에너지연구개발(R&D)위한 기술계통도(Technology Tree) 기획방법론 활용 사례 - 에너지저장 기술 중심으로 (A Case Study on the Technology Tree Methodology of Energy R&D)

  • Government spending on research and development increased continuously is much more important to decision-making methodology for rational investment. Rely on a group of minority experts in the application of a general methodology, a tipping effect occur in specific technology field or difficult balanced procedure and objective control to maintain. This paper presents a qualitative-quantitative methodology to avoid such risks by utilizing Technology-Tree pertaining to energy R&D planning of the government Energy Technology Development program. Especially Energy Technology Development program "energy storage system" is applied to the analysis of Technology-Tree, mapping and analysis of existing government-supported projects during the recent 5 years, is derived essential missing elements of the technology value chain. This study suggests that significant evidence is utilized for improving efficiency of government R&D budget considering the importance of technology, domestic research-based and so forth, could be used to implement the R&D project planning.

MAUT/AHP를 이용한 연구개발사업 우선순위 선정방법 (A Hybrid Method of MultiAttribute Utility Theory and Analytic Hierarchy Process for R&D Projects' Priority Setting.)

  • MAUT and AHP are widely used for quantification of subjective judgements in various fields of decision making. This study focuses on the introduction and application of MAUT/AHP method which is a hybrid of MAUT and AHP techniques in R&D project priority setting. This hybrid model can clarify each factors' contribution using MAUT method and can reduce the number of pairwise comparisons of AHP method. This study applies AMUT/AHP method to the evaluation of R&D projects in a Government - funded research institute. To evaluate R&D projects, six evaluation factors are derived. SMART(Simple MultiAttribute Rating Technique) and DVM(Difference Value Measurement ) out of many MAUT methods are used to design the utility function ad AHP is used to allocate the weights among evaluation factors. The major findings of this study can be summarized as follows. First, the SMART/AHP and the DVM/AHP have the same results with the SMART and the DVM, and they are different results with AHP. It is very hard to decide which one is better. Second, MAUT/AHP's strength is analyzed. MAUT reflects utility values of evaluators to alternatives and AHP results objective and consistent weights of factors through pariwise comparisons. Third, its possible application fields are proposed. It is applicable to subjective decision making problems with high complexity and inter-independent factors.

Tunnel Mapper를 이용한 Tunnel 막장면 조사에 관한 연구 (Study of Tunnel Face Mapping Using Tunnel Mapper)

  • Tunnel Mapper, which is tunnel face survey system was used to conduct Face Mapping on the face of the tunnel that is under construction. Then, accuracy and utility value on the forecast of discontinuity were verified to verify the field application in order to present the measures for the use of the system for conducting research on the discontinuity. As result of the directivity verification following discontinuity‘s project, forecasted measurement and actually researched measurement error for the Dip direction and Dip angle was less than ${\pm}10$. Accuracy was 82.6% for Dip direction and 90.7% for Dip angle, which are high. Accordingly, face research discontinuity forecasting system's reliability level towards directivity is high. Tunnel Mapper, a tunnel face survey system can be leveraged to replace face's visual survey and to obtain objective information, enabling execution of the survey system that can automate face survey going beyond time and space related limitations.

다속성 효용분석을 이용한 원자력연구개발과제 사후평가지표 개발 (A multi-attribute index for evaluating of national nuclear R&D prniects in Korea: multi-attribute utility analysis)

  • The national nuclear R&D projects have been implemented for the purpose of supply of nuclear power which was proved to be safety and stability. Evaluating the national nuclear R&D projects has critical importance in nu-clear energy management aspect. This paper employs multi-attribute utility analysis as a basis for obtaining an evaluation index to assess the national nuclear R&D projects using a specific case study of Korea. To structure and quantify basic values for the evaluation, we elicited important attributes, then refined and structured them into a hierarchy. A multi-attribute index is constructed as a multi-attribute utility function, based on value judgments provided by a group of technical experts, policy makers, and faculties. As a result, the objective of attainment of a proposed object is given the highest priority, followed by appropriateness of project and research strategy, utilization of research output, within attribute ranges defined for the attributes. We found that the work and results of this study can provide valuable insights and decision opportunities for virtually all major decision making in evaluation of the national nuclear R&D projects in Korea.

