The defense IT master plan is the plan for promoting defense informatization and is established by the Ministry of National Defense every five years. In addition, an implementation plan has been established in accordance with the master plan every year to promote the informatization project. However, since there is no systematic methodology to check and analyze the master plan comprehensively, it is difficult to judge whether the goals suggested in the master plan are achieved, and continuous monitoring of the project is limited. This study proposes a concept and framework for defense IT investment management and proposes a methodology for examining and analyzing the progress of the defense IT plan by referring to the U.S. Department of Defense's IT Plan and the performance management structure of the national IT master plan. As a methodology for managing defense IT investment, we propose an IT investment management code system from the perspective of an IT portfolio and verify its applicability through case studies. The results of this study are expected to improve the defense IT performance management system and improve the efficiency and effectiveness of the defense IT project.

College going students who are non-native speakers of English enrolled in English language programmes are not acquiring the needed academic writing skills. Many of these students do not have positive attitudes towards writing, thus forcing language instructors to look for ways of motivating students to write in order to improve writing skills. This action research project investigates the use of portfolio writing to improve writing ability among pre-university students. Research on the use of portfolio writing suggests that it is a useful way for developing interest in writing and for developing effective writing skills over a period of time. Portfolios support the best thinking in composition pedagogy in that it encourages process writing. Although the portfolio is considered a writing product, as a whole it is evidence of the students writing process. An important feature in using portfolios is that students are able to focus on their writing without constantly worrying about grades. Instructors have noticed that students make greater improvement in their writing when their focus is shifted from punitive feedback through letter grades to constructive feedback in the form of suggestions for further revision. This paper describes the use of writing portfolios as an effective means of teaching writing. The findings revealed that writing portfolios helped develop confidence in writing and decreased anxiety towards writing. (217 words)

In this paper, we analyzed the technology competitiveness of main competitors based on the patent trend analysis for beauty instruments fields, and drew up the patent reserve strategy and patent portfolio for project related technologies according to technical trends analysis. Using the analysis result of patent portfolio to establish the strategic IP based research and development plans, the patent wall and gap areas are suggested, And, based on the basic information to set up the direction of research and development, we intend to provide objective patent information for the feasibility of conducting research and development tasks and for the avoidance of duplication research.

This study examines the ePortfolio structure of IT company design interns and the differences among companies in 'Cofolios' site for employment of design major students. First, we examine the common configuration steps of ePortfolios [1. Project Brief${\rightarrow}$2-1. Investigation and Analysis${\rightarrow}$2-2. Strategy development${\rightarrow}$2-3. Secondly, all the sub-items used in the ePortfolio were organized into words and classified into 6 stages. Finally, this was analyzed by majors and companies. Through this, the interns of the IT companies can [2-2. Strategy development] and that they are actively utilizing the 'connectivity' attribute linking the links. In addition, interns confirmed that the ePortfolio was structured differently depending on their major and the desired company.

MTP(Multi-graded Tutoring Project) is a designed curriculum needed to perform a high quality project to improve teamwork and major skills for college student of science and engineering. Each student can experience teaching activities as a tutor and learning activities as a tutee in the MTP for three years. Through this curriculum, students are expected to obtain the capabilities to set up and search the goal of given projects, to make human network among multi-graded students and professionals which could be critical for finding careers, and to perform graduation projects in a more systematic and co-operated way, resulting in highly-qualified outputs. In this paper, MTP e-portfolio evaluation model is suggested. This model evaluates the individual-level performance operating in MTP curriculum. The evaluation model is described with three dimensional structure composed of participator, changes in learning, and learning processes. The resultant model could be utilized as tools for evaluating the curriculum set up for the multi-graded project-based teaching environment.

본 연구는 프로젝트 선정 및 포트폴리오 관리에 관한 고찰이다. 첫 번째 부분은 프로젝트 선정에 관한 세 가지 방법 (AHP, 경제학적 방법, Microsoft's Enterprise 프로젝트 관리 방법)의 장 단점에 대한 간단한 견해를 제시하였다. 두 번째 부분은 프로젝트 포트폴리오 관리에 관한 기법 등을 소개하였고, 6개의 질문을 통해 프로젝트 포트폴리오 관리 시스템에 대해 어떻게 조직화하고 활용할 것인가를 고찰하였다.

These days, the extension and complication of construction project has attached greater significance to IT system for effective project management. Construction companies inside the country have established IT system, but the fact is that they are not up to the expectations of investment provision, and the absense of objective and strategy about project management information system makes its efficiency doubtful. The research, from the point view of construction company, makes an estimate of indefinite future, and presents the process of making out IT system roadmap as a long-term strategy in building IT system.

Purpose Due to the complexity of policy environment in modern society, it is accepted as common basics of policy design to mix up a variety of policy instruments aiming the multiple functions. However, under the current situation of written-down policy specification, not only the public officers but also the policy researchers cannot easily grasp such frameworks as policy portfolio. The purpose of this study is to develop "Policy Attributes Taxonomy" identifying and classifying the public programs to help making decisions for allocative efficiency with effectiveness-based information. Design/methodology/approach To figure out the main scheme and classification criteria of Policy Attributes Taxonomy which represents characteristics of public policies, previous theories and researches on policy components were explored. In addition, to test taxonomic feasibility of certain information system, a set of "Feasibility Standards" was drawn from "requirements for well-organized criteria" of eminent taxonomy literatures. Finally, current government classification system in the area of social service was tested to visualize the application of Taxonomy and Standards. Findings Program Taxonomy Schemes were set including "policy goals", "policy targets", "policy tools", "logical relation" and "delivery system". Each program and project could be condensed into these attributes, making their design more easily distinguishable. Policy portfolio could be readily made out by extracting certain characteristics according to this scheme. Moreover, this taxonomy could be used for rearrangement of present "Program Budget System" or estimation of "Basic Income".

Many studies on ASP outsourcing area have focused on the Critical Success Factors(CSFs) of ASP outsourcing projects or on the service quality of ASP Service. But these studies have limitations to explain how to succeed in doing ASP outsourcing project. The objective of this research is to overcome this limitation by using the concept of "IT Risk" in Outsourcing. The effective control of the risks-caused during the IS outsourcing process-gives (ASP service using) users a powerful tool to minimize the risks and thus maximizes the possibility of ASP outsourcing project success. In order to perform this objective, this research set up the research model which is composed of three concepts. The three concepts are 1. Undesirable Outcomes(:UO) as IT outsourcing Risks, 2. The Source of Risks(:SOR) influencing the UO, and 3. the intention to get/execute Real Option Portfolio to control the risk level of SORs and UOs. This research has some important and interesting implications on the ASP outsourcing area. First, this research classifies the risk factors as three concepts and finds the interactions among them. Second, Using Real Option portfolio can control the risks effectively occurred during outsourcing projects. Third, Vendors(ASP service providers) can offer users IN TIME the options which can minimize the occurrence of risks.

Recently the Korean government also has strictly restricted a law such as GBCC(Green Building Certification Criteria)and RPS(Renewable Portfolio Standard) on the construction. Especially the government announced a obligation of renewable energy consumption over 12% for all the public buildings of total area over 1,000㎡ since 2014. Regarding to the policy, this study presented the economics of energy analysis of the public office buildings that supplies 12% renewable energy output in the early stage of construction project. This paper calculated on CO₂ emission by the geothermal, solar heat, and solar photovoltaic system and estimated the saving cost. Reduced cost through the energy saving are predicted to influence on the total construction cost. As a result air pollution and energy saving cost are expected that renewable energy system would be saving total initial cost of construction on planning phase.
