depth interviews with experts. And, this study was analyze the priority of each factor by using AHP technique. As a result, the most important factors were related to the systemization of the preparation process, the construction manager work capabilities and practical construction management. And the priorities of all factors were analyzed high in the factors suggested by the owner groups. The results of this analysis are expected to provide the standards that construction management service performer carry out structured management of construction management throughout the project.

In Korea, various community investment renewable project models are being implemented to increase community acceptance of renewable energy. An important factor for enhancing local acceptance is that renewable energy projects have a positive effect on revitalizing the local economy such as income increase or job creation for residents and local companies. To maximize the local economic effect of large-scale community investment renewable energy projects, this study developed an evaluation index for local economy activation, whose indicators are the local return on investment, local companies' participation, local job creation, regional cooperation, transparency, and governance. Analysis of existing evaluation indicators and current renewable projects, financial analysis, and expert interviews were used in this research. The pilot evaluation determined that, the local economic effect was high in the following order: a fund investment wind project (Gangwon), benefit-sharing wind project (Jeju), and general wind project. In particular, residents' investment amount, the number of participating residents, and the amount and transparency of the regional cooperation fund were key factors to expand the effect of local economy activation. This evaluation index could be used in public bidding for renewable energy projects such as offshore wind zoning areas of local government.

사회·경제적 여건 변화에 따른 저성장시대에 진입하며, 전국 대부분의 도시에서 도시재생을 적극적으로 추진하고 있다. 도시재생은 막대한 국가재정이 투입된 사업임에도 불구하고, 아직 명확한 평가시스템이 마련되지 못하였다. 도시재생사업의 지속가능성을 담보하기 위해 도시재생사업의 성과를 평가하고, 정책을 보완하기 위한 환류체계 구축이 필요하다. 본 연구에서는 도시재생사업의 성과를 평가하기 위한 공간 빅데이터 기반의 도시재생성과 평가기법을 개발하는 것을 목적으로 한다. 도시재생성과 평가기법은 도시재생사업 유형, 대도시·중도소시 여부 등을 기준으로 도시재생사업 영향권을 차등화하였다. 인구·사회, 산업·경제, 물리·환경 측면 평가지표의 도시재생사업 영향권 내부·외부 간의 상대적 비교를 통해, 도시재생사업의 성과를 정량적으로 측정하였다.

The propose of this research is derive project management factors and evaluate its decision weight in LNG plant EPC phases. In order to research, we studied the demestic and international research trend and analysed expert opinions. Initially we derived nine project management factors in each phase of EPC. Elicited factors in research are project management, design management, cost management, time management, contract and craim management, safety management, environment management, and risk management. Then, we evaluated the weight of project management factors with expert survey method and elicitated. Finally, The remarkable points in the result are that key management factors of EPC project are project management and risk management.

현재 국내에서는 건설공사 사후평가 제도에 따라 사업 준공 후 공사내용 및 그 효과를 조사하여 프로젝트의 성과를 평가하고 향후 계획된 유사 건설사업의 효율적인 수행을 위한 자료로 활용하고 있다. 그러나 건설사업의 성과를 보다 효과적으로 관리하기 위해서는 프로젝트 진행 과정에서 단계별 성과를 평가하여 그에 따른 유연한 관리전략을 수립할 수 있어야 한다. 따라서 건설사업의 효율적인 성과관리를 위해서는 건설사업 단계별 성과평가체계가 필요하다. 본 연구는 건설사업 초기단계의 성과를 평가할 수 있는 계획단계 벤치마킹을 위한 기초 모델을 제시하고자 한다. 이를 위하여 본 연구에서는 한국개발연구원에서 제공하고 있는 예비타당성 조사 보고서 중 완료된 도로공사 354건에 대해 데이터베이스를 구축하였다. 계획단계 성과를 평가할 성과지표로 시설용량을 기준으로 한 표준공사비와 표준공사기간 지표를 개발하여 도로사업의 계획단계의 성과를 분석할 수 있는 벤치마킹 모델을 제시하였다. 이를 통해 도로사업 계획단계의 표준공사비 및 표준공사기간을 산정하고, 도로사업의 특성별 차이를 분석하였다. 본 연구의 결과를 활용하여 계획단계의 성과와 설계 및 시공단계의 성과를 연계하여 분석한다면 건설사업 생애주기 동안의 성과관리가 가능할 것으로 기대된다.