  • 최근 무분별한 개발로 인한 산림지역의 훼손으로 토양의 침식이 발생하고 이는 강우와 결부되어 하천 오염 및 하천의 바닥고를 상승시켜 통수능을 저하시키는 원인이 되기도 한다. 이를 위해 국내에서는 환경영향평가 및 재해영향평가를 통하여 토사유출의 정량적 분석을 실시하여 적절한 대책을 수립하도록 하고 있다. 토사유출량 산정 시 고려되는 매개변수 중 본 연구에서는 무선조종 헬기 통하여 취득한 영상 정보를 이용하여 절취사면의 사면경사계수(LS) 및 토양피복계수(C)를 영상분석을 이용하여 보다 정확한 값을 산정하였다.

Design of Multipurpose Phantom for External Audit on Radiotherapy

  • Purpose: This study aimed to design a multipurpose dose verification phantom for external audits to secure safe and optimal radiation therapy. Methods: In this study, we used International Atomic Energy Agency (IAEA) LiF powder thermoluminescence dosimeter (TLD), which is generally used in the therapeutic radiation dose assurance project. The newly designed multipurpose phantom (MPP) consists of a container filled with water, a TLD holder, and two water-pressing covers. The size of the phantom was designed to be sufficient (30×30×30 cm3). The water container was filled with water and pressed with the cover for normal incidence to be fixed. The surface of the MPP was devised to maintain the same distance from the source at all times, even in the case of oblique incidence regardless of the water level. The MPP was irradiated with 6, 10, and 15 MV photon beams from Varian Linear Accelerator and measured by a 1.25 cm3 ionization chamber to get the correction factors. Monte Carlo (MC) simulation was also used to compare the measurements. Results: The result obtained by MC had a relatively high uncertainty of 1% at the dosimetry point, but it showed a correction factor value of 1.3% at the 5 cm point. The energy dependence was large at 6 MV and small at 15 MV. Various dosimetric parameters for external audits can be performed within an hour. Conclusions: The results allow an objective comparison of the quality assurance (QA) of individual hospitals. Therefore, this can be employed for external audits or QA systems in radiation therapy institutions.

기술제안입찰에서의 계적인 생애주기비용 평가를 위한 개선방안 (A Measure for Improving the Systematic Evaluation of the Life Cycle Cost in Technical Proposal Tendering)

  • 최근 행정중심복합도시와 혁신도시, 미군기지 이전사업을 중심으로 건설공사에서의 비용절감 및 품질향상, 기술개발 및 가치구현을 목적으로 기술제안입찰방식 적용이 확대되고 있다. 이로 인하여 기술제안입찰에서 중요 평가항목 중의 하나인 '생애주기비용 개선방안'에 대한 관심이 높아지고 있으며, 특히 건축물 생애주기비용에 대한 신뢰성 확보 및 객관적인 평가를 수행할 수 있는 방안을 마련하기 위해 노력하고 있다. 하지만 기술제안입찰에서의 생애주기비용 개선방안에 대한 적용사례의 부족, 원안에 대한 초기공사비의 왜곡, 불변가와 현재가의 혼재, 입찰업체간 산정기준의 모호성, 용어의 불명확성, 작성양식의 미흡 등의 문제점이 지적되고 있는 실정이다. 따라서 본 연구에서는 기술제안입찰에서의 평가항목 중 생애주기비용 개선방안에 대한 참여업체별 변별력을 확보하고 체계적인 생애주기비용 평가를 수행하기 위하여 작성지침 및 분석기준, 작성양식에 대한 개선방안을 제시하였다.