본 논문에서는 워싱턴어코드를 따르는 IT관련 프로그램에서 비용의 문제 또는 교과목 특성상의 문제로 만져볼 수 있는 형태의 설계 프로젝트가 용이하지 않은 교과목에서 설계 프로젝트를 개발하고 2년 동안 실시한 결과에 관하여 논의 하였다. 정보통신공학심화 프로그램의 네트워크설계 교과목을 위하여 실제 장비와 똑같이 동작환경을 설정하고 시험할 수 있는 네트워크 시뮬레이터를 활용하여 2 ~ 3인이 한조가 되어 협업할 수 있는 설계 프로젝트를 개발하였다. 프로젝트는 설계 구성요소와 제한요소가 있는 개방형 문제로 출제하였고 5주 이상 진행하였으며 교과목 성적에 30%를 반영하였다. 결과물의 팀단위 발표평가 및 팀원상호평가, 전 후반기 설문조사, 중간고사와 기말고사에서의 직접평가를 통하여 설계능력을 측정한 결과 학기초에 비하여 크게 향상되었으며 학생들의 만족도가 높음을 확인하였다. 또한 전년도 실시결과 나타난 문제점을 다음해에 반영하여 CQI를 완성하였다.

Since variety of construction projects with their individual specifications could be handled through different procurement systems, selection of the most appropriate project delivery system is a vital step towards more efficient project execution. The appropriate selection of project delivery system may also ensure more competent management of the project. Its impacts are not only limited to the first stages of the project, as it could also influence pre-construction, construction and operational phases of the project. Among different approaches exerted for this purpose, none has taken uncertainty into account, despite the fact that during first stages of the project most of the selection factors are still uncertain and not clearly defined. This paper, hence, aims to provide a fuzzy insight into the project delivery system selection. Through this approach more tangible model of the evaluation process may be presented. Proposed fuzzy method is indeed a multi criteria decision making model, based on the group of criteria, assigned for the evaluation procedure. A case study is also conducted, based on the opinion of an invented group of the experts.

본 연구는 교육인적자원부가 추진하고 있는 학교도서관 활성화 종합방안 5개년 계획의 1차년도 사업에 대한 문제점과 애로사항을 분석하여 향후 활성화사업 개선을 위한 기초자료를 제공하는데 목적이 있다 평가의 방법은 전국 16개 시ㆍ도교육청을 직접 방문하여 담당 장학사, 학교장, 부장교사, 도서관 담당교사, 학부모 등을 대상으로 심층면담을 하였다. 평가내용은 학교도서관 활성화사업의 4대 중점 추진과제인 \circled1 학교도서관의 기본시설 및 장서확충 \circled2도서관활용 프로그램 강화 \circled3 전담 관리인력 배치 및 전문성 제고 \circled4학교도서관 지원 민관 협력체제 구축을 주된 내용으로 하고, 여기에 지원사업 추진체계, 학교도서관 관련연수를 추가하였다.

This paper addresses three central decision-making problems frequently encountered in developing evaluation checklists for ex-post evaluation of R&D projects at private R&D centers: 1) what kind of evaluation elements and factors should be included in the evaluation forms\ulcorner 2) how much weight should be assigned to each evaluation factor and element\ulcorner and 3) could the same evaluation elements and factors with weights be applied all the project type(research, development, and engineering)\ulcorner To answer these questions, we identified the evaluation elements/factors based on the review of relevant literature and measured the perceptions of researchers, R&D managers, and top managements of the three private R&D centers to get the information about the importance levels of the elements and the weights of the factors for each of the three project types. The findings include that 1) all the evaluation elements derived from the literature exhibited high importance levels, and 2) the importance levels of the elements and the weights of the factors were quite varied along the project types. Theoretical and practical implications of the findings for ex-post evaluation of R&D projects are discussed.