건설공사 민원 최소화를 위한 민원분류체계 기반 설계성능향상 (Improvement of Design Performance for the Minimization of Public Grievances Based on a Construction Public Grievance Breakdown Structure)

  • 건설사업은 사회적 그리고 경제적으로 파급효과가 크기 때문에 프로젝트 추진과정 중 다수의 민원이 발생된다. 이와 같은 현실에서 건설사업을 성공적으로 완료하기 위해서는 계획 및 설계과정에서 민원요인을 분석하고, 민원을 최소화하기 위해서 노력해야 한다. 본 논문은 건설사업의 민원을 평가하기 위한 민원분류체계를 제시하고, 민원분류체계를 바탕으로 설계기능을 개선하여 민원을 최소화하는 것을 목적으로 한다. 논문목적 달성을 위해 연구과정에서는 1) 건설사업 유형별 특성에 따른 민원요인을 분석하고; 2) 민원요인을 기반으로 민원분류체계를 개발했으며; 3) 민원분류체계를 체크리스트로 사용하여 설계대안 창출을 위한 절차를 제시했다. 사례분석에서는 실제 건설사업 설계를 대상으로 민원사전예방을 위한 설계대안을 창출하여 민원대응수준을 향상시켰다.

Adaptive Multi-class Segmentation Model of Aggregate Image Based on Improved Sparrow Search Algorithm

  • Aggregates play the skeleton and supporting role in the construction field, high-precision measurement and high-efficiency analysis of aggregates are frequently employed to evaluate the project quality. Aiming at the unbalanced operation time and segmentation accuracy for multi-class segmentation algorithms of aggregate images, a Chaotic Sparrow Search Algorithm (CSSA) is put forward to optimize it. In this algorithm, the chaotic map is combined with the sinusoidal dynamic weight and the elite mutation strategies; and it is firstly proposed to promote the SSA's optimization accuracy and stability without reducing the SSA's speed. The CSSA is utilized to optimize the popular multi-class segmentation algorithm-Multiple Entropy Thresholding (MET). By taking three METs as objective functions, i.e., Kapur Entropy, Minimum-cross Entropy and Renyi Entropy, the CSSA is implemented to quickly and automatically calculate the extreme value of the function and get the corresponding correct thresholds. The image adaptive multi-class segmentation model is called CSSA-MET. In order to comprehensively evaluate it, a new parameter I based on the segmentation accuracy and processing speed is constructed. The results reveal that the CSSA outperforms the other seven methods of optimization performance, as well as the quality evaluation of aggregate images segmented by the CSSA-MET, and the speed and accuracy are balanced. In particular, the highest I value can be obtained when the CSSA is applied to optimize the Renyi Entropy, which indicates that this combination is more suitable for segmenting the aggregate images.

국가지리정보사업 추진을 위한 영국지리정보 유통구조 및 정책 연구 - 영국지리정보원의 역할을 중심으로- (Structures and Policies of British Geographic Information Dissemination for Korea National GIS Project)

  • 본 연구의 목적은 지난 20년 이상 지리정보기반을 구축하고 활용해왔던 영국의 사례를 바탕으로 영국의 지리정보구축과정, 시장구조, 정부정책을 고찰하고, 한국의 지리정보사업을 위한 정책적 시사점을 논의하는 데 있다. 영국의 경우, 정부기관 주도로 지리정보 구축사업이 진행된 이후 구축기관의 에이젼시화 과정을 거쳐 현재는 민간으로의 지리정보 이용 및 활용 확산단계에 와 있다. 이러한 변화과정을 통해서 영국의 지리정보유통시장은 지리정보 공급자와 수요자들간에 지리정보 부가가치를 목표로 하는 다양한 형태의 지리정보 가공 판매자가 나타났으며, 영국지리정보원 주도로 민간과의 파트너쉽 형성이 활발하다. 이를 토대로 민간부문에서는 지리정보의 상업화 성공을 경험하고 있으며 영국지리정보원에 의한 주요 수요자층과의 장기공급계약은 수요자층의 확대를 유도하고 있다. 이러한 영국의 사례를 바탕으로 본 연구의 제안 내용은 향후 우리나라의 지리정보사업을 위한 정책적 제안으로써 민간부문의 시장참여를 유도하는 정책 개발이 무엇보다 필요하며, 부가가치 창출을 위한 지리정보 재판매자의 자율성 확대 및 지리정보 공급자 및 기관의 고객 중심의 경영마인드 확산, 연구개발 장려를 위한 국가지리정보의 무료 혹은 저가의 지리정보이용 정책이 시급히 개발, 시행되어야 한다는 점이다.
